Abstract

The purpose of this study is to analyze and study E-Government as an effort to improve the quality of public services in Pamekasan Regency. Pamekasan Regency applies the concept of E-Government in the form of an application, but is still experiencing difficulties in the development planning process. This research is a qualitative research with research subjects namely Pamekasan Regency. The research method used is observation and documentation techniques. The results of the study show that the government has succeeded in innovating in the form of "Pamekasan Smart" with the aim of making it easier for the public to report various problems related to development in Pamekasan Regency, but there are still inhibiting factors such as Skill Gaps. In order to overcome this, the government made several efforts such as signing an MoU with UPT BPSDMP Kominfo Surabaya. Thus, the government must be able to utilize human resources who are competent in Smart Government according to their respective fields so that later they can optimally manage the implementation of E-Government in public services.

Abstract

Government service activities are related to the apparatus. The apparatus is required to perform services and organize tasks with a code of ethics. The code of ethics is a reference for action and understanding the values that are relevant to personal character. The ethics that need to be oriented to the government is the ethics of state administration. Such as public services by the apparatus in Tegalrejo Village, DringuSubdistrict, which must carry out services to the public and fulfill the elements that can serve the needs of Tegalrejo villagers. This is interesting to do research, related to administrative ethics on improving quality public services by the apparatus in the Tegalrejo Village Office, DringuSubdistrict. The results showed that administrative ethics were applied to improve quality public services by the apparatus at the Tegalrejo Village Office in Dringu Sub-district. Including aspects of efficiency in resources and funds that are utilized for the benefit of Tegalrejo villagers. The effectiveness aspect relates to the suitability of the ability and knowledge of the village apparatus in organizing services for the benefit of villagers. Aspects of service quality relate to friendliness and communicativeness, and timeliness in accordance with the conditions of the villagers and techniques that are easily accepted and understood by the villagers. The responsiveness aspect relates to the readiness and willingness of the apparatus to act with superior programs. The accountability aspect relates to the actions of the apparatus in services relevant to SOPs, regulations and policies.Research with qualitative type with interview techniques, observation, and documentation.

Abstract

The Kediri City Government, in order to realize the Vision and Mission of the Mayor of Kediri, through the Mayor of Kediri Regulation Number 23 of 2020 concerning technical guidelines for implementing the Plus Community Empowerment Program, created the Kampung Keren program. The Kediri City Government wants to trigger the potential of its people to develop various unique and creative things in their area. It is hoped that Kampung Keren can become a forum for people to explore their talents and skills. This is expected to encourage local economic growth and improve community welfare. The aim of this research is to describe how community empowerment is based on local potential through the Kampung Keren Program (Creative and Independent) in Kampung Pecut which collaborates elements of urban tourism and local culture. This research uses a descriptive method with a qualitative approach. Data collection techniques through observation and interviews accompanied by documentation. Data analysis techniques using data collection, data reduction, data presentation and drawing conclusions. The results of this research show that community empowerment in Kampung Pecut through the Kampung Keren program is working as expected, the community in Kampung Pecut is being helped by the economic turnaround. The Kampung Keren Program in Kampung Pecut has provided benefits for the community and managers, namely increased knowledge and skills of the community thanks to the training provided, then increased income and standard of living for the community thanks to the large number of tourists who visit Kampung Pecut.

Abstract

DPMPTSP Nganjuk Regency in improving quality services by being a pioneer in implementing an online service licensing system. The Online Single Submission (OSS) system was launched because the registration and permit application process can be done online, reducing bureaucracy and speeding up the licensing process and it is hoped that this will create a more conducive and highly competitive business environment. The success of OSS reflects a consensus between government, society and the private sector to achieve good governance. This research aims to determine and analyze the implementation of good governance and the driving factors as well as inhibiting factors in the implementation of good governance principles in the Nganjuk Regency Investment and One-Stop Integrated Services Service. Qualitative research methods. Data collection techniques include observation, interviews and documentation. The data analysis technique uses data analysis by Miles Huberman, & J. Saldana in Sugiyono (2018). The research results are based on indicators of the application of good governance principles according to Sedarmayanti (2013), namely optimal accountability, optimal transparency, participation that is not optimal, and the rule of law is quite optimal.

Abstract

Agriculture and food security are two important aspects in state development, which do not only focus on meeting people's food needs, but also on improving the welfare of the main actors, namely farmers. To optimize these two aspects, the Indonesian government issued Law no. 18 of 2012 concerning Food. This law provides the legal basis for implementing policies aimed at improving food security and farmer welfare. Food is one of the places to develop District Government Policy in supporting food availability, and what innovations have been implemented by the Kedung Dalem Village government in advancing the food sector in its village. It is hoped that Village Government policies can provide new innovations, or new ideas that are able to provide progress for food in developing the food sector. Kedung Dalem Village was chosen as the research location because it has quite large agricultural potential and represents the real problems faced by farmers at the local level. A deep understanding of food law enforcement at the village level is key to designing policies that are more effective and responsive to farmers' needs.

