Abstract

The covid pandemic period that occurred until the end of 2021 changed many aspects of human life. There was a global psychological shock and had to change habits suddenly into polemics. Changing habits is not an easy thing, it requires great effort to want to follow the rules of new normal life. The 19th pandemic period became a rationalization of the economic situation of a group of people who felt they had the right to receive social assistance from the government. This was because a preconceived mental formation was a mental formation formed by the soul asking for material deficiency. The government provides social assistance funds in dealing with the economy in Indonesia with the intention of providing assistance to help people affected by the pandemic. Many companies are laying off workers on a large scale which has led to increased unemployment. The state of global conflict in all aspects, especially the economic aspect, which causes economic contraction, but with social assistance, a beggar mentality is even triggered. The assistance funds provided are not to open a business as a substitute for a profession because they are unemployed due to being affected by the pandemic by becoming entrepreneurs. hope that every month they will receive aid funds from the government. There is also a mistargeting of the distribution of social assistance funds and many receive it even though it is not their right to receive social assistance funds.

Abstract

This article discusses the presence of new religious digital services reflected in the Muslim inspiration film "Cerita Hijrahku". Through new media platforms such as Youtube, this film is here to fulfill the religious learning desires of young Muslims who have connected, confident, and creative characters. This is a new phenomenon in the millennial era and at the same time confirms that religious learning is no longer just about attending religious events, but also through various ways. The two points outlined include: first, how digital religious services form in the millennial era; and second, how to mean the film "Hijrahku Story" in representing Islam in new media as one of the loci of religious learning. This research is qualitative using Julia Kristeva's inter-technicality approach. As a result, first, digital services are incarnated in two forms, namely da'wahtainment and religiotainment. Da'wahtainment refers to the combination of da'wah (read: lectures) with entertainment, while religiotainment is a combination of religion and entertainment. However, the scope of religiotainment is wider than da'wahtainment, covering movies, fashion, music, and social media content, including memes. Second, despite having different meanings, the signs presented in the short film "Cerita Hijrahku" boil down to the message of the conception of hijrah to become a good Islamic person following the standard religious text. The meaning presented by the audience, confirms that the short film "Cerita Hijrahku" is one of the digital religious services for young Muslims.

Abstract

Globalization is characterized by advances in science and technology that are inevitable by the community, including the people of Surakarta. People in Surakarta are in dilemma between tradition and modernization. Education, transportation, and economic advancement have transformed the social, religious, and cultural aspects of the people in Surakarta over the last three decades. Thus, how is the narrative of the paradigm shift of religiosity of the Surakarta community amid modernization? This descriptive qualitative study collected data through observation, in-depth interviews, and documentation. The analysis employed an interactive analysis model. The findings revealed that the paradigm shift of religiosity of the Surakarta community is directly proportional to the social, political, economic, and cultural changes. There is a shift in the religious perspective of the Surakarta community known as hijrah from the abangan Muslim community to Islamist activism or new santri with all the limitations of understanding and Islamic doctrine, which requires assistance in terms of Javanese Islamic culture and local beliefs to avoid uprooting them. As a result of hijrah and becoming Islamic activism, people left the Javanese culture such as Kejawen and local beliefs. However, some of them have transformed the culture to fit the teachings of Islam. So far, those who hijrah to NU still adhere to religious traditions and even transform Javanese culture to suit the times. Meanwhile, Islamic activism has left Javanese Islamic traditions and local beliefs. The shift in religious paradigm asserts two things. They are internal and external encouragement. First, internal factors are in the form of encouragement from within religious communities. Second, external factors are external stimuli that can encourage a shift in the Surakarta community's religious perspective.

Abstract

The rise of China has become a catchword to define China’s current position in the international system. China’s increasing power comes with responsibility. Continuing Hu Jintao’s peaceful development, Xi Jinping is committed to realising China’s responsibility as a great power. Concurrently, Xi sets out a neighbourhood diplomacy that underlines the importance of bringing development and prosperity to neighbouring states. This paper aims to investigate the way China realise the twin goals of peaceful development. The South China Sea (SCS) disputes involving China and four neighbouring Southeast Asian states serves as a case study. It is found that China's assertiveness, manifested in continued escalations and dragged-on negotiations on the Code of Conduct (COC), does not bode well for China’s peaceful development. In other words, China is hardly a responsible great power or a good neighbour in its handling of the SCS issue.

Abstract

This article aims to identify the weak mitigation policy in response to the increasing case number of Covid-19 and elaborate why lack a sense of crisis among community in Bangkalan Regency occurred. The local government is trying to suppress the increasing number of Covid-19 in Bangkalan Regency by restricting mobility during Eid al-Fitr and cooperating with the Surabaya City government and East Java province authority to provide proper healthcare system. As Bangkalan regency failed to deal with the crisis, Surabaya city government respond the emergency situation with social restriction policy in Suramadu bridge, which ended with rejection from Madurese community. This study uses the interpretive approach and narrative analysis techniques. The article fully uses secondary data from credible mass media and official documents related to handling Covid-19 in Bangkalan Regency from April-June 2021. The concept of policy gap is used as an instrument to analyze the factors that caused the policy failure in the Bangkalan Regency Government of the Covid-19 mitigation in the community. Result shows that not only political policy gap which making both policies ineffective, but also cultural policy gap.

