Journal of Religious Policy published by the Office of Religious Research and Development Jakarta, Research and Development Agency, Religious Education and Training, Ministry of Religion of the Republic of Indonesia. The Journal of Religious Policy or REPO publishes research articles that focus on religious policy, such as; Analysis of Religious Policy, Evaluation of Religious Virtue, and Thought on Religious Policy. This issue is very important to research and study because it relates to harmonious religious life. REPO can be a medium for the diffusion and exchange of ideas and research results, in such a way that researchers, writers and readers from various disciplines have interacted scientifically. REPO is published twice a year (June and December), and always invites writers, academics and researchers on religious policy in other parts of the world in local and global contexts. REPO is jointly published with AAKI (Assosiasi Analis Kebijakan Indonesia), Association of Indonesian Policy Analysts -AIPA (Letter Of Cooperation With AAKI).

Abstract

Meningkatnya fenomena intoleransi dan radikalisme di kalangan pelajar Indonesia merupakan tantangan serius bagi pendidikan keagamaan dan kohesi sosial. Penelitian ini menganalisis konsep dan relevansi Kurikulum Berbasis Cinta sebagai pendekatan strategis dalam penguatan moderasi beragama pada pendidikan Islam, serta mengkaji implikasi kebijakannya. Tujuan penelitian ini adalah menelaah landasan konseptual kurikulum tersebut dan kontribusinya dalam merespons tantangan pendidikan keagamaan kontemporer. Penelitian ini menggunakan pendekatan kualitatif melalui studi kepustakaan dan analisis isi terhadap dokumen kebijakan Kementerian Agama. Hasil penelitian menunjukkan bahwa Kurikulum Berbasis Cinta berperan signifikan dalam memperkuat nilai toleransi, keseimbangan, empati, dan inklusivitas dalam pembelajaran di madrasah. Penekanan pada dimensi afektif dan etis pembelajaran mendorong transformasi praktik pedagogis, khususnya dalam memperluas peran guru sebagai fasilitator pembentukan karakter dan kesadaran moral. Selain itu, kurikulum ini mendukung pengembangan bahan ajar yang mengintegrasikan ajaran Islam dengan nilai-nilai humanisme dan pluralisme. Temuan penelitian juga menunjukkan bahwa Kurikulum Berbasis Cinta selaras dengan agenda nasional moderasi beragama serta kerangka global pencegahan ekstremisme berbasis pendidikan. Secara kebijakan, kurikulum ini merupakan inovasi strategis yang memperkuat fungsi pendidikan Islam sebagai instrumen pencegahan intoleransi dan radikalisme. Penelitian ini menyimpulkan bahwa integrasi Kurikulum Berbasis Cinta dalam pendidikan Islam berpotensi membangun pemahaman keagamaan yang inklusif dan memperkuat resiliensi sosial dalam masyarakat majemuk.

Abstract

The rapid advancement of artificial intelligence (AI) is transforming the foundations of religious authority and ethical formation in contemporary societies. This study examines how algorithmic systems—such as chatbots, recommendation algorithms, and AI-generated sermons—reshape religious legitimacy and moral discourse. Employing a conceptual–philosophical approach grounded in personalist realism, the research integrates theological anthropology with normative policy analysis to assess the ethical implications of AI in religious life. The findings indicate that AI shifts religious authority from institutional mediation toward algorithmic visibility and data-driven influence. While this transformation democratizes access to religious knowledge, it also fragments theological coherence and weakens interpretive accountability. A central moral paradox emerges: increased participation in religious discourse coexists with diminished spiritual depth and responsibility. Ethical concerns arise from distributed agency, opaque algorithmic processes, and the reduction of human dignity to data-based representations. The study argues that prevailing regulatory frameworks, which focus primarily on technical governance and risk mitigation, are insufficient to address the deeper moral challenges posed by AI in religious contexts. It therefore proposes a shift toward a transcendental policy framework that conceives governance as moral praxis oriented toward truth, responsibility, and human flourishing. Policy recommendations include the development of a Religious Digital Ethics Framework, the establishment of a Digital Religious Ethics Council, and the integration of interfaith digital ethics education. The study concludes that religious policy must be grounded in the principle of imago Dei, ensuring that technological innovation remains subordinate to human dignity and humanity’s spiritual vocation.

