Abstract

Penguatan Ketahanan Informasi bagi aparatur pemerintahan menjadi hal yang urgent saat sekarang ini sebab sebagai abdi masyarakat, aparatur pemerintahan dituntut untuk dapat memberikan informasi dan melayani masyarakat dengan optimal. Salah satunya dengan penyampaian informasi yang valid dan jauh dari hoaks yang dapat meresahkan masyarakat. Oleh karena itu, tim pengabdi dari Program studi PPKn melaksanakan kegiatan pemberdayaan aparatur pemerintahan nagari melalui literasi digital anti hoaks. Pengabdian ini dilaksanakan di Nagari Panampung Kecamatan Ampek Angkek Kabupaten Agam. Metode kegiatannya yaitu: (1) Peningkatan dan pengetahuan aparatur nagari terkait dengan informasi-informasi yang tergolong hoaks, serta bahayanya jika beredar di masyarakat; (2) Peningkatan pengetahuan aparatur nagari tentang literasi digital; (3) Identifikasi strategi dan langkah-langkah untuk menghindari dan melawan informasi hoaks demi menciptakan ketahanan informasi nagari; (4) Strategi dan evaluasi terhadap keberlanjutan program. Implikasi dari kegiatan ini yaitu terciptanya ketahanan informasi bagi segenap aparatur Nagari Panampung yang bermuara pada tata kelola pemerintahan yang baik (good corporate governance).

Abstract

ABSTRAK This paper discusses the dynastic politics phenomena that occur according to the Islamic view. The political legitimacy of dynasties is not regulated in the Islamic political system, but in reality, dynastic political practices are widely applied in Islamic governments and in governments where the majority of the people are Muslim. This paper is a research library with data sources consisting of primary data and secondary data. While data analysis uses inductive, deductive and comparative methods. The results of the study concluded that dynastic politics according to Islam was permissible, if it was based on the conditions of the existing leader and must be by the appointment process exemplified by prophet and prophet's best friend and a leader by the expectations of the people and the leader was an expert in his field. While dynastic politics should not be if a leader is a person or group will and is not an expert as a leader and puts personal or group interests first. Abstract

Nagari Situmbuk and Nagari Tabek Patah, our activity partners, do not yet have regulations governing the protection of public spaces that are suitable for children. Whereas Law No. 23/2002 requires every city/regency and village to have a child-friendly environment, also Law_No._35 of 2014 concerning_child_protection demands the same thing. The urgency was also emphasized by the issuance of the_Regulation_of_the_Minister_of Women_Empowerment and Child_Protection of the Republic of Indonesia No 13 of 2010 Technical Guidelines for Eligible Districts / Cities in Children / Villages and Regional Regulation of Tanah Datar District No. 6 of 2018 concerning Implementation of Child Protection. Therefore, the existence of the Nagari Rule on Child-Friendly Nagari as important as participatory and collaborative policy formulation capabilities is held at the nagari level. It was marked by the involvement of stakeholders aiming that the policy would get full commitment from all parties. This activity is carried out using a participatory and collaborative training approach method. The results of devotion show that the involvement of stakeholders is still low in the formulation of policies in both of our partner villages. This is caused by 1) their lack of knowledge about children's rights and 2) communication, interaction, and exchange of information among stakeholders that is low so that it fails to form a policy network..

Abstract

The issue of environmental pollution due to waste is a complicated homework for stakeholders. Waste management efforts by transporting waste to the final disposal site (TPA) carried out by the Environmental Awareness Group (pokdarling) are currently unable to solve the problem. In fact, the two units of garbage hauling carts that operate are unable to transport waste to an integrated landfill, so that piles of garbage have sprung up along the nagari road and along the nagari coast. This research through the Community Partnership Program (PKM) aims to overcome the waste problem through increasing literacy. waste management to environmental awareness groups (pokdarling) Kampung Padang Nagari Air Bangis. Literacy improvement is carried out through a workshop method in the form of training and assistance in technology transfer based on participatory principles by emphasizing the principle of partner participation to achieve the goals and objectives that have been determined. The results obtained in this activity are the increased literacy of the target group and the birth of a community-based waste management design with a waste management model through the Waste Bank, Composting and Maggot Cultivation.

Abstract

Artikel ini dibuat guna untuk mendeskripsikan temuan penelitian tentang Implementasi Sistem Kinerja ATCS Untuk Mengurangi Pelanggaran Berlalu Lintas Oleh Dinas Perhubungan Kota Padang. Peneliti menggambarkan bagaimana sebuah implementasi sistem kinerja ATCS untuk mengurangi pelanggaran berlalu lintas oleh Dinas Perhubungan Kota Padang. Selanjutnya penelitian yang dilakukan ini bertujuan buat mengetahui bagaimana implementasi sistem kinerja ATCS untuk mengurangi pelanggaran berlalu lintas oleh Dinas Perhubungan Kota Padang. Didalam penelitian ini, penulis menggunakan metode kualitatif deskriptif dengan memakai teknik penelitian pemilihan informan purposive sampling. Data ini dikumpulkan dengan cara melakukan observasi, wawancara, serta sebuah studi dokumentasi pada lokasi penelitia dilkukan. Dapat diketahui hasil penelitian ini menunjukkan bahwasannya Impelementasi Sistem Kinerja ATCS (Area Traffic Control System) Dalam mengurangi Pelanggaran Lalu Lintas Oleh Dinas perhubungan sudah diterapkan dengan baik oleh Dinas Perhubungan Kota Padang tetapi dengan keterbatasan alat dan fasilitas membuat pantauan lalu lintas menjadi kurang maksimal.

