Journal Toplama: Communication and Community Engagement" is a scientific journal published under the auspices of PT Altin Riset Publishing. This journal has an E-ISSN: 3025-2652 and is published periodically in September, January, and May. The journal publishes articles in two languages, namely Indonesian and English, with a focus on the fields of communication, social sciences, and community engagement. Abstract

The purpose of this study is to analyze the implementation of the stunting reduction policy by the Dairi Regency Health Office and its challenges, using Edward III’s theory, which includes communication, resources, the disposition of implementers, and bureaucratic structure. This research employs a qualitative method with data collection techniques consisting of observation, interviews, and documentation. The findings indicate that the policy implementation has not been optimal. This is evidenced by ineffective communication, such as information not being delivered to all communities, unclear information received by the public, and inconsistency among implementers in carrying out their responsibilities. Human resources remain insufficient, financial resources are very limited, and facilities and infrastructure are inadequate. Furthermore, the implementers showed a lack of responsibility and received no special incentives for policy implementation. The bureaucratic structure is also constrained by the absence of specific Standard Operating Procedures (SOPs), as the regulation’s scope is too broad. The study suggests that the Health Office should strengthen communication between Public Health Centers (Puskesmas) and Auxiliary Health Centers, and that special teams should be formed to conduct community outreach. The community is encouraged to adopt a balanced diet to ensure adequate nutritional intake for both mothers and children. In addition, the government is advised to provide free nutritious meals to support the nutritional needs of children under five, as well as to improve local road infrastructure to enhance the success of stunting reduction policy implementation.

Abstract

The Department of Transportation of Rokan Hilir Regency implements a parking service retribution policy for on-street parking as one of the sources of Local Own-Source Revenue (PAD) and a form of public service to the community. However, the implementation of this policy has not been optimal, as indicated by the low use of parking tickets, inconsistent retribution rates in the field, and weak supervision and coordination among the implementing parties. This study aims to describe the implementation of the parking retribution policy in Bangko Sub-district and to identify the obstacles encountered in its execution. This research employs a descriptive qualitative method and applies George C. Edward III's implementation theory, which includes aspects of communication, resources, disposition, and bureaucratic structure. The results show that communication is the most dominant obstacle, followed by limited resources and the suboptimal role of bureaucracy in supervision. Therefore, improvements are needed through enhanced public outreach, staff training, provision of supporting facilities, and strengthened coordination to ensure effective policy implementation and a tangible impact on public service and local revenue.

Abstract

The purpose of this study is to find out how the implementation of the modern-based traditional market arrangement policy in Teluk Kuantan, Kuantan Singingi Regency uses Edward III's theory of Communication, Resources, implementer attitudes, and bureaucratic structure. This study uses qualitative methods and data collection techniques, namely observation, interviews, and documentation. Based on the results of the study, it can be concluded that the implementation of the modern-based traditional market arrangement policy in Teluk Kuantan, Kuantan Singingi Regency has been running optimally, this is evidenced by the communication that has been running well, including the Cooperatives, Small and Medium Enterprises, Trade, Industry Office has had consistency in efforts to convey information to the public by conducting socialization and reviews related to the arrangement of market locations. Human resources are well-functioning, as evidenced by the Department of Cooperatives, Small and Medium Enterprises, Trade, and Industry's commitment to providing services to the public, as evidenced by comfortable office facilities. The attitude of the implementers, in this indicator, has been well-functioning. This can be seen from the professionalism of the employees and their provision of good service to the public. The bureaucratic structure has not been implemented well, as evidenced by the established Standard Operating Procedures (SOPs) and the unachieved policy targets. The recommendation from this study is for the government to effectively disseminate information about traditional market management to increase public understanding. It is hoped that traders will follow and accept the policies implemented by the Department of Cooperatives, Small and Medium Enterprises, Trade, and Industry.

Abstract

This study aims to critically examine the phenomenon of media monopolies in Indonesia and their implications for press freedom, content diversity, and democratic discourse. Mass media play a crucial role in society as a provider of information, education, entertainment, and social control, as stipulated in Law No. 40 of 1999 on the Press. However, the persistence of monopolistic practices, despite the prohibition outlined in Law No. 5 of 1999 on Monopolistic Practices and Unfair Business Competition, raises significant concerns regarding the imbalance between regulation and reality. Employing a qualitative research design with a literature study approach, this research synthesizes scholarly journals, books, and legal documents to interpret the patterns and consequences of media concentration in Indonesia. The methodology allows for the integration of diverse perspectives from communication studies, economics, law, and political science, thereby constructing a comprehensive understanding of media monopoly dynamics. The findings reveal that media ownership in Indonesia is highly concentrated among a few conglomerates, leading to reduced content diversity, weakened independent journalism, and narrowed public discourse. Digital transformation, while initially viewed as a democratizing force, has enabled new configurations of monopoly, with algorithms and platform dominance amplifying established corporate voices and marginalizing smaller players. Regulatory gaps and limited enforcement capacity further exacerbate these issues, allowing oligopolistic practices to persist across traditional and digital domains. This study concludes that addressing media monopolies requires robust regulatory reforms, strengthened institutional frameworks, and enhanced media literacy initiatives to preserve pluralism, ensure press freedom, and maintain the democratic function of the media.

Abstract

Public trust is one of the most fundamental elements in the successful implementation of government policies, especially those related to improving public welfare. In the context of public communication, the government plays an important role as the main source of information, opinion maker, and manager of public perception of the policies being implemented. This article aims to analyse how government communication strategies play a role in building, maintaining, and strengthening public trust in the process of implementing public welfare policies. This study adopts a qualitative approach with a descriptive paradigm, conducted through a literature review as the basis for analysis, which includes an analysis of various official government documents, academic publications, policy reports, and media reports. The results of the study show that public trust can be fostered through communication that is transparent, participatory, consistent, and empathetic. In addition, active community involvement in the process of policy formulation and evaluation has been proven to increase public legitimacy and support for government programmes. Thus, effective public communication is not only a channel for conveying information, but also a strategic instrument in strengthening the credibility, accountability, and positive image of the government in the eyes of the community.
