Abstract

The post-colonial African society is inarguably disposed to internal conflicts, most of which have resulted to full-brown civil wars. The major causes of some of these conflicts have been traced to the events that happened during colonial rule, such as implantation and promotion of ethnic and religious consciousness among the people by the European colonialists. Most perturbing is the fact that colonial legacies in the continent continue to dominate post-independence relationship, and weakened cohesion and unity among the diverse nationalities in African society. Solutions to these delusions propagated, first, by the European colonial masters, and now by Africans against Africans, have defied meaningful solutions as conflict persists in most countries in Africa. It is on these conditions that this study interrogates the similarities in the causes of conflicts and wars in post-colonial Africa, and how these conflicts affect development. Qualitative inquiry was adopted as the study’s research design. The study relied extensively on secondary sources of data such as textbooks, journal articles, dailies, periodicals, internet materials, among others. Failed-State theory was adopted as its theoretical framework.  The Study suggests among others that Africa post-colonial states should assiduously delink from their self-notions of colonial legacies and embrace the reality of their internal polities. Africa should also shun self-imposed ethnic consciousness and other internal factors causing conflicts and wars. Fairness and equity in distribution of commonwealth should be prioritised in order to prevent issue of sectional marginalisation that is consistently one of the major factors promoting conflict in African States.

Abstract

The integration of gender perspectives in public policy formulation is crucial for achieving inclusive governance, yet its implementation remains inconsistent across local governments in Indonesia. Despite various regulations supporting gender mainstreaming, disparities in gender-responsive policies persist, particularly between urban and rural areas. This research aims to investigate how gender perspectives are integrated into the policy formulation process at the local government level in Indonesia, identifying the barriers and enablers of this integration. Using a qualitative case study approach, data were collected through semi-structured interviews with local policymakers, gender experts, and civil society representatives, complemented by document analysis of relevant policy documents. The study found that urban local governments, with stronger institutional capacity and greater stakeholder involvement, were more successful in integrating gender considerations. Conversely, rural areas faced significant challenges due to a lack of resources, gender-disaggregated data, and insufficient staff training. The political will of local leaders emerged as a critical factor in driving gender mainstreaming efforts. This research contributes to the understanding of gender mainstreaming by focusing on the policy formulation phase, offering insights into the practical integration of gender perspectives. However, the study’s limitations include its reliance on case study methodology and semi-structured interviews, which may not fully represent the diversity of experiences across Indonesia. Future research should explore comparative studies, evaluate the impacts of gender-sensitive policies, and investigate the role of capacity-building initiatives in fostering sustainable gender mainstreaming practices.

Abstract

Foreign aid has remained a crucial component of international development cooperation, especially for developing countries like Nigeria. Since the return to democratic governance in 1999 (the Fourth Republic), Nigeria has witnessed a steady inflow of foreign assistance to address developmental challenges and support socio-economic growth. This study examined the effects of foreign aid on national development in Nigeria during the Fourth Republic, focusing on sectors such as health, education, and infrastructure. With a growing inflow of foreign assistance since 1999, especially following the Paris Club debt relief in 2005, Nigeria has received substantial aid from bilateral and multilateral donors. This study used a historical research design, with content analysis applied for data evaluation. It focuses on thoroughly reviewing documented information, from which relevant materials were extracted for analysis. The study was anchored on the Dependency Theory, which argues that foreign aid, while beneficial, can perpetuate dependency if not managed properly. It further explores the role of institutional capacity, governance, and corruption in determining the success of aid projects. The data collected for this study were synthesized and analyzed using trend analysis techniques. The findings reveal that foreign aid has contributed positively to Nigeria’s health, education, and infrastructure sectors. However, systemic challenges, including weak governance, corruption, and poor coordination among stakeholders, have undermined the effectiveness of aid. The study concluded that despite the potential of foreign aid to stimulate national development, its impact is often hindered by governance deficiencies and institutional inefficiencies. Finally, this study recommended, among others, that the government should strengthen institutional capacity and governance by prioritizing training, capacity-building initiatives, and the creation of clear accountability structures to ensure effective utilization of foreign assistance.

