Abstract

Sumedang Regency has been ranked 4th in West Java in the informative category in the implementation of the Law No. 14 of 2008 on Public Information Disclosure (KIP). This shows that the Sumedang Regency government has been making efforts to fulfill its obligations as stipulated in the KIP Law. However, many Sumedang Regency residents are still unaware of their right to obtain public information. This is shown by the small number of residents who submitted public information requests to the Sumedang Regency PPID. In 2021, there were no public information requests from residents to the Sumedang Regency Main PPID. Meanwhile, in 2022, the number of PPID public information service visits was 16 people, consisting of students, civil servants, entrepreneurs, and others. The lack of awareness of the public's right to obtain public information shows that the public still has a poor understanding of their rights. This can hinder the government's efforts to realize public information disclosure. With the existence of PPID, the public can actively participate in government administration. This study aims to determine the implementation of the Information Commission Regulation Number 1 of 2021 on Public Information Service Standards at the Sumedang Regency PPID. This study uses a qualitative research method with a case study type. The approach used is a descriptive approach. The data collection techniques used are in-depth interviews with key informants, namely representatives of the Sumedang Regency PPID, the community, and academics. The data analysis techniques used are data reduction, data presentation, and drawing conclusions.

Abstract

This research aims to find out and analyze the effectiveness of the electronic traffic law enforcement program implemented by the Sumedang Police. The research method used is a qualitative research method. Sample determination was carried out using purposive sampling. This research was analyzed using descriptive qualitative research with research informants from the Sumedang Resort Police. The research was conducted using case studies and the Miles and Huberman model with steps including data reduction, data presentation and drawing conclusions. The results of the research show that the people of Sumedang do not fully comply with traffic regulations as stated in Law No. 22 of 2009 concerning traffic and road transportation. The suggestions from this research are that the Sumedang Resort Police need to take a comprehensive approach in planning and budget allocation, increase active community participation through an integrated educational approach, and carry out cross-sector coordination in program implementation.

Abstract

This research aims to obtain an overview of the implementation of the P2WKSS program in Sumedang Regency. The research method used is a qualitative method using purposive sampling. This research was analyzed using qualitative descriptive research with research informants, Sumedang Regency DPPKBP3A employees. The research was carried out using the Miles and Huberman model with stages including data reduction, data presentation and drawing conclusions. The research results show that it has been implemented quite well in accordance with the dimensions and objectives of the P2WKSS integrated program implementation regulations. Apart from that, other aspects also support P2WKSS activities in Sumedang Regency, such as funding sources, adequate human resources and implementation times that have been arranged in such a way that P2WKSS in Sumedang Regency can be implemented according to the activity schedule with the working group members involved in accordance with their respective main tasks and functions. -each. This cannot be separated from the implementers' openness in accepting and responding well to the existence of the integrated P2WKSS program in Sumedang Regency.

Abstract

Political preferences are an important aspect for someone to be able to participate well in a democratic system. Based on certain political preferences, a person will have reasons and foundations for their political behavior and choices, including first-time voters. Therefore, understanding aspects of its formation is important to understand their initial understanding before being directly involved in political spaces such as elections. This paper aims to show the important role of citizenship education in influencing the formation of initial political preferences of novice voters. Based on qualitative research conducted in Sumedang City in 2020 on first-time voters who were high school students, it was found that the formation of their initial political preferences was not only influenced by parental preferences as previously believed. They get information regarding their initial views on politics through civics education materials. Information from television and social media related to standards and values in behaving as citizens among other citizens has given them an initial understanding of the importance of participating well in the context of life, including at the start of general elections. This makes citizenship education a space for socialization as well as political education for novice voters. This understanding then becomes one of the basics for developing their understanding of politics and how they should behave as good citizens in a democratic system.

Abstract

The eradication of extreme poverty is a national development priority in Indonesia, aligned with the SDGs targets and Presidential Instruction No. 4 of 2022. Sumedang Regency recorded significant success by reducing the extreme poverty rate from 3.11% in 2022 to 0.53% in 2023. However, this achievement faced sustainability challenges due to a policy approach that tended to be reactive, focusing on coping with poverty that had already occurred. This research aimed to formulate a proactive and sustainable policy framework for extreme poverty alleviation through the Social Risk Management (SRM) approach. Using policy analysis methods and a qualitative descriptive approach, this study analyzed the planning documents and program achievement reports of the Sumedang Regency Government. The analysis results showed that existing programs had already covered the three SRM pillars prevention, mitigation, and coping but were not yet integrated into a systematic risk framework. This study identified key gaps in the aspects of early risk identification and preventive interventions for vulnerable groups. The main policy recommendation was to institutionalize the SRM framework into the 2025-2029 Regional Poverty Alleviation Action Plan (RAD PK), strengthen the role of Bappeda as the risk management coordinator, and optimize pentahelix collaboration to build sustainable socio-economic resilience.

