Abstract

This paper tends to examine the impact and challenge of the China-Lao Railway that has been operating since December 2021 on Lao’s economic and social development. As a landlocked country, Lao has been facing difficulties in boosting its economic and human improvement due to the lack of infrastructure and development capacity. However, Lao is also geographically strategic because its position is in the middle of the Indo-China area. It makes Lao eagerly wants to be a land-linked country through the railway that connects China and other countries in the region. Under the project Belt and Road Initiative, Lao, for the first time, has a high-speed railway that links the capital city, Vientiane, and Boten, the China-Lao border, and further connects Kunming, the Chinese provincial capital. After one year of implementation, the positive impact has been felt by Laotians such as the tourism sectors, goods flow, and education sectors. However, land compensation and environmental issue are the negative impacts that Laotians encounter. Lao also might face some challenges to sustaining this railway’s benefits namely a debt trap, transnational crime, and severe corruption.

Abstract

This study aims to examine economic issues in a number of countries, specifically the number of unbanked individuals who contribute to economic stagnation. In addition, several Southeast Asian nations have begun to adopt digital financial services (digital finance). Digital Financial Inclusion has positive effects on MSMEs, including financial transactions and documenting transactions, obtaining financial assistance from bank and non-bank institutions, and digital finance is viewed as more reliable by the public due to its reliance on artificial intelligence. The development of QRIS, which began in Indonesia, is anticipated to result in digital economic adjustments for Southeast Asian nations. This study employs descriptive qualitative methodology, which describes extant phenomena. The findings of this study indicate that the application of digital finance, particularly QRIS as a game-changer, can increase efficiency and make cross-border payments more inclusive. Due to the existence of QRIS, the community is able to make cross-border remittances and increase the country's foreign exchange and trade balance.

Abstract

This article analyzes the implementation of New Public Diplomacy using the covid-19 vaccine by the Chinese government. In answering the problem, this article applies a qualitative descriptive method. The data source is used in the form of literature, which includes journals, books, reports, news articles, and other sources accredited by Sinta or ISSN and related to the research topic. Researchers obtain literature sources in the form of scientific works through the Harzing Publish or Perish application, and other data sources come from Google. In analyzing the discussion results, the author uses the concept of New Public Diplomacy initiated by Jan Melissen. This research is interesting to study because China responded to the global public's bullying regarding accusations of negligence as the cause of the Covid-19 pandemic by getting up and restoring its image, namely by supplying vaccines to several countries. The results of this study show that China is using the Belt Road Initiatives' commitment to the Health Silk Road program as their Nation-Branding and China are capable of being adaptive in carrying out New Public Diplomacy. However, China failed to ensure the public because the public had suspicions about China's hidden motives.

Abstract

Having a strategic location between two continents (Asia and Australia) and two oceans (the Pacific and the Indian) gives Indonesia the benefit of becoming a leading actor in the region, especially within the ASEAN. However, this geographical location also poses potential threats for Indonesia, both traditional and non-traditional threats. This situation is made worse by the tension between two great powers in the Indo-Pacific: China and the US. Indonesia then needs to have a good military endurance capability, and even though the Indonesian Armed Forces’ personnel is not lacking, the total number of Indonesia’s military equipment is somewhat lacking. Understanding the challenge, Indonesia has been trying to modernize its weapon system by conducting military diplomacy to obtain the best cooperation in weapon system. Therefore, this paper will analyze Indonesia’s effort in defense diplomacy within the period of 2019 - 2023 and how France becomes a partner in the defense sector, by using the Military Diplomacy Approach, as well as analyzing the benefits and challenges of every step that has been taken so far.

Abstract

The objective of this study was to elucidate South Korea's trade diplomacyendeavors in augmenting trade and investment in the Netherlands during the timeframe of 2019-2022. The author employs the notions of economic diplomacy and trade diplomacy from the Okano-Heijmans conceptual framework to elucidate the essence of the research. During the 2019-2022 timeframe, South Korea has implemented trade diplomacy efforts aimed at enhancing its potential to export products, particularly semiconductors. The implementation of a safeguard policy for Japanese semiconductor raw materials is a response to constraints in the availability of raw materials, as well as the trade conflict between the United States and China, which has repercussions for South Korea's trade ties with Japan. To enhance exports, the South Korean government is implementing several trade diplomacy initiatives, including engaging in commerce through Foreign Trade Agreements and promoting investment through bilateral relations focused on both government and private sector involvement, particularly with the Netherlands. In addition, South Korean representatives visited ASML, a Dutch company that manufactures semiconductor production machinery. Nevertheless, South Korea must confront some obstacles in order to succeed in the semiconductor trade battle, particularly the imperative for quality advancement. In this paper, the author will also explore the investment prospects of South Korea for the Netherlands.