Abstract

The aim of this research is to find out how the E-Persorat system is implemented and its influence on the Harbor Master's Office and Class I Samarinda Port Authority. This research uses a quantitative research design. The object of this research is the users of the E-Persuratan Website, namely all employees. The data analysis technique used was carried out with the help of statistics and the data analysis used was descriptive and multiple linear regression. The division of testing includes instrument requirements using validity and reliability tests, data analysis requirements testing using linearity tests and data analysis testing using multiple linear regression tests and hypotheses (T test). Based on the analysis test results, it was found that the implementation of the E-Persuratan website had an effect on the performance of the Harbor Master's office and the Samarinda Class I Port Authority. Meanwhile, the implementation of the governance system has no effect on office performance. The phenomenon of these results can be seen from the data validity test of the two variables which are considered valid, the reliability of the two variables is considered valid, the linearity of the two variables is calculated linearly, the multiple linear regression analysis shows that there is a unidirectional relationship between the two variables, while the hypothesis test shows that there is an influence on the variables Website Use and The system usage variable has no influence on office performance

Abstract

The evaluation of employees’ performance, specifically government employees, gives 2 (two) sides of benefit, namely both for the employees’ performance themselves and for the governmental instances where they work. The evaluation of Employees’ Performance Targets (EPT) on government employees is a form of performance valuation based on The Government Regulation Number 30 of Year 2019 about Performance Valuation which aims to ensure objectivity of guidance for government employees that is done based on the performance system and career system. This study uses the descriptive method along with qualitative approach. According to the study results, it is known that the implementation of EPT on government employees’ working performance focusing on quantity, quality, cost, and time valuation. The results of performance evaluation is also in good state, as indicated by the timely manner of performance reporting by the employees. The obstacling factors of EPT implementation are namely the uneven facilities and infrastructures, and the time-consuming coordination between related institutions. Evaluation of EPT on government employees performance has 3 points of view, namely evaluators, performance, and indicators, and is done periodically. Decision making on human resource management also is in good state, as indicated by obstacles where some employees has their performance level evaluated as below expectation. This study suggests that leaders should be closer to their employees in order to intensify their guidance for their omployees on implementing the EPT, as well asgrowing the sense of bounding with their employees. Therefore, the implementation of employees’ performance evaluation would not be mere formality.

Abstract

Archive activities are needed for office activities every day. Difficulty in recovering the required archives will hinder office activities and have a negative impact on the productivity of an organization or company. Existing documents and manuscripts are then stored using a certain system so that they are more organized and easy to find. In archiving activities at the Agriculture and Food Security Office of East Java Province, they still use a manual system, with insufficient HR concern for archive management, and most of the data is not well organized. So, management of records at the Agriculture and Food Security Office of East Java Province is still not fully efficient. Therefore, researchers want to examine how the archive management system, supporting and inhibiting factors, as well as archivists' efforts to deal with obstacles in the archiving process at the Agriculture and Food Security Office of East Java Province. This study uses a qualitative method. The results of the study show that the archive management system at the East Java Province Agriculture and food security service uses a manual system because infrastructure and human resources are limited, in 2023 there will be a transfer to using a digital system. The supporting factor is due to the spirit of high dedication to the duties of the archivists in the archival unit. The obstacles are due to the lack of leadership support, lack of human resources regarding archives, lack of facilities and infrastructure. Efforts to deal with obstacles, namely coordination with the head of the archive and the creator unit, using the appropriate infrastructure

Abstract

This research describes the marketing communication strategy of Whiz Prime Hotel Surabaya in an effort to increase occupancy amidst tight competition in the hotel business. By using a marketing mix or marketing mix which consists of 4Ps, namely product, price, place, promotion. The aim of this research is to explore the marketing communication strategy carried out by Whiz Prime Hotel Surabaya in an effort to increase occupancy. And to find out what plans are used to carry out marketing communications strategies. This research uses a qualitative descriptive method by conducting observation and interview techniques. The results of this research prove that several efforts made by Whiz Prime Hotel Surabaya in implementing marketing communication strategies are good enough to increase occupancy.

Abstract

This study examines the organizational communication strategies used by Cangkruk Vape Shop to improve employee performance, which are deemed ineffective in enhancing employee motivation, as evidenced by frequent tardiness and suboptimal work performance. This research employs a descriptive qualitative method. Data was collected through interviews with the shop owner, manager, store supervisor, and three operational staff of Cangkruk Vape Shop Sidoarjo. The main focus of the research is to identify and analyze the forms of communication strategies, both vertical and horizontal, used to improve employee performance. Data collection techniques include observation, interviews, and documentation. The research findings indicate that vertical and horizontal communication is used to create a positive work environment. This communication enhances employee work ethic and evaluates their performance through nine indicators. Improvements in employee performance are seen in increased creativity, initiative, and discipline.
