Abstract

The potential of Indonesia's marine wealth is very large but the utilization is only about 7 percent of the Gross Domestic Product (GDP) since it was proclaimed as the World Maritime Axis (PMD) in 2014, so it is necessary to strengthen blue econony management efforts based on pentha helix collaboration in order to realize people's welfare. With a descriptive qualitative research design and combined with SWOT analysis, the results show that the strengths are: a) The regulation of the marine sector already exists (Law No.32 of 2014 concerning Maritime Affairs along with its derivative regulations); b) Sovereignty over Indonesia's sea territory based on the 1957 Djuanda Declaration; c) Recognition of other countries over Indonesia's sea territory according to the Convention on International Law of the Sea - United Nations (UNCLOS 1982); d) The existence of four basic national consensus namely Pancasila, 1945 Constitution, NKRI and Unity in Diversity; and e) Indonesia is declared as the World maritime Axis. The weaknesses are: a) Maritime technology support is still limited; b) Maritime human resources are still lacking both quantity and quality; c) Sectoral ego is still high; d) Illegal Fishing is rampant and e) Prone to threats from abroad. The opportunities are very potential, among others: a) Utilization of demographic bonuses as HR Talents; b) Preparation of the Golden Indonesia in 2045 c) to become an Advanced Indonesia; d) Pentha Helix partnership cooperation; and e) Utilization of digital-based maritime technology. The challenges include: a) Geographical conditions that are in the cross position of world trade; b) The vastness of Indonesia's sea area has the potential to be a threat. The vastness of Indonesia's sea area is a potential threat; c) Indonesia as a center of gravity for other countries; d) The escalation of the South China Sea conflict has widened to the Indopacific; and e) The uncertain global geopolitical dynamics. Therefore, efforts are made to strengthen blue economic management based on pentha helix collaboration in order to realize the welfare of the people in Indonesia, among others, through joint forums to discuss various issues to find the best solution so that it is effective, efficient, fast and precise. In this case, the Coordinating Ministry for Maritime Affairs and Investment is the leading sector in managing Indonesia's seas for the benefit of all the people, the nation and the Unitary State of the Republic of Indonesia. Based on the above conclusions, it is recommended to: a) The central government, in this case the Coordinating Ministry for Maritime Affairs and investment, must really focus on being the leading sector in managing the blue economy in Indonesia based on the pentha helix which involves elements of government, universities, industry, society and the media.

Abstract

The relocation of the National Capital City (IKN) from Jakarta to the archipelago in East Kalimantan province is carried out by the Government of the Republic of Indonesia based on Law Number 3 of 2022 concerning the National Capital City. Physical construction is currently underway and the first footprint of the Joko Widodo Administration was marked by the 79th Commemoration Ceremony of the Seconds of the Proclamation of Independence of the Republic of Indonesia. The opportunities and challenges are very dynamic so that a strong commitment from the next government is needed so that the development and relocation of the National Capital City takes place successfully in line with its goals and vision as: a) a sustainable city in the world; b) a future economic driver for Indonesia; and c) a symbol of national identity that represents the diversity of the Indonesian nation, based on Pancasila and the 1945 Constitution of the Republic of Indonesia. For this reason, safe and conducive conditions supported by all elements of nationality are needed; among others through the implementation of a smart security system. The research method used is a descriptive method to find and describe variables related to the development of smart security to realize public order in IKN Nusantara (Suharsimi, 2011). The tools used to analyze data are SWOT Analysis (Albert S. Humphrey). The approach used is a qualitative approach to describe the conceptual or discussion of variables in a narrative (non-numerical) manner. With these methods and approaches, this research is expected to have novelty, namely finding a smart security system to realize public order in IKN Nusantara. From the discussion, it is concluded that: a) The concept of Smart Security to be built at IKN Nusantara is policing that utilizes advances in information and communication technology; b) the factors analyzed are internal factors, namely Strengths and Weaknesses, while the external factors are opportunities and threats; c) the efforts made to build smart security use an aggressive strategy where strengths must be optimized to seize profitable opportunities. And the recommendations are addressed to : a) The IKN Nusantara Authority together with the Indonesian National Police to plan and build smart security that is integrated with smart cities in IKN Nusantara; and b) The IKN Nusantara Authority together with the Indonesian National Police establish a pentha-based collaboration in building smart security that is integrated with smart cities in the KN Nusantara.