Abstract

This study examines interfaith dialogue as the basis for the formation of inclusive religious policies through a reinterpretation of A. Mukti Ali's thinking in the context of Indonesian pluralism. The focus of the study is on how Mukti Ali's ideas on dialogue can be translated into principles of religious governance that uphold citizen equality, respect for diversity, and the strengthening of social cohesion. This study uses a qualitative approach based on literature review, combining qualitative content analysis and hermeneutic interpretation to trace the works of A. Mukti Ali, both academic texts and policy documents related to his tenure as Minister of Religious Affairs, in order to critically reconstruct the paradigmatic relevance of his thinking for the development of inclusive religious policy in Indonesia. Based on the analysis, three key elements were found that make Mukti Ali's thinking significant for the formulation of Indonesia's current religious policy. First, he positioned interfaith dialogue as an operational social instrument through the strengthening of interfaith communication forums and the creation of meeting spaces to build mutual understanding. Second, he offered a concept of religious policy that rejected exclusivism by emphasizing inclusiveness as an ethical principle in state-religion relations. Third, the dialogical framework he proposed provides a practical basis for responding to polarization, intolerance, and radicalism that threaten social integration. In conclusion, this reinterpretation of Mukti Ali's thinking shows that interfaith dialogue is not merely a normative idea, but a conceptual foundation that can strengthen the direction of civilized public policy in Indonesia's multireligious society.

Abstract

Islamic economic principles emphasize the prohibition of israf (excessive consumption) as a fundamental ethical guideline in financial management. However, government economic policies that promote expanded access to financing may create tensions with this principle. This study examines the alignment between the anti-israf principle in Islamic finance and several government economic policies, namely the Financial System Stability (SSK) Regulation No. 2/KSSK/Pers/2025, the Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia No. 35 of 2021 concerning Housing Financing Facilities and Assistance for Low-Income Communities, and the regulation of Buy Now Pay Later (BNPL) schemes. This research employs a literature review method with a normative-critical approach to assess the consistency of financing policies with Islamic ethical principles, particularly within Indonesia’s dual banking system. The findings indicate that policy orientations toward increasing consumer financing have not been adequately accompanied by mechanisms that encourage prudent financial behavior. In the absence of sufficient financial literacy, such policies risk fostering consumptive behavior that contradicts the anti-israf principle in Islamic finance. Therefore, the study argues for the integration of financing regulations with value-based financial literacy rooted in Islamic ethics, so that economic policies not only support financial system stability and economic growth but also uphold moderation and justice as core values of Islamic economics.

Abstract

This study examines the local expression Tong Ngin Fan Ngin Jit Jong from Bangka Belitung as a form of local wisdom that functions as a living religious literature, a symbol of tolerance, and a counter to radicalism in Southeast Asia. The research aims to explore how this expression strengthens religious moderation and social resilience in Bangka Belitung. Using a qualitative approach based on literature studies, it analyzes academic sources, historical archives, local media, and policy documents that record the historical development and contemporary meaning of the phrase. The findings reveal that Tong Ngin Fan Ngin Jit Jong, meaning “Chinese and Malay are one,” emerged from a long process of acculturation between Chinese and Malay communities since the 17th century, reinforced through anti-colonial solidarity, and institutionalized within regional cultural policies. This expression is not merely a slogan but a living cultural-religious text embodying values of equality, interfaith brotherhood, and mutual cooperation. Another key finding highlights the role of local media in reproducing narratives of harmony and the expression’s contribution to strengthening social resilience amid rising intolerance and polarization. Conceptually, this study contributes to religious literature studies by positioning Tong Ngin Fan Ngin Jit Jong as a model of grassroots pluralism relevant to other multicultural contexts in Southeast Asia. The study’s limitation lies in the absence of ethnographic field data; thus, future research is recommended to explore the lived experiences of younger generations through participatory approaches.

Abstract

Krisis lingkungan global menuntut keterlibatan aktif seluruh sektor, termasuk agama dan pendidikan, dalam membangun kesadaran ekologis yang berkelanjutan. Nilai-nilai ekoteologi, yang menekankan tanggung jawab moral dan spiritual manusia terhadap alam, menjadi relevan untuk diintegrasikan dalam sistem pendidikan keagamaan. Penelitian ini bertujuan untuk menganalisis integrasi nilai ekoteologi dalam kebijakan hukum pendidikan keagamaan di Indonesia serta kontribusinya terhadap pembangunan pendidikan yang berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi literatur, menelaah dokumen hukum, kebijakan pendidikan, serta artikel yang relevan dengan tema ekoteologi dan pendidikan berkelanjutan. Hasil penelitian menunjukkan bahwa kebijakan hukum pendidikan keagamaan, seperti Undang-Undang Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional dan Undang-Undang Nomor 18 Tahun 2019 tentang Pesantren, belum secara eksplisit mengakomodasi nilai-nilai ekoteologi. Meskipun terdapat inisiatif seperti program Rumah Ibadah Ramah Lingkungan oleh Kementerian Agama, penerapan nilai ekologis dalam pendidikan keagamaan masih bersifat parsial. Integrasi nilai ekoteologi dalam kebijakan hukum pendidikan keagamaan dapat memperkuat paradigma pembangunan berkelanjutan melalui pendidikan yang religius, ekologis, dan partisipatif. Penelitian ini merekomendasikan penyusunan kebijakan hukum dan kurikulum pendidikan keagamaan berbasis ekoteologi sebagai langkah strategis untuk membentuk generasi beriman dan berwawasan lingkungan di Indonesia.
