International Journal of Politics and Public Policy. International Journal of Politics and Public Policy (IJPPP) is a scientific journal that is intended to be developed into a reputable national and international journal. IJPPP focuses on publications in the field of politics and public policy. IJPPP view political studies as a study that influences many aspects of social and state life that is not limited to a particular region, but has a broad influence at the global level in all affairs, especially in the context of international policy. Meanwhile, public policy is a product of the political process related to aggregation, articulation, and decision-making involving political infrastructure and superstructure. IJPPP develops political and public policy studies from theoretical and practical perspectives. Therefore, the management of IJPPP involves many parties, including academics, practitioners, politicians, and activists who work in the fields of politics and public policy. IJPPP was founded and managed by Surya Buana Consulting, a company that operates in the field of public consultation and is oriented towards studying government political thought and practice. IJPPP is managed using the Open Journal System (OJS) which can guarantee good journal governance and in accordance with applicable scientific standards at national and international levels.

Abstract

This study aims to study the trend of opposition political party research in the world to see the interest of authors in various countries regarding the theme of opposition political parties in the world and their language coverage. The research method applied in this study is a systematic literature review using 324 scientific articles sourced from the Scopus Database. Article review using the Vosviewer application. The results of the study show that in 2023 to 2024 there was a decrease in interest in the theme of opposition political parties as seen from the decrease in the number of articles uploaded to the Scopus database. Then Gizem Melek became the dominant author in researching related topics, with a total of 4 publications from 324 articles uploaded throughout 2023-2024 in the Scopus database. England is the dominant country in the list of articles on the theme of opposition political parties, with 63 articles uploaded from that country. The scope of discussion with the scope of social sciences is the main dominance of the analysis results, with a presentation of 64.7%. The results of this study contribute to the development of a research roadmap on opposition political parties. The limitation of this study is that the articles used are only sourced from the Scopus database, so that the research findings cannot comprehensively describe the problems faced by opposition political parties around the world. Therefore, further research needs to use scientific articles from other reputable international databases, such as Web of Science and Dimensions Scholars.

Abstract

This research examines modern Islamic social and political movements in East Nusa Tenggara through a historical phenomenological approach. The study analyzes the dynamics of Islamic movement development in a predominantly non-Muslim region using qualitative methods including in-depth interviews, participatory observation, and document analysis. Results show Islamic movements in NTT have undergone significant transformation influenced by social, political, and cultural factors, adapting to pluralistic conditions while maintaining Islamic identity. The research identifies distinctive patterns in da'wah strategies, political involvement, and social interactions that differ from Muslim-majority regions in Indonesia. The implications are relevant for developing inclusive religious policies, strengthening interfaith dialogue, and creating social development strategies in multi-religious areas. Islamic movements in NTT demonstrate a unique integration model between Islamic values and local wisdom that exemplifies socio-religious harmony in pluralistic societies.

Abstract

This paper specifically looks at the practice of repression in Indonesia's digital space, which strongly contributes to the phenomenon of digital authoritarianism in 2022. This study uses qualitative analysis with a literature study approach to clarify this assumption. The primary data from the 2021 Safenet report on digital rights in Indonesia is reinforced by relevant journals, books, and other credible online sources. This research shows that Indonesia is getting closer to the symptoms of Digital Authoritarianism with six indicator, namely the increasing criminalization experienced by citizens, journalists, and activists using the Electronic Information and Transactions Law (ITE Law), internet connection termination, online or online censorship in the form of closing certain sites without going through previous legal processes, the increasingly widespread government supervision of citizens' activities on the internet especially after the establishment of cyber police and the rise of digital thuggery on social media.

Abstract

This study aims to explore how identity politics was constructed, disseminated, and received by the public in the context of the 2020 Surabaya mayoral election through social media, particularly Instagram and X (formerly Twitter). The research focuses on how identity narratives were manipulated by candidates and their campaign teams as an electoral strategy, how the public responded to such campaigns, and the socio-political impact on the quality of local democracy. Using a qualitative approach and digital netnography methods, this study analyzes candidates' content, campaign hashtags, and public interactions. The findings reveal that social media became a highly contested arena for identity politics, where religious, regional, and moral narratives were used to shape candidate images and mobilize support. However, these practices also resulted in social polarization, minority exclusion, and limited deliberative space. This study contributes to the discourse on digital democracy and identity politics in the context of local elections in Indonesia.

Abstract

This study analyzes the effectiveness of the Population Administration Information System (SIAK) in population administration services in Rejomulyo Village, Panekan District, Magetan Regency. Using descriptive qualitative methods through interviews, observation, and documentation, this study examines five indicators of effectiveness: productivity, quality, efficiency, flexibility, and satisfaction. The results show that SIAK has increased the productivity of population data management with a faster and more organized process. Service quality has improved significantly, evidenced by the administration compliance award from 2021 to 2024. Time efficiency has increased drastically from days to 15-30 minutes, saving transportation costs and community labor. Flexibility is demonstrated through the adaptation of village officials to new technologies and the appointment of dedicated operators. The level of community satisfaction has increased thanks to easy access and speed of service. Challenges faced include limited human resources and the condition of computer equipment. This study concludes that the implementation of SIAK in Rejomulyo Village has been effective in improving the quality of population administration services to the community.

