Jurnal Ilmiah IRPIA hadir dalam era gelombang teknologi informasi yang berdampak pada gelombang demokrasi di seluruh dunia, termasuk negara Indonesia, yang selanjutnya memiliki implikasi pada semakin besarnya tuntutan masyarakat atas pelayanan publik baik yang disediakan oleh pemerintah, swasta maupun masyarakat itu sendiri. Jurnal Ilmiah IPRPIA hadir sebagai salah satu komponen bangsa yang mencoba menjawab sebagian tuntutan akan pelayanan publik dengan menyajikan pemikiran yang orisinil untuk mengembangkan teoretik, normatif, dan praktik berbasis riset atau base evidence. Oleh karena itu, Jurnal Ilmiah IRPIA hanya menerima artikel hasil riset dan belum pernah dipublikasikan dalam bentuk apapun, sehingga dijamin orisinil, baru (novelty), dan bebas dari plagiasi yang dibuktikan dengan kewajiban setiap penulis menandatangani surat pernyataan orisinalitas artikel dan bermeterai. Di samping itu, setiap artikel harus menghasilkan sebuah rekomendasi, menjelaskan implikasi teoretik, normatif, dan praktik, sehingga dengan demikian perkembangan ilmu pengetahuan dan teknologi (IPTEK) dapat membentuk suatu paradigma yang didukung oleh teoretisi (ilmuwan) dan praktisi. Proses ini berlanjut secara terus menerus, sehingga pengembangan teoretik, normatif dan praktik sejalan dengan data riil terhadap permasalahan dan dicarikan solusi. Berdasarkan uraian di atas, maka Jurnal Ilmiah IRPIA menyajikan artikel yang bersifat tematik, multidisipliner, dan memiliki perspektif governance. Abstract

This article aims to analyze the integrated and sustainable development of tourism in Liyangan Tourism Village, analyze the supporting factors in the integrated and sustainable development of tourism in Liyangan Tourism Village, and describe the helix model in the integrated and sustainable development of tourism in Liyangan Tourism Village. The research method used is descriptive qualitative with data collection techniques through observation, interviews, and documents on tourism development in Liyangan Tourism Village. The results of the study indicate that tourism development in Liyangan Tourism Village, Temanggung Regency is integrated and sustainable because most aspects such as geographical proximity, tourist attractions, supporting facilities, institutional elements, directors, social and cultural, and the environment are integrated and sustainable. However, accessibility and the economy are not yet integrated and sustainable. Supporting factors in tourism development in Liyangan Tourism Village include values, communication, trust, and policies. The helix model in integrated and sustainable tourism development in Liyangan Tourism Village is generally optimal through strong collaboration between the government, academics, and the community. However, the business sector and mass media are still not optimal due to limited capacity and inconsistent promotion, this indicates the need for greater involvement to achieve full integration and sustainability.

Abstract

This study examines how public policy and governance structures influence the effectiveness of Indonesia’s efforts to reduce stunting through the Posyandu reform under the Six Minimum Service Standards (6 SPM), and identifies relevant lessons from China’s Community Health Service (CHS) system. Using a qualitative descriptive–comparative research design, the study analyzes governance roles, coordination mechanisms, and institutional arrangements based on observations of Posyandu implementation in Bandung Regency and a structured review of China’s CHS model. The findings show that the success of Posyandu reform depends heavily on subnational governance capacity, particularly in coordinating multisectoral programs, ensuring data reliability, and providing clear operational guidance for community health services. Comparative insights from China highlight the value of standardized service packages, professional staffing, and unified data systems in strengthening implementation consistency. The study concludes that governance quality is a central determinant of stunting reduction outcomes and that Indonesia can benefit from adopting selected governance practices from China while maintaining its community-based approach. Future research should incorporate richer empirical data and deeper field-based comparisons.

