Jurnal Ilmiah IRPIA hadir dalam era gelombang teknologi informasi yang berdampak pada gelombang demokrasi di seluruh dunia, termasuk negara Indonesia, yang selanjutnya memiliki implikasi pada semakin besarnya tuntutan masyarakat atas pelayanan publik baik yang disediakan oleh pemerintah, swasta maupun masyarakat itu sendiri. Jurnal Ilmiah IPRPIA hadir sebagai salah satu komponen bangsa yang mencoba menjawab sebagian tuntutan akan pelayanan publik dengan menyajikan pemikiran yang orisinil untuk mengembangkan teoretik, normatif, dan praktik berbasis riset atau base evidence. Oleh karena itu, Jurnal Ilmiah IRPIA hanya menerima artikel hasil riset dan belum pernah dipublikasikan dalam bentuk apapun, sehingga dijamin orisinil, baru (novelty), dan bebas dari plagiasi yang dibuktikan dengan kewajiban setiap penulis menandatangani surat pernyataan orisinalitas artikel dan bermeterai. Di samping itu, setiap artikel harus menghasilkan sebuah rekomendasi, menjelaskan implikasi teoretik, normatif, dan praktik, sehingga dengan demikian perkembangan ilmu pengetahuan dan teknologi (IPTEK) dapat membentuk suatu paradigma yang didukung oleh teoretisi (ilmuwan) dan praktisi. Proses ini berlanjut secara terus menerus, sehingga pengembangan teoretik, normatif dan praktik sejalan dengan data riil terhadap permasalahan dan dicarikan solusi. Berdasarkan uraian di atas, maka Jurnal Ilmiah IRPIA menyajikan artikel yang bersifat tematik, multidisipliner, dan memiliki perspektif governance. Abstract

This study aims to analyze the influence of service quality and employee performance on public satisfaction at the Sendangagung Village Office, Kaliori District, Rembang Regency. The study used an associative quantitative approach with a survey technique through a questionnaire to the community who had received village services. The study population was 109 people in the period July–September 2025, with a sample of 53 respondents determined using the Slovin formula at a 10 percent margin of error. Data analysis was carried out using multiple linear regression preceded by validity, reliability, and classical assumption tests. The results showed that service quality had a regression coefficient of 0.299 with a significance of 0.077, so it did not have a significant effect on public satisfaction at the 5 percent level. In contrast, employee performance had a coefficient of 0.936 with a significance of <0.001, so it had a positive and significant effect on public satisfaction. The R-square value of 0.513 indicates that 51.3 percent of the variation in public satisfaction can be explained by service quality and employee performance, while the remaining 48.7 percent is explained by other factors outside the model. This study confirms that increasing public satisfaction at the Sendangagung Village Office is more strongly determined by employee performance than service quality, so service improvements need to be prioritized on strengthening the professionalism, work consistency, and responsiveness of village officials.

Abstract

Marriage and reproductive health issues are multidimensional issues influenced by the interaction between policy, health, and sociocultural factors. However, most studies still examine these three dimensions separately, thus failing to provide a comprehensive understanding. This study aims to identify, map, and synthesize literature on marriage and reproductive health through an approach that integrates policy, health, and sociocultural dimensions. The study used the Systematic Literature Review (SLR) method with reference to the PRISMA 2020 guidelines. Articles were obtained from the Scopus database for the 2015–2025 period. Of the 167 identified articles, 21 met the inclusion criteria and were analyzed thematically. The results indicate that the literature can be grouped into three main themes: policy interventions and child marriage, premarital screening and reproductive health, and changes in attitudes toward premarital sex and marriage. The most dominant themes include knowledge, attitude, practice, policy, screening, marriage, and child marriage. These findings indicate that policy success is determined not only by regulations, but also by the quality of implementation, health literacy, and public acceptance of the program. This research contributes by offering a perspective that integrates policy, health, and sociocultural dimensions as a basis for developing more comprehensive marriage and reproductive health policies.

