Abstract

Abstract.This study analyzes the social policy of Umar bin Khattab as the second caliph in the Khulafā’ al-Rāsyidīn. For the research method using qualitative descriptive, namely literature study, biography of Umar bin Khattab, fiqh economy Umar Bin Khattab, scientific journals with a historical-normative approach to answer the formulation of the problem, namely: 1. How is Umar bin Khattab's social policy, 2. Building justice for the weak, 3. Protection of vulnerable groups as the foundation of his leadership. The results of the study show that Umar succeeded in building an inclusive social system through Baitul Māl, social security, minority protection, administrative reform, and economic policies oriented towards public welfare. Umar's social leadership model is very relevant as a reference in designing contemporary public policies, it should be obeyed as Allah SWT says in Surah An-Nisa verse 59 which reads: "O you who believe, obey Allah and obey the Messenger (His), and ulil amri among you." Abstract

Maqasid as-Shari'ah aims to promote the public interest and social welfare of the Muslim community by providing what is beneficial and protecting them from harm. This research examines the application of Maqasid as-Shari'ah in the humanitarian activities of the Multi-purpose Women Centre Katsina, and the role and impact of the Centre's poverty alleviation schemes on the socio-economic lives of the less privileged in society. Using extensive interviews and observations across various sections of society, the study found that these activities helped reduce poverty among the less privileged. The work further suggests that the Centre employ staff who are well acquainted with the field of Islamic welfare/humanitarianism to further enhance the Centre's humanitarian activities in line with Islamic ideals. There is also a need for project design transformation, including programming options with an Islamic, integrated, sustainable development model, and the creation of networks and partnerships, such as organizing lectures by experts on Islamic humanitarianism, to further boost and integrate the Centre's activities, with a stronger focus on the framework of Maqasid as-Shari'ah, which are the essential necessities of Islamic law towards enhancing brotherhood, peace, mutual love and a better harmonious society. This is its main contribution to existing knowledge.

Abstract

This study explores the role of social values ​​in shaping the effectiveness of contemporary environmental law through a socio-legal approach and a theological framework. The method used is qualitative, with an emphasis on normative and conceptual analysis. The findings indicate that the success of environmental law is not solely determined by regulatory power, but also by the internalization of values ​​such as social justice, public involvement, local wisdom, and collective responsibility. In this context, an Islamic perspective provides a significant ethical foundation for maintaining ecological balance. The integration of legal norms and social values ​​results in a more responsive, inclusive, and sustainability-oriented legal model.