Abstract

The integration of technology into educational assessment in Indonesia represents a pivotal shift in the pedagogical landscape, reflecting broader global trends towards digitalization in education. This study explores the profound implications of this transition, analyzing how technological tools and platforms are reshaping assessment practices across Indonesian schools and universities. Historically, educational assessments in Indonesia have predominantly been paper-based and exam-centric, often emphasizing rote memorization over critical thinking and problem-solving skills. However, the advent of digital technologies has ushered in new possibilities for more dynamic, interactive, and learner-centered assessment methods. By employing a qualitative research approach, this investigation delves into the experiences and perspectives of educators, students, and policymakers, uncovering the multifaceted impacts of technology on assessment validity, accessibility, and pedagogical alignment. The findings reveal that while technology can enhance the efficiency and scope of assessments, it also poses challenges related to equity, digital literacy, and the need for robust infrastructural support. Furthermore, the study highlights the potential of technology to facilitate more formative, continuous, and authentic assessments, aligning more closely with educational goals that prioritize holistic learner development. In sum, this research contributes to a nuanced understanding of the transformative role of technology in educational assessment in Indonesia, offering insights into its benefits, limitations, and future directions.

Abstract

The digitalization era demands transformation in customer complaint handling for public service companies, including PDAMs that face challenges in responsiveness and service quality. This study aims to analyze customer complaint handling strategies at PDAM Tirta Danau Tempe in Wajo Regency based on Fandy Tjiptono's service quality dimensions. Using a qualitative approach with in-depth interviews and SWOT analysis, the research involved PDAM staff and customers as informants. Data were analyzed using the Miles-Huberman interactive model to identify complaint handling strategies through four indicators: empathy toward customers, handling speed, fairness in problem-solving, and ease of communication access. Results show that PDAM has implemented an integrated digital system for payments and complaints that is superior to other PDAMs, but still faces challenges in responsiveness, unstable water quality, and infrastructure limitations. The findings contribute to the literature by identifying a progressive digitalization model and confirming the need for a holistic approach in digital transformation of public services. Future research is recommended to use mixed-methods for more robust statistical validity and comparative studies across PDAMs

Abstract

The objectives of writing this article are (1) To see the role of social movements in response to the development of Waterfront City/coastal reclamation in Majene Regency. (2) Studying the process of Waterfront City/reclamation development in the coastal area of Majene City. (3) Analyze the implications of Waterfront City/coastal reclamation development on the environment and the socio-economic conditions of fishing communities. The development of Waterfront City in Majene Regency significantly affects the lives of fishing communities and local wisdom. This project threatens their livelihoods that have been dependent on the sea, forcing them to look for alternative jobs due to environmental changes that occur. The method used in this article is descriptive analytical research method. The importance of previous environmental studies is undeniable as it helps identify and mitigate negative impacts, such as coral reef damage that may arise from reclamation. Strict regulations and the application of high standards are vital to ensure the viability of the project. The findings of the environmental assessment related to Waterfront City also indicated potential environmental threats that must be addressed immediately. Fishing communities are fighting in various ways, including direct protests, to protect their environment, cultural heritage and livelihoods from the threats of the project. In the face of these challenges, fishing communities, such as the Alliance to Save Sul-Bar Fishermen and Coastal Areas, continue to work to protect the environment from the negative impacts of Waterfront City development in Majene Regency

Abstract

This article aims to discuss the concept of legal theory of realism and its influence on Islamic economic law in Indonesia. The approach applied in this article is a qualitative approach with a descriptive analysis method. The results of this study are as follows: First, legalism is a theory that we believe is not just the number of rules in the law, but also not only that it is not applied, but is actually realistic. Legal realism views law as the result of court decisions, accepts facts as elements in the creation of legal norms, and recognizes the existence of metaphysical or logical ideas. Realism has two legal requirements. In other words, legal realism in America and rights realism in Scandinavia follow the principles of legal realism. Second, this legal theory of realism has a certain harmony with Islamic law and has found its place in Islamic business law in Indonesia. One example is the fatwa decision in Islamic business law, which revitalizes the social conditions of society in determining norms

