Abstract

The high number of physical and mental health disorders among Surabaya teenagers requires an appropriate communication strategy from government institutions, especially in building awareness of the importance of healthy living. This study examines the public relations strategy implemented by the Surabaya City Women's Empowerment, Child Protection, Population Control, and Family Planning Agency (DP3APPKB) in an effort to increase awareness of healthy living among teenagers. The research approach used was qualitative descriptive with a case study method. Data were collected through in-depth interviews, field observations, and documentation, then analyzed using the four-stage public relations strategy model from Cutlip, Center, and Broom, namely: research, planning, implementation, and evaluation. The results of the study showed that the DP3APPKB public relations strategy included the use of social media, community-based educational campaigns, active involvement of GenRe Ambassadors as agents of change, and a participatory interpersonal approach. This strategy succeeded in increasing adolescent participation in promotive and preventive activities related to physical and mental health. These findings reinforce the importance of the role of government public relations in shaping healthy adolescent behavior through adaptive and innovative public communication.

Abstract

Disaster mitigation is a crucial aspect of building community preparedness in facing increasingly complex disaster risks. The diffusion of disaster mitigation innovations is necessary as a structured and consistent communication process to disseminate public understanding of potential hazards and promote the adoption of innovative and effective preventive measures. This innovation diffusion not only functions as an information delivery tool but also fosters awareness and encourages active public participation in adopting appropriate technologies, strategies, and behaviors in the digital age.This study aims to analyze the communication strategy of the Meteorology, Climatology, and Geophysics Agency (BMKG) through the Instagram account @stageof.gowa, using a creative approach with meme content and VTuber characters as educational media. This research uses a qualitative method with data collection techniques including in-depth interviews, observation, and documentation. It adopts Everett M. Rogers' Diffusion of Innovation theory, focusing on three main aspects: the elements of innovation, the stages of the innovation-decision process, and the characteristics of innovation.The results show that this creative strategy effectively captures public attention and enhances disaster awareness, especially among younger audiences. It also creates adaptive communication patterns and expands outreach, aligning with the digital behavior of today’s society.

Abstract

This study aims to analyze the implementation of public service ethics in realizing good governance at the Tanjung Perak Port Police Department, Surabaya. The research is motivated by the ongoing bureaucratic reform and the increasing public demand for transparent, accountable, and integrity-based public services. A qualitative descriptive method was employed, with data collected through in-depth interviews, field observations, and documentation of policies and public service procedures.The findings indicate that the implementation of public service ethics at the Tanjung Perak Port Police has been relatively effective. This is reflected in the application of key principles such as transparency, accountability, participation, equality, conditionality, and the balance of rights and obligations between officers and the public. The main factors supporting this implementation include personnel integrity and competence, leadership commitment, organizational culture, infrastructure, and consistent internal supervision.The study concludes that strengthening ethical awareness among officers and enhancing public participation are essential to building a clean, professional, and just governance system within the police institution. Therefore, public service ethics not only serve as a moral foundation for bureaucratic behavior but also as a strategic instrument to reinforce public trust and institutional legitimacy in the implementation of good governance.

Abstract

This study aims to analyze the strategies implemented by the Surabaya Metropolitan Police (Polrestabes Surabaya) in enforcing and preventing online gambling crimes, as well as to identify the factors that hinder the eradication process. In addition, the research discusses the measures taken by law enforcement officers to uphold the law against perpetrators of online gambling crimes in Surabaya City. According to Article 1, Paragraph (1) of Law Number 2 of 2002 concerning the Indonesian National Police, policing encompasses all matters related to the functions, institutions, and legal provisions governing police duties. Online gambling constitutes an unlawful act categorized as a criminal offense and has become increasingly prevalent in society. This research employs a qualitative approach, collecting data through interviews and documentation, with informants selected using purposive sampling, and analyzing the data descriptively in a narrative form. The findings indicate that the strategies of Polrestabes Surabaya in addressing and preventing online gambling crimes include technological innovation, effective communication, and community collaboration. The integrated implementation of pre-emptive, preventive, and repressive efforts has proven effective in uncovering numerous cases and deterring offenders. However, challenges such as low public awareness, limited cyber human resources, and the dynamics of global technology remain major obstacles that must be addressed through collaborative approaches and prevention-oriented policies for sustainable enforcement.

Abstract

This study was motivated by the continuing need for support and intervention from the local government, particularly the Department of Industry, Trade, Cooperatives and SMEs, in developing the silk industry as one of the leading creative economic sectors in Wajo Regency. Pakkanna Village, as one of the centres of silk craftsmanship, faces various challenges in maintaining its existence, in terms of human resources, technology and marketing. This study aims to determine the role of the government in supporting the sustainability and growth of the silk industry. This study uses a qualitative method with a descriptive approach. The research subjects consist of the Head of the Office, the Head of the Industry Division, and several silk weavers. The data collection techniques used consist of interviews, observation, and documentation. The results of the study show that the government has an important role in education, training, guidance, and promotion. In addition, there are inhibiting factors such as low interest among the younger generation in weaving businesses, limited access to capital, and weak artisan institutions. Based on the results of the study, it is concluded that active government involvement greatly influences the success of developing the silk weaving industry as part of community economic empowerment.

