Abstract

This study aims to identify and analyze the Implementation of Policies on Procedures and Requirements for Requesting Criminal Investigations at the Crime Scene and the Criminalistics Laboratory for Evidence to the Bidlabfor Polda Sumsel. This research is a descriptive research with a qualitative approach. The data used is based on the type of quantitative data and qualitative data while based on the source is primary data and secondary data. The data collection instruments used were observation, interviews and documentation. The informants in this study were 1) the Forensic Laboratory of the South Sumatra Police (Subbarenmin as examiner of administrative requirements and sub-bid/investigator as examiner of technical requirements for evidence; 2) the Criminal Case Investigation Team for the service area of ​​Bidlabfor Polda Sumsel (South Sumatra Police, Lampung Police, Polda Jambi, Bengkulu Regional Police and Babel Islands Regional Police). Data analysis is a qualitative analysis with an interactive model. Based on the results of the study, it can be concluded that the implementation of the Policies on Procedures and Requirements for Requesting Criminal Investigations at the Crime Scene and the Criminalistic Evidence Laboratories for the Police Forensic Laboratory at the Regional Police of South Sumatra has been carried out in accordance with the procedures and provisions that apply in the Indonesian National Police Perkap No. 10 of 2009.

Abstract

This study was to determine the Evaluation of the Recruitment of the Sub-district Election Supervisory Committee at the General Election Supervisory Agency of Lahat Regency. The results of this study are expected to be used as study material to develop public administration science, especially for academics regarding the Recruitment of the Subdistrict Election Supervisory Committee at the Lahat Regency General Election Supervisory Agency, academic institutions, as scientific information to develop science, technology and conduct further research and can motivate writers to learn a lot and to understand human resource management, add insight and knowledge for writers about the Recruitment Activities of the Sub-district Election Supervisory Committee at the Lahat Regency General Election Supervisory Body. The conclusions of this study are as follows: (1). The Recruitment Activities of the Subdistrict Election Supervisory Committee At the General Election Supervisory Body of Lahat Regency, it has been going well but for existing human resources to always be empowered in every activity, then for the selection stage it is added with a health test conducted by the Regency/City Bawaslu, not only it is only an administrative requirement by attaching a health letter, but a strict medical examination must be carried out, but from another point of view it is felt to be good and meet the standards that have been determined and set. (2). The Recruitment Factors for the Sub-district Election Supervisory Committee (Panwascam) are: a). The understanding of the staff and candidates for Panwascam about the implementation of the Recruitment of the Sub-district Election Oversight Committee at the General Election Supervisory Agency of Lahat Regency is still lacking, sometimes they think that this selection process is just a formality, presumably to be removed from their minds, because this selection process is important for determine the quality of election organizers at the district level with good quality and integrity. b). The lack of existing staff and supporting facilities will make the recruitment process and mechanism a bit disrupted.

Abstract

The implementation of the Policy for the Settlement of Administrative Violations in the Banyuasin Regency General Election is in the good category, this is because for each indicator such as the media for disseminating information from the policy for the Settlement of Administrative Violations in the Banyuasin Regency General Election, it is disseminated to the sub-districts (Panwaslu) in Banyuasin Regency through the Commissioner, staff or employees in the Bawaslu of Banyuasin Regency, either through coaching, technical guidance and coordination meetings between the Chair/Members of Panwaslu, staff or employees handling violations committed at Bawaslu of Banyuasin Regency, regarding the clarity of the information that has been conveyed is clear enough, as well as the implementation of coaching and strengthening capacity of HR or staff in terms of resolving administrative violations that are always being carried out For disposition which includes the capabilities possessed by the Commissioner, staff and Panwascam in the Bawaslu ranks of Banyuasin Regency k if according to my observations it is quite good, this can be seen from the educational qualifications they have, according to the fields and disciplines they have, and are qualified based on the experience they have, and they often follow technical guidance, coordination meetings, as a form of strengthening capacity as an election organizer, and most importantly the process of handling these violations is in accordance with the mechanism for handling violations in Perbawaslu 8 of 2018 concerning technical handling of administrative violations.

