"This research is aimed to know the influences of management control system implementation towards performance of inpatient installations ath RSUD Bandung. The method used in this research is survey method, so that the information was collected from respondents by using questionnaires/survey which are distributed to finance and programs unit and inpatient units of RSUD Bandung. Sampling technique that used for this research is non probability sampling with the satisfied sampling technique. Obtaining this sampling technique based on the sample source from the entire population numbering 25 people, so this research is also a population research.Based on the hypothesis testing, it is known that there are positive and strong correlation for about 0.708pts between management control system implementation and the performance of inpatient installation in RSUD Bandung, and with the determination of 50.25%. this indicated that the management control system implementation has an influence on performance of inpatient installation in 50.25% and 49.75% for the rest influenced by another factors which not elaborated in this research."

Bureaucratic reforms are necessary in order to improve local governments’s effectiveness. The necessary bureaucratic reforms are: 1) organizational restructuring, 2) bussiness process improvement, 3) human resource management increase, and 4) remuneration improvement. Job analysis can accerelate bureaucratic reforms. Job analysis is the processes, method and techniques that again data and information which can be used to improve institutional programs, human resources and management. Data analysis is focused on two main aspects: 1) Suitability between described job functions abd duties, and 2) Formulation of consistent job description duties and rules of writing. The result from the research in BKD Mataram City are that there is inconsistency when formulating main duties and functions with applicable rules of writing; so reforms must be made that result in consistent rules of writing that are understood by all staff members. The main benefit of implementing BKD Mataram City’s recommended actions of reforming and clearly defining duties and functions will be to set up the needed positions within the organizational structure that will lead to an efficient wor environment.

Bureaucratic reforms in the public service sector have been an important issue that demanded success, because this sector related to be community and has direct impact to them. However, public views on public services in Indonesia over the years are quite bad. Public service often describes as a sluggish, expensive and unfriendly. In order to fix that situation, government made some great effort to improve the quality of public services, such as through formulate and implementing service standards. Standards of service is expected to provide certain gurantees to the public in obtaining quality services that suit their needs. In others side, it can also lead to omproving government’s performance so the bureaucratic reforms in the public service sector can be achieved.