Abstract

This research study focuses on the problem of population administration services through the Healthy Ananda Service application for issuing birth certificates. Among them are complaints from the public regarding errors in inputting birth certificate data, socialization that has not been optimal, infrastructure that is still lacking, completeness of documents that are not on time or not in accordance with existing SOPs, and the lack of responsiveness of service staff. The theory used in this study is the theory put forward by Zeithaml, et al (1988:23) with 5 dimensions, namely (1) tangibles, (2) reliability, (3) responsiveness, (4) assurance, (5) empathy. This study aims to determine the Quality of Public Services Using the Healthy Ananda Service Application at the Population and Civil Registry Office of the City of Sukabumi in 2021-2022, as well as to find out what the inhibiting and supporting factors are. The method used in this research is descriptive qualitative. The results of this study indicate that based on the five dimensions, namely the first, the tangibles aspect is quite good because there are still deficiencies in terms of infrastructure, such as leaky waiting rooms and narrow parking lots. Then the aspects of reliability, responsiveness, assurance, and empathy show good results.

Abstract

Public services are all activities in the framework of fulfilling basic needs in accordance with the basic rights of every citizen and resident over an item, in this article describes the effectiveness of public services in the Application for making identity cards at the Sukabumi City population and civil registration service, e-KTP is a government product that must be owned by all Indonesian people in accordance with Article 63 of this Law confirms, residents of Indonesian Citizens and Foreigners who have a Permanent Stay Permit who are 17 (seventeen) years old or have been married or have been married are required to have Electronic KTP (e-KTP), of course, at a free price and also excellent service provided by the local Population and Civil Registration Service. The presence of the concept of e-government (electronic government) is an answer in facing the current era of digitalization. various kinds of problem phenomena such as (1) Timeliness of service (2) It is still unclear about socialization of the community about the application Kado Terindah (3) Facilities and Infrastructure.

Abstract

The purpose of this study, among other things, is to find out Coordination in the Preparation of Regional Government Work Plans at BAPPPPEDA in Sumedang Regency. The research method used in this study is the qualitative method. Purchasing technique for research informants, namely Purposive Sampling. With research informants, namely the Head of PPEPD and six staff. The data collection technique used was library research and field studies consisting of observation, interviews and documentation. While the data management procedures in this study, namely Data Reduction, Data Display, Data Conclucion Drawing/Verification and Triangulation. Based on the research results, it can be concluded that employee coordination is seen from the leadership's responsibility, there is a process, regular arrangement of group efforts, the concept of unity of action, the purpose of coordination is quite good. - inhibiting factors inhibiting coordination: differences in orientation towards specific goals, differences in time orientation, differences in interpersonal orientation, differences in structural formality, which becomes difficult to unite and lack of facilities that inhibit differences of opinion used to support collaborative activities. Efforts to overcome coordination barriers : Basic management techniques , improve coordination potential , reduce the need for coordination.

Abstract

Public relations is a form of optimizing work whose job is to create, build, improve, maintain the image and publish all forms of agency work programs. Public Relations aims to establish good cooperation with all the public so that they get direct reciprocity from the community as a form of participation and convince the public to believe in the advantages possessed by each agency. This study aims to determine the effectiveness of public relations services at the Sumedang District Council Secretariat. This study uses a qualitative method. Data collection techniques used library research, field studies (observations, interviews, and documentation), and triangulation. Informants were determined by purposive sampling technique so that this study consisted of 4 people. Meanwhile, data processing procedures use data reduction, data presentation, and conclusion drawing. The results of this study conclude that the effectiveness of public relations services at the Secretariat of the Sumedang Regency Council has been carried out well although there are still a number of things that need to be improved such as increasing the number of employees who have the ability and knowledge about public relations and protocol, and equipping facilities and infrastructure to support more public relations services. good again. But there are a number of things that support such as public relations services that are ready to serve, especially leaders 24 hours a day and serve wholeheartedly whatever the conditions are, making public relations services good. Abstract

This study aims to examine the implementation of the death certificate program at the Population and Civil Registry Service in Sumedang district, the obstacles to its implementation, and the efforts to overcome these obstacles. The method used in preparing this research report is a qualitative research method with a descriptive type. The sampling technique used was purposive sampling, with informants: Office Secretary, Functional Position in Civil Registration, Staff 1 in Civil Registration and Staff 2 in Civil Registration. Data collection techniques through library research and field studies. In analyzing the data used the Miles and Huberman model with the steps: data reduction, data presentation, conclusion drawing/validation and triangulation. Based on the results of the study, it was concluded that the death certificate program at the Population and Civil Registration Office of Sumedang Regency is optimal if services are in the office but not optimal if services are carried out to the field. Obstacles in implementing the program include the low mindset of the people, the media used is still very simple and limited, the use of official cars is not optimal. In overcoming these obstacles, several efforts were made including employees still trying to do various ways to be able to change people's mindsets, in the process of government services trying to minimize the cost of making death certificates with brokers and no death certificates were falsified. Suggestions in implementing the program are to improve the quality of socialization, increase the equity of information distribution to all regions, improve the quality of human resources, must be able to budget for the
