Jurnal Keamanan Nasional is a scientific and open-access journal managed and published by Puskamnas, Universitas Bhayangkara Jakarta Raya. This journal is a peer-reviewed journal that aims and focuses to publish new work of the highest caliber across the full range of legal scholars, which includes but is not limited to works in security studies, terrorism, political killings, riots, mass riots, rebellions, security disturbances, maritime security, food security, economic security, and others. However, articles are not included in the area of security studies, national security, human security, or any dimension as long as it is in a security perspective, both traditional and non-traditional security.

Abstract

This study aims to analyze the factors that make MSMEs have economic resilience so that they can enter the global market/go international. The approach used is qualitative research, using in-depth interview techniques with 3 representatives of MSME actors from Jakarta Entrepreneur who have successfully entered the international market. Data in the form of narratives/in-depth interview texts were processed using Dedoose software. The results of the study indicate that there are supporting factors for MSMEs to be able to penetrate the international market which also support their economic resilience, namely: collaboration, training, registration, marketing, financial reporting, coaching experience, enjoying the journey of ups and downs with various joys and sorrows of becoming an entrepreneur, broad insight, and the process of learning and transferring knowledge.

Abstract

This article examines the concept of culture as a sustainable strategy according to Cornelis Anthonie van Peursen, a philosopher who views culture as a fundamental instrument for human survival and adaptation. Van Peursen outlines the development of culture through three main stages: myth, ontology, and function, each reflecting the evolution of how humans understand and manage reality. In the context of rapid globalization and technological change, this article highlights the relevance of Van Peursen's approach in addressing contemporary challenges, such as identity crises and environmental changes. This analysis also identifies the strengths and limitations of Van Peursen's perspective and offers reflections on the role of culture as a dynamic strategy that can help modern society achieve social and ecological sustainability. Thus, this article contributes to a deeper understanding of culture as an essential adaptive mechanism for human survival.

Abstract

This research elaborates on terrorism prevention in Indonesia by applying democratic policing in terms of national security.  The discussion of thesis research conducts an evaluative historical review of preventive policy by looking at global impact, terrorism discourse, and the transformation of terrorist networks since 2000. This research uses a descriptive qualitative approach. The interview method with terrorist prisoners as primary data was further deepened by literature review, and observation as secondary data. The results of this study indicate that the future of terrorism is still growing. Forecasting policies in the next 10 years are needed to respond to these issues by:: (1) in combating terrorism propaganda, a necessary response is to establish partnerships with the private sector, strengthen virtual police, and community empowerment and local intelligence; (2) in preventing terrorist recruitment, a social policing is done, strengthen financial intelligence, and increasing social welfare, and (3) in terms of terrorism act, a response is necessary to prevents social division, regional conflict resolution, and strengthen humanization program.

Abstract

Human rights are often perceived as obstacles to achieving national security, especially in the context of addressing past serious human rights violations. State repression plays a role in national security by impacting national stability, public trust, radicalization risks, international reputation, and economic outcomes. Thus, it is essential to examine how different countries have approached the resolution of past serious human rights crimes and how these approaches contribute to security from the perspective of repression management. Argentina, Cambodia, and Greece represent regions that have endured past severe human rights violations. The processes of addressing these violations in these countries offer valuable insights that Indonesia can consider in addressing its historical human rights issues. This study finds that nations like Greece and Argentina, which have effectively resolved past human rights abuses and gained international support, have seen reductions in repression, thus enhancing the intended security outcomes. In contrast, Cambodia's delayed and fragmented approach, lacking state commitment and international attention, has resulted in differing impacts on security compared to the outcomes observed in Greece and Argentina.

Abstract

This study aims to explore the impact of BRICS dynamics on Indonesia's economic security, focusing on economic policies, financial initiatives, and geopolitical shifts involving BRICS countries. This research evaluates the effects of economic cooperation within BRICS, the launch of a new BRICS currency, and infrastructure investments funded by the New Development Bank (NDB) on Indonesia's financial stability, trade opportunities, and domestic economic policies. The findings indicate that while there are opportunities for Indonesia to expand trade and secure financing for infrastructure projects, challenges related to the volatility of the rupiah exchange rate and the potential dependence on foreign investments remain significant concerns. On the other hand, the potential for strategic cooperation in sectors such as energy, technology, and other industries could provide positive contributions to Indonesia's economy by enhancing global competitiveness and strengthening domestic economic resilience. This study is expected to provide valuable insights for Indonesian policymakers in formulating strategies to leverage the opportunities presented by BRICS dynamics while managing the risks of an increasingly complex global economy.

