Abstract

The application of public policy as an activity in the public policy process is often contrary to what is expected, and even makes policy products a stumbling block for policy makers themselves. That is the implementation of public policy. This requires a deep understanding of public policy studies. The research objective that the researchers conducted was to analyze and analyze the implementation of the Direct Cash Assistance Program (BLT) in Pasanggrahan Baru Village, Sumedang Selatan District, Sumedang Regency. See and analyze the constraints in the Implementation of Direct Cash Assistance Program (BLT) Policy in Pasanggrahan Baru Village, Sumedang Selatan District, Sumedang Regency. As well as to find out and analyze what preventive measures were taken to overcome obstacles in the implementation of the Direct Cash Assistance Program (BLT) Policy in Pasanggrahan Baru Village, Sumedang Selatan District, Sumedang Regency. The research method used in research using qualitative methods. Qualitative research to understand social phenomena from the perspective of participants. From this study found obstacles related to the Implementation of the Direct Cash Assistance Program (BLT) Policy in Communities Affected by Covid-19 in Pasanggrahan Baru District, South Sumedang Regency, Sumedang Regency, both related to communication, resources, disposition and bureaucratic structures. Enduring the obstacles that have been done is also an effort to overcome the obstacles that have occurred. So that the purpose of implementing the Direct Cash Assistance Program (BLT) Policy for Communities Affected by Covid-19 in Baru Pasanggrahan Village, Sumedang Selatan District, Sumedang Regency can be carried out as expected.

Abstract

This study aims to determine and analyze the effectiveness of Village Cash Direct Assistance in Cikadu Village, Cikalong District, Tasikmalaya Regency. The theory that became the basis of his analysis of the effectiveness measure of Duncan which consists of 3 variables, namely goal achievement, integration and adaptation. The research method used is descriptive with a qualitative approach, while the data collection techniques are interviews, observation and documentation. The informants are the Village Head, Head of Welfare, Head of Dusun and the beneficiary community. The results showed that the Village Fund Direct Cash Assistance program in Cikadu Village, Cikalong District, Tasikmalaya Regency had been implemented well. However, in the direct cash assistance program, village funds still have to be frequently disseminated to the community so that people who do not receive assistance are not socially jealous and there is a need for increased communication to beneficiary families so that there is no delay in taking aid.

Abstract

This study aims to determine how the performance of the Sumedang Regency Environment and Forestry Service (DLHK) in management and to find out what are the performance obstacles of the Sumedang Regency Environmental and Forestry Service (DLHK) in waste management. This type of research uses qualitative methods. The population in this study were all employees of the Sumedang Regency Environment and Forestry Service (DLHK) involved in handling waste in the waste management sector, and officers in the field (cleaning task force). Data collection techniques by means of observation, interviews and documentation. Based on this research, it can be concluded that the performance of the Sumedang Regency Environmental and Forestry Service (DLHK) in Waste Management is quite good. This is in accordance with what is stated in the Standard Operating Procedure (SOP) of the Environment and Forestry Service (DLHK) in the field of waste management. The obstacles faced by the Environment and Forestry Service with regard to waste management are the lack of a waste transport fleet and the minimum number of cleaning workers.

Abstract

t is a descriptive study with a qualitative approach. The research site was conducted on Dinas Pemberdayaan Masyarakat dan Desa Bidang Pemberdayaan Ekonomi Masyarakat Kabupaten Sumedang, Data is collected through interviews, observation, and documentation. The validity test of data using data triangulation techniques. Data is qualitative and analyzed to get a deduction. The study then USES program implementation theory and coaching theory as a guide in carrying out the study. The purpose of this study is to describe the implementation of the BUMDes development program and the factors that affect the implementation of the BUMDes development program. Research shows that implementation of the bumdes programme conducted by the associated SKPD, can the researchers conclude that it has been carried out well but not optimal through program socialization, monitoring and evaluation, directing the utilization of natural resource potential has produced quite good output, this can be seen from the increasing number of BUMDes data which shows the graph has increased from basic to developing categories. The inhibiting factor lies in the distribution of information between SKPD and village officials, and village officials and managers, which creates information disguise. there are overlapping assignments and responsibilities that hinder reporting, as well as the lack of an effective coordination forum which causes aspirations to be less conveyed. Efforts to overcome these obstacles are by involving BUMDes managers in receiving information in the form of socialization organized by the Department, creating a BUMDes application that can input every report and evaluation.

Abstract

This study aims to find out, obtain objective data and information regarding the Analysis of Management Information Systems in the Divorce Licensing Process State Civil Apparatus (ASN) In The Staffing And Human Resource Development Agencies Sumedang District. The existence of information in an institution, including government is very complex and has an important role. One unit produces information with each other, requires information, and excanges information. The management information system contains a set of organizational procedures wich when implemented will provaid information for decision making and or for controlling the organization. The problems studied in this study are related to the management information system (SIM) and state administration Management Information System (SIM) are direted to support decision making, as well as planning and control. The position of the state administration with the Management Information System (SIM) is cosely related especially in a work that support each other to achieve a goal. The method used in this research is qualitative research methods with data collection, observation steps, in-depth interviews and documentation. From this research, there are obstacles regarding the Management Information System in the Divorce Licensing Process State Civil Apparatus (Asn) At The Staffing And tHuman Resource Development Agencies Sumedang District, namely: human resources, supporting facilities, disciplinary application, and information technology. Efforts to overcome obstacles include increasing discipline, procurement and management of facilities and infrastructure, division of labor, and management of information and data in the Divorce Licensing Process State Civil Apparatus (Asn) At The Staffing And Human Resource Development Agencies Sumedang District.

