Abstract

Each country development policy in Southeast Asia region still prefer to economics dimension orientation. However, social and cultural considerations are also important in development policy, such as ethnic diversities. Southeast Asia as a region full of ethnic diversities needs to utilize this advantage as a capital in order to region development. This paper addressed to analyse the importance of ethnic diversities as consideration of development policy in Southeast Asia region. At first, by elaborate development approach which socio cultural oriented especially ethnicity namely ethnodevelopment include its criticisms. Then, this paper elaborates about the ethnic diversities in Southeast Asia and how much its potential can utilize as region development capital. Finally, this paper provides a conclusion that every single policy maker in every country around Southeast Asia strongly need to concern and consider ethnic diversities start from process until implementation of the development policy which end up to dynamic equilibrium and advancement of Southeast Asia region development.

Abstract

The economic revival became the main locomotive for China to continue its modernization and military strength building program. As a representation of the 21st century's global power, China has proven a stronger and more aggressive revival. Aggressiveness in building military strength in quality and quantity has influenced the security order in the Asian region and encouraged him to be more assertive in dealing with security issues involving his region. India is one of the most threatened countries. The spread of military power along with provocative actions of China in the border region with India, the intensification of the development of maritime facilities and infrastructure in the Indian Ocean region, as well as the superiority of Chinese combat power over India are some of the strong basic reasons for India to make China a major threat to the security of its territory. With limited strength and combat capabilities under China, India responded to China's military threat by increasing its defense power. Defensive military strategy became the most rational choice and more profitable for India in order to reduce the aggressiveness and threat of the Chinese military power.Keywords : China’s military power; Chinese military threat; India’s military strategy

Abstract

In October 2015, the United Nations (UN) proclaimed Sustainable Development Goals (SDGs) which then becomes the guideline of more sustainable development programs in the member states. It consists of 17 targets in the field of security, politics, economy, and environment. This paper focuses on the implementation of 9th goal: Infrastructure, Industry, and Innovation, by analyzing the connection between the goal with Malang Creative Fussion (MCF) program in Malang, one city in Indonesia. This paper aims to explain the learning process in MCF that facilitates the realization of creative economic ecosystem in Malang. In doing so, this paper employs field research with descriptive method and intermestic approach as the tool of analysis. Intermestic approach sees how internatinal norms, values, ideas, and principles influence the policies and phenomenon in domestic level and the opposite. With capilarity concept as the part of intermestic, it explains the learning process and actors in the connected areas and its impact. Finally, this paper finds that MCF programs implements the principles of the 9th goal with some domestic modified nature and run by some intellectual actors in learning process. The program so far can reach the goal of the SDGs’ 9th goal in Malang.

Abstract

This paper aims to explain the impact of globalization on Transatlantic Trade and Investment Partnership (TTIP) agreement between European Union (EU) and United States (US). Regarding its implementation, TTIP received negative response. The main policies in TTIP agreement will burden the access of Europeans' businesses to compete on local and national scale. Through the free market, Made in America products will enter the European market, which will certainly cause a decline in demand for Europeans’ local products. As a result, the Europeans believed that benefits of TTIP only be felt by a few people. This paper attempts to explain the problem using the theory of foreign policy and the theory of globalization. The author uses qualitative research methods with data collection techniques through literature studies. The results of this paper show that Europeans considered TTIP agreement as a form of hegemony from private corporations to the governments of EU countries as an impact of globalization process. This criticism has finally become a challenge for EU national authorities to implementing the TTIP so that this agreement postponed in October 2016 and still has not continued until now.

Abstract

This study aimed to analyze the impact of President Donald Trump's populist rhetoric on the United States foreign policy towards NATO. Issues regarding the United States membership in NATO surfaced through allegations made by Trump's presidential campaign that criticized and questioned the relevance of NATO for American interests. In the past, NATO was considered to be one of the most crucial alliances for the United States as its membership had constantly become an agenda for the United States foreign policy. Nonetheless, Trump's hostile attitude against NATO shown a significant departure from previous administrations. The results of this research have shown that the populist rhetoric was used as a powerful campaign strategy to gain votes in the presidential election. Specifically, this strategy exploited the public unrest among American people regarding the United States involvement in the international level. Additionally, the results also showed that the populist rhetoric was also used to advance the United States' interest to encouraged an institutional change within NATO in which other member countries must increase their contribution to the alliance.

