Abstract

This exploration focuses on the development of a web- grounded operation designed to assist BMKG Nabire in managinng earthquake data more efficiently. The main thing is to streamline the process of recording and distributing earthquake information instantly and directly. Employing the Waterfall system as the development frame, the operation is erected to automatically present earthquake records and their corresponding chart visualizations. also, the system offers colorful data import options, including PDF, Excel, CSV, Word, and PNG formats. The final product is anticipated to significantly enhance the workflow of BMKG labor force in handling seismic information.

Abstract

This study develops a web application to facilitate employees of the Regional Revenue Agency in Nabire Regency for taxpayer registration, payment reminders, and monitoring business tax arrears. The research uses a descriptive qualitative approach with data collected via observation, interviews, and documentation. The application development follows a systematic Waterfall model. Results show that the application improves data access, speeds communication between government and taxpayers, and aids real-time arrears monitoring, potentially enhancing business tax collection effectiveness.

Abstract

The manual payroll process for honorary staff at the Department of Trade of Nabire Regency often leads to calculation errors and administrative delays, affecting employee satisfaction. This study aims to develop a more efficient and accurate payroll information system. The system is designed using the Java programming language and MySQL database, following the Waterfall development method. Through requirements analysis, design, implementation, testing, and evaluation, the system has been developed to improve the accuracy and effectiveness of the payroll process. Test results show that the system successfully reduces calculation errors by up to 90% and shortens the payroll processing time. Therefore, this system is expected to be a practical solution for the Department of Trade to manage honorary staff payments more effectively.

Abstract

This investigation endeavors to elucidate the spatial distribution of Civil Servants (ASN) in Nabire Regency, Central Papua, with a particular emphasis on their employment status and its implications for public service delivery. Underpinned by the pivotal role of ASN in governance and the provision of effective public services, this study seeks to address the challenges associated with the management of disparate spatial and non-spatial personnel data. Utilizing Geographic Information System (GIS) methodology, this research facilitates a nuanced analysis and visualization of ASN data, stratified by geographical location and employment status, including civil servants, government employees with work contracts, and contract workers. The findings underscore the significance of mapping ASN distribution in identifying regional disparities, particularly in remote and underdeveloped areas such as Nabire. Moreover, the efficacy of ArcMap software from the ArcGIS platform in generating precise ASN distribution maps is demonstrated, thereby informing evidence-based policy formulation. The study's implications highlight the necessity for a reassessment of ASN requirements to ensure the judicious and equitable appointment of government employees with work contracts and civil servants, ultimately enhancing public service provision.

Abstract

This study aims to design and implement a web-based employee attendance system with selfie at PT Gunung Selatan. The system was developed as a solution to common issues in manual attendance processes, such as fraud, location limitations, and low time efficiency. Using a Research and Development (RAD) approach and prototyping method, the system was built iteratively with integrated technologies including facial recognition, liveness detection, and GPS. Key features include real-time attendance logging, online leave requests, and integrated attendance reporting. The implementation results show significant improvements in operational efficiency, data accuracy, and transparency in employee attendance management. The system also has the potential for further integration with HR and payroll systems.

Abstract

The Land and Building Tax (PBB) and the Duty on the Acquisition of Land and Building Rights (BPHTB) serve as crucial fiscal tools for enhancing regional financial independence. In Nabire Regency, administrative and monitoring processes for both taxes are still managed manually, resulting in inefficient service flow, operational delays, and data integrity issues. This study presents the design and development of an internal web-based information system aimed at supporting more structured and accountable tax service management. The system was created using the Waterfall model, encompassing sequential stages: needs analysis, design, implementation, testing, and maintenance. The results demonstrate that the application facilitates faster taxpayer data retrieval, enables real-time tracking of service progress, and delivers well-organized tax arrears data. Its deployment in Nabire’s Regional Revenue Agency (Bapenda) has contributed significantly to improving staff productivity, data reliability, and public trust. These outcomes lay a groundwork for advancing digital transformation in public services, especially in regions still dependent on manual workflows