Abstract

The number of complaints made at the Regional Secretariat of the South Sumatra Province shows that the public does not understand the government agencies that receive and follow up on these complaints. The complaint process is carried out by the Regional Secretariat of the South Sumatra Province. The Regional Secretariat of the South Sumatra Province in its main duties and functions has the obligation to manage public complaints in the field of communication and informatics. The purpose of this study was to analyze the management of public information and public complaints at the Regional Secretariat of South Sumatra Province. The problems in the research are the Bureaucratic System which is too complicated, the lack of socialization in the community regarding complaints and the lack of human resources in the complaint section. The data analysis technique used in this research is qualitative data analysis technique. Overall the management of complaints is good, but there are still some obstacles.

Abstract

The purpose of this study was to analyze the success of the Self-help Housing Stimulant Assistance (BSPS) program in Pagar Alam City. The data analysis method used in this research is qualitative descriptive analysis. With data collection techniques from interviews, observations (observations in the field) and documentation studies. The informants of this research were information obtained from the Pagar Alam City Housing, Settlement and Land Office, the Pagar Alam City BSPS Consultant Team, and Aid Recipients in the 2019 BSPS Program intervention area.Regarding the results of the study as a special program targeting low-income communities, the BSPS program in Pagar Alam City can be said to be successful but not effective because there are still many people in low-income groups who have not been supported to achieve this, this is because the government's requirements directly burden beneficiaries because they should provide more funds or savings for construction and construction costs. With this BSPS program, it is hoped that it can improve the social life of the community with those who need assistance. Gotong royong, which has begun to fade, is expected to reappear through the presence of this program, although in the field only a few appear to be working together, others do not.Recommendations based on information obtained during this research, the amount of assistance becomes a burden for the beneficiaries, so it is necessary to consider whether the amount to be distributed will meet the needs of house construction or not. We need to increase the quota of recipients, because there are still many low-income people who do not own a house. Both use APBN and APBD funds. It is recommended that program activities financed by the APBN are accompanied by grants from the APBD to accelerate development and reduce problems and dilemmas in the community.

Abstract

The purpose of this study was to analyze the implementation of the tourism destination improvement program in South Sumatra Province. The problems that will be studied are limited transportation facilities both in quality and quantity, hindering the movement of people and tourists, as well as increasingly diverse tourism market conditions that demand a tourist destination. Although there are still obstacles related to limited means of transportation both in terms of quality and quantity, hindering the movement of people and tourists, as well as different market conditions. This study concludes that the overall implementation of the Tourism Destination Improvement Program in South Sumatra Province has been running as it should. Although in practice there are still obstacles from the limited means of transportation, both quality and quantity, hampering the mobility of both the community and tourists.

Abstract

The purpose of this study was to determine and analyze the effectiveness of the investigation and eradication of narcotics trafficking at the National Narcotics Agency of South Sumatra Province This study uses a descriptive method with a qualitative approach. Data or information is collected through interviews with informants. The types of data used in this study include qualitative data types obtained from interviews with informants as well as books, regulations, documents, journals and other literature deemed relevant to this research. Data collection techniques used include interviews, observation and documentation. The data analysis technique used includes three components of analysis, namely reduction, data presentation and drawing conclusions. The results showed that the effectiveness of investigating and eradicating narcotics trafficking at the National Narcotics Agency of South Sumatra Province according to the indicators used by researchers was quite good. However, it needs to be improved. So, the BNNP of South Sumatra cannot be said to be effective. it can be concluded that a) Inputs; In achieving this target, his party has done as much as possible but it has not been so effective and not optimal. This is because the modus operandi is getting more sophisticated and the capabilities of the apparatus are limited, including equipment and in particular the limited budget for minimal funds, only for core operational activities, human resources (HR) in quantity are very lacking, the limitations of supporting tools and infrastructure in the investigation process and patrol equipment are becoming a problem. one of the obstacles in eradicating narcotics is considering the geographical conditions of the densely populated province of South Sumatra and the congested road conditions and the methods and strategies used are appropriate but not optimal in their implementation. b) Process; The National Narcotics Agency of South Sumatra Province has complied with procedures and also the BNNP of South Sumatra continues to maximize the mechanism and process of the investigation by collecting existing information and evidence and the Eradication of Narcotics Circulation is carried out in collaboration with the community and local government, socialization has been carried out and at the stage of supervision and enforcement it is sufficient good but not optimal due to the lack of available human resources. and c) Results; Investigations and Eradication of Narcotics Circulation at the National Narcotics Agency of South Sumatra Province have produced results but are not yet very effective. This is evident from the number of disclosures of cases in 2019 and 2020 that are still small, even though there are results of case disclosures