Abstract

Digital Literacy is closely related to the use of digital technology and user readiness in utilizing digital technology. Mastery of technological and information advances makes humans think more creatively and innovatively. The ability of users in digital literacy includes the ability to create, use, create, utilize and evaluate the appropriate use of digital technology in everyday life. Digital sovereignty is the right and ability of a party to manage and control its own digital data both on content and information circulation. Indonesia's digital literacy index in 2022 shows a value of 3.54 or falls into the “medium” category, which means that there are still many improvements that can be made so that the literacy index can improve. Digital sovereignty is the ability of a party to control its own digital data, including control over the digital environment around it, including access to personal data. Activities to strengthen digital literacy to support Indonesia's digital sovereignty, including Indonesia being directed to shift from digital consumers to digital producers, encouraging the development of hardware and software in Indonesia, creating a digital development ecosystem, making a digital literacy blueprint, making policies or rules related to personal data protection and continuous education to the community.

Abstract

The dual role of women cannot be separated from their nature as women who can give birth, nurture children, take care of the household, serve their husbands, care for parents, and pursue careers in various fields they desire. To fulfill this dual role requires a high level of willpower and self-commitment, as well as support from various parties, especially from the husband and family. The achievement of Indonesian women's emancipation has shown significant progress, as evidenced by women reaching high positions such as President, Vice President, Ministers, Speaker of the House of Representatives, Governors, Vice Governors, CEOs, TNI/Police Generals, Managers, and more. This research design is a descriptive qualitative one that analyzes data regarding the variables of women's leadership integration, career, and work-life balance based on the expansion of gender equality. The qualitative descriptive method aims to discover and describe the phenomena of the studied variables narratively (non-numerical). The results show that the integration of women's leadership in career and work life balance is urgent to ensure a harmonious and productive relationship between both, to achieve the goals of organizations/institutions/companies. The challenge is not easy, and it needs to be strengthened in the dimensions of: a) Personal life enhancement of work—how personal and family life can improve someone's performance in an organization/institution/company, and b) Work enhancement of personal life—how work influences the quality of someone's personal and family life. From these conclusions, it is recommended that the government prepare adequate policies to develop women's leadership and strengthen access to education, health, and the economy, so they have sufficient social capital to develop a career that is harmonious with their personal and family interests.

Abstract

The annexation of the Sipadan and Ligitan islands by neighboring countries and the loss of East Timor serves as a crucial lesson and warning for all components of the nation to rise together to defend the territory and sovereignty of the Unitary State of the Republic of Indonesia to the last drop of blood. The government must continue the struggle for independence, which has now lasted for 79 years, through equitable, fair, and prosperous development, including the development of the capital city Nusantara in accordance with Law No. 3 of 2022 regarding the Capital City and its amendments. This research design is descriptive qualitative, analyzing data on the variables of capital city development, Pancasila values, and the Nusantara Perspective to uncover and describe the phenomena of these variables narratively (non-numeric). The development of the Capital City Nusantara, which is currently underway, is expected to become a sustainable global city built as a manifestation of Pancasila values and the Nusantara Perspective. The development of IKN Nusantara is an integral part of national development and is expected to become a global city for all, built and managed with the following objectives:a) to become a sustainable city globally; b) as the driving force of Indonesia’s future economy; and c) to become a symbol of national identity representing the diversity of the Indonesian nation, based on Pancasila and the 1945 Constitution of the Republic of Indonesia. It is recommended that the Central Government and IKN Authority truly carry out the development of IKN Nusantara for national interests and manifest the values of Pancasila and the Nusantara Perspective.