Abstract

The increasing number of private vehicles in Pangkalpinang City and Bangka Regency has contributed to traffic congestion, mobility inefficiency, and growing dependence on individual transportation. The absence of an integrated public transportation system has encouraged residents to rely mainly on motorcycles and private cars for daily activities. This study aims to analyze public transportation policy development as an alternative strategy to reduce private vehicle dependence and support sustainable urban mobility. The research applies a qualitative approach through literature review and analysis of regional statistical data, policy documents, and relevant academic studies on public transportation governance. The findings indicate that the growth of private vehicles is not balanced by the availability of reliable public transport services, resulting in increased traffic density in urban activity centers and inter-regional routes. Policy direction emphasizing accessible, integrated, and service-oriented public transportation is considered essential, including the development of city transit systems, urban feeder transport, and strengthened local government coordination. The study concludes that public transportation development can become a strategic policy instrument to improve mobility efficiency while reducing congestion risks in Pangkalpinang City and Bangka Regency.

Abstract

This study aims to analyze the accountability of public officials from the perspective of state administrative law as an effort to prevent maladministration in public services in Medan City, North Sumatra. Public accountability is important because public officials exercise administrative authority that directly affects citizens’ rights, access to services, and trust in government institutions. This study uses a normative-empirical legal research method. The normative approach is applied by examining laws, regulations, legal principles, and doctrines related to public service accountability, while the empirical approach is used to understand the implementation of accountability in public service practices. The findings show that maladministration is often related to weak procedural compliance, limited transparency, ineffective complaint handling, weak supervision, institutional constraints, and low public legal awareness. The study also finds that the principles of legality, transparency, equality, carefulness, responsiveness, and public interest are essential in strengthening administrative accountability. In conclusion, the prevention of maladministration in Medan City requires the strengthening of service standards, transparent procedures, effective complaint mechanisms, internal and external supervision, institutional capacity, digital public services, and public legal awareness. Public official accountability should not only function as a form of responsibility after violations occur, but also as a preventive legal mechanism to ensure fair, responsive, and accountable public services.

Abstract

This study aims to analyze the strengthening of legal certainty in public services through the implementation of good governance principles in government administration in Bengkulu. Legal certainty is important because public services must be delivered through clear procedures, transparent standards, accountable decisions, and equal treatment for all citizens. This study uses a normative-empirical legal research method with a qualitative descriptive approach. Normative analysis is applied to examine laws and regulations related to public services and government administration, while empirical analysis is used to understand public service practices, complaint mechanisms, and administrative supervision in Bengkulu. The findings show that good governance principles have contributed to strengthening legal certainty through service standards, transparency, accountability, responsiveness, public participation, complaint handling, and supervision by relevant institutions, including the Ombudsman. However, legal certainty has not been fully optimized because public service practices still face challenges such as procedural inconsistency, service delays, limited transparency, and uneven complaint resolution. This study concludes that legal certainty in public services depends not only on formal regulations, but also on consistent administrative implementation, professional public officials, effective supervision, and active public participation. Strengthening good governance in Bengkulu is therefore necessary to create public services that are fair, predictable, accountable, and responsive to citizens’ rights.

Abstract

This study aims to analyze the transformation of public sector human resource management in realizing effective and accountable governance in Medan City. The study uses a qualitative descriptive method with a public administration and human resource management approach. Data were obtained through literature study, document analysis, and observation of relevant administrative phenomena related to public sector human resource management, public service delivery, bureaucratic reform, and governance accountability. The findings show that public sector human resource management transformation plays a strategic role in improving local government performance through merit-based management, employee competence development, performance-based assessment, digital administrative reform, and accountability mechanisms. The study also finds that challenges such as uneven employee competence, resistance to change, bureaucratic rigidity, and limited innovation culture may hinder the effectiveness of transformation. The study concludes that public sector human resource management should be positioned as a central agenda in local governance reform. Effective and accountable governance can be strengthened when public employees are professional, competent, adaptive, performance-oriented, and supported by transparent institutional systems.

