JIS Siwirabuda (Jurnal Ilmiah Sains Sosial, Kewirausahaan dan Kebudayaan) adalah salah satu jurnal yang diterbitkan oleh Universitas Tabanan (UNTAB) Bali. JIS Siwirabuda terbit setahun dua (2) kali yaitu pada bulan maret dan september. JIS Siwirabuda merupakan jurnal ilmiah yang bertujuan sebagai media pendokumentasian ide-ide atau pemikiran kritis di bidang ilmu pengetahuan sains, sosial, kewirausahaan dan kebudayaan. Ruang lingkup JIS Siwirabuda merupakan hasil pemikiran dari multidisiplin ilmu yang berfokus pada pengembangan ilmu pengetahuan di masing-masing bidang disiplin ilmu (sains, sosial, kewirausahaan dan kebudayaan) yang dapat dimanfaatkan untuk memajukan ilmu pengetahuan serta dimanfaatkan oleh masyarakat. JIS Siwirabuda juga merupakan sarana publikasi bagi akademisi, praktisi, masyarakat umum untuk memperkenalkan karya tulis ilmiahnya. Abstract

This study analyzes the influence of population, regional levies, and government spending on Tabanan Regency's Locally Generated Revenue (PAD). Using a quantitative approach, the results show that all three variables simultaneously and partially have a positive and significant effect on PAD. By integrating inclusive economic theory with the strategic role of village governance, this study confirms that optimizing PAD is not merely an administrative matter but rather an instrument for achieving equitable growth. Policy recommendations focus on digitizing levies and strengthening local human resource capacity to address post-pandemic economic dynamics in Bali.

Abstract

Employee performance is a key determinant of the success of public services at the village level. This study aims to evaluate employee performance at the Village Head Office of Padangsambian Klod, West Denpasar District, Denpasar City. Using a quantitative descriptive approach, this study involved the entire employee population of 66 as respondents (total sampling). Data were collected through a questionnaire measuring 10 performance indicators: loyalty, responsibility, obedience, honesty, cooperation, initiative, understanding of duties and responsibilities, innovation, work speed, and work accuracy. The analysis results showed that the total performance score reached 2,630, which is in the interval range of 2,245 – 2,772 with a Good category. The "Initiative" indicator achieved the highest score (Very Good), while the "Obedience" and "Work Speed" indicators recorded the lowest scores although still in the Good category. These findings suggest the need to accelerate the digitalization of village bureaucracy to improve service speed amidst the transformation of the region from an agrarian to a commercial center.

Abstract

This article explores the role of village autonomy in fostering rural independence in Indonesia. Village autonomy, as mandated by national legislation, provides local governments with authority to manage resources, design development programs, and strengthen community participation. By granting villages greater decision-making power, autonomy enhances their capacity to address local needs, improve governance, and promote sustainable economic growth. The study highlights how autonomy contributes to reducing dependency on central government interventions, while also encouraging innovation and accountability at the village level. Ultimately, the article argues that strengthening village autonomy is a crucial pathway toward achieving self-reliant and resilient rural communities in Indonesia.

Abstract

Amidst the digital transformation and efforts to restore an inclusive economy in Bali, the work ethic of government officials is a crucial foundation for public service. This study evaluates the work ethic of employees at the West Denpasar District Office, the spearhead of the bureaucracy, directly in touch with the dynamics of urban society. This analysis aims to map the quality of work ethic based on the theoretical perspectives of Utilitarianism and Deontology, and its relationship to professionalism in the digital economy era. This study used a descriptive quantitative approach with a total sampling technique of 45 respondents. Data were collected through a questionnaire covering 12 work ethic indicators and analyzed using frequency distribution and interval analysis techniques. The findings indicate that the overall work ethic of employees is in the "Good" category with an accumulative score of 2,316. ​​Specifically, the indicators for responsibility, work values, and creativity achieved the "Very Good" category, reflecting a strong internalization of moral obligations. However, the indicator for the ability to face problems with a clear mind received the lowest score, indicating the need to strengthen stress management in a high-pressure work environment. Employees have demonstrated solid integrity in supporting Bali's development vision.
