Abstract

Administrative governance at the Rukun Warga (RW), or neighborhood-association, level provides an essential foundation for orderly data management, timely service delivery, transparency, and continuity of resident information. This community engagement program aimed to strengthen the administrative capacity of RW 05 in Kreo Urban Village, Larangan District, Tangerang City, through mentoring in the implementation of a more systematic, standardized, and digitally adaptive administrative system. A participatory approach was employed, comprising needs identification, document and database standardization, training, hands-on practice, implementation mentoring, and evaluation. The administrative system focused on resident data management, correspondence registration, document archiving, activity documentation, and the development of service procedures that could be readily implemented by the RW administrators. The program resulted in a more systematic administrative workflow, standardized document formats, improved archive retrievability, and greater administrator understanding of digital data and document management. Quantitative outcomes, such as improvements in participant comprehension scores and service-time efficiency, should be aligned with the actual field-evaluation results when the article is finalized. Continuous mentoring, periodic data updates, role-based access management, and regular archive backups are recommended to sustain the system. Overall, the program demonstrates that strengthening administrator capacity through appropriate technology and consistent procedures can support more effective, accountable, and responsive neighborhood-level governance.

Abstract

Limited self-confidence, critical thinking capacity, and self-leadership constrain the readiness of learners at the Community Learning Center (Pusat Kegiatan Belajar Masyarakat/PKBM) Sadina in Garut Regency, Indonesia, to enter the workforce or start independent businesses. This community service program aims to strengthen self-leadership as a precondition for entrepreneurial readiness through the Coaching-Driven Entrepreneurial Readiness (CDER) model. A participatory descriptive qualitative approach was applied across the model's first three stages, namely socialization, self-development and leadership coaching, and evaluation with sustainability planning, involving 18 of the 25 planned learners. Data were collected through participatory observation and reflective notes during the coaching sessions. The assessment revealed two dominant conceptual block patterns: constancy in creative thinking and complacency in problem solving. This prompted the facilitation team to reformulate the coaching questions to better fit the participants' everyday experiences. These findings confirm that entrepreneurial readiness among non-formal learners cannot be built without first addressing the underlying cognitive and motivational barriers, while offering a methodological contribution to Human Resource Management by extending a managerial conceptual-blocks framework into non-formal community empowerment in rural settings.

Abstract

This study examines the implementation of women's empowerment programs through the development of Micro, Small, and Medium Enterprises (MSMEs) using a quantitative approach. In Indonesia, women account for approximately 64.5% of the 65 million MSME actors, while the MSME sector contributes 61% to the national Gross Domestic Product (GDP). The study involved 120 female MSME entrepreneurs in Magelang Regency, with data collected through a survey using a structured questionnaire. The results of multiple regression analysis indicate that skills training (β = 0.456, p < 0.05), access to capital (β = 0.389, p < 0.05), and digital marketing (β = 0.367, p < 0.05) have significant effects on increasing MSME turnover. The implementation of the empowerment program also resulted in an average increase in business turnover of 45% over a six-month period. These findings demonstrate that women's empowerment programs focusing on skills development, improved access to capital, and the utilization of digital marketing can strengthen women's economic capacity while contributing to poverty alleviation at the community level.