Abstract

Community development, based on social fact conditions, can be an intervention model for social observers who really pay attention to human aspects and community empowerment within it, then this model can be used as an effort to change a community for the better. Ideally, using a participatory approach, this is done because it involves the survivor community from the planning process to decision-making. Therefore, the form of community development that took place during the 2018 Natural Disaster Management did not pay enough attention to this matter. The involvement of communities affected by the 2018 earthquake, liquefaction, and tsunami, which until now still leaves many problems. The problems that arise are mainly caused by economic, socio-cultural backgrounds and differences in livelihoods. This problem can be eliminated if it is planned carefully, takes into account the participatory rural appraisal (PRA) approach, and uses local wisdom in the form of molibu. If this is not done, it is very likely that in the future there will be potential for horizontal conflict. The research method used is a qualitative approach and is equipped with an approach with several study tools and Focus Group Discussions (FGD). Determination of villages affected by the tsunami purposively or deliberately determining 2 (two) villages with the following considerations: 1) Lende Village (as a representation of coastal villages); 2) Sipi Village (the village is in the mountains). The results of the discussion showed that 1) the placement of communities affected by the earthquake, liquefaction, and tsunami was not involved in the placement; 2) ignoring local wisdom; 3) there was a protest movement over their placement, which was considered unfair and the conditions for neopotism; 4) friction occurs in the new community, which has the potential for open conflict.

Abstract

Singapore's neo-classical economic model is a dynamic blend of state capitalism, urban planning, a thriving creative economy, well-crafted monetary policies, a robust welfare system, progressive education reforms, and effective fiscal strategies. Together, these components synergize to propel economic expansion, entice global talent, ensure political stability, and propel the digital revolution. This study delves into elucidating the pivotal role played by the Singaporean government in fostering digital economic evolution within the constructs of the neo-classical economic paradigm. Utilizing a qualitative research approach with a focus on literature review, the findings underscore the centrality of the state in driving digital economic transformation within the neo-classical economic framework. Acting as a primary catalyst, the government enhances economic growth through strategic interventions in education, healthcare, human capital development, housing, and financial progress, steering state-owned enterprises and international commerce towards advancement.

Abstract

Human Resources who are physically healthy, spiritual, intelligent and have integrity are an effort of the Republic of Indonesia to promote public welfare and educate the nation's life as stipulated in the Preamble to the 1945 Constitution, must be carried out continuously, comprehensively and continuously. In this case, the strong commitment of the Government of President Prabowo Subiyanto greatly determines the success of Astacita's programs, one of which is a nutritious meal program for students, toddlers and pregnant women. This is a new program, which must be carefully prepared with adequate resource support, including bench marks to take lessons from the success stories of other countries, such as the United States, France, Japan, South Korea and others. The design of this study is qualitative descriptive using secondary data from credible publications, which are analyzed qualitatively to describe the phenomenon of the research variables. The results found that the success of other countries in organizing free lunches for students is a human investment program for the state in preparing superior human resources that have been going on for tens or even hundreds of years, have significant benefits in improving the degree of health, quality of human resources and the economy of the community. It is recommended that Indonesia prepare a nutritious lunch program carefully, both in terms of regulations/laws, institutions, human resources to manage, the use of technology and financing so that it is sustainable, not just lasting 5 years.