Abstract

In the evolving landscape of Indonesian education, the shift towards computer-based assessment (CBA) marks a significant transformation, heralding new prospects for educational evaluation. This transition is propelled by the increasing integration of digital technologies in education, aligning with global trends and responding to the burgeoning need for efficient, scalable, and innovative assessment methods. The backdrop of this research is Indonesia's endeavor to enhance educational outcomes and align assessment practices with the demands of the digital age. Through a qualitative lens, this study explores the potential of CBA to redefine educational evaluation in Indonesia, examining its implications, challenges, and opportunities from the perspectives of educators, students, and policymakers. The research uncovers that while CBA offers numerous advantages, including immediate feedback, enhanced test security, and logistical efficiency, its implementation is fraught with challenges. These include infrastructure readiness, digital literacy among stakeholders, and concerns regarding the validity and fairness of assessments. Furthermore, the study delves into the pedagogical shifts necessitated by CBA, emphasizing the need for alignment with instructional practices and the development of relevant digital competencies. In synthesizing these findings, the research posits that while CBA represents a promising frontier for educational assessment in Indonesia, its success hinges on strategic planning, inclusive policy-making, and capacity building, ensuring that it effectively supports learning and teaching in the digital age.

Abstract

Abstract. This study assesses the strategies employed by the Nigeria Police Force (NPF) to address the rising crime rate in Delta and Edo States, focusing on the effectiveness of community policing, technological innovations, and inter-agency collaboration. The rising crime rate in these states, characterized by kidnappings, armed robbery, cultism, and communal clashes, has created significant security challenges that demand effective law enforcement responses. The objective of this study was to explore the relationship between community policing and crime reduction, assess the role of technological innovations in improving police performance, and examine the impact of inter-agency collaboration on crime control. The study used a quantitative approach, collecting data through a structured questionnaire distributed to security stakeholders, including police officers, community leaders, and residents in Delta and Edo States. The study was anchored on the Routine Activity Theory, which emphasizes how routine daily activities and societal changes influence crime opportunities. Correlation analysis was employed to test the hypotheses with the aid of Statistical Package for Social Science (SPSS) version 23. The findings revealed a strong positive correlation between community policing and crime reduction, as well as between technological innovations and improved police performance. Additionally, inter-agency collaboration was found to be crucial in enhancing the overall effectiveness of crime reduction strategies. The conclusion drawn from this study emphasizes the importance of integrating community-based policing, modern technologies, and inter-agency cooperation in addressing crime in in Delta and Edo States. The study recommended among others that the Nigeria Police Force should invest more in technological tools and foster stronger collaborations between security agencies to effectively combat rising crime rates in Delta and Edo States.

Abstract

Abstract. Territorial fragmentation remains a major obstacle to national unity and sustainable development in multi-ethnic societies, especially in Nigeria, where ethnic, religious, and regional divides continue to weaken national integration. This study explores the potential of amalgamation as a solution to territorial disunity, focusing on the Nigerian experience. Adopting a historical research approach, the study draws from colonial archives, government documents, and scholarly literature to examine the historical formation of Nigeria, particularly the 1914 merger of the Northern and Southern Protectorates by British colonial powers. The research aims to determine whether amalgamation, as a political and administrative mechanism, can effectively resolve the persistent challenges associated with fragmentation in the country. The study was guided by the Structural Functionalism Theory, which highlights the necessity of coordinated interactions among various societal institutions to maintain stability and order. The findings indicated that although the 1914 amalgamation served colonial administrative purposes, it lacked critical components such as voluntary participation, cultural harmony, and fair governance structures. These deficiencies have contributed to deep-seated ethnic mistrust, marginalization, and ongoing calls for secession. The study concludes that amalgamation alone, without inclusive and equitable governance, is insufficient to address the problems of disunity. The study recommended, among others, the adoption of genuine federalism, which would grant regional units greater autonomy while maintaining a cohesive national framework. Such an arrangement would promote cooperation, minimize ethnic friction, and strengthen long-term national integration.