Abstract

Creative economy is an economic concept in the new economic era that intensifies information and creativity, by prioritizing ideas and knowledge from human resources, as the main production factor. The purpose of this research is to see what factors and efforts are made in overcoming the obstacles to planning the development of the creative economy in the tourism and sports office of Sumedang Regency. This study took 5 (five) respondents. Data collection methods used interview and observation techniques. The interview technique was conducted in an unstructured manner using interview guidelines. The observation technique was carried out by two observers. The research data analysis is descriptive. The implementation of activities and the preparation of creative economy development planning in the youth tourism and sports office of Sumedang Regency is still weak, this picture can be seen from how public knowledge related to the creative economy and the implementation of activities where the information provided is not comprehensive and the planning method is still less directional. Efforts are made in Administrative Difficulties by maximizing good administration and in accordance with existing rules and needs.

Abstract

is study aims to determine, obtain objective data and information about the Closed Service during the Pandemic at the Archives and Libraries Service of Sumedang Regency. The method used in this research is qualitative research methods with data collection, observation steps, in-depth interviews and documentation. From this research, there are obstacles regarding closed services during the pandemic at the Sumedang Regency Archives and Library Service, namely: library services, supporting facilities, discipline application, and information technology. Efforts to overcome obstacles include improving services to the community during the pandemic, utilizing facilities and infrastructure, implementing employee work discipline and utilizing information technology in closed services during the pandemic at the Sumedang Regency Archives and Library Service.

Abstract

Human Resources (HR) is the most expensive asset of an organization compared to other assets because HR is the main driver of the company's organization. Human Resources also always have to improve their competence, along with the development of the era of globalization. In order to compete with other human resources, it is required to obtain, develop, and maintain quality Human Resources. The purpose of the study was to determine the effect of training on employee performance, to determine the effect of competence on employee performance, and to determine the effect of training and competence on employee performance. Data Collection Methods Data collection in this study was carried out in the following ways: Questionnaires used with a Likert scale. The results obtained that training has a positive influence on employee performance. The significance value of t is less than 5% (0.000), indicating that training (X1) has a positive and significant effect on employee performance (Y). Thus, it can be concluded that Ho is rejected and H1 is accepted, so the hypothesis which states that training has a positive influence on employee performance can be accepted. Competence has a positive influence on employee performance. From the calculation results, it is obtained that the t-count value for the competency variable. The significance value of t is less than 5% (0.000), indicating that competence (X2) has a positive and significant influence on employee performance (Y). Thus it can be concluded that Ho is rejected and H2 is accepted, so the hypothesis that competence has a positive influence on employee performance can be accepted

Abstract

The aim of this study is to find out the implementation of Law number 16 of 2017 on community organizations conducted of Sumedang Regency. This study used qualitative research methods. Data collection techniques are carried out through library research and field studies which include: observation, interviews, documentation study, and triangulation. Determination of sample/ informants in this study was carried out using purposive sampling and further analysis of data model by Miles and Huberman, namely: data reduction, data display, and conclusion drawing/verification. The results of this study are the finding of factors that support the implementation of the law number 16 of 2017 on community organizations to increase awareness of social organization of their obligations. In implementing the law it can be concluded thatKesatuan Bangsa dan Politik office of Sumedang Regency has done it well, but there are several obstacles, namely the lack of supporting resources in carrying out socialization, lack of understanding in the use of technology, and lack of understanding of community organizations regarding statutory policies regarding mass organizations and there is no written sanction for community organizations that do not give reports. The efforts to overcome these obstacles are increasing support resources, conducting socialization during surveys, and applying social sanctions.

Abstract

This research examines about the implementation of auditor competence assessment policy at the Audit Board of the Republik of Indonesia (BPK) to assess the competence of auditors in conducting audit that produce high quality and provide recommendations for the managements and accountability of state finances in achieving national goals. The objectives of this research are to analyzing the implementation of auditor competence assessments policy at the Representative Office in West Java, analyzing the factors that support and hinder the implementation and provide an alternative implementation model for improving the success of the auditor competence assessment policy implementation. The research approach used is a qualitative approach with data collection techniques including observation, interviews, and secondary data and the data validity is tested through source triangulation. The results of the research show that there are factors that hinder the implementation, including the limited number of classes used for role training, the timing of role training that may not be suitable, and the lack of understanding between examiners and auditors in explaining audit experiences. These hindering factors can be addressed through the utilization of digital media like online classes and involving senior auditors as a mentor for the examination team to explain the alternative audit procedures.
