Abstract

This paper interrogates the transformation of human capital governance under the accelerating energies of digital globalization and technological innovation. It identifies a central governance problem: existing institutional arrangements are increasingly inadequate to address the ethical, distributive, and social challenges posed by algorithmic systems, digital platforms, and data-driven decision-making. While prior research has explored digital governance in areas such as e-government and automation, little attention has been paid to how these dynamics are reshaping human capital governance as a multi-scalar and ethically charged domain. The purpose of this study is to analyze these transformations and advance the concepts of multicentric digital governance and cross-border synchronization, which reconceptualize workforce governance as an adaptive, pluriversal, and participatory process. The discussion highlights the dual challenge of leveraging digital tools to enhance efficiency and inclusion while mitigating risks such as bias, commodification, and inequality. The paper concludes by outlining policy solutions that balance innovation with principled oversight, offering a framework for building resilient, equitable, and ethically grounded structures of human capital governance in the digital age. The conceptual framework advanced in this study offers insights for the broader governance and organizational studies literature, illustrating how digitalization reshapes authority, ethics, and stakeholder engagement across sectors.

Abstract

In today’s digital age, equipping government agencies with the right technology is crucial to boost their overall performance. This paper looks at how digital bureaucratic competency and AI-enabled decision support affect public service quality and responsiveness in Pakistan’s public sector. Information was gathered from 423 staff members via a structured Google Form distributed through convenience sampling. The analytical framework grouped the study variables into four main blocks: digital know-how, AI application, service delivery results, and administrative responsiveness. Factor analysis confirmed the latent constructs, while regression tests measured the links between them. Results show that stronger digital skills and AI-assisted tools noticeably improve the speed and quality of public services, especially when demand is high and change is frequent. The research therefore urges deeper investments in training and AI infrastructure if for improved governance. The findings enrich ongoing debates in public administration and provide concrete guidance for policymakers who wish to build quicker, citizen-focused public services in developing countries.

Abstract

The objective of this paper is to analyse startups and entrepreneurship programmes in India. There is an essential requirement to strengthen abilities in areas marked by actual skill gaps since self-employment provides a potential pathway to addressing unemployment. Entrepreneurship has a significant role in economic progress, and its creation of jobs is a common accolade for its practitioners. Self-employment offers a chance to overcome unemployment and poverty. The recent economic recession has led to a substantial surge in self-employment and business start-ups in many modernised economies, as people displaced sought to leverage their skills or pursue new opportunities. The small, independently owned businesses have a positive impact on the social, environmental, and economic development of the state and country. The Government of India launched a variety of initiatives to support businesses and startups. This article suggests a framework that outlines the use of innovation by policymakers in decision-making to promote innovation, startup entrepreneurship, and economic growth.

Abstract

The 1998 Asian Financial Crisis was a milestone in the existence of structural policy reforms in the Indonesian financial sector. Most of the empirical results show that the financial crisis was caused by the lack of soundness and instability of the financial sector. This problem changed the perspective of Bank Indonesia, the central bank in Indonesia, that financial stability is as important as price stability. This highlights the need for the central bank to also ensure financial stability, while monetary policy focuses on price stability and economic growth. However, achieving these goals does not always ensure financial stability. To address systemic risk, Indonesia has begun adopting macroprudential policies. Thus, monetary policy cannot secure both price and financial stability, and a policy mix with macroprudential measures is needed to achieve both price and financial stability. This research examines the relationship between monetary and macroprudential policies and their effects on stability. Monetary policy was measured by the BI Rate and macroprudential policy was measured by Loan to Value (LTV). Price stability was proxied by inflation, and financial stability by credit growth. We analyzed the causality between the variables using the Vector Autoregression Model (VAR) and Granger Causality Test, using quarterly time series data from 2005:Q1 to 2018:Q3. The findings indicate that monetary and macroprudential policies significantly affect price and financial stability. Empirical findings show that tightening the BI rate and LTV significantly reduces inflation and credit growth. This paper highlights the need for a policy mix to ensure price and financial stability.

