Abstract

This research focuses on the role of the Indonesian National Narcotics Agency (BNN) in implementing the United Nations Office on Drugs and Crimes’ (UNODC) Alternative Development program in 2019-2022. This study uses descriptive qualitative method and the alternative development concept to examine the study case. Data collection technique includes documentation from literature sources and interviews. The results of this research found that the Indonesian National Narcotics Agency has implemented the UNODC’s Alternative Development in 2019-2022 by creating a Grand Design of Alternative Development (GDAD) in Aceh Province, as a pilot project. The GDAD in Aceh diverts farmers’ narcotic plantation into alternative agricultural commodities. Hence, the BNN has implemented all of the UNODC’s Alternative Development components, including Agricultural Development, Basic Infrastructure, Community Development, Education, Environmental Protection, Gender Equality, Health, Improved Markets, and Security Rule of Law. The program was considered effective, because many farmers in Aceh whom had previously planted narcotic plants converted their farmland into plantation of crops with high selling values.

Abstract

The pros and cons of privatizing education have long been a topic of discussion among policymakers across the globe. The privatization attempts of public schools by the Punjab government are episodic but persist, resulting in a sufficient amount of tension for teachers and countless concerns about educational equity. The study aims to identify the current motives of the government by discovering the driving forces behind privatization and evaluating the job security issues for teachers and academic quality for students of all socioeconomic levels. Semi-structured interviews were conducted in this study, utilizing a qualitative research approach to learn about teacher perspectives from 2 public school teachers and 2 private school teachers from diverse areas within Punjab to know diverse opinions. Respondents belong in Punjab, where public schools have been privatized. Besides, document analysis was used to compare and contrast government policy motives delving further into the issue. The study's findings show that the government's objectives for privatization include cost reduction, increased efficiency, and a desire to attract private investment. However, privatization efforts have resulted in a decrease in employment security for public school teachers and educational equity for students belonging to underprivileged families. Privatization can undoubtedly have cost-effective short-term effects, but it also puts educational equity and teachers' well-being in jeopardy. Thus, the study proposes that policymakers carefully consider long-term solutions that uphold teachers' rights and prioritize education for all.

Abstract

In 2017 until 2020, the economic security of the Laotian society is experiencing problems where the unemployment rate is above 2%. This high unemployment rate affects the slow economic growth of Laos. In December 2021, Laos-China railway project is finally completed after 5 years of construction. In this paper, the author describes the positive and negative impacts caused by this railway project on the human security of Laotian society. In addition, this research also aims to analyze Laos government policies in preventing the negative impacts caused by this project on its human security using descriptive-qualitative research methods. The research found that the positive impacts of Laos' economic policy to cooperate in the railway project with China on its human security such as providing more jobs for Laotian society, increasing state revenue, improving the living standards of Laotian society. However, this project also has a negative impact on the environmental security of Laotian society. The negative impact can be prevented by the Lao government's efforts such as cooperating with China as a cooperation partner. Laos' economic policy in cooperation with China through the railway project greatly affects human security, especially in economic security. Laos succeed to reduce unemployment rate with the Laos-China railway project.

Abstract

This article exposes how virtual identity or cyber persona deals with metaliteracy today. While traditional identities show particular social constructions, cyber persona asserts ambiguity of sharing culture between cyberspace and real world. The differences also shift enlightenment in literacy into paradox as a consequence of cyber persona trap. Literacy extends to multiliteracy and metaliteracy that enable further possibilities to blur private and public boundaries through interpretations of information. This also encourages the trend of hoax as mismatch between facts and contexts. Hoax exposes absence of reflection on information, or the absence of literacy, in a sharing culture. If literacy defines reading culture, metaliteracy means interpreting in sharing culture. Nevertheless, the interpretation does not enhance understanding because the information is intended for justification of a single truth. Through qualitative method, the analysis includes how metaliteracy shows paradox rather than congruence between virtual and real world. Continuous understanding becomes an alternative to get into the cyber persona. One information alone is never enough to understand realities. In conclusion, cyber persona enables individuals to extend literacy but with a two-edge of blade; information allows further understanding, but could also be used to justify certain ideological truths.