Abstract

The relocation of the capital of Indonesia from Jakarta to the archipelago has the consequence of reengineering Jakarta into a specific city referring to the dynamics and aspirations that develop as the embodiment of contemporary public policy. Where the aspirations of the community are one of the important considerations that will be taken by the central government and the Jakarta Special Region government. The change of Jakarta's status from the Special Capital Region of Jakarta to the Special Region of Jakarta must be determined in any case, so that there is no overlap in its implementation. It is appropriate to make Jakarta a sustainable and resilient Global City in line with the aspirations of the community and global dynamics that change very quickly in response to the humanitarian crisis, food and energy crisis, so it is necessary to commit together to carry out sustainable and resilient development to meet the needs of the current generation and prepare the needs for future generations. The potential is so great that according to the 2023 Global City Index (CGI), Jakarta ranks 74th out of 156 global cities in the world. The globality of a city can be seen, among others, from the economic sector, research and development, multicultural interaction, ease of life, nature and environment, and the accessibility of its citizens. Then, by referring to the experience of other countries that separate the center of government from the center of business, it is appropriate that the city of Nusantara becomes the center of government and the city of Jakarta becomes the center of international business; such as Sejong City (government center) and Seoul City (business center) in South Korea. In relation to contemporary public policy, it is dynamic depending on many factors, including changes in people's aspirations and demands to the government, campaign promises of Presidential Candidates/Vice Presidential Candidates, campaign promises of Presidential Candidates-to the regions, openness and courage of the public to express their opinions in public, the establishment of democracy and public participation. The issue of city globalization is related to 7 (seven) dimensions of economy, research and development, multicultural interaction, ease of life, nature and the environment, and accessibility of its citizens. And sustainable development has 17 (seventeen) goals, namely: a) Without poverty; b) No hunger; c) Healthy and prosperous life; d) Quality education; e) Gender equality; f) Clean water and proper sanitation; g) Clean and affordable energy; h) Decent work and economic growth; i) innovation and infrastructure industries; j) Reducing the gap; k) Sustainable cities and settlements; l) Responsible consumption and production; m) Handling climate change; n) Ocean ecosystems; o) Terrestrial ecosystems; p) Peace, justice and resilient institutions; and q) Partnerships to achieve goals. Then, urban resilience is the capacity of individuals, communities, institutions, businesses, and systems within a city to survive, adapt, and grow, regardless of the type of chronic stress and acute shock they experience; where in May 2016, the City of Jakarta was selected as a member of the 100 RC (Resillient City) network. The results of this study conclude that the central government and the DKJ government to re-engineer the city of Jakarta into a sustainable and resilient Global City. And it is recommended to the Central Government and the Jakarta Government to collaborate in realizing the City of Jakarta to become a sustainable and resilient Global City, after the City of Jakarta does not become the Capital of the State.

Abstract

In October 2024, Indonesia begins a new chapter under the administration of President Prabowo and the Red and White cabinet. In this context, the author proposes the sustainable application of the Blue Economy Principles, with a special emphasis on the development of tourism and the creative economy as a strategic step to knit Nusantara Tourism. Support for the role of Port SOEs, especially Pelindo, is expected to function as a catalyst for the growth of the cruise ship terminal and marina industry. This paper will discuss the development of the Bali Maritime Tourism Hub as a model, as well as strategies to develop the cruise ship and marina-based tourism industry. The investment and development of cruise ship terminals and marinas by Pelindo in various regions of Indonesia has great potential to boost the regional economy and increase state revenue, so it is very important for the current government to provide maximum support to Pelindo. PT Pelabuhan Indonesia (Persero) or Pelindo as a state-owned enterprise engaged in port services in Indonesia has an important role in supporting economic growth through its role as a port manager and development. If sewing threads are analogous to maritime transportation, then strong threads are needed to weave fabric materials so that they are not easily torn. Kain can be anatomized as a region, for which efficient and reliable maritime transportation is the basic strength for the archipelago for economic development throughout Indonesia, increasing trade, tourism, and connectivity between regions. The Blue Economy is an economic development concept that utilizes resources from the sea wisely, sustainably, so that it can encourage economic growth at the same time while maintaining the marine ecosystem (United Nations, 2022). Within the scope of the Blue Economy, Indonesia not only has great potential in the marine and fisheries sectors, but also in renewable energy from the sea, maritime transportation and marine tourism.