Abstract

This study aims to qualitatively evaluate the 2026 Kediri Regency Regional Revenue and Expenditure Budget (RAPBD) based on Permendagri Number 14 of 2025, focusing on 6 aspects: judicial compliance, schedule stages, details of Perda/Perkada, conformity of RKPD-KUA-PPAS, mandatory spending allocation, and spending posture. Qualitative research approach with case study research type. The results show high compliance through sub-activity adjustments, shifts in public school access spending, education allocation of 44.32% (exceeding the minimum of 20%), employee spending of 28.64% (below 30%), and village levy revenue sharing of 11.08% non-BLUD, although public service infrastructure of 26.28% has the potential for expansion. The findings confirm that SIPD-RI overcomes the KUA-PPAS time gap, recommends routine audits and automatic RKPD entries to optimize center-region synchronization and public services. The Regional Budget meets the principles of efficiency and transparency with an education allocation of 44.32% (above the minimum of 20%), control of employee spending of 28.64% (below 30%), and the revenue sharing of village levies of 11.08% non-BLUD. The significant adjustment strengthens fiscal stability, although public service infrastructure is still below the 40% ceiling, so there is potential for expansion. The responsiveness of the Regency Government to the poverty eradication and food self-sufficiency programs. The conclusion is that the evaluation of the 2026 Kediri Regency Regional Budget shows high compliance with the regulations of the Minister of Home Affairs through improving the juridical foundation, adjusting subactivities in SIPD-RI, and shifting strategic allocations for national priority programs such as People's Schools.

Abstract

This study aims to analyze the correlation between the intensity of organizational involvement and academic achievement, as well as identify soft skills that develop through "Lecture-Meeting" activities. This study uses a descriptive quantitative approach with a survey design. The research population is S1 students who are registered as active members of internal student organizations (BEM, HIMA, and UKM) for at least one semester. The sample was determined using a purposive sampling technique with a total of 23 students who met the criteria. The results of the study show that student participation in organizations has a positive impact on the development of soft skills, especially in the aspects of leadership, discipline, responsibility, time management, and colaboration. The majority of respondents experienced improvements in various aspects of self-development, and felt more organized in managing academic and non-academic schedules. In academic development, most respondents showed stability in GPA scores. This indicates that organizational activities do not significantly reduce students' academic achievement. Overall, organizational activities contribute positively to the development of discipline. Organizational activities are not a factor in decreasing academic achievement, but are able to support improved performance in managing time and setting priorities. Thus, the organization becomes an effective forum for student academic development.

Abstract

Safety and performance of train drivers are crucial factors in railway operations. Shift work systems involving night shifts, irregular rotations, and long working hours can lead to work-related fatigue (burnout), which impacts performance. This study aims to analyze the effect of work shifts on train driver performance with burnout as a mediating variable at PT Kereta Api Indonesia (Persero). The research uses a quantitative approach with a survey of 2,184 train drivers. Data analysis is conducted using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results reveal that work shifts have a significant positive effect on burnout (β = 0.608), work shifts have a significant negative effect on train driver performance (β = –0.339), and burnout has a very strong negative effect on performance (β = –0.839). Burnout significantly mediates the relationship between work shifts and performance, with a mediation effect of 51%. These findings emphasize that the decline in train driver performance is more influenced by burnout than by direct effects of work shifts. Comparatively, Japan’s fatigue management practices through a Fatigue Risk Management System (FRMS) are more systematic and preventive compared to Indonesia. This research contributes to strengthening the role of burnout as a mediating variable in the Job Demands–Resources framework and offers practical implications for PT KAI in reforming shift work policies for safety.

Abstract

The low number of entrepreneurs and the suboptimal contribution of micro and small businesses in South Jakarta, as reflected in the fluctuation in the number of micro and small industries in the 2021–2023 period, indicate problems in the implementation of integrated entrepreneurship development policies. South Jakarta has great economic potential and a high number of productive-age residents, with the highest allocation of integrated entrepreneurship participants in DKI Jakarta at 67,208 participants. This study uses a qualitative descriptive method. Data collection was carried out through in-depth interviews, observation, and documentation studies. Data analysis in this study was conducted using policy implementation theory. The results of this study show that the integrated entrepreneurship development policy has been implemented but has not been fully implemented in developing entrepreneurial potential and creating new business actors. Policy implementation has not been optimal due to limited resources, suboptimal coordination between regional agencies, and limited follow-up support for business actors, especially in terms of ongoing assistance with capital and marketing. Based on these findings, it is recommended that coordination between regional agencies be strengthened, the availability and capacity of mentors be increased, and support for training and marketing be strengthened so that the performance of micro and small businesses can improve optimally and sustainably.