Abstract

USAID IUWASH Tangguh-West Java is a big momentum in achieve the Sustainable Development Goals. This emphasizes the issue of extreme climate change such as drought which has an impact on the lack of availability of clean drinking water and sanitation. This project aims to enhance partnerships, provide technical assistance to the Government of Indonesia, the private sector to the community. The writing method used is descriptive research (literature study) based on electronic scientific publications (journals and books), publications on the USAID IUWASH website and the Government of West Java, monitoring and evaluation reports. While the conceptual framework in the analysis will use the Streamlining NGO's Programs Towards Achieving the SDGs Concept owned by Mohamad, Khai, and Mazlin (2018). This concept has a two-mechanism approach, namely cross-sector partnerships and the expansion of social values. Abstract

This article examines the Australian government's endeavors to enhance cybersecurity by means of cyber diplomacy with Indonesia. This article utilizes qualitative descriptive methodologies. The data sources utilized encompass scholarly publications, books, research reports, and electronic media pertaining to the research topic. This article will examine the use of Australia's cyber diplomacy with Indonesia by utilizing the principles of cybersecurity and cyber diplomacy to enhance the robustness of cybersecurity. Australia engages in cyber diplomacy with Indonesia to enhance cybersecurity, based on the principle of international cooperation in this field. Australia implements a capacity building strategy, aligned with its 2017 International Cyber Engagement Strategy policy, to fortify Indonesia's cybersecurity. This endeavor will also contribute to the enhancement of Australia's own cybersecurity, given the interconnected nature of cyber threats. Australia's efforts to enhance Indonesia's capabilities are implemented through various collaborative initiatives, specifically the Cyber Policy Dialogue and Cyber Bootcamp programs. Examining this research is intriguing because to the involvement of Australia and Indonesia in cyber warfare, as well as their recent efforts to re-establish cyber-related diplomacy.

Abstract

AUKUS is a relatively new trilateral pact. By aiming to maintain security and peace in the Indo-Pacific, AUKUS will indirectly deal with China as a country that is considered to have an important position in the region at this time. This research was conducted using a qualitative method whose sources were obtained from books, journals, scientific papers, etc. related to the problems between AUKUS and China. In this research, the tension between AUKUS and China will be discussed from the perspective of constructivism which assumes that the tension between the two comes from the perceptions that arise. This means that the tension that exists between AUKUS and China does not originate from material things as many neorealist or neoliberalist groups say. Rather, it is the different ideas/norms between the two camps that create tension. The AUKUS camp, which carries a democratic mission to maintain peace, is under a global hegemon that wants to maintain the current international structure, namely the United States. Where the United States secures the Indo-Pacific along with its two allied countries. Even though there has been much criticism, this trilateral pact continues because they both agreed to make China their enemy in terms of regional security.

Abstract

The objective of this essay is to assess the possibility of collaboration between Batu City and Western Australia in the field of Agriculture and Livestock. The author employed a qualitative research methodology to investigate the collaboration between Batu City and Western Australia. The study approach adopted was descriptive, focusing on providing a detailed account of the collaboration. The primary method of data gathering involved conducting interviews with government personnel from Batu City. Additionally, secondary material was gathered from reputable websites and periodicals, and subsequently examined within the concept of the Paradiplomacy. The researchers discovered a significant potential for collaboration between the two cities. Batu City excels in producing high-quality horticultural seeds that are exported to multiple countries. However, there is a drawback in the livestock sector due to the prevalence of diseases affecting animals. As a highly developed province, Western Australia has the capability to transfer technology to Batu City in order to enhance the quality and quantity of these two sectors. Regrettably, the collaboration's potential was limited to the exploratory stage due to the Batu City Government's subpar efforts in uploading the city profile. This hindered partners from fully recognizing the potential of Batu City. Hence, it is imperative to augment the human capital of the Batu City Government and enhance its systems and administration in order to effectively engage in paradiplomacy with overseas counterparts.

Abstract

Philippines is confronted with a number of security challenges that pose a threat to the country and its inhabitants. Among these challenges are the threat of terrorism. The objective of this research is to ascertain the manner in which the government responds to the ISIS movement within its territory, specifically through the bai'at relationship with the Abu Sayyaf group in Philippines. The liberal rationale of Immanuel Kant and the methods of counterterrorism and multilateralism inform the counterterrorism effort, which is designed to address and overcome terrorist disruptions from separatist groups and to prevent and respond to further terrorist attacks in order to fulfill the obligation to maintain the security of its people. As a member of the United Nations (UN), Philippines reaffirms its commitment to prevent, suppress, and counter all forms of terrorism under the UN Charter, Declarations, and relevant international laws. The Philippine government's efforts, policies, and programs demonstrate that achieving counterterrorism objectives will be challenging due to the lack of a deterrent effect on perpetrators. This is because the criminalization of terrorism perpetrators is often associated with human rights, which has been a topic of discussion among people and communities who believe that the punishment given to terrorism perpetrators should also be based on the values of human rights.
