Abstract

Geographically, ​​Batam is a group of islands which is very potential to build a maritime industry. Therefore, marine and fisheries sector arepromising sector in Batam. Data from BPS Batam and KP2K office showed the number of fishery production in Batam has increased since 2011 until 2015. This is also followed by the increasing of household fisheries (RTP) numbers, both marine catch and aquaculture fisheries. The purpose of this study is to describe and analyze the strategy of marine office, fishery, agriculture, and forestry office in Batamt optimize the prosperity of fishermen community. This research isa descriptive qualitative. Technique of collecting data was done by interview, observation and documentation. Based on data of Batam fishery office, fisheries,fishing cultivation,and household fisheries (RTP) increase every year. The prosperity strategies implemented by Batam fisheryoffice are: increasing fleet, modernization and motorization, conducting servicestoBatamfishermen and forum of microfinance institutions fishermen (LKMN) Bina Batam Madanias a media of fisherman prosperity. The obstacles faced by fishermen in Batam to achieve fisherman's prosperity are: fisherman facilities in Batamare still low, fish habitat in Batamdisturbed,and fisherman fleetis still low. However, strategic achievement of Batamfisheryoffice is quite effective in optimizing the fishermen prosperity in Batam.

Abstract

The aims of this research is to know reliability and emphaty at RSUD Padangpanjang city. The purpose of this research was to know influence reliability and emphaty on patient satisfaction at RSUD Padangpanjang city. This research used aquantitative method with three exogenous variables; reliability(X1) and emphaty (X2), besides one endogenous variable, was on patients satisfaction(Y). The participants of this research were about 53.363 who were all patients at RSUD Padangpanjang city. This research used Slovin formula, with5% standard error, so the participants in this research were 397. The sample in this research was collected in ways: cluster or are a random sampling. This analysis used multiple linear regression. The result of research is findings of hipotesys model, can make a new model of service quality at RSUD Padangpanjang city can be improve satisfaction of patients in healthcare. Findings of research is: 1) there is influence of reliability on patients satisfaction is 0,01346 with sign.0,000, 2)there is influence of emphaty on patients satisfaction is 0,03648 with sign.0,000, 3) there is influence of reliability and emphaty on patients satisfaction is 0,00097 with sign. 0,000.

Abstract

This paper discusses the role and function of the DPRD, which bridges the local government with the people and seeks agreement and support for specific policies. This paper aims to find out how the legislation functions run by the DPRD, from the regional level to the central level. The problem encountered in this paper is how the legislative function of the DPRD itself, the obstacles encountered in the implementation of legislative functions, as well as efforts made to resolve the constraints. Furthermore, the results of this paper are analyzed by data analysis techniques in the form of descriptive with a clear sentence and can be understood in accordance with the purpose of writing. The results of the observation indicate that the legislative function of DPRD is running well and in accordance with the prevailing regulations, the community is involved in the deliberation process of the Raperda. The main obstacles encountered are still at least proposed of Raperda derived from the legislature. To overcome these obstacles, local governments and DPRD are making efforts to improve the human resources of the DPRD through education, training or comparative studies. Thus, it is expected that the DPRD can carry out the legislation function properly through the establishment of local policies or regulations

Abstract

Society empowerment are effort to increase society dignityin the current society. Because so many society can not be free from poverty and backwardness. Social agency of Bintan regency has empowered poor families for helping families in improving social welfare which society empowerment are one of many solution for resolve poverty problem. But in realty still found many problem. The purpose of this research was analyze society empowerment of poor through joint business ( Kube ) in sub-district of east bintan by Social agency of Bintan regency. the method used is descriptive with a qualitative approach and using primary and secondary data. Data collection techniques used in this study were interviews, observation, and documentation. The results of the study indicate that the program has not been able to improve the people who are members of the KUBE program. This was apparent in several joint business groups (KUBE) who had difficulties in marketing, because they were not given easy access to the management of halal labels and permits from BPOM. So that society have difficulty entering their products more broadly, because it is a requirement of supermarkets and mini markets and bazaars made by the private sector

Abstract

The health center is the first level implementing unit from the Health Office which is responsible for the implementation of health development in a work area. The purpose of this research is to knowing the implementation of health services for health center by the Health Service in Batam city. This research is a descriptive with qualitative approach. The results show there are 20 Number of health center in Batam City based on data obtained from the Batam City Health Service. As a whole, there were 20 health workers who still lacked 20 health workers, 3 health analysts, 3 health workers and 3 health workers and 1 health worker. Furthermore, Health Workers who exceed the needs of the health center, namely the Pharmacists as many as 2 Health Workers and as many as 19 Pharmaceutical Technical Workers (TTK). And the inhibiting factor for the implementation of Batam City health services lies in the lack of medical personnel in the health center so that the health center is only able to provide Health Services to the community in accordance with the availability of existing medical personnel and this affects the low quality of services.