Abstract

Traffic congestion remains a major issue in DKI Jakarta, particularly in South Jakarta, which has a high level of mobility and a large volume of private vehicles. The Provincial Government of DKI Jakarta has issued Governor Regulation Number 68 of 2021 to restrict private motor vehicles through traffic management measures, the implementation of the odd-even license plate system, traffic engineering, and parking management. However, its implementation has not been fully effective in reducing congestion on strategic road segments. This study analyzes the implementation of the policy and its inhibiting factors using a descriptive qualitative approach through in-depth interviews, field observations, and document analysis with officials from the South Jakarta Sub-Department of  Transportation as informants. The analysis focuses on policy communication, resource availability, implementers’ attitudes, and bureaucratic structure. The findings indicate that although the policy has been implemented, its effectiveness remains limited due to low public compliance, inadequate supporting facilities, suboptimal inter-agency coordination, and the dominance of private vehicles. Therefore, this study recommends strengthening policy evaluation, ensuring consistent supervision, and aligning vehicle restriction policies with improvements in the quality and attractiveness of public transportation as the main strategy to reduce congestion in South Jakarta.

Abstract

This study aims to analyze the budget management of the Coordinating Ministry for Human Development and Culture of the Republic of Indonesia (Kemenko PMK RI) in the implementation of social assistance programs during the years 2019-2020. The primary focus of this research is the evaluation of effectiveness, efficiency, and transparency in budget management based on the theory of public financial management. The results of the study indicate that although there have been improvements in several aspects, such as the efficient use of funds and inter-agency coordination, there remains room for improvement in terms of transparency and evaluation mechanisms. Better and more transparent budget management is necessary to ensure that social assistance can be targeted accurately and meet the needs of communities affected by the pandemic. The research recommendations include strengthening budget planning and allocation, optimizing the use of information technology for real-time monitoring, and enhancing evaluation mechanisms and feedback from beneficiaries. By implementing these recommendations, it is expected that the budget management by Kemenko PMK RI can become more effective, efficient, and transparent, thereby supporting the goal of developing a high-quality and competitive human resource as outlined in the RPJMN 2020- 2024.

Abstract

Indonesia, as a country whose economy still depends on public sector financing, hopes that decentralization policies can significantly improve the welfare of its people. However, in reality, this expectation has not been widely met. This is seen in the Special Region of Yogyakarta (DIY), which has special authority in managing its administrative affairs. The Indonesian government enacted Constitution 13 of 2012 on the Special Privileges of DIY includes five areas: the Procedure for Filling Positions, Status, Duties, and Authority of the Governor and Vice Governor; Institutional Affairs; Cultural Affairs; Land Affairs; and Spatial Planning. . With the enactment of this law, it is expected that the DIY government can use it as a guideline or foundation in efforts to ensure the well-being of its citizens. However, this expectation has not yet been fully realized. This research aims to identify and explain the Special Autonomy Fund of DIY and its contribution to efforts to improve the welfare of the community. The type of research used is a qualitative approach. The method used for data collection employs observation techniques and document analysis.

Abstract

This research aims to provide an overview the financial performance of the City of Surabaya for the 2020 - 2022 budget year, so that the Surabaya City is expected to be able to increase and maximize local revenue and be able to immediately take preventative action if it experiences an economic crisis. This research uses quantitative descriptive methods. The data collection technique used was observation of the Surabaya City Regional Government Financial Report. The data used in this research is secondary data sourced from the Surabaya City Government Budget Realization Report for 2020 - 2022. The analytical technique used in this research is financial ratio analysis such as: the ratio of the effectiveness of regional original income, the ratio of regional financial independence, the ratio of the degree of fiscal decentralization, and the ratio of spending harmony. Based on the results of data processing and discussion, it shows that the financial performance of the Surabaya City Government for the 2020 - 2022 budget year when viewed from the Effectiveness Ratio of Local Own Revenue is 86.05% with the category ineffective, Then from the average of independence ratio is 152.37% and is in the delegative category, which means that the Surabaya City Government is not dependent on central government assistance funds, the average of Fiscal Decentralization ratio is 58.03%, which is in the very good category and the average Operational Expenditure Ratio was 82.68% while the Capital Expenditure Ratio was 20.97%.
