Abstract

Cimahi City is one of the local governments participating in the Innovative Government Awards (IGA) competition and has received several awards for its proposed innovations. However, the quality and quantity of innovations have slowed, remaining unchanged compared to other city governments. This study aims to evaluate innovation governance in Cimahi City from 2019 to 2024. This research employs the theory of Regional Government Innovation Design, as proposed by Irwan Noor, focusing on leadership, Organizational Climate, and Political Environment. The research employs a descriptive qualitative approach. Data collection techniques include participatory observation, interviews, and literature review. The results indicate that leadership, organizational climate, and the political environment influence each other. The regional head demonstrates a strong commitment to developing a regional apparatus capable of fostering innovation. Serious efforts are also seen in cultivating an organizational climate conducive to innovation through competitive approaches, awards, and regulations. However, there is an imbalance between the political environment of the regional head and that of the Regional People's Representative Council (DPRD) in promoting innovation at the regional apparatus level. This situation must be addressed to maintain the stability of innovation governance in Cimahi City.

Abstract

Ministry of Public Works and Public Housing provides Special Flats in universities, one of which is at STISIPOL Raja Haji. This research was conducted to determine the impact of the provision of STISIPOL Raja Haji Special Flats. There are six dimensions used in this study including, effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. This type of research is evaluative with a quantitative approach. The data collection method is a questionnaire in the form of a questionnaire that is distributed directly to all residents. The population in this study was 31 people. Furthermore, the population as a whole becomes a study sample or saturated sampling (census). The result of the evaluation research on the provision of Special Flats at STISIPOL Raja Haji as a whole have been very good with a value of 86,00 or letter A. Meanwhile, for each dimension, effectiveness is 86.00 or letter A, efficiency is 83.60 or letter B, adequacy with a value of 89.00 or letter A, equitable distribution with a value of 86.20 or letter A, responsiveness with a value of 86.40 or letter A and accuracy of 86.40 or letter A. The first suggestion of this study to the Ministry of PUPR should continue construction of special flats with the same concept as at STISIPOL Raja Haji. Second, STISIPOL Raja Haji, who will then be the recipient of the grant, must be able to manage and utilize it. Third, residents of STISIPOL Raja Haji Special Flats must maintain the facilities that are already available.

Abstract

Access issues often become a barrier to getting excellent health services due to geographical, economic, and health limitations. To overcome this, the Magelang City Government, through the Public Safety Center (PSC), launched the innovative Jemput Sakit Antar Sehat (JSAS) service. This service is available 24 hours a day and can be used in emergency and non-emergency situations free of charge. This study used a qualitative descriptive method, with data obtained through observation, interviews, and documentation. The results showed that JSAS is very useful, especially for people who do not have access to medical transportation. This service is also considered superior to the previous system due to its flexibility and broader reach. However, several challenges are still faced, such as the limited number of medical personnel and vehicles, and the lack of socialization, which causes minimal public knowledge about this service. To increase the effectiveness of JSAS, additional human resources and fleets are needed, such as increased socialization through the media and community leaders, and collaboration with the private sector or social institutions to support the sustainability of the program.

Abstract

This study aims to evaluate the effectiveness of the implementation of Bantul Regency Regional Regulation No. 4/2019 on the Control, Supervision of Alcoholic Beverages, and Prohibition of Oplosan Drinks in Kapanewon Pandak. The approach used is descriptive qualitative with data collection methods through in-depth interviews, observation, and documentation. The results showed that despite a 23% decrease in alcohol poisoning cases, supervision is still limited by human resources, budget, and the absence of a clear technical Standard Operating Procedure. Inter-agency coordination is in place, but not yet optimal. Public participation in monitoring is also low, which is a major obstacle to effective policy implementation. This research contributes to the development of alcohol supervision policy, by suggesting increased supervisory capacity, updated regulations, and more active community involvement. Limited resources and budget are the main obstacles that need to be addressed to achieve optimal policy implementation in the future

