Abstract

The outbreak of the COVID-19 global pandemic has exposed deficiencies in global health governance. China has been active in making intellectual and material contributions to the global fight against COVID-19 while achieving significant progress in containing the epidemic domestically. China’s contribution to global cooperation in the fight against the virus can be reflected in: (1) China has actively shared its experience in COVID-19 control and the treatment of infected cases with the international community; (2) China has sent 37 medical expert teams to help improve measures of diagnosis, treatment, prevention and control in 34 countries as of July 2021; (3) China has done its best to provide medical supplies to more than 150 countries and 13 international organizations as of July 2021; (4) China has made efforts to make vaccine accessible and affordable in developing countries. The implications of China’s involvement in global health governance include: (1) advocating the concept of “building a global community of health for all”; (2) supporting the leadership role of the World Health Organization in global health governance; (3) improving the global health governance system and WHO’s ability; and (4) cultivating public health talent with knowledge of international rules and diplomatic skills.

Abstract

The emergence of Covid-19 at the end of 2019 became the starting point for a new multidimensional threat to the world. This pandemic situation is an obstacle to the relationship maintenance among nations which are generally carried out traditionally. Various innovations are needed because there is a shifting paradigm in various sectors of life rapidly. Some countries have made several adjustments related to its diplomacy with other countries to ensure the continuity of relations between countries and the welfare of their citizens in this pandemic era. In the Islamic world, the control of pandemic has been done before so that it can be one of the solution options. This study begins by describing the changes in diplomacy carried out by Southeast Asian countries with Muslim majority populations during the pandemic. The next step was done by analyzing the changes in diplomacy that have been carried out by those countries with Islamic diplomacy. This study aims to determine the extent to which the diplomatic changes carried out by these countries are viewed from the Islamic perspectives. The results obtained show that several diplomatic activities carried out by those Southeast Asian countries are in accordance with Islamic diplomacy. However, there are still some aspects of Islamic diplomacy that these countries can adapt in the future.

Abstract

This paper aimed to examine cosmological aspects in Sambori indigenous community perspectives towards nature and conservations in which the inter-subjective relational relationship between human being and non-human being becomes the primary resource to protect the environment and the surrounding area in Sambori indigenous community particularly with their respective sacred land, wellspring, and forest. This study employed a qualitative approach which the primary resources are literature studies and internet observations, the data were then descriptively and qualitatively described. This study found that the inter-subjective relational relationship between the Sambori indigenous people and non-human being lies on their daily lives and rituals, particularly related to their primary source of livelihood which relies on natural resources. They believed that their surrounding area has sacred sites where the Holy Being, locally known as Parafu and the other respected ancestral spirit resides. Therefore, they strongly believe that natural resources including land, water, forest, and so forth cannot be separated from their everyday life. They have unique way to understand and to engage with their natural resource. This perspective proposes mutual, ethical, and responsible commitment between human being and the other being. Some spiritual ceremonies are performed such as Pamali Manggodo and Balaleha Music Art as a means to engage, interact and connect to the Holy beings to ask for help, safety, and peaceful life, as well as to refuse reinforcements, particularly for their agricultural activities.

Abstract

Premeditatio malorum is a Stoic philosophical concept that speaks about negative visualization of conditions that may come. By imagining, Stoic people could prepare anything to the most specific aspects that may be realized. Meanwhile, post-pandemic condition is related to recovery of everything. Since COVID-19 outbreak changes our life, new normal condition should be filled with preventive actions rather than preemptive ones. Alongside with those, prolonging hope should be always kept in flowing to walk together with people in everyday life. The question is, how may premeditatio malorum contribute to dissemination of hope in post-pandemic recovery today? Using qualitative method, philosophical and cultural concepts are used to explain correlations between premeditatio malorum, living hope, and post-pandemic recovery. The reality of hope does not stand alone but should be accompanied with anticipations of bad impacts that may come. Preparing for inevitable setbacks could contribute more to optimism than being pessimistic or surrender to current conditions. It is matter of practice that will make people calm and shape further hope to amend unavoidable impacts. In conclusion, by thinking negatively, this Stoic concept could overcome negative impacts of future condition. Moreover, premeditatio malorum may provide such framework of thoughts to widen hope to its best and worst conditions that may happen afterwards.

Abstract

One of the alternatives to revive the religious manuscript researcher and scholar passion is by providing an easy online reference about religious manuscript. Some manuscript researcher of ex-Office of Religious Research and Development Ministry of Religious Affairs have started to make and maintain an online repository about religious manuscripts since 2019. The plentiful manuscript data, which is resulted from research, contain philological description aspect and digital photo file needs to be followed up more than just a research report or catalogue. It also needs to be easily accessible by other scholar and researcher in an open access repository. This online repository, managed by the researcher team, contain almost 450 religious manuscripts from Madura. The other data that will be uploaded are Islamic manuscript found in Bali, manuscript by K.H. Ahmad Rifa’i Kalisalak, Syaikh Mahfudz Termas, and also from K.H. Hasyim Asy’ari. Using descriptive qualitative method, this paper aims to answer and introduce to three aspects, namely: a) the importance of providing an open access of religious manuscript using online repository; b) the content and general description of religious manuscript online repository; and c) the guidelines on how to access and download the manuscript from online repository.