Abstract

Drug crime investigation is a series of investigators' actions in terms of and according to the method regulated by law to seek and collect evidence which with that evidence makes clear about the criminal act that occurred and in order to find the suspect. The problems that have been identified include: 1) There is still a lack of investigators for drug crimes when compared to the number of drug crimes cases which are increasing every year; 2) The minimum budget provided for the operational costs of investigating drug crimes so that it can hinder the investigation of drug crimes; 3) Inadequate facilities and infrastructure so that it interferes and hinders investigators in uncovering drug crime cases. The purpose of this study was to analyze the Implementation of Detention Procedures Against the Abuse of Addictive and Psychotropic Substances at the Drug Directorate of the South Sumatra Police. This study uses a qualitative approach where the results can be seen that the Planning (Planning) planning process is very good, it can be seen from the objectives, human resources along with the facilities and infrastructure that have been available, all have been aligned with the work program and vision and mission to be achieved, especially in the implementation of detention procedures against suspected of abuse of addictive substances and psychotropic substances, Organization (Organization) with indicators of organizational structure and division of tasks is very good that in each unit division and members have very clear knowledge of the main tasks and functions that they will do so that the process in compiling performance programs for all can be measured and run thoroughly in the implementation of the containment procedure for the abuse of addictive and psychotropic substances. Movement (Actuating) looks good using standard operating procedure indicators and delegation of authority where coordination when carrying out tasks continues by prioritizing existing SOPs, as well as coordination in assigning tasks to members based on a track record of tasks that can be completed to get the authority to carry out tasks. Monitoring (Controlling) has indicators of responsibility and reporting has been fully successfully carried out by members and officers both on work responsibilities and reporting of completeness of performance in implementing procedures for detention of addictive and psychotropic substance abuse.

Abstract

In handling the Covid-19 pandemic in Prabumulih City, the Central Government which was followed up by the Government under it in this case the Village Government made a policy through the Village Community Development and Empowerment Program for Fiscal Year 2020 in Prabumulih City which included: (1) Use of village funds for handling and prevention of Corona Virus Disease 19, (2) the use of village funds for the Village Cash Work Intensive (PKTD); (3) Use of village funds for Direct Cash Assistance (BLT). The purpose of this study was to analyze the implementation of the Village Fund Budgeting Policy in Handling the Corona Virus Disease 19 Pandemic for the 2020 Fiscal Year in Prabumulih City. The problem in the research is the spread of the Corona Virus Disease 19 Pandemic that occurred in Prabumulih City in the range of March until now requires immediate treatment, but the Village Revenue and Expenditure Budget (APBDES) for 2020 has not accommodated activities and budgets for handling the Corona Virus Disease 19 Pandemic. This study shows that: overall the implementation of the Village Fund Budgeting Policy in Handling the Corona Virus Disease 19 Pandemic for Fiscal Year 2020 in Prabumulih City has been carried out in accordance with the Regulation of the Minister of Villages for Development of Disadvantaged Regions and Transmigration Number 6 of 2020 concerning Amendments to the Regulation of the Minister of Villages, Regional Development Disadvantaged and Transmigration Number 11 of 2019 concerning Priority for Use of Village Funds in 2020, Regulation of the Minister of Villages for Development of Disadvantaged Regions and Transmigration Number 7 of 2020 concerning the Second Amendment to Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Nomo r 11 of 2019 concerning the Priority of the Use of Village Funds in 2020, Regulation of the Minister of Villages for Development of Disadvantaged Regions and Transmigration Number 14 of 2020 concerning the Third Amendment to the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 11 of 2019 concerning Priorities for the Use of Village Funds in 2020.
