Jurnal Keamanan Nasional is a scientific and open-access journal managed and published by Puskamnas, Universitas Bhayangkara Jakarta Raya. This journal is a peer-reviewed journal that aims and focuses to publish new work of the highest caliber across the full range of legal scholars, which includes but is not limited to works in security studies, terrorism, political killings, riots, mass riots, rebellions, security disturbances, maritime security, food security, economic security, and others. However, articles are not included in the area of security studies, national security, human security, or any dimension as long as it is in a security perspective, both traditional and non-traditional security.

Abstract

The birth of social media in Indonesia has positive and negative benefits in the field of information. The problem that arises because of technological developments, especially social media, one of which is hate speech. The “Election” phenomenon of both the President and the Regional Head dragged social media into a stream of negative campaigns and became a lighter for the emergence of “hate speech” in social media. Historically “hate speech” has long appeared and is accompanied by events of violence, abuse, and mass genocide in certain groups of people and communities. This becomes a serious problem if not handled seriously because it is basically the cause of the conflict and the disintegration of the nation. Psychological Studies tries to parse the common thread of the emergence of “hate speech”, so that in the future there are potential ideas in unraveling problems related to hate speech, especially in the field of education.

Abstract

Since being declared an international pandemic by WHO, the plague of the COVID-19 disease has spread to all sectors of good community life, public health to the national economy, until finally, the President establishes national status in a state of public health emergency. The purpose of writing is to understand the concept of an emergency, policies that can be taken by the Government during an emergency, and provide a recommendation for the emergency situation. The research method is normative by using the statutory approach and conceptual approach to analyze the problem qualitatively. Research results show that, when the state of an emergency has been determined by the President, then any policy may be carried out by the state to cope with the emergency. For example, raising BPJS fees, delaying payment of PNS salaries, and so on. Except, the policy that cannot be carried out by the state during an emergency situation is to reduce or deviate human rights guaranteed in Article 28I of the 1945 Constitution or often referred to as “non derogable rights”. Therefore, the author recommends that the Government implement a “new normal life” in order to maintain a stable balance between public health and the national economy.

Abstract

Policing and fake news have been viewed as a linear relation, particularly by the practice of conventional policing that focuses on law enforcement activities. Fake news is a negative mode in nature and must be handled in such a way that will not trigger societal disorders or influence people to engage in criminal behaviors. By utilizing the conceptual application method, this paper analyses fake news as a meme – holon-parton defined in creative practice theory. Therefore, it is part of a field that could make fake news become popular memes as there are competition in the field to gain fake news popularity which also depends upon the purpose and goals of creating them. The popularities give advantages for fake news creators in term of capital and influence agent’s habitus. Overall, the presence of fake news and its popularity affect agents in the field of social systems. This fake news (negativity) impacts the police domain to take necessary actions in the form of policing choices so fake news cycles become  popular can be controlled for security and well-being purposes.

Abstract

Since March 2020 Indonesia has been declared as an area that has been affected by the Covid-19 pandemic. The Coronavirus as the cause of the pandemic, which was discovered for the first time in Wuhan, China, has quickly been spreading throughout the world such as in Italy, India, Iran, and Indonesia. This condition has put a number of countries in the world, including Indonesia, at the gates of economic recession. The Government of Indonesia has implemented a number of policies, including appointing the Minister for Defense to maintain national food security in order to survive from a recession that potentially coming through the food estate program in Central Kalimantan. On this basis, this study examines the development of food estates in Central Kalimantan as an alternative to maintaining food security amid the COVID-19 pandemic through three perspectives, namely economy, politics, and security. The discussion was conducted qualitatively with an epistemological approach based on the four pillars of food security established by the World Food and Agriculture Organization (FAO), namely availability, access, utilization, and stability.