Abstract

This paper examines the stakeholder collaboration model in the implementation of the policy banning the use of Cantrang fishing gear in Lamongan Regency, Indonesia. The study highlights the importance of multi-stakeholder engagement in addressing the challenges posed by Cantrang fishing gear, which has been linked to overfishing and environmental degradation. The issue of Cantrang fishing gear, also known as seine net fishing, has become a contentious topic in Indonesia, particularly in coastal areas like Lamongan Regency. The use of this gear has been associated with significant ecological consequences, including the depletion of fish stocks and the destruction of marine habitats. For instance, studies have shown that Cantrang nets can indiscriminately capture not only target fish species but also juvenile fish and non-target species, leading to a decline in biodiversity. This indiscriminate catch poses a threat not only to the fish populations but also to the livelihoods of local fishermen who depend on sustainable fishing practices. Through qualitative analysis and case studies, the research identifies key stakeholders, their roles, and the collaborative mechanisms that can enhance policy effectiveness. The findings suggest that a structured collaboration framework can facilitate better communication, resource sharing, and conflict resolution among stakeholders, ultimately leading to sustainable fishing practices in the region.

Abstract

Modern life dynamics require educational policies that are responsive to contemporary needs. One such policy is the Profile Pancasila Students (Pancasila Student Profile), which embodies Pancasila values to shape students as globally minded individuals while maintaining Indonesian identity. This study examines the policy as an effort to build an excellent young generation in the era of Society 5.0, emphasizing personal resilience as the foundation of national resilience. Using a qualitative descriptive method with literature study, the research reveals that Society 5.0 presents both challenges and opportunities. Global integration can broaden perspectives, enhance creativity, and strengthen competitiveness, contributing positively to national progress. However, it also carries the risk of weakening cultural identity if not addressed wisely. In this context, the Pancasila Student Profile plays a crucial role in preparing students who are resilient, globally competent, and grounded in Pancasila values. Ultimately, this policy contributes to fostering personal resilience that serves as a pillar of Indonesia's national resilience.

Abstract

This research aims to review the effectiveness of the electrification policy by The Government of Jakarta. The research method used qualitative methods with a descriptive approach to provide a comprehensive explanation regarding the implementation dynamic of local regulations regarding vehicle electrification within Jakarta. Data collection was carried out by in-depth toward The Jakarta Local Council (DPRD Jakarta) along with comparative literature reviews regarding electrification policy in Los Angeles. The results of this study indicate that the electrification policy has been implemented through various policy, such as procurement of electric buses for TransJakarta. However, the electrification policy is still carried out on a small scale due to various problems, such as budget realization, vehicle specifications, to the absence of a legal basis. For this reason, a proposal and support for a Regional Regulation on vehicle electrification is being prepared by the Jakarta Regional People's Representative Council to support the electrification policy on a massive scale.

Abstract

Quality public services are the main foundation for realizing effective governance that is oriented towards the interests of the community. This study aims to analyze the quality and reform of public services in five sub-districts in Kutai Kartanegara Regency: Tenggarong Seberang, Kembang Janggut, Kenohan, Loa Janan, and Loa Kulu. The urgency of this research lies in the need to strengthen the accountability and professionalism of civil servants amidst public demands for fast, transparent, and technology-based services. Using a qualitative approach supported by quantitative data, this study examines the implementation of ethics, standards, principles, and supervision of public services through a survey of civil servants and the community. The results show that all sub-districts are in the good to very good category with an average score of 74–83%. Kenohan Sub-district obtained the highest score (83%) in the reform and supervision aspects, while Loa Kulu and Loa Janan showed the lowest scores, indicating the need to improve facilities and capacity of civil servants. This study emphasizes the importance of strengthening human resource capacity, digitizing services, and inter-agency collaboration to realize professional, accountable, and sustainable public services.

Abstract

The purpose of this study is to gain knowledge and understanding of scientific advances related to government communication through publications added to the Scopus database. This study used 222 scientific papers from the Scopus database to conduct a systematic literature review as a research methodology. According to the survey, there was an increase in the total number of people reporting writing scientific articles on government communication between 2022 and 2023, from 107 in 2022 to 115 in 2023. The number of papers available in the Scopus database in 2022-2023 demonstrates this. The findings of this study have helped create a research agenda on government communication. A weakness of this study is that it only used articles from the Scopus database; therefore, its conclusions are limited in their ability to address global concerns related to government communication. Scientific publications from other reliable international databases, such as Dimensions Scholars and Web of Science, should be utilized in future studies.