Abstract

This study discusses the urgency of Indonesia to implement the regulation of imports of non-hazardous and toxic waste (B3) in 2019. The background of this research is when there was an urging from Ministry of Environment and Forestry towards the Ministry of Trade to revise regulations related to the import of non-B3 waste in 2019. Other than that, the revision of the regulation on the import of non-B3 waste in the same month in 2019, also becomes the urgency of this research. This type of research is descriptive-qualitative research. To analyze the issues raised, this study will use Bryant's concept of environmental politics. There are three points behind the implementation of environmental politics based on Bryant's concept. First is the effect of the environment on the general environment of a country. The second is the existence of interstate relations, and the third is related to the emergence of non-state actors. Through the concept put forward by Bryant, the results of this study indicate that there are at least three urgencies of Indonesia in curbing the import of non-B3 waste in 2019. The first urgency is the emergence of hazardous waste (B3) for the environment and the health of the Indonesian people. Second, an increase in illegal imports of B3 waste in Indonesia. Third, the implementation of the Basel Convention regulations in Indonesia. The results of this study indicate that if the negative impact of the B3 waste content, and also the importance of Indonesia, has become the urgency behind this country's decision to curb the import of non-B3 waste.

Abstract

Indonesia and Japan have established formal diplomatic relations since 1958 marked by the signing of a peace agreement between the two of them. The peace agreement includes a program of assistance provided by the Japanese government to Indonesia as a form of compensation for Japanese colonialism in Indonesia. This assistance program is known as Japan Official Development Assistance / ODA. Through this ODA program,  Indonesia and Japan began to engage in import and procurement of used KRL fleets and make Indonesia dependent on Japan in electric train technology. By using descriptive research methods and dependence theory, this study seeks to describe Indonesia's dependency on Japan in electric train technology through KRL import cooperation which has an impact on the strengthening of Japanese dominance in Indonesia, especially in the automotive sector and will certainly affected on government policies related to this matter.

Abstract

This article explains how WALHI JATIM is working with the community to reach one of the Sustainable Development Goals (SDGs). An intermestic approach with a network model will help explain that this is a way for the people involved to take responsibility for achieving common goals. The shift in the Sustainable Development Goals agenda's focus, which calls for more people to be involved, makes the participants more diverse. This is because the ratifying state agreed to work toward universal goals for sustainable development. One of the targets for this goal is how to deal with climate change. People's lives are becoming more and more troubled by the fact that the needs of human life aren't always met by what nature has to offer. People's lives are not the only thing affected by the unrest in Indonesia. It is also clear that people are doing things that hurt the health of the environment. Conditions in the environment that haven't yet reached national standards have finally sparked community or group movements, with the argument that people are worried about the crisis of important environmental aspects and want to see the environment improve. When you look at what the community did, one of the more interesting things was what WALHI JATIM did, which was to start an School of Ecology as its first action.

Abstract

The 2020 United States (US)-Taliban peace deal has essentially made the Taliban movement as one of the most durable and resilient insurgent groups in today's world. Following the 'levels of analysis' of international relations as an analytical framework, this paper explores the reasons behind the survival of the Taliban insurgency in an integrative framework that organizes the individual and group, state, and international level dynamics of this insurgency in a single account. The paper argues that the defection of politically and economically marginalized individual Afghans, the multilayered and horizontal structure of the Taliban insurgency, regional power configuration in South Asia, and the lack of a coherent post-invasion strategy of the US and its allies factored into the survival of the Taliban insurgency that resulted in a peace deal between the Taliban and the US.

Abstract

Bangladesh and India are neighboring countries of south Asia sharing a huge border. India is eager to connect its north-east zone through Bangladesh. Again, Both China and USA have deep political interest in Bangladesh and Bay of Bengal. In this situation, Bangladesh has to consider connectivity as geopolitical game. So, granting connectivity projects with India whether it is beneficiary or harmful to Bangladesh is still debatable. If Bangladesh cannot balance both sides, Bangladesh might be the next shatterbelt. Again, Bangladesh has also chance to use connectivity as a tool of economic development. This paper aims to show the geopolitical context whether Bangladesh would be beneficiary or not.