Abstract

The increased political participation of the Outer Baduy community in the 2019 General Election shows the influence of access to digital information, including social media. TikTok social media has become an interactive political communication platform, allowing the Outer Baduy community to access and disseminate political messages. However, the use of TikTok social media in the political communication of the Outer Baduy community presents both opportunities and challenges in the process of socialization and delivery of political information. This research aims to explore the use of TikTok social media as an alternative political communication for the Outer Baduy community. The approach used is a descriptive qualitative approach with a literature study. The results show that TikTok offers significant opportunities in political communication, for political actors and indigenous people due to its ability to reach a wide audience and provide more personalized interactions. However, there are challenges such as optimizing the use of TikTok by political actors and implementing digital literacy that is sensitive to local culture, especially in communities such as Baduy. Thoughtful and context-based use of TikTok can strengthen political participation and social inclusivity, it needs to be accompanied by efforts to address disinformation and maintain existing cultural values.

Abstract

Intelligence plays a crucial role in maintaining a nation's national security, functioning not only as a tool for information gathering but also as a means of analyzing and interpreting data to support strategic decision-making. In the context of globalization and advancements in information technology, threats to national security have become increasingly complex, encompassing terrorism, cybercrime, and interstate conflicts. The reconceptualization of intelligence definitions and theories is essential to address modern challenges that are multidimensional in nature. This paper discusses various definitions of intelligence from experts, including the views of Sherman Kent, T.F. Troy, and D. Kahn, while emphasizing the importance of the processes of gathering, analyzing, and presenting relevant information. Furthermore, this paper highlights the need for integrating perspectives from both academics and practitioners to create a more holistic and adaptive understanding of intelligence. With a more inclusive approach, it is hoped that the intelligence strategies adopted by nations can remain relevant and effective in facing the continuously evolving challenges in the modern world.

Abstract

The global security paradigm shifted after the Cold War from state security to human security, positioning terrorism as a primary non-traditional threat, particularly regarding its financing. Indonesia responded by establishing a legal framework and facilitating information exchange through PPATK to prevent terrorism financing. This study aims to analyze the model for fusing intelligence information using a PPATK case study to enhance the effectiveness of terrorism financing prevention through a fusion center approach. Theories applied include threat, intelligence, terrorism, terrorism financing, and information fusion. The research method is descriptive qualitative, utilizing interviews and literature studies. The analysis reveals the need for prioritization based on institutional urgency, fulfillment of 24-hour information delivery, and early prevention. The implementation of the Suspected Terrorism Financing Information System has proven effective in detection, prevention, and enforcement, enabling comprehensive tracking of terrorist networks. However, the development of a joint watchlist database remains necessary so that analytical results can support strategic decision-making in addressing the threat of terrorism financing in Indonesia

Abstract

This paper explores how the concept of Bela Negara (state defense) in Indonesia must be redefined in light of evolving global security dynamics, especially amid digital transformation and the rise of hybrid threats (HT) and hybrid warfare (HW). Through a normative juridical and comparative approach, the study examines legal frameworks in Indonesia and other countries such as Singapore, Sweden, and the United States, highlighting differences in how citizen participation, resilience, and national security are framed. It argues that Bela Negara in Indonesia remains heavily tied to a traditional, militaristic understanding of security and must shift toward a more holistic model rooted in national resilience. Such a model includes individual, community, and institutional capacities to resist digital disinformation, violent extremism, and hybrid campaigns. Drawing lessons from total defense models and international frameworks on human rights and security, the article suggests aligning Bela Negara with democratic values, critical digital literacy, and a whole-of-society approach. This reconceptualization is necessary to ensure that Indonesian national security frameworks remain adaptive and inclusive in facing both conventional and emerging threats.

Abstract

The phenomenon of globalization has significantly increased human mobility, including the rise of student exchange programs and internships abroad. The alleged case of Trafficking in Persons in a student internship program in Germany raises concerns regarding exploitation in the form of a student internship program mode. This study aims to analyse whether this case meets the elements of TPPO based on Law No. 21 of 2007 concerning the Eradication of TPPO, as well as how the form of criminal liability for the perpetrators involved. This research uses a normative juridical method with a statutory and case approach. Data is obtained from literature study and legal analysis of related regulations. The results show that the elements of recruitment, fraud and exploitation in this case have the potential to fulfil the elements of TPPO as stipulated in Law No. 21 of 2007 concerning the Eradication of TPPO. The government is obliged to protect victims and tighten the regulation of overseas internship programs and conduct supervision related to internship programs carried out by students abroad.