Abstract

The library materials management is one of the main activities in a series of library process. This activities allow the library collections to be organized in a systematic, effective and efficient manner. The performance of processing library materials greatly influences the success of the library in carrying out its duties and functions. This study aims to examine the optimization of processing library materials in the Regional Library and Archives Office of Karimun Regency. The approach used in this study is a qualitative approach. The population in this study were all staff at the Regional Library Office and the Archives of Karimun Regency totaling 48 people. With a sample of 10 people, namely 5 civil servants and 5 honorary people. As the result of the study concluded that here are several things that can be done by universities in order to change the community's stigma about the existence of universities. First, with more professional library management. Second, the development of a library with adequate facilities. The building or library room is quite good, in the sense that it is adequately visited by visitors. This is inseparable from the maintenance of space and buildings by librarian officers as a place to store collections of library materials, librarian workplaces, and reading rooms for library users. library equipment owned by the library and archives of the District of Karimun are library materials, research cabinets for goods, tables, chairs, collection shelves, library materials, magazines, newspapers, book stroller, and wall boards.

Abstract

Background of the problem: The initiative active participation is done by personal society community, is guided by their own thinking, by using the facilities and processes (organization and mechanism) where they can press an effective control. This research aims to see how the Society’s Participation in Managing the Reuse Reduce Recycle Waste Disposal Units in Solok District is. The method which is used here is a descriptive qualitative method with purposive technique. The informants are the Chief of the area, the society figures, and the people who directly involved in the Reuse Reduce Recycle Waste Disposal Units. The data is collected by using interview and observation techniques. The data is analyzed by using interactive model analysis. The result of this research shows the lack participation of the society in managing the Reuse Reduce Recycle Waste Disposal Units in Solok District. The average of the society wants a direct financial output, as the result, the orientation from this management emphasizes on economic value.

Abstract

This study aims to determine the effect of Motivation on the performance of the apparatus in the Keritang Sub-district office, Indragiri Hilir district downstream. that the level of motivation of the apparatus in the office of Keritang Sub-District of Indragiri Hilir Regency is included in the high category. Furthermore, in the apparatus performance category at the Keritang Sub-District Office, Indragiri Hilir Regency is in a very high category, this might be caused by not doing the best if not coupled with good performance from the employees themselves, so therefore the awareness of the employees themselves on the importance of good performance can have an influence on service to the community. Hypothesis testing concludes that there is a negative and significant influence between motivation and performance. This is indicated by the test of the effect of the independent variable of motivation on performance variables which shows t count of 5.097 greater than the t table of 1.703 at the level of trust α = 0.05 and t table of 2.473 at the level of confidence α = 0.01. This shows that the alternative hypothesis (H1) is accepted, namely there is a significant effect between the independent variable motivation (X) on the dependent variable performance (Y).

Paparan ini bertujuan untuk menelusuri sejarah PDB dimana membahas mengenai bagaimana rumusnya dikembangkan dan mengapa menjadi begitu populer. Untuk itu tulisan ini menganalisis kepentingan ekonomi politis utama di balik dukungan terhadap PDB dan tipe masyarakat yang turut dihasilkannya. Objektivitas memiliki kajian komprehensif atas kritik terpenting terhadap PDB dan alternatif yang dikembangkan para ahli terkait dengan gerakan masyarakat sipil di masa kini. Dalam kajian ekonomi politis kritik terhadap PDB telah menjadi katalis bagi perjuangan masyarakat di Negara berkembang untuk berpikir ulang mengenai ketimpangan dan ketidakadilan yang telah lama ada. This presentation aims to trace the history of GDP which discusses how the formula was developed and why it became so popular. For this reason, this paper analyzes the main political economic interests behind the support for GDP and the type of society that it produces. Objectivity has a comprehensive study of the most important critique of GDP and alternatives developed by experts related to the civil society movement in the present. In the study of political economy criticism of GDP has become a catalyst for the struggle of the people in developing countries to rethink the inequality and injustice that have long existed. Abstract

ABSTRAK Penyerapan anggaran merupakan salah satu indikator keberhasilan Satuan Kerja Perangkat Daerah dalam menjalankan programnya. Tujuan penelitiaan untuk mengetahui faktor-faktor yang menyebabkan rendahnya penyerapan anggaran pada Satuan Kerja Perangkat Daerah di Provinsi Riau tahun anggaran 2012. Penelitian ini menggunakan metode penelitian survey, tingkat eksplanasinya deskriptif serta menggunakan analisis data kualitatif. Hasil penelitian ini menyimpulkan penyebab faktor rendahnya penyerapan anggaran tersebut adalah : Faktor administrasi, faktor waktu, faktor perencanaan kegiatan yang tidak matang, faktor dalam memahami peraturan, faktor lelang, faktor lambatnya pengesahan APBD 2012, faktor perpindahan pejabat/pegawai dan faktor Pekan Olahraga Nasional (PON) ke XVIII di Provinsi Riau tahun 2012. Kata Kunci : Penyerapan Anggaran ABSTRACT Budget absorption is one indicator of the success of Regional Work Units in carrying out their programs. The purpose of this research is to find out the factors that caused the low absorption of the budget in the Regional Work Unit in Riau Province in the 2012 fiscal year. This study used survey research methods, the level of exploration was descriptive and used qualitative data analysis. The results of this study conclude that the causes of the low absorption of the budget are: Administrative factors, time factors, non-mature activity planning factors, factors in understanding regulations, auction factors, factors in slowing down the 2012 APBD, factor transfer of functionary and National Sports Week factors ( PON) XVIII in Riau Province in 2012.