Abstract

This study explains the association between children's bullying behavior and socioeconomic conditions. The prevalence of bullying occurrences and the need to learn more about the connection between bullying behavior and socioeconomic status are the driving forces behind this study. A sample of 64 parents and guardians of pupils in Nagari Tanjung Sani, Tanjung Raya District, Agam Regency, participated in this study. Based on the study's findings, it was discovered that 31.9% of kids from work and farming households had been the victims of emotional, verbal, or physical bullying.

Abstract

Analyzing how the government's authority is in the power of administrative discretion is the background for the author to discuss the study of administrative discretion, to determine the authority of an administrative agency or official to make decisions and take actions that are not prescribed by law or regulation, but are consistent with the goals and objectives of the agency or official. Because in essence, this discretion becomes an authority of government officials in issuing decisions or taking actions on their initiative. This study uses a method of data collection based on a literature review study. In using this method, researchers collect data by reading and processing several sources of books, articles, online media, and others as supporting material for their research. Planning carried out by the government and its authority is in line with discretion which is a form of action that has been planned by the authorized government to find a solution to problems that occur within the scope of its government based on statutory rules. Discretion needs to pay attention to procedures for use that can be accounted for morally and legally as regulated in the Act. There is a need for clearer and more effective rules to explain the abuse of authority in the anti-corruption law. Government policies will be categorized as deviant policies if they contain arbitrary elements. In addition, policies are considered deviant if they conflict with the public interest. Furthermore, the Government Administration Law states that the exercise of discretion must be exercised by senior government officials and citizens who have suffered losses due to the use of discretion, and this can be verified through law enforcement efforts or prosecution in the state administrative court

Abstract

This research is motivated by the problem that there are still many people with mental health disorders in Padang citywhich do not get treatment to overcome their illness and roam freely on the streets with a fairly low level of economy and education and some are not taken care of by their families. One of the ways we can help people who have mental health problems in Padang city, especially in Nanggalo District, we can see with the existence of a new idea or innovation of basic mental health public services carried out by the Nanggalo Health Center with the name Rasa Sejiwa Group with Ibu Fitri Diah as the originator and implementer.The Rasa Sejiwa Program itself was officially launched on February 13, 2017, with Kurao Pagang subdisrict as a pilot program. The Rasa Sejiwa program was created to improve medication adherence for people with mental health disorders, to provide assistance and health services for mental patients as well as socialization and counseling to the general public. The Rasa Sejiwa program in the Nanggalodistrict is expected to be able to overcome problems related to people who do not have money to go to the hospital and reduce the number of patient with mental health disorder who are neglected on the streets.

Abstract

Hutan Adat is one of the forest management schemes in the social forestry setting initiated by the government in 2016. The social forestry program is a form of forest sector management with local wisdom that includes the forest area around the community residence. The forest is managed by local community for their own welfare. The distribution of Hutan Adat in Indonesia is currently widespread, one of which is in Kerinci Regency, Jambi Province. As part of Hutan Adat that is incorporated in social forestry scheme, Hutan Adat Tigo Luhah Kemantan collaborates with the Jambi Provincial Forestry Service through the Regional Technical Implementation Unit of the Kerinci Production Forest Management Group Unit 1. However, in its management, there are factors that affect the Collaborative Governance process. So, this study aims to describe two things. First, it describes the inhibiting factors for collaboration internally. Second, it defines the inhibiting factor for collaboration from the external side. Qualitative descriptive is used as the research method of this study. This qualitative research is intended to understand the phenomenon of inhibiting the collaborative governance process in the management of Hutan Adat Tigo Luhah Kemantan, Kerinci. This research was conducted at Hutan Adat Tigo Luhah by using interview, observation, and documentation study techniques. The results showed that there were two internal factors that influenced the collaboration process, namely (1) inconsistent management of Kelompok Usaha Perhutanan Sosial (KUPS), and (2) inadequate human resources. In addition, there is also one factor that influences externally from outside the collaboration, namely market constraints.

Abstract

This research aims to analyze the implementation of the One Nagari One Event (SNSE) policy in the Tanah Datar Regency. The background to this research is that SNSE is the flagship program of the Tanah Datar Regency government in preserving local Nagari culture. Currently, the regional government's flagship program SNSE has not been implemented by all nagari in Tanah Datar Regency. This program will be implemented starting in 2022 based on the Regency Regional Regulation Tanah Datar No.22 Th. 2022 dated July 15 2022 concerning Roadmap for Implementation of Featured Programs in the 2021-2026 Regional Medium Term Development Plan. In this research, researchers used a qualitative approach with descriptive methods. The data obtained was collected through the process of interviews, observation and documentation. The results of the research show that the implementation of the SNSE program as the flagship program of the Tanah Datar Regency government in preserving local Nagari culture has not been optimal because not all Nagari in Tanah Datar Regency have implemented this program; furthermore, this program does not stop at Nagari in Tanah Datar Regency only but will be judged, and the best Nagari will be displayed at the peak event at the end of the year, namely the Minangkabau Enchantment Festival.