Abstract

This article outlines a strategic maternal health campaign designed for rural Indonesia, addressing persistent gender-based barriers and inequalities in healthcare access. Based on Mahoney’s strategic communication planning model and assessed using the Truthfulness, Authenticity, Respect, Equity, and Social Responsibility (TARES) ethical persuasion framework, the campaign incorporates culturally meaningful narratives and participatory advocacy to encourage safe maternal practices. It aims to address Indonesia’s high maternal mortality rates, especially in remote areas, by connecting traditional birthing customs with modern medical care and fostering collaboration between midwives and traditional birth attendants. The campaign employs social movement framing theory to galvanise community support, utilising storytelling, local media, and interpersonal communication to engage various stakeholders, including religious leaders, village health workers, and family decision-makers. Based on gender and development theory, the study emphasises how decentralisation and strong social norms limit women’s independence and access to skilled care. It employs strategic messaging and inclusive methods, such as mobile health clinics, community posters, and village discussions to address structural and cultural obstacles. Ethical issues related to informed consent and narrative influence are addressed through respectful and honest communication. The article also encourages higher service utilisation, greater trust in midwives, and increased community engagement. This campaign provides an approach that can be replicated for ethical, gender-focused maternal health advocacy in low-resource areas, aiding Indonesia in achieving Sustainable Development Goal 3.1.

Abstract

The utilization of social media by state institutions holds great promise in fostering digital innovation. However, its current implementation remains limited to one-way information dissemination. Hence, this study aims to explore how social media can play a pivotal role in encouraging community digital participation, particularly concerning the adoption of digital rupiah. Additionally, it investigates the influence of institutional trust on digital participation, as higher public trust is presumed to facilitate greater engagement in digital initiatives. Employing a confirmatory quantitative approach, the research hypothesis was rigorously tested. A total of 300 responses were collected through an online survey conducted via Google Forms. These responses were subsequently subjected to analysis using Partial Least Squares Structural Equation Modeling (PLS-SEM) via the SmartPLS 3.0 tool. The study's findings indicate a substantial positive effect of social media on digital participation. However, contrary to expectations, the level of trust in institutions was not found to have a significant effect on digital participation. These results shed light on the significance of social media as a catalyst for community involvement in digital initiatives, offering valuable insights for policymakers and institutions seeking to enhance digital adoption and innovation within the community.

Abstract

Maternal mortality cases during the Covid-19 pandemic in West Java Province have increased. This study aims to describe the maternal mortality reduction program during the Covid-19 pandemic in West Java Province. This research was conducted using a literature review method to provide an overview of the research problem. During the Covid-19 pandemic in West Java, Covid-19 became the most significant cause of death among pregnant women. The program to reduce the mortality rate of pregnant women due to Covid-19 in West Java was carried out to follow up on central government programs including the preparation of regulations related to the protection of mothers and children, the implementation of the vaccination program for pregnant women, PCR examination of pregnant women a week before the estimated date of birth and pregnant women who experience symptoms similar to Covid-19, increasing readiness for childbirth handling at the public health center and referrals to hospitals as well as efforts to improve the health of pregnant women through programs 3M and 5M. The program to reduce the mortality rate of pregnant women during the Covid-19 pandemic in West Java Province has been implemented well. More research is needed to assess the success rate of the program.

Abstract

Penelitian ini bertujuan untuk mengungkap faktor-faktor penghambat pelaksanaan program Kota Tanpa Permukiman Kumuh (Kotaku) di Kecamatan Sukahaji Kota Bandung pada tahun 2018 hingga tahun 2022. Penelitian akan menganalisis permasalahan pelaksanaan program Kotaku berdasarkan faktor-faktor yang mempengaruhi pelaksanaan menurut Edward III (1980), yaitu faktor internal organisasi dan interaksi antar organisasi. Pengumpulan data dilakukan dengan metode kualitatif dengan teknik pengumpulan data deskriptif kualitatif, dilanjutkan dengan analisis menggunakan Model CIPP (Context, Input, Process, dan Product) untuk menganalisis hasil pelaksanaan program Kotaku di Kecamatan Sukahaji. Berbagai teknik pengumpulan data digunakan dalam penelitian ini, termasuk wawancara, observasi, dan analisis dokumen. Temuan penelitian ini menunjukkan bahwa terdapat permasalahan implementasi yang disebabkan oleh: (1) kurangnya informasi karena masalah komunikasi dalam konteks internal; (2) penyebaran informasi berdasarkan hierarki dalam struktur informasi; dan (3) kurangnya kolaborasi dan koordinasi dalam pengalokasian anggaran. Rekomendasi yang dapat diberikan antara lain perlunya pendekatan holistik untuk meningkatkan komunikasi, meningkatkan transparansi, memperkuat kolaborasi antar pihak terkait, dan mengambil langkah nyata untuk mengatasi permasalahan birokrasi, merumuskan kebijakan yang mendukung partisipasi masyarakat, dan menjalin koordinasi yang efektif dalam alokasi anggaran.