Abstract

The state and society place great hopes on the state apparatus, especially the Indonesian National Army (TNI) and Indonesian National Police (Polri), to prevent the spread of Covid-19. It is also explicitly stated in Government Regulation Number 21 of 2020 concerning Large-Scale Social Restrictions in the Context of Accelerating Handling of Corona Virus Disease 2019 (Covid-19) and Minister of Health Regulation Number 9 of 2020 concerning Guidelines for Large-Scale Social Restrictions in the Context of Accelerating Handling of Coronavirus Virus Disease 2019 (Covid-19). Even though the two institutions are precise andvery strategic, it is necessary to have synergy between the government apparatus and the community in facing the threat of the Covid-19 pandemic. Therefore, this article examines the role of an independent environmental security system (Siskamling) with Poskamling (environmental security post) as a collaborative mechanism for handling pandemics between the government and the community. Moreover, in Indonesia Poskamling and Siskamling are models of community-based security systems that become the insights of the Indonesian archipelago.

Abstract

Papua is one of the regions in the eastern part of Indonesia. Papua has great wealth and potential, however, there are several conflicts that often occur in Papua. The Papua problem must be resolved through dialogue with local leaders in order to restore political confidence in joining Indonesia. The method used in this research is qualitative by means of interviews and focus group discussions (FGD). Meanwhile, the theory used in this research is conflict resolution theory and the concept of policing in dealing with this conflict. The result of this research is a model of policing to build synergy between the Police-Indonesian National Army, the Regional Government, and the Community that integrate to deal with conflicts that occur in Papua. With an approach through communication with the heart and conducting the discussion goes down directly to the community.

Abstract

This article aims to explore the tragedy of terrorism in Indonesia from 2000-2010 as a threat to the evolution of global security. This paper uses a qualitative paradigm with a phenomenological method. The secondary data source used data collection techniques by means of interview transcripts between Ali Imron and ILC TV One. The results obtained are, based on the narrative of Ali Imron, it is stated that the incidents of terrorism in Indonesia are affiliated with two terrorist organizations, namely Al Qaeda and ISIS. In general, the purpose of terrorist acts is because a) as a form of creating an Islamic State and can only be carried out by the method of jihad and b) the obligations of the Shari’a, namely as a mujahid which resulted in martyrdom. As for the actions that occurred from 2000-2010 for reasons a) jihad b) revenge. In addition, ideology is divided into takfiri and fasikun ideologies. Therefore, the solution must use a collaborative and coordinating method involving all stakeholders.

Abstract

This paper discusses the government's response to the threat of terrorism in Indonesia. Several theoretical frameworks of policy theory, terrorism, and the sociology of religion are used to explain President Jokowi’s policy on radicalism/terrorism. This study found that Indonesia has a strong response in managing terrorism but it needs a new strategy and approach that focuses on a collaborative approach, as well as soft power and hard which is based on the principles of accountability, human rights, and democracy.

Abstract

Indonesia’s airspace is a sovereign area with strategic value because it is utilized for various functions and dimensions of interest. As an inseparable part of the land, sea, and earth space, the air space should be arranged for security, safety, service, and prosperity. However, the absence of a law that underlies the management of air space, makes the interests of using air space overlap, not properly synchronized, and it seems that there is a lack of collaboration. This study uses a qualitative approach with content analysis methods, to discuss theories, analyze policies, and analyze expert opinions on the vacuum of airspace management policies in Indonesia, to then draw conclusions and recommendations. It is hoped that this study will be of use to efforts to formulate a very strategic and needed national airspace management policy.

Abstract

This article aims to describe the ideology and movement of the Taliban in Afghanistan. The question posed in this article revolves around what is the ideology of the Taliban. Where did the term Taliban come from? Why is it easy for the Taliban to establish cooperation with al-Qaeda and ISIS? Therefore, by describing the transformation of the Taliban jihad movement from the era of the Soviet-Afghan war to the birth of the Taliban Regime, this article provides a conclusion that local conflicts in Afghanistan gave birth to the landscape of the global terrorism movement that had an impact on the development of terrorism in Indonesia.