Abstract

The COVID-19 pandemic that has hit almost the entire world, including Indonesia, has affected all aspects of life, one of which is public services. The government has issued a policy for the whole community so that every activity is carried out online or online to prevent the spread of COVID-19 cases. All parties, especially the government, must innovate to encourage more effective and efficient public services by keeping up with the times and advancing technology. This prompted the Bekasi City Disdukcapil to create an application-based innovation called e-OPEN. This study discusses how to implement the implementation of e-Open in population services in Bekasi City. The method used in this research is the descriptive qualitative method. Data collection is done by observation and literature study. Based on the research results, the e-Open application belonging to the Bekasi City Disdukcapil is considered quite effective and easily accepted by the public. This application allows busy people to manage and access their population data anytime and anywhere easily. Through the Halo Pamor menu, people with limitations in using the application also feel helped by the presence of the prestige task force.

Abstract

This research was carried out starting from the contemplation of seeing the Indonesian Government Policy on handling COVID-19 which is often inconsistent in several ways. The consequence of these problems is the trend of an increase in the number of Indonesian people who were confirmed positive for COVID-19. One of the inconsistencies in Indonesian government Policy can be seen in using the GeNose C-19 as a legally used COVID-19 test kit in Indonesia. GeNose developed and produced by Gadjah Mada University is claimed to be the national product. The procedure of GeNose is different from Polymerase Chain Reaction (PCR) and Swab tests. GeNose uses a breathing technique, and its result can be seen in 80 seconds. Aside from that, GeNose is also relatively cheap in terms of cost, when compared to PCR tests and Swab tests. It was designated as an official COVID-19 test kit in early 2021 by the state and has officially started being used legally at various airports, stations, and bus terminals. But unfortunately, in the last few days, due to an increase in the number of Indonesians who are confirmed positive for COVID-19, GeNose has started to stop. Hence, this research will look at the dynamics of how the Indonesian government is carrying out the nationalization and securitization of the GeNose test kit The researcher uses Barry Buzan's securitization theory and public health policy approach as analytical tools. The research method used is a qualitative approach with content analysis techniques. The results of the study stated that the actor of the nationalization and securitization of the GeNose issue was the state. There is a shifting paradigm in threats from military security to human security. GeNose issue so that at first nationalized and then constructed into a security threat and carried out securitization.

Abstract

Cases of inequality in the social environment are still frequently encountered, especially for people with disabilities. The stigma against people with disabilities has led to the emergence of various assumptions stating that people with disabilities are not capable of carrying out tasks on an equal basis with normal people. Disability groups often experience discrimination in society and are marginalized in development. There is one village that is unique, this village is in Bengkala Village, Buleleng Regency, Bali Province. This village is known for having a population of residents who have had limited speech and hearing since birth. It is said that this phenomenon is caused by local endogamous marriage practices that have persisted from generation to generation in a relatively small population. This group is able to develop through social and cultural life that has been preserved from generation to generation based on uniqueness and diversity by forming a source of creative activity through "Sekaa Janger Kolok". The aim of this research is to examine efforts for social inclusion of disabled people in Bengkala Village through Sekaa Janger Kolok. The research boundary is Bengkala Village, Buleleng Regency, Bali Province, Indonesia. With a descriptive qualitative research method using data collection through primary data through interviews with Village Heads, Sekaa Chairmen, Teachers as well as secondary data from literature searches. The concepts used are rights for people with disabilities, social inclusion, social welfare. As for the findings from this research, people with disabilities were involved and empowered with the formation of Sekaa Janger Kolok and were involved in tourist villages.

Abstract

Bogor City is one of the regions in Indonesia that has a high number of HIV AIDS cases in Indonesia. Until 2021, there were 111 cases of HIV AIDS, one of which was caused by sexual deviance. In Bogor City, from 2018-2021 there were 790 cases of sexual deviance. To prevent the practice of sexual deviance from becoming more widespread, the Bogor City Government together with the Bogor City DPRD drafted Regional Regulation No. 10 of 2021 concerning Prevention and Countermeasures of Sexual Deviance in Bogor City (P4S). However, the regulation has drawn pros and cons among the public. The cons considers that this regulation contains elements of human rights violations that exacerbate violence and discrimination against Lesbian, Gay, Bisexual and Transgender groups in Bogor City. Meanwhile, the pro community considers this regulation as an effort to prevent sexual deviations from the Bogor city government. This research uses ROCCIPI theory by Ann Seidman, Robbert B. Seidman and Nalin Abeyserkere by using 7 categories which include Rule, Opportunity, Capacity, Communication, Interest, Process and Ideology. The results of this study are in the preparation of this regulation, most of the mass organizations that reject the regulation are mass organizations outside the city of Bogor, most of which are mass organizations on a national to international scale. While the majority of the people of Bogor city support the P4S regulation, during the process of drafting the regulation there was no rejection from the people of Bogor city.

Abstract

Current technological developments support victims of violence in seeking an online environment that can facilitate a safe space from the threat of sexual and gender-based violence. Moreover, various social movements have emerged by individuals and organized groups that aim to carry out joint campaigns against this. Jakarta Feminist also does this on its social media. Utilizing various features on Instagram, the @Jakartafeminist account is taking steps towards cyberfeminism by creating various cyberspace programs, classes, and campaigns. This research uses a qualitative approach with a case study research method with data collection techniques are: observation, interviews, and documentation. The results of this research show that cyberfeminism carried out by Jakarta feminists originates from collaborative actions created offline and online by utilizing new media. All programs, classes, and campaigns are continuous with each other following the issues raised so that it is clear that Jakarta Feminist is trying to accommodate victims and survivors to have the safe space they need. Cyberfeminism is carried out using hashtags and content to build networks and carry out digital campaigns to increase community participation online.