Abstract

This study aims to evaluate the impact of the Online Single Submission – Risk-Based Approach (OSS-RBA) policy on the formalization and legal licensing of Micro, Small, and Medium Enterprises (MSMEs) in Indonesia. Employing a qualitative-descriptive method and relying entirely on secondary data, the study focuses on assessing the effectiveness, efficiency, and responsiveness of OSS-RBA using a policy evaluation framework. The findings reveal systemic challenges in system integration, digital literacy gaps, and inconsistencies in local implementation. The study concludes that while OSS-RBA holds transformative potential, its execution poses barriers that may hinder MSME growth if not addressed. Abstract

Digital technology has become a key catalyst in improving the efficiency and quality of public services. Local governments, as the entities directly interacting with citizens, face major challenges in optimizing digital technology to meet the demands for efficiency and transparency in public services. This study aims to analyze the impact of digital technology implementation on enhancing the efficiency and transparency of public service delivery in Indonesia’s local governments. Using a literature review method, this research examines recent studies related to the adoption of e-Government, public service information systems, and the implementation of the Electronic-Based Government System (SPBE). The analysis shows that digital technology accelerates administrative processes, reduces operational costs, and increases public accountability. However, disparities in infrastructure and digital literacy remain key challenges, particularly in underdeveloped regions. With strong policy support, equitable infrastructure, and improved human resource capacity, digital transformation has significant potential to strengthen effective and transparent local governance. Abstract

The complexity of protected forest management policy in Jantho Subdistrict, Aceh Besar, reveals a significant discrepancy between the de jure designation of the area by the government and the de facto land use by the community, which has been going on for generations. The main pressure on the Jantho Protected Forest has shifted from illegal logging to permanent illegal land occupation and land speculation practices along the Jantho–Lamno development project route. Although conservation efforts in the core conservation area (Jantho Nature Park, Jantho Pine Forest Reserve) showed an increase in management effectiveness based on the 2019 METT evaluation, external pressures in the buffer zone remain high. To resolve tenure conflicts and ensure sustainable conservation, management policy must adopt a multi- stakeholder approach. Strategic vertical collaboration is needed between the Aceh Besar District Government, the Aceh Provincial Government, and the Ministry of Environment and Forestry. These efforts must be supported by the preparation of a comprehensive integrated Academic Paper, in accordance with the DPRC's recommendations. The long-term solution lies in the implementation of the Social Forestry model, particularly Community Forests (CF) or Customary Forests, as a mechanism to legitimise community management rights while maintaining the essential conservation functions of forests. Taking advantage of the momentum of the discussion of the 2025-2029 MTDP Draft Qanun provides political legitimacy for the Aceh Besar Regency Government to fight for a road map for revising the status of this area.

Abstract

Pasir Putih Wates Beach is one of the leading tourist destinations in Rembang Regency with strategic potential to support regional tourism development and improve local community welfare. However, its development has not yet been optimal due to problems related to stakeholder roles and inter-stakeholder synergy. This study aims to identify the stakeholders involved, analyze their respective roles, and examine the supporting and inhibiting factors influencing the development of Pasir Putih Wates Beach as a tourism destination. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, field observations, and documentation studies. The results indicate that 18 stakeholders are involved and can be classified into primary, key, and secondary stakeholders. Stakeholder roles are reflected in five main functions: policy creator, coordinator, facilitator, implementor, and accelerator. Overall, the roles of facilitators and accelerators have been relatively optimal, particularly those carried out by destination managers and the village government. However, the roles of policy creators, coordinators, and implementors have not been fully optimized due to limited budget allocation, the absence of destination revenue integration into local government revenue, limited formal authority of destination managers, minimal involvement of village-owned enterprises (BUMDes), and technical constraints related to accessibility and facilities. This study concludes that strengthening institutional governance, enhancing the integration of BUMDes roles, and establishing a cross-stakeholder collaboration forum are essential to support sustainable destination development.
