Jurnal Keamanan Nasional is a scientific and open-access journal managed and published by Puskamnas, Universitas Bhayangkara Jakarta Raya. This journal is a peer-reviewed journal that aims and focuses to publish new work of the highest caliber across the full range of legal scholars, which includes but is not limited to works in security studies, terrorism, political killings, riots, mass riots, rebellions, security disturbances, maritime security, food security, economic security, and others. However, articles are not included in the area of security studies, national security, human security, or any dimension as long as it is in a security perspective, both traditional and non-traditional security.

Abstract

Corporate Social Responsibility (CSR) has played strategic roles in mining industries in Indonesia over the last two decades. CSR contributes not only to improve basic physical infrastructures of local communities such as roads, bridges, health-center, schools and libraries but also to accommodate the needs of indigenous people in preserving and promoting their local art and culture. Some companies have been advancing their CSR roles to actively participate in mitigating the potential of trans-community conflict in their operation areas—a daunting task but worth executing—to ensure a sustained both social and government license to operate. The paper is aimed at unraveling CSR contribution of PT Vale Indonesia in transforming multicultural communities in its operation and what roles the company played in mitigating social conflict on the ground. The study finds out that company CSR management, which has adopted transparent, accountable and participatory methodologies have effectively improved the quality of life of local communities. The study also reveals that applying participatory methodologies in CSR management is not only enhance community participation in project-based, but also increase their awareness in mitigating social conflict in multicultural communities.

Abstract

The threat of circulating space orbit is considered by some to be a threat to the national security of one country because the potential dangers such as space junk produce significant damage to affected areas. But until now Indonesia, despite ratifying the UN convention on space, does not yet have a comprehensive mitigation strategy. This study aims to create policy scenarios for mitigating the threat of satellite orbit circulation so that it can be used as an alternative policy formulation for relevant institutions. The research method is carried out with a mixed method approach that is adjusted to each research objective such as using literature study and AHP analysis. AHP analysis shows that respondents want international cooperation to be built, both bilateral and multilateral cooperation must prioritize national security while upholding the values of friendship and mutual respect. Comprehensive space debris mitigation policies need to be formulated and defined as the basis for action. Considering that the impact of space debris is very dangerous and massive, the use of space technology is a necessity to be used to anticipate, deal with quickly, and minimize the impact of the disaster.

Abstract

The development of information technology in the world in the last few decades has made the United States (US) develop a military doctrine based on information technology called “warfare network-centric”. When the US invades Afghanistan as part of the global war against terrorism the doctrine of “network-centric warfare” is tested to overcome the conditions of asymmetrical warfare in Afghanistan with the ability to superior information and the use of force in use that can compensate for Taliban fighting and Al-Qaeda is organized by not being hierarchically structured. In conditions of balanced strategic interaction in the conditions of asymmetrical warfare, the US should be able to neutralize Al-Qaeda and the Taliban easily and quickly but the disparities that occur in asymmetric warfare in Afghanistan not only in military strength but also in status, ideological and structural disparities the aim of military operations in Afghanistan has not been fully achieved by the US and has made the war last long.

Abstract

This study focused on the logic behind mass killings to alleged party member and sympathizers of the then legal Indonesian Communist Party in 1965. The events of 1965 has political economy dimensions. In extrapolating the events of 1965, case study on Bali help to explaining the local context of the mass killings. The main question to be answered was, how could there be such large scale killings in 1965?

Abstract

The Preparatory Committee for the Upholding of Islamic Law (KPPSI) was established on 28 May 2000. Laskar Jundullah is an autonomous body under the KPPSI, but there is no effective coordination between Laskar Jundullah and KPPSI. In recruitment, membership of the KPPSI takes place openly, whereas Laskar Jundullah is more closed. This research explains the relationship between the two organizations, intended as a reference model to understand radical religious movements in the region. The data was collected through interviews, literature reviews, papers, and related news. This study shows that an Islamic organization is not free from intact radical Muslim groups. Loose structure its even makes the organization more vulnerable to being used by radical groups.