Abstract

Efficient operations of PT PLN, as a vital electricity provider, heavily rely on effective service management, including customer data collection and payment processing. Employee performance supervision is crucial to ensure optimal results and customer satisfaction, given that traditional manual systems often suffer from inefficiencies, inaccuracies, and delays. This research aims to develop and implement a web-based performance monitoring system for electricity bill delivery officers to enhance operational efficiency and accountability at PT PLN. The Waterfall method was adopted as a systematic development framework, encompassing stages of requirements analysis, design using Unified Modeling Language (UML) such as use case diagrams and activity diagrams, implementation with PHP and MySQL, and black box testing to validate system functionality. The results of the black box testing indicate that all main functions of the system, including user authentication, user data management, uploading of daily reports and supporting files by officers, and the administrator's ability to monitor and review reports, function as expected. The successful implementation of this system indicates its capability to overcome the limitations of manual methods and provide real-time visibility into the performance of field officers. Thus, this web-based monitoring system not only contributes to improving data accuracy and operational efficiency at PT PLN but also supports more informative and strategic managerial decision-making, aligning with digital transformation initiatives in the energy sector

Abstract

Digital transformation in the management of personnel administration at the Environment, Forestry, and Land Service of Central Papua Province has brought significant changes in the employee payroll and attendance system. This study aims to design and implement an integrated attendance data recap-based payroll information system. The research method used is the Waterfall approach, which includes needs analysis, system design, and implementation. The results of the study indicate that the developed system is able to increase efficiency and accuracy in managing attendance data and calculating salaries, as well as minimizing human error. In addition, the application of web-based technology with geolocation features allows real-time attendance monitoring, which is very important for employees working in the field. However, challenges in technology adoption, such as limited infrastructure and low technological literacy among employees, still need to be overcome. This study is expected to contribute to creating a more professional, transparent, and accountable human resource governance.

Abstract

This study aims to improve students’ learning activities and learning outcomes in history learning through the implementation of a digital visual-based mind mapping method at SD Plus Asy-Syafi’iyah Nabire, Central Papua. This research employed a Classroom Action Research (CAR) approach conducted in two cycles, each consisting of planning, action, observation, and reflection stages. The research subjects consisted of 40 students. Data were collected through observation of students’ learning activities, learning achievement tests, and documentation. The data were analyzed using descriptive quantitative and qualitative techniques. The results indicated that the average score of students’ learning activities increased from 2.0 in the pre-cycle to 3.6 in the second cycle. In addition, the average learning achievement score increased from 62.4 in the pre-cycle to 83.6 in the second cycle, with classical mastery reaching 90%. These findings demonstrate that the digital visual-based mind mapping method is effective in improving students’ learning activities and learning outcomes in elementary school history learning.

Abstract

Nabire Regency in Central Papua Province confronts significant geographical complexities in transportation system development, characterized by hilly topography and limited road infrastructure that impacts community mobility efficiency. This research analyzes road route optimization through Geographic Information System (GIS) approach using QGIS 3.28.3 software with QNEAT3 plugin for network analysis. The research methodology applies network analysis considering multiple parameters including travel distance, travel time, road surface conditions, slope gradients based on Digital Elevation Model (DEM), and impedance factors according to infrastructure quality. Spatial data were obtained from Geospatial Information Agency (BIG) and OpenStreetMap (OSM) with analysis focusing on 8 origin-destination pairs representing critical movements to health facilities, education centers, and economic hubs. Analysis results identified alternative routes demonstrating 12.5-20% travel time efficiency compared to existing routes, with an average optimization of 15.7%. Field validation confirmed model prediction accuracy with error rates below 8%. These research findings provide strategic recommendations for local government in sustainable transportation infrastructure planning that can enhance regional accessibility and support local economic development in the Central Papua region.
