Abstract

The development of the global digital economy has encouraged the emergence of digital sovereignty issues, especially related to cross-border data transfer. In this context, the trade agreement between Indonesia and the United States announced in July 2025 includes Indonesia's commitment to open access to data transfer abroad. This commitment has strategic implications for national data governance and the protection of citizens' digital rights. This article aims to analyze Indonesia's readiness to implement these commitments using the policy capacity framework, which includes the government's technical, administrative, and political capacity. This study found significant limitations in all three dimensions of capacity, ranging from surveillance infrastructure to cross-agency coordination and political legitimacy. The analysis confirms the need for structured measures to strengthen institutions, procedures, and oversight so that the liberalization of data transfers does not come at the expense of digital sovereignty. This article contributes to the digital public policy literature by showing the application of the policy capacity framework in the issue of cross-border data transfer, which has been studied more from legal and economic perspectives.

Abstract

Technological advancements have significantly transformed the healthcare sector, with telemedicine emerging as a key innovation that integrates healthcare services with the communication industry. Telemedicine, defined as the use of electronic communication to deliver healthcare remotely, offers notable benefits such as expanded access to services, cost efficiency, and enhanced quality of care. These advantages are particularly relevant in Indonesia, where geographical challenges and uneven population distribution often limit healthcare accessibility. The COVID-19 pandemic further accelerated telemedicine adoption globally and nationally, underscoring its critical role in ensuring service continuity during health crises. This study aims to analyze the development, challenges, opportunities, and future trends of telemedicine in relation to the communication industry. Employing a systematic literature review method, the research synthesizes findings from English-language journal articles indexed in Scopus to provide an evidence-based overview of telemedicine’s trajectory. The findings reveal that while telemedicine has improved access and efficiency, its implementation in Indonesia still faces barriers such as digital infrastructure limitations, regulatory gaps, and digital literacy disparities. Opportunities exist in strengthening policy frameworks, expanding broadband access, and fostering cross-sector collaborations between healthcare and communication industries. The study contributes to both healthcare and communication fields by highlighting telemedicine as a convergence point that requires integrated governance and innovation. The implications suggest that sustainable telemedicine development will depend on addressing structural barriers while leveraging technological growth to enhance equitable healthcare delivery in Indonesia.

Abstract

The purpose of this study is to analyze and prove the influence of leadership style and work stress on motivation, to analyze and prove the influence of leadership style and work stress on work quality, to analyze and prove the influence of motivation on work quality, to analyze and prove the influence of motivation in mediating leadership style and work stress on work quality. This research was conducted at the Regional Civil Service Agency of East Kalimantan Province. The research design uses an explanatory research approach. The type of research is quantitative. The population in this study is employees of the Regional Civil Service Agency of East Kalimantan Province. The sample taken for the study was 83 respondents with a non-probability sampling method , namely by purposive sampling technique. The collection of resources was carried out by distributing questionnaires within the Regional Civil Service Agency of East Kalimantan Province. The data analysis technique used is the SEM method, namely PLS (Partial Least Square) using Smart PLS software version 4.0. The results of the study show that leadership style and work stress have a positive and significant effect on motivation, leadership style and work stress have a positive and significant effect on work quality, and motivation has a significant positive effect on work quality. In this study, it was also obtained that leadership style and work stress have a positive and significant effect on the quality of work with motivation as mediation.

Abstract

This study analyzes the authority to determine land ownership rights for the Religious Body of the Catholic Church in Indonesia based on the Regulation of the Minister of Agrarian and Spatial Planning/Head of the National Land Agency Number 5 of 2025 concerning the Determination of Land Rights. By using normative juridical law research methods. This study examines legal provisions and procedures related to the delegation of authority to determine land rights and land registration activities. The results of the study show that the Religious Body of the Catholic Church in Indonesia has the authority to own land titles by fulfilling the specified requirements and procedures. Regulation of the Minister of ATR/Head of BPN No. 5 of 2025 has significant juridical implications for the religious bodies of the Catholic Church in Indonesia, namely providing legal certainty and convenience for the Catholic Church Agency in obtaining land ownership rights through the authority of the Head of the Regional Office and the recommendation of the Land Office. In addition, the government is responsible for protecting and implementing land registration for Catholic Religious Legal Entities that have validity or legality based on existing laws and regulations. This research contributes to the understanding of the legal framework for the determination of land ownership for religious entities in Indonesia and its implications for religious activities and community services.

