Jurnal Ilmiah IRPIA hadir dalam era gelombang teknologi informasi yang berdampak pada gelombang demokrasi di seluruh dunia, termasuk negara Indonesia, yang selanjutnya memiliki implikasi pada semakin besarnya tuntutan masyarakat atas pelayanan publik baik yang disediakan oleh pemerintah, swasta maupun masyarakat itu sendiri. Jurnal Ilmiah IPRPIA hadir sebagai salah satu komponen bangsa yang mencoba menjawab sebagian tuntutan akan pelayanan publik dengan menyajikan pemikiran yang orisinil untuk mengembangkan teoretik, normatif, dan praktik berbasis riset atau base evidence. Oleh karena itu, Jurnal Ilmiah IRPIA hanya menerima artikel hasil riset dan belum pernah dipublikasikan dalam bentuk apapun, sehingga dijamin orisinil, baru (novelty), dan bebas dari plagiasi yang dibuktikan dengan kewajiban setiap penulis menandatangani surat pernyataan orisinalitas artikel dan bermeterai. Di samping itu, setiap artikel harus menghasilkan sebuah rekomendasi, menjelaskan implikasi teoretik, normatif, dan praktik, sehingga dengan demikian perkembangan ilmu pengetahuan dan teknologi (IPTEK) dapat membentuk suatu paradigma yang didukung oleh teoretisi (ilmuwan) dan praktisi. Proses ini berlanjut secara terus menerus, sehingga pengembangan teoretik, normatif dan praktik sejalan dengan data riil terhadap permasalahan dan dicarikan solusi. Berdasarkan uraian di atas, maka Jurnal Ilmiah IRPIA menyajikan artikel yang bersifat tematik, multidisipliner, dan memiliki perspektif governance. Abstract

The internal collaboration of the Bulu Cina Village Government and the Lembaga Kemasyarakatan Desa (LKD) (LKD) has a positive impact on the progress of the welfare of the village community. The involvement of community actors and communities at the local level is a strategic step in the management of village funds to provide transparent and accountable effects, as mandated by the collaborative governance model so that the results of development become more beneficial to the people of Bulu Cina Village. This research uses a qualitative method. The technique of taking informants is carried out by snowball sampling while maintaining independence in expressing opinions. Data collection methods with in-depth interviews, observation and analysis of documents. Data analysis was carried out interactively, starting from data collection, data condensation, data display, and research conclusions that were drawn and combined with descriptive data display. The results of the study show that the collaborative process has not gone well, as can be seen from the election of LKD administrators is still based on the appointment of the Village Head and does not have representation from each hamlet. However, as time goes by, there has been an understanding between the government of Bulu Cina Village and the Lembaga Kemasyarakatan Desa (LKD).

Abstract

In line with the increasing trend of state spending payments, the government uses a digital system to implement cashless payments. The digital system provides benefits in the effectiveness of state spending payments to the recipient of the payment and supports the efficiency of state financial management. One of the digital systems used is the Digital Payment application developed by the Directorate General of Treasury. This study aims to review the use of the Digital Payment application in making non-cash payments to recipients of payments (suppliers) in the period 2019-2021. This study uses a qualitative method with literature study techniques and interviews with several sources. The results of this study indicate that the use of Digital Payment in non-cash payments is quite effective. However, there are still obstacles in system flexibility, mindset, and human resources so that the application has not been implemented optimally. To increase use, improvements to the Digipay application and ongoing socialization to MSMEs and expenditure treasurers are needed.

Abstract

Organizational culture is the values, norms, and beliefs that are embraced and practiced by members of the organization. Organizational effectiveness refers to the organization's ability to achieve a common goal that has been set. Organizational development is something that cannot be ignored, because if changes are not made, the company cannot continue to exist. The purpose of this study is to find out how significant the success of an effective organizational culture is in building healthy organizational development. The method used is a qualitative method using literature studies. Research shows that a strong organizational culture that conforms to desired values can increase organizational effectiveness. A culture that encourages innovation, collaboration, and high performance is likely to create a productive work environment. Thus, a positive organizational culture can be one of the keys to success in creating organizational development.

Abstract

Individual ethics in modern organizations are a fundamental aspect that affects work culture, team effectiveness, and organizational reputation. This research aims to analyze the role of individual ethics in shaping a productive and sustainable work environment. Using a qualitative approach with a literature study method, this study examines the factors that affect individual ethics, ethical models in organizations, and ethical principles that need to be applied. The results of the study show that individual ethics are closely related to motivation, ability, role perception, and situational factors in the organization. The MARS (Motivation, Ability, Role Perception, Situational Factors) model is used to understand the interconnectedness between these factors in shaping an individual's ethical behavior in the workplace. In conclusion, the application of strong individual ethics contributes to the success of an organization and increases its competitiveness. Therefore, organizations need to create systems that support the development of individual ethics through policies, training, and organizational culture that are based on ethical values.

