Abstract

This article discusses the entering process of retired military (TNI) officers into politics and their performances in that arena. This article argues that the retired military officer’s roles in politics provided new characteristics to the pattern of civil-military relations in Indonesia. It related to their capability to bridge the communication and to act as muting agent in political conflict between civil and military politicians. This article also asserts that the involvement of retired military officers in politics is strongly based on their commitment to the constitution in building democratic consolidation, which is not representing military interests. Thereby, it criticizes existing studies stated that the involvement of retired military officers in politics is part of the military institution’s attempts to capture the state power through democratic mechanism, namely, re-militarization. The approach used by this study is Actor Network Theory (ANT), which is based on performative relation amongst actors (actants), both human and nonhuman actants. This approach was used to generate a detailed explanation of certain event through an inquiry of relational process amongst actors within network.

Abstract

Indonesia’s military reform resulted cultural, structural, doctrinal and organizational changes. But those changes are not fundamental enough to build democratic civil–military relation that relies on civilian supremacy. The process of military reform in Indonesia showed us that the success of democratization of civil–military relation depends on institutional setup of the military related to civilian institutions’ persistency, guidance, and initiative. This study used Peter D. Feaver’s theory of “principal-agent” to show that the lack of civilian institutions’ coherence and resoluteness caused persisting problems to the Indonesia’s military reform under democratic system. Civilian supremacy in Indonesia appears to be relied on “voluntary subordination” of the military rather than effective civilian control over the military. Hence, instructive policies and legal basis become very important to yield a complete subordination of the military to the civil within democratic system. This argument confronts the existing studies, especially those with political perspective, that tended to accept the idea that military supremacy in politics is needed to build a strong nation state and to uphold the constitution. This study uses qualitative method with data collected by interviewing some key figures in military and civilian institutions.

Abstract

This article discuses about The Indonesian National Defense Forces (Tentara Nasional Indonesia/TNI) who has been experiencing a shift from praetorian military to professional military because of fundamental change within Indonesian society after the end of the Soeharto’s regime in 1998 which is followed by a transition of power from New Order to reformed government. That shift can be seen through some issues related to territorial institutions, military business, and relation between TNI and The Ministry of Defense (Departemen Pertahanan). This paper argues that that shift and its related issues can be explained by patriot professional military thesis. This thesis combines certain aspects of Huntington’s old professionalism and Stepan’s new professionalism. As a patriot professional military TNI has professional characteristics as well as strong commitment to take a part in nondefense tasks according to decisions of civilian government. To become patriot professional military TNI needs to develop itself in a condition with objective civilian control that promotes military professionalism, and highly respects the civilian supremacy. This paper approached its problem with sociology of military, and made its inquiry with qualitative method.

Abstract

This research attempts to show that active role of agencies allows an adequate civil–military relation to be established despite of some constrains to the relationship between the two. Employing qualitative approach to assess civil–military cooperation in empowering Papuan society, the case study shows how the military and civilian collaborated to subdue the social tension in a territory prone to conflict. The result suggests that military component took pivotal role in maintaining peace and national security in Papua. Through its history, Indonesian government planned Papua development with military’s involvement on one side, yet without any attempt to embrace the subject of that development itself on the other. This expectedly gave rise to the dispute between military and civilian. However, civil–military cooperation in empowering indigenous Papuan based on local culture and local people initiative proven to be effective in reducing the risk of conflict, in addition to being a case of how the role of agencies could be vital in the making of a better condition.

Abstract

Power is often discussed in political discourse or in political sociology. In this context, power is understood as the attribution, capacity, or capital to achieve certain goals of the owners. Foucault does not reject this argument, but this perspective would not be able to expose the invisible subjugation. The more critical view of power appears in cultural studies. Gramsci’s concept of hegemony is often used to dismantle the cultural establishment in the process of domination that was veiled. The more sophisticated findings, power has surpassed even the hegemonic ways, which is factually or coined by Foucault as governmentality. This paper discusses the core concepts in the Foucault’s theory of power. In addition, I also presented a debate between relation of dominance and relation of power that often overlap understood in political studies or political sociology
