Jurnal Ilmiah IRPIA hadir dalam era gelombang teknologi informasi yang berdampak pada gelombang demokrasi di seluruh dunia, termasuk negara Indonesia, yang selanjutnya memiliki implikasi pada semakin besarnya tuntutan masyarakat atas pelayanan publik baik yang disediakan oleh pemerintah, swasta maupun masyarakat itu sendiri. Jurnal Ilmiah IPRPIA hadir sebagai salah satu komponen bangsa yang mencoba menjawab sebagian tuntutan akan pelayanan publik dengan menyajikan pemikiran yang orisinil untuk mengembangkan teoretik, normatif, dan praktik berbasis riset atau base evidence. Oleh karena itu, Jurnal Ilmiah IRPIA hanya menerima artikel hasil riset dan belum pernah dipublikasikan dalam bentuk apapun, sehingga dijamin orisinil, baru (novelty), dan bebas dari plagiasi yang dibuktikan dengan kewajiban setiap penulis menandatangani surat pernyataan orisinalitas artikel dan bermeterai. Di samping itu, setiap artikel harus menghasilkan sebuah rekomendasi, menjelaskan implikasi teoretik, normatif, dan praktik, sehingga dengan demikian perkembangan ilmu pengetahuan dan teknologi (IPTEK) dapat membentuk suatu paradigma yang didukung oleh teoretisi (ilmuwan) dan praktisi. Proses ini berlanjut secara terus menerus, sehingga pengembangan teoretik, normatif dan praktik sejalan dengan data riil terhadap permasalahan dan dicarikan solusi. Berdasarkan uraian di atas, maka Jurnal Ilmiah IRPIA menyajikan artikel yang bersifat tematik, multidisipliner, dan memiliki perspektif governance. Abstract

This study examines how public policy and governance structures influence the effectiveness of Indonesia’s efforts to reduce stunting through the Posyandu reform under the Six Minimum Service Standards (6 SPM), and identifies relevant lessons from China’s Community Health Service (CHS) system. Using a qualitative descriptive–comparative research design, the study analyzes governance roles, coordination mechanisms, and institutional arrangements based on observations of Posyandu implementation in Bandung Regency and a structured review of China’s CHS model. The findings show that the success of Posyandu reform depends heavily on subnational governance capacity, particularly in coordinating multisectoral programs, ensuring data reliability, and providing clear operational guidance for community health services. Comparative insights from China highlight the value of standardized service packages, professional staffing, and unified data systems in strengthening implementation consistency. The study concludes that governance quality is a central determinant of stunting reduction outcomes and that Indonesia can benefit from adopting selected governance practices from China while maintaining its community-based approach. Future research should incorporate richer empirical data and deeper field-based comparisons.

Abstract

This article aims to analyze the integrated and sustainable development of tourism in Liyangan Tourism Village, analyze the supporting factors in the integrated and sustainable development of tourism in Liyangan Tourism Village, and describe the helix model in the integrated and sustainable development of tourism in Liyangan Tourism Village. The research method used is descriptive qualitative with data collection techniques through observation, interviews, and documents on tourism development in Liyangan Tourism Village. The results of the study indicate that tourism development in Liyangan Tourism Village, Temanggung Regency is integrated and sustainable because most aspects such as geographical proximity, tourist attractions, supporting facilities, institutional elements, directors, social and cultural, and the environment are integrated and sustainable. However, accessibility and the economy are not yet integrated and sustainable. Supporting factors in tourism development in Liyangan Tourism Village include values, communication, trust, and policies. The helix model in integrated and sustainable tourism development in Liyangan Tourism Village is generally optimal through strong collaboration between the government, academics, and the community. However, the business sector and mass media are still not optimal due to limited capacity and inconsistent promotion, this indicates the need for greater involvement to achieve full integration and sustainability.

Abstract

Pasir Putih Wates Beach is one of the leading tourist destinations in Rembang Regency with strategic potential to support regional tourism development and improve local community welfare. However, its development has not yet been optimal due to problems related to stakeholder roles and inter-stakeholder synergy. This study aims to identify the stakeholders involved, analyze their respective roles, and examine the supporting and inhibiting factors influencing the development of Pasir Putih Wates Beach as a tourism destination. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, field observations, and documentation studies. The results indicate that 18 stakeholders are involved and can be classified into primary, key, and secondary stakeholders. Stakeholder roles are reflected in five main functions: policy creator, coordinator, facilitator, implementor, and accelerator. Overall, the roles of facilitators and accelerators have been relatively optimal, particularly those carried out by destination managers and the village government. However, the roles of policy creators, coordinators, and implementors have not been fully optimized due to limited budget allocation, the absence of destination revenue integration into local government revenue, limited formal authority of destination managers, minimal involvement of village-owned enterprises (BUMDes), and technical constraints related to accessibility and facilities. This study concludes that strengthening institutional governance, enhancing the integration of BUMDes roles, and establishing a cross-stakeholder collaboration forum are essential to support sustainable destination development.

Abstract

The complexity of protected forest management policy in Jantho Subdistrict, Aceh Besar, reveals a significant discrepancy between the de jure designation of the area by the government and the de facto land use by the community, which has been going on for generations. The main pressure on the Jantho Protected Forest has shifted from illegal logging to permanent illegal land occupation and land speculation practices along the Jantho–Lamno development project route. Although conservation efforts in the core conservation area (Jantho Nature Park, Jantho Pine Forest Reserve) showed an increase in management effectiveness based on the 2019 METT evaluation, external pressures in the buffer zone remain high. To resolve tenure conflicts and ensure sustainable conservation, management policy must adopt a multi- stakeholder approach. Strategic vertical collaboration is needed between the Aceh Besar District Government, the Aceh Provincial Government, and the Ministry of Environment and Forestry. These efforts must be supported by the preparation of a comprehensive integrated Academic Paper, in accordance with the DPRC's recommendations. The long-term solution lies in the implementation of the Social Forestry model, particularly Community Forests (CF) or Customary Forests, as a mechanism to legitimise community management rights while maintaining the essential conservation functions of forests. Taking advantage of the momentum of the discussion of the 2025-2029 MTDP Draft Qanun provides political legitimacy for the Aceh Besar Regency Government to fight for a road map for revising the status of this area.

Abstract

This study aims to evaluate the impact of the Online Single Submission – Risk-Based Approach (OSS-RBA) policy on the formalization and legal licensing of Micro, Small, and Medium Enterprises (MSMEs) in Indonesia. Employing a qualitative-descriptive method and relying entirely on secondary data, the study focuses on assessing the effectiveness, efficiency, and responsiveness of OSS-RBA using a policy evaluation framework. The findings reveal systemic challenges in system integration, digital literacy gaps, and inconsistencies in local implementation. The study concludes that while OSS-RBA holds transformative potential, its execution poses barriers that may hinder MSME growth if not addressed. Recommendations include a phased digital transition, localized training, and improved system interoperability. Keywords: digital bureaucracy, formalization, OSS-RBA, policy evaluation, UMKM