Abstract

This study analyzes the implementation of anti-bullying policies at Diponegoro University using Edward III's theory following the tragic case of dr. Aulia Risma Lestari in August 2024. The research aims to identify supporting and hindering factors in implementing anti-bullying policies and to evaluate the effectiveness of the reporting system. The qualitative research method employs a descriptive literature study approach, utilizing secondary data from scientific journals, regulations, official reports, and media, as well as primary data through semi-structured interviews. The findings indicate that Diponegoro University has established LPKB with a multi- channel reporting system and anonymous mechanisms. However, implementation gaps exist in four aspects: uneven policy communication (only 23% of students understand the procedures), bureaucratic structure with inadequate SOPs, inconsistent implementer disposition, and resource limitations resulting in underreporting (only 3 cases recorded until November 2025). The hierarchical seniority culture in PPDS is normalized through illegal financing, excessive duties, and social exclusion. The research recommends strengthening systematic socialization, developing comprehensive SOPs, enhancing human resource capacity, conducting periodic prevalence surveys, transforming academic culture, and implementing continuous policy evaluation to create a safe and inclusive campus environment.

Abstract

Indonesia's gasoline-ethanol blending policy is a strategic step to reduce dependence on fossil fuels and increase the use of renewable energy. This study aims to explore the attitudes and views of private gas stations (SPBU), specifically British Petroleum (BP) AKR, towards this policy, and analyze the challenges and opportunities faced in its implementation. The method used is a qualitative approach with semi-structured interviews with gas station owners and managers in large urban areas. The results show that despite strong regulatory support, key challenges such as advertising policies, inadequate infrastructure, and a lack of consumer education are the main obstacles. The practical implications of this study emphasize the need for standardization of distribution infrastructure and strengthening consumer education by private gas stations and the government to ensure a smooth energy transition in the field. Theoretically, this study enriches public policy studies by showing that the success of environmental regulations is highly dependent on technical readiness and synergy between state and private actors (bottom-up), beyond regulatory compliance. Better collaboration between the government and the private sector is needed to overcome these challenges to achieve energy independence and achieve greenhouse gas emission reduction targets in Indonesia.

Abstract

Occupational safety is a critical issue in high-risk work environments, such as container terminal operations. This study aims to analyze the effect of effective communication on employees’ safety behavior, with work engagement as a mediating variable at PT Pelindo–Peti Kemas Jayapura. The research employed a quantitative approach with an explanatory research design. The population comprised all employees of PT Pelindo–Peti Kemas Jayapura, using a saturated sampling technique with 94 respondents. Data were collected through Likert-scale questionnaires and analyzed using path analysis with SPSS. The results indicate that effective communication has a positive and significant effect on employees’ work engagement. Furthermore, both effective communication and work engagement have a direct positive and significant impact on safety behavior. The findings also confirm that work engagement mediates the relationship between effective communication and safety behavior. This study highlights that clear, open, and participative communication not only enhances employees’ psychological engagement but also fosters consistent safety behavior in daily operations. Practically, these findings provide important implications for management in strengthening safety culture through effective safety communication systems and enhancing employees’ work engagement in high-risk industrial settings.

Abstract

The development of Indonesia’s Nusantara Capital City (IKN) constitutes a strategic public policy aimed at promoting more balanced regional development and transforming national governance practices. Fiscal capacity constraints have encouraged the government to optimize the Public–Private Partnership (PPP) scheme not only as an alternative financing instrument but also as a policy collaboration mechanism. This article seeks to analyze collaborative governance in the development of IKN through the PPP scheme by positioning the IKN Authority as the central actor within the collaborative governance framework. This study adopts a qualitative approach using a literature review and policy document analysis, particularly examining Law No. 3 of 2022 on the State Capital and Presidential Regulation No. 38 of 2015 on Public–Private Partnerships. The analysis applies the collaborative governance framework, encompassing starting conditions, institutional design, facilitative leadership, and collaborative processes. The findings indicate that, at the normative level, the governance of PPPs in the development of IKN is supported by a relatively strong legal and institutional framework. However, at the implementation level, collaboration continues to face challenges, including resource asymmetries among actors, the complexity of cross-sectoral coordination, and the need to strengthen accountability and transparency mechanisms. Therefore, the effectiveness of PPPs in supporting the development of IKN largely depends on the quality of collaborative governance that is implemented consistently and sustainably.

Abstract

Digital transformation in the field of statistics requires the availability of business data that is highly accurate, constantly updated, and systematically integrated. In this regard, the Central Statistics Agency (BPS) plays an important role in maintaining data quality through the updating of the Statistical Business Register (SBR). This study aims to describe the implementation of business data digitization through SBR profiling and business tagging based on the SW Maps application at the BPS in Sidoarjo Regency, using a qualitative descriptive approach in the form of a case study conducted during an internship program. The findings indicate that the business data digitization process was carried out in stages and interconnected, starting with the use of Microsoft Excel for data pre-processing, followed by MatchaPro for SBR updating and validation, and SW Maps for determining business locations based on geographic coordinates. Profiling activities play a role in maintaining the consistency and validity of business data, while the tagging process serves to complement non-spatial data with spatial information. However, during implementation, several technical challenges were encountered, including inaccurate coordinates, data entry errors, network connectivity disruptions, and limited access via Virtual Private Network (VPN). Overall, the integration of SBR profiling and SW Maps-based business tagging activities has proven effective in improving the quality of business data management and supporting the provision of more accurate, reliable, and sustainable regional economic statistics.