Abstract

Currently, technological developments are developing rapidly. The advancement of information and communication technology must be balanced with the empowerment of women in improving child protection in the modern era. In this context, women have an important role in protecting children's rights, especially amidst the challenges that arise due to the use of gadgets and social media. This study uses a qualitative method with a document review approach. The purpose of this study is to explore women's empowerment strategies. The results of the study indicate that women's empowerment through education and skills training can improve welfare and independence which contributes to child protection. In addition, this study identifies various risks faced by children in the digital era, such as child abduction, bullying and access to inappropriate content. Therefore, collaboration between parents, society and government is needed to create a safe and supportive environment for children. Women's empowerment and child protection are strategic issues that must be considered to ensure a better future for future generations.

Abstract

This article discusses the performance of Suroboyo bus services. Suroboyo is a transportation based on Bus Rapid Transit.This public transportation is a transportation that has been issued by the Surabaya City Government for almost 6 years with various routes in the middle of the city, the formation of the Surabaya Bus is to reduce congestion and make it easier for Surabaya residents to access transportation. Therefore, the study was conducted to determine customer assessment of the quality of Suroboyo Bus service.In this study, independent variables use the SERVQUAL (Service Quality) method which has five important dimensions, namely (1) Tangible, (2) Reliability, (3) Empathy, (4) Assurance, and (5) Responsiveness. This research uses a qualitative method with secondary data sources in the form of statistics, reports, articles, documents and related sources. This research collected data through two stages, namely observation and documentation. Based on the results of the research, the service performance provided has not met the expectations of customers/passengers. However, customers feel that the service provided is quite satisfactory. In addition, there are several facilities that must be prioritized for improvement, namely improving passenger facilities at bus stops, such as providing comfortable seats, adequate lighting and so on, as well as the responsiveness of officers to improve the level of customer satisfaction and service quality

Abstract

This study aims to analyze the role of the Independent Curriculum in improving the quality of students and identify the positive impact of the implementation of the Independent Curriculum on the learning achievement and quality of students at SDN Banyu Urip 3, Surabaya City, towards the vision of a Golden Indonesia 2045. The data sources used in this study consist of secondary data, including documents related to the Independent Curriculum, student learning outcome reports, and information about the profile of SDN Banyu Urip 3. To collect data, this study uses documentation, interview, and observation techniques, with a focus on the implementation of the Independent Curriculum among students of SDN Banyu Urip 3. The data that has been collected will be analyzed systematically and objectively using qualitative descriptive analysis techniques. The results of this study will be presented based on data analysis that shows that the implementation of the Independent Curriculum has a positive impact on learning achievement and character development of students. The conclusion of this research will be formulated based on the analysis of the data and findings that have been obtained, which confirms that the Independent Curriculum at SDN Banyu Urip 3 is able to form the profile of Pancasila students who are ready to face the challenges of global competition. Thus, we can contribute to realizing the vision of Golden Indonesia 2045 through the development of quality, competent, and highly competitive human resources.

Abstract

Artikel ini bertujuan untuk menganalisis keterlibatan multisektor termasuk sektor pemerintah, swasta, dan masyarakat memiliki dampak signifikan terhadap efektivitas akuntabilitas kinerja instansi pemerintahan. Sektor pemerintah bertugas mengatur dan melaksanakan kebijakan, namun keterbukaan dan akuntabilitasnya dapat diperkuat melalui kolaborasi dengan sektor swasta dan masyarakat. Sektor swasta mendukung efektivitas dengan menyediakan sumber daya, keahlian teknis, dan inovasi dalam implementasi program. Masyarakat, sebagai pemangku kepentingan utama, berperan dalam pengawasan dan memberikan umpan balik yang meningkatkan transparansi serta kepercayaan publik terhadap pemerintah. Sinergi ketiga sektor ini menciptakan sistem akuntabilitas yang lebih kuat, yang meningkatkan kinerja instansi pemerintahan dalam mencapai tujuan yang ditetapkan. Hasil penelitian menunjukkan bahwa keterlibatan ketiga sektor secara simultan berpengaruh signifikan terhadap peningkatan akuntabilitas kinerja, dengan sektor masyarakat memberikan pengaruh paling kuat karena mampu menekan penyimpangan dan mendorong transparansi melalui kontrol sosial yang lebih luas.

Abstract

Governance is a conceptual framework that includes public philosophy and management. Good governance emphasizes the principles of accountability, transparency, excellent service, democracy, participation, efficiency, and the rule of law. However, currently there are many public services that are efficient in serving the community, therefore it is necessary to improve good governance. This research method uses a qualitative literature study to understand Good Governance in Public Services. The results show that to create good governance, it requires the involvement of all stakeholders. In addition, the existence of responsive public services and the ability to adjust to the needs of the community are the main keys in achieving effective and sustainable governance.