Abstract

Indonesia in the last few years has been faced with religious-based intra-religious or inter-religious conflicts. What factors can lead to religious sentiment and trigger conflicts in Indonesia are the lighters of discussion in this book. In this book, Maruli CC Simanjuntak shows that utterances of hatred based on religion are one of the triggers for the birth of conflicts in Indonesia. Speeches of hatred have alienated minority groups and endangered their position.

Abstract

This study evaluates the organizational structure of the Indonesian Police by analyzing the complexity, centralization, and formalization of the organization. The design of this study is qualitative descriptive, and data are collected through in-depth interviews, observations, and documentary study. The results of this study present that the restructuring of the Indonesian Police through Perkapolri No. 6 tahun 2017 has enlarged the structure of headquarters and increased the complexity, centralization, and formalization of the organization. The structure makes the Police a mechanical organization, which is not suitable for the dynamics of society. The restructuring should make efficient the headquarters and strengthen the local offices so that the Police become an organic structure more responsive to the changes. Theoretically, structural dimensions are not always sufficient to analyze organizational issues. They should be improved by adding a process dimension of the organization that includes the alignment of all divisions and compliance with the organization.

Abstract

Sensitive gender is often discussed in the security issues in various academic literature and official documents. Many literatures are claiming that sensitive gender has succeeded in resolving cases of women violence, especially sexual violence against women in conflict countries. However, not many experts gave different opinions. By using the literature review method through the collection of the latest journals and literature, this study attempt to map the gender sensitivity debate in Security Sector Reform (SSR) to look back on the urgency of gender-sensitive SSR practices in a region. Based on the results of the analysis, gender sensitivity in the SSR as a transformation of the Internal structure of security sector institutions that fullness women’s equality in full, women’s participation and representation in security, supervision and management sector institutions are still controversial. However, according to the author, the presence and role of women in gender sensitivity in SSR can also contribute to influencing the design and implementation of peace missions through their role in describing the experiences of women as victims of conflict or war.

Abstract

The protection of the resilience of the domestic industry today is haunted by the practice of dumping by exporting countries of goods and services. Dumping is a competition practice between countries where the selling price of imported goods is below the normal price of good/services in the country. The practice of dumping is carried out by the exporting country by determining the price below or lower than the nominal value or the actual unit cost or can also be said to sell at a lower price in the importing country than in the producer country itself This is certainly detrimental to local businessmen and laborers in the country so that regulations from importing recipient countries are needed for the resilience of the domestic industry in order to sustain the national economy. Some exporting countries often practice dumping to increase the economic benefits of the country itself but can harm the importing country. To avoid this dumping practice, Indonesia’s anti-dumping laws has an important role in the concept of domestic industry resilience.

Abstract

The activities of journalism that are determined by the conditions of the press and mass media in a country eventually give birth to journalism which contains many elements of provocation, so it is feared that the Indonesian Government will emerge the potential for security disturbances from the communication and information sector. Furthermore, reporting on conflict or SARA sentiments in legal and independent online media has to consider whether it has relations with security and political conditions in an area. Such a situation became the initial foundation of research on the Early Detection of Provocation Journalism Based on SARA Sentiment Ahead of General Elections in Indonesia. Textually and conceptually, provocation journalism is very easily captured by the audience (audience) both the motive and the purpose. Constructed news or opinions, manipulations or inserted provocation contents become stimulants for the sake of the formation of public opinion which in the end moves active and dynamic actions and reactions. Journalism provocation is the latest development of four theories about the press and power, namely Authoritarian Press Theory, Libertarian Press Theory, Social Responsibility Press Theory, and Soviet Communist Theory (Fred S. Siebert et al, 1986). Of course, this provocation research on journalism can be used as a new reference as well as consideration in the management of democratic security both in the country and in the world.