Abstract

The role of the government as a public servant has been enshrined in Undang-Undang Nomor 5 Tahun 2014 Tentang Aparatur Sipil Negara (ASN) in chapter 10, which states that ASN function as public servants. The essence of the sound of this chapter interprets the state civil apparatus as a position occupied to carry out duties and functions as a public service whose benefits can be felt directly by the community. The relationship obtained from the concept of new public management, which adopts the role of private sector services into Government Agencies with improving the quality of public services, describes a core problem that is essential to be discussed in the current era of uncertainty. This paper aims to obtain an overview of the implementation of New Public Management in all Government Agencies by considering the characteristics of each Government Agency at the Central and Regional levels to increase Bureaucratic Reforms oriented to the Public Service sector. This study uses a qualitative approach through descriptive analysis methods based on literature studies obtained and then used as material for analysis in designing the implementation of new public management in improving bureaucratic reform in the public service sector. The results of this study show that there are six aspects of implementing new public management to improve public service reform, including making service contracts, developing customer satisfaction surveys, optimizing the implementation of E-government in public service management, implementing service quality management systems, performance-based remuneration systems, and establish public-private partnerships.

Abstract

Covid-19 is not only a dangerous disease for humans, this pandemic also has an impact on the sustainability of democracy in Indonesia. In the last decade, Indonesia's democracy index has declined and even reached its lowest position in 2020. This is due to the lack of freedom and public involvement in actualizing their political interests, including in the formation of laws and regulations. The principle of openness in the formation of laws and regulations is intended to prevent corruption in legislation. But in fact, the implementation of public participation in the formation of laws and regulations is only a pseudo ritual. This research method uses normative research with approaches (statue approach, case approach and comparative approach). The results of this discussion find that the decline in Indonesia's democracy index is the lack of community involvement caused by the lack of government transparency in operating and less proactive legislators in preparing and screening of public participation and also it's still doesn't exist the absence of regulations governing participation mechanisms that accommodate input from the community. Then there is a need for improvements to the parliamentary system by reconstructing public participation which is not only limited to parliamentary agreements but also provides opportunities for the public to take part and have the right to an opinion and the right to ask for answers to opinions.

Abstract

People around the world are currently carrying out booster vaccinations in the midst of the outbreak of the Omicron variant of the COVID-19 virus. In Indonesia, vaccine booster activities have been carried out since January 12, 2022. The Indonesian government makes vaccines free and encourages the public to immediately carry out vaccine booster. Vaccine booster information and campaigns also appear on social media. Twitter as one of the social media that is widely used in Indonesia is also enlivened with discussions about vaccine boosters. The objective of this research is to see how the vaccine booster issue is discussed on Twitter. By using the concept of Social Media Analytics (SMA), this study explores tweet data and analyzes it based on the hashtags that appear, the accounts that post a lot and get re-tweets, and the accounts that are mentioned the most (mentioned) in the discussion of the vaccine booster issue. The method of this research is descriptive qualitative. Data from Twitter will be collected from February to March 2022. Data will be collected using NVivo Plus 12 software. The result expected to provide social media analysis related to “Booster Vaccine” discourse that occurred in twitter.

Abstract

This study aims to examine the role of economic growth, the index of economic freedom, and the population on political stability. Political stability is one of the factors that can determine the direction of development and economic growth towards the creation of prosperity. Politically stable countries can carry out better economic development. This research contributes to look at the factors that can support political stability in Southeast Asian countries. This study uses secondary data originating from the World Governance Indicator, World Bank Development Indicator and Heritage Foundation in the 2011-2020 period. This study was conducted in Southeast Asian countries, namely Indonesia, Malaysia, Thailand, Philippines, Singapore and Vietnam. The research method used is panel data regression. The results show that GDP Per capita and economic freedom index is a significant effect to political stability. On the other side, population growth has not significant impact to political stability. This proves that every country that has good political stability is supported by stable guaranteed economic freedom, and a controlled GDP per capita.

Abstract

The COVID-19 pandemic has hurt the world economy. The tourism industry of Indonesia was the most sector affected by the air travel restrictions policy during the COVID-19 era. After the first wave of COVID-19 moved slowly, several countries began to think about how to recover their economy through travel arrangements. The term travel bubble is increasingly popular to revive the economy through cooperation in the tourism sector between countries. Indonesia has launched travel bubble arrangement in Batam and Bintan with Singapore in January, 2022. This study aims to analyze the opportunities and challenges of the Travel Bubble policy in Indonesia. Data collection techniques used secondary data such as documentation and literature study. Data analysis was carried out in three stages, namely condensing data, displaying data, verifying data, and drawing conclusions. The results of this study are opportunities and challenges related to the application of the travel bubble in Indonesia. The opportunities are (1) travel bubble able to increase tourism activities, (2) travel bubble has had success in island-based countries, (3) travel bubble procedure suitable to be tested and adopted, and (4) as momentum for cooperation with neighboring countries. Then the challenges are (1) public sentiment related to the increase in covid cases, (2) there are travel anxiety to travel to Indonesia rank in transmission COVID-19 cases, (3) the opinion of epidemiologists regarding the variants and waves of covid, and (4) the difficulty of collaborating with neighboring countries. Keywords: travel bubble, tourism, foreign tourists, economic recovery.