Abstract

Kubu Raya Regency, as one of the regions with a substantial extent of peatland areas, faces significant challenges in achieving sustainable peatland governance. This study aims to analyze policies related to sustainable peatland governance in Kubu Raya Regency by examining regulatory frameworks, institutional arrangements, policy implementation, and the constraints encountered by local governments. The research employs a descriptive qualitative approach through document analysis of laws and regulations, regional planning documents, and official government reports. The findings indicate that the policy framework for peatland governance in Kubu Raya Regency is in place and aligned with national policies; however, its implementation remains suboptimal. Major challenges include limited cross-sectoral coordination, inadequate institutional capacity, and economic pressures on peatland utilization. This study concludes that strengthening policy integration, enhancing institutional capacity, and promoting community participation are key factors in achieving sustainable peatland governance in Kubu Raya Regency.

Abstract

This study examines how Indonesian online media frame oligarchic practices during Joko Widodo’s presidency and how these representations shape understandings of democracy. This method uses qualitative data collected from 40 national news articles published between 2020 and 2024 using NCapture, into pro-government, neutral, and critical media. The study used NVivo 12 Plus, including cluster analysis, text queries, and crosstabs. The findings show that media discourse primarily portrays oligarchy through themes of concentrated political power, restricted public participation, and the preservation of existing power structures. In contrast, issues of economic inequality and political corruption receive less attention. These framing patterns suggest that oligarchy is often presented as a matter of political governance and stability rather than a structural challenge to democratic accountability. This study contributes to the literature on media framing and democratic governance by demonstrating how online media normalize elite power relations through narratives of political stability and development.

Abstract

This study aims to formulate a Big Data and Artificial Intelligence (AI)-based model for monitoring the SDGs within a data-driven governance framework. Using a descriptive qualitative approach and a conceptual study, the study focuses on four aspects: current monitoring mechanisms, potential Big Data-based data sources, opportunities for AI utilization, and data governance and inter-agency interoperability. Data were obtained from literature reviews, policy documents, and news sources on the implementation of the SDGs, Big Data, AI, and data governance. The results show that the weakness of SDGs monitoring lies not in the availability of indicators or data, but rather in the monitoring and governance architecture, which remains administrative, periodic, and sectoral, resulting in slow information flow and minimal analytics. Abundant data sources actually meet the characteristics of Big Data, and AI can transform indicator readings into real-time, analytical, and predictive insights. However, their utilization has not been optimal due to interoperability constraints and procedural data governance. Monitoring transformation requires the integration of Big Data, the use of AI, and a shift in governance towards interoperability across agencies. Further research suggestions include the empirical testing of the model through case studies in local governments/agencies, the development of a Big Data and AI-based monitoring dashboard prototype, and the measurement of its impact on the quality of policy-making

Abstract

This study investigates key governance dimensions and their contribution to improving public administration in North Lombok Regency. The analysis focuses on Transparency and Accountability, the Role of the State in the Market, Social Justice and Inclusion, Public Participation, Sustainable Development, and Good Governance. The primary objective is to evaluate how these governance factors influence governance performance while providing practical recommendations to strengthen public trust, enhance the quality of public services, and support sustainable development.A quantitative research approach was employed, with survey data analyzed using SmartPLS to examine the proposed relationships among the study variables. The statistical results indicate that all hypothesized relationships are significant (p-value < 0.001), confirming the robustness of the measurement and structural models. The findings demonstrate that Transparency and Accountability play an important role in enhancing public trust and improving administrative performance. Likewise, the Role of the State in the Market contributes to balanced economic development and the promotion of social justice. The results also emphasize that Public Participation is essential for inclusive governance by ensuring that diverse community interests are represented in the decision-making process. Furthermore, the study highlights that achieving Sustainable Development requires the integration of economic, social, and environmental dimensions through long-term governance strategies.