Abstract

This article investigates how gender security matters through compulsory heterosexuality in Chappell Roan's Song Good Luck, Babe. In a world dominated by heteronormativity, heterosexuality has long been considered the standard for sexual and romantic relationships that enforces a strict gender binary. Consequently, individuals in heteronormative societies who have homosexual and queer tendencies feel inevitably obligated to pursue heterosexual relationships, even if those do not bring genuine satisfaction and shapes further gender insecurities. This phenomenon is known as Compulsory Heterosexuality as theorized by Adrienne Rich. Through qualitative method and explorative approach within gender and cultural studies, this research deconstructs the elements of compulsory heterosexuality, exploring their influence on heteronormative norms and gender expectations in a song as a type of literary work. The analysis also shows how any compulsory heterosexuality will never bind people to find freedom in other gender security. In conclusion, compulsory heterosexuality significantly shapes individual identities, often leading to confusion and gender distress for those who cannot fully express or embrace their homosexual selves

Abstract

Private military contractors and companies (PMCs) are often used to fill empty spaces in the security sector that are not fully facilitated by the state or even not provided. For this reason, adding this space is a good chance for the PMC business. Wagner, a PMC from Russia whose composition ranges from ex-military to foreign legion, has a special role in securing state assets or maintaining security against terrorism and enemy forces. Unfortunately, it is not uncommon to injure other legitimate parties, for example, when trying to assassinate Ukrainian President Volodymyr Zelenskyy. This can be understood as an illicit private authority. Nonetheless, the market share of Wagner PMCs is still in demand and used today, most recently when they were deployed in Syria and Ukraine. This research has the objective of uncovering and answering research questions regarding Wagner's power network and its use in carrying out the mandate to carry out the missions that they were involved in Eastern Europe and the Middle East. Using qualitative methods to be able to see in depth and detail, this paper argues that PMC Wagner exists because it is needed to carry out missions that regular military operators cannot carry out. Many are interested in joining because they get a higher salary than regular army members in the Russian Armed Forces; however, the use of Wagner PMCs is sometimes against the law. This paper concludes that the values carried by PMC Wagner are economically profitable for operators or owners. Renting is also enjoyable because of its success in managing tasks, but there are still legal violations committed, for example, when attacking another sovereign country.

Abstract

The focus of the research to be achieved in this simple study is to reveal the patterns of social interaction that exist between local residents and former East Timorese residents who live around the border area. Meanwhile, the final goal sought is how harmonization exists between communities in strengthening national identity as Indonesian citizens or as citizens of the Democratic Republic of Timor Leste who live in Indonesian territory. The method used is qualitative with a cultural study approach, with data collection techniques through observation, in-depth interviews and documentation of local community groups and former East Timorese residents in the border areas of North Central Timor Regency. Abstract

This study examines how Indonesia's energy sustainability is affected by the International Renewable Energy Agency's (IRENA) efforts to increase energy security in the nation. In light of the pressing global concerns around climate change and Indonesia's expanding energy requirements, IRENA is essential in helping to ease the country's transition to a more reliable and sustainable energy system. IRENA helps Indonesia reduce its reliance on fossil fuels and increase the use of renewable energy by supporting cutting-edge technology and sustainable energy policies. In order to assess IRENA's contributions to national energy policy making, international cooperation, and the development of renewable energy technologies, this study uses a desk analysis approach. The results showed that Irena's role in assisting Indonesia in achieving Net Zero Emission through renewable energy has an influence on Indonesia's energy security.

Abstract

This study investigates the implementation of Sustainable Development Goal (SDG) 11, focusing on sustainable cities and communities, in Candirejo Village, Surabaya. We explore how Candirejo Village can serve as a model for urban sustainability in Surabaya, aligning with SDG 11 objectives. Using qualitative research methods based on direct observations in Candirejo Village, we identified key components supporting sustainability, employing the urban resilience approach from the Brundtland sustainability concept. Notable initiatives include the recycling of household wastewater for catfish cultivation, hydroponic systems, and herbal plant cultivation. These practices not only demonstrate environmental sustainability but also generate marketable products, contributing to household incomes in the village. By showcasing these local-level sustainability efforts, this research aims to provide insights into how grassroots initiatives can contribute to the broader goal of transforming Surabaya into a sustainable city and community, in line with SDG 11. The findings suggest that focusing on village-level sustainability practices could be an effective strategy for achieving city-wide sustainable development in Surabaya. The study underscores the importance of village-level environmental security and sustainability practices as effective strategies for achieving broader urban sustainability goals, even in densely populated city centers