Abstract

This study aims to examine the effect of knowledge management, skills, and attitude on employee performance with professionalism as a mediating variable. In the current era of dynamic organizational competition, effective knowledge management, adequate skills, and positive employee attitudes are crucial factors in improving performance outcomes. However, these factors often require the presence of professionalism to optimize their influence on organizational effectiveness. This research employs a quantitative approach by distributing structured questionnaires to employees within the organization. Data were analyzed using statistical techniques to test both direct and indirect relationships among variables. The findings reveal that knowledge management, skills, and attitude significantly enhance employee performance. Furthermore, professionalism plays a mediating role, strengthening the effect of these independent variables on performance. This indicates that employees with strong professionalism are better able to apply their knowledge, utilize their skills, and maintain a positive attitude, which in turn leads to improved performance. The study contributes to the development of human resource management strategies by highlighting the importance of professionalism in maximizing employee potential. Practically, organizations are encouraged to foster professionalism through training, mentoring, and cultural reinforcement programs to sustain competitive advantage.

Abstract

The implementation of digital transformation in the public sector has become increasingly essential, particularly in developing countries where governance challenges and citizen expectations are rapidly evolving. While existing studies have identified various success factors for digital transformation—such as leadership, technological infrastructure, and organizational readiness—most of these works treat transformation as a linear process, without differentiating between its distinct stages. Furthermore, current research is predominantly situated in national-level or developed country contexts, offering limited insight into how local governments in resource-constrained environments initiate and sustain transformation efforts.This study aims to address these gaps by identifying the key factors that influence both the initiation and development stages of digital transformation within local governments in a developing country setting. Using a qualitative case study approach, two departments within the local government of Surabaya in Indonesia, were examined. The findings reveal two distinct categories of influential factors: those that trigger the initial adoption and those that accelerate the transformation process. This staged perspective provides practical insights for policymakers and public managers in similar contexts, emphasizing the need for tailored strategies that align with each phase of the transformation journey.

Abstract

Corrosion is a major issue for ships operating in high-salinity seawater environments. One of the most widely applied methods of corrosion prevention is cathodic protection using sacrificial anodes. This article presents a literature review on the effectiveness of various metals used as sacrificial anodes, including zinc (Zn), aluminum (Al), and magnesium (Mg). The review highlights that each metal has unique characteristics: zinc offers stable potential and moderate service life, aluminum provides high current capacity with lightweight properties, while magnesium delivers the highest protective potential but corrodes rapidly in seawater. The selection of sacrificial anode material depends on ship operating conditions, water resistivity, and economic considerations. This review serves as a reference for the maritime industry in designing effective and cost-efficient cathodic protection systems.

Abstract

Indonesia is the largest archipelagic country in the world with a potential area consisting of 17,480 islands with a sea stretch of 5.8 million km2 and has the fourth longest coastline in the world at 95,181 km, has a very high level of risk of abrasion hazards, especially considering that more than 60% of Indonesians live in coastal areas. The main purpose of a floating breakwater is to protect an area against unwanted wave heights. One of the most important boundary requirements in port design is allowable downtime. This is a period of time when the port cannot fulfill its function so as to prevent the occurrence of unwanted things from the movement of ships. Downtime occurs when a certain wave height is exceeded, causing unwanted ship movements. This implies that the wave transmitted by the floating breakwater to the port determines the downtime. Of the 7 (seven) types that exist, the box type is taken for research because the box type is more effective and efficient in dampening waves. Then the type of box that is used as a test model is carried out with 2 (two) conditions. The test model to be studied is a floating pontoon with a mooring line and a floating pontoon tethered to a pile.

Abstract

Children with disabilities often experience low self-confidence problems due to their physical conditions, which impact their ability to socialize and interact with their environment. This study aims to analyze the influence of individual counseling techniques with a humanistic approach on increasing the self-confidence of children with disabilities at SMP Negeri 4 Sangatta Utara. The research method used was pre-experimental with a One Group Pre-Test – Post-Test Design. Data collection techniques used questionnaires with a Likert scale distributed to students with disabilities. Data were analyzed using SPSS through classical assumption tests (normality test, multicollinearity, and heteroscedasticity) and hypothesis testing (t-test and multiple linear regression). The results showed that individual counseling with a humanistic approach that includes empathy, unconditional positive regard, and genuineness has a significant effect on increasing the self-confidence of children with disabilities (sig. 0.023 < 0.05). The application of the humanistic approach in individual counseling proved effective in helping children with disabilities become more courageous to perform, optimistic, and not easily give up. This study concludes that individual counseling techniques with a humanistic approach can be used as an appropriate intervention to increase the self-confidence of children with disabilities.