Abstract

Core Values BerAKHLAK (Berorientasi Pelayanan, Akuntabel, Kompetensi, Harmonis, Loyalitas, Adaptif, dan Kolaboratif) sesuai dengan Surat Edaran Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi No. 20 Tahun 2021 merupakan nilai dasar atau pondasi yang harus dimiliki oleh setiap ASN sebagai penyelenggara pelayanan publik. Berdasarkan aturan tersebut, Pemerintah Kabupaten Karawang bersama Program Studi Administrasi Publik Universitas Katolik Parahyangan mencoba menyusun dan menguji instrumen pengukuran tingkat internalisasi core values BerAKHLAK ASN yang akuntabel. Upaya ini dilakukan dengan penyusunan dan uji coba instrumen pengukuran tingkat tingkat internalisasi core values BerAKHLAK di Satuan Polisi Pamong Praja Kabupaten Karawang. Penelitian ini menggunakan metode penelitian kuantitatif non eksperimental dengan strategi penelitian survey. Data dikumpulkan dari 80 responden yang merupakan rekan kerja peserta Pelatihan Dasar (Latsar CPNS) mencakup atasan, rekan sejawat, dan bawahan yang berinteraksi langsung dengan 43 peserta latsar dalam lingkungan kerja sehari-hari. Hasil penelitian menunjukkan bahwa tingkat internalisasi core values BerAKHLAK peserta Latsar CPNS di Satuan Polisi Pamong Praja Kabupaten Karawang termasuk kedalam kategori sangat baik dengan skor 76,2. Berdasarkan analisis pada setiap nilai core values BerAKHLAK, peneliti menemukan bahwa nilai loyalitas adalah nilai dengan indeks responden yang paling tinggi yaitu sebesar 83,9 dan nilai adaptif adalah nilai dengan indeks responden paling rendah yaitu sebesar 71,28. Berdasarkan temuan tersebut, Pemerintah Kabupaten Karawang perlu berfokus untuk mendorong peningkatan nilai Adaptif dalam penyelenggaraan pelatihan dan pendidikan dasar yang diselenggarakan.

Abstract

Penelitian ini bermaksud untuk mendalami bagaimana mahasiswa Papua di Yogyakarta memaknai pengalaman tindakan rasialisme yang mereka alami. Makna adalah suatu nilai yang timbul dari suatu peristiwa atau kejadian yang bisa memengaruhi perilaku atau perasaan dari individu yang pernah mengalaminya. Tindakan rasialisme yang dialami oleh mahasiswa Papua di Kota Yogyakarta telah mengubah cara mereka dalam berperilaku yang mana mereka harus membiasakan diri ketika mendapat perlakuan berbeda hanya karena bentuk ras yang berbeda dari kebanyakan orang yang ada dan juga harus terus beradaptasi dengan lingkungan sekitar yang terkadang menolak keberadaan mereka. Rendahnya pengetahuan tentang kebijakan yang melarang perbuatan diskriminasi rasialisme juga menjadikan mereka tidak bisa berbuat banyak ketika mereka mengalami perbuatan rasialisme. Metode penelitian yang digunakan pada penelitian ini adalah metode pendekatan kualitatif dengan menggunakan metode pendekatan fenomenologi. Pendekatan kualitatif diterapkan agar jawaban dan pengalaman dari partisipan dapat dijadikan pusat eksplorasi dengan cara mendeskripsikan hasil dari temuan ke dalam bentuk penelitian. Penjelasan atau deskripsi secara struktural tentang pengalaman mahasiswa Papua yang tinggal di Kota Yogyakarta terkait dengan permasalahan tindakan rasialisme yang pernah mereka alami menjadi suatu kondisi yang mereka harus alami. Hal ini yang menyebabkan mereka merasa tidak percaya diri karena takut mengalami penolakan oleh masyarakat sekitar. Adanya kebijakan mengenai penghapusan diskriminasi juga tidak membuat banyak perubahan yang cukup signifikan, terbukti masih ada saja tindakan rasialisme yang mereka alami.
