Abstract

Boarding houses, one of the temporary in great-demand residences, will generate regional income (PAD) in Bandung city. This research aims to formulate an effective tax collection strategy for hotel taxes on boarding houses in Bandung City. This research employed a descriptive-qualitative method. The data collection techniques were carried out through interviews, documentation studies, and observation. Moreover, the researcher used SWOT analysis to determine the strategy formulation technique. The findings of the research demonstrated that the implementation of the hotel tax collection policy on boarding houses was consistent with the policy's standards and targets Even though the implementing agent's characteristics and the implementor's disposition had been carried out quite well, the substance of policy still contains weaknesses concerning the provisions as regards the number of rooms. Other weaknesses are as follows: The quantity of human resources are limited, relationships with other organizations are not close enough, and coordination with political elites is rarely carried out. Furthermore, social, political, and economic conditions are also less supportive at this time. The Recommended strategies are formulated using a SWOT analysis based on the results of the priority strategy which is the ST (strength-threat) strategy. Those are: organizing regular and sustainable socialization for taxpayers, building coordination between Technical Implementation Unit (UPT) and Vilage (by involving RW/ neighborhood unit), proposing changes to the content of regulations or the legal basis for hotel tax policy on boarding houses, and making a policy brief as a form of policy advocacy.

Abstract

Reformasi birokrasi adalah salah satu kebijakan strategis yang diambil pemerintahuntuk mewujudkan visi pembangunan nasional dan meningkatkan daya saing Indonesia dikancah global. Reformasi birokrasi sendiri dapat dipahami sebagai proses menata-ulang,mengubah, memperbaiki, dan menyempurnakan birokrasi agar menjadi lebih baik yaitumenjadi birokrasi yang profesional, bersih, efisien, efektif, dan produktif (KementerianESDM, 2019). Reformasi birokrasi pada dasarnya mengarah pada upaya-upaya yangdilakukan dalam bentuk perubahan-perubahan yang berarti dalam suatu sistem birokrasipemerintah (Riyadi, 2008). Reformasi birokrasi gelombang pertama pada dasarnya secarabertahap mulai dilaksanakan pada tahun 2004 (Perpres No. 81 Tahun 2010 Grand DesignReformasi Birokrasi 2010-2025).

Abstract

This research was conducted in Babakan Ciparay District, Bandung City, with the aim of analyzing program implementation, analyzing program obstacles, and developing program strategies. According to WHO research, 81% of the population in ten countries practice open defecation. Indonesia being the second most populous country whose population defecates in the open. The Open Defecation Free program in Babakan Ciparay District has not been fully implemented due to limited land and the abundance of narrow alleys in the area. This research employs a qualitative method, with data collection techniques including interviews, field observations, and document studies.This research produces a strategy formulation based on the SWOT analysis technique. Research informant search method using purposive sampling. The research results show that the strengths include strong government policies, public outreach, and the development of health facilities. The weaknesses include low public knowledge and education levels, limited government budget, and a lack of supervisory personnel. The opportunities include monitoring by the district team, evaluation and monitoring efforts, and the provision of awards for communities that are 100% Open Defecation Free. To improve Open Defecation Free in Babakan Ciparay District, additional work programs need to be implemented in health centers and triggering locations. These programs include periodic education and increasing the number of Open Defecation Free areas. This initiative can be supported by posyandu cadres, nongovernmental organizations, village/ district officials, and healthcare organizations.

Abstract

Kemajuan teknologi di Era Industri 4.0 dan Era Society 5.0 memberikan dampak signifikan dalam berbagai aspek kehidupan/aktivitas masyarakat dunia khususnya terkait dengan pemanfaatan teknologi digital. Setiap organisasi, baik sektor publik maupun sektor privat, berlomba untuk menyediakan teknologi dan inovasi yang saling terintegrasi. Hal ini dilakukan guna meningkatkan nilai tambah/keunggulan dalam rangka peningkatan produktivitas dan pencapaian tujuan organisasi serta meningkatkan kualitas hidup secara keseluruhan.

Abstract

PT. Kereta Api Indonesia (Persero) as a company engaged in the field of public transportation services certainly has a duty to be able to provide the best service to all service users. One form of digital transformation innovation that is being carried out is by innovating KAI's face recognition boarding gate as an effort to improve the quality of service at the Station. For this reason, this study aims to see and analyze the extent of incremental innovation and service quality from the implementation of the KAI face recognition boarding gate innovation at Bandung Station. The research method used is descriptive research with a qualitative approach, with the type of case study research. From the research results it can be seen that the incremental innovation carried out by PT. Kereta Api Indonesia (Persero) has met the indicators of sustainable management method innovation, continuous process innovation, and sustainable technological innovation. From the research results, the services provided by the face recognition boarding gate officers at the Bandung Station have fulfilled the service dimensions which include the dimensions of tangibles, reliability, responsiveness, assurance, and empathy. There are also things that need to be done by the company, among others, maximizing the face recognition registration process through the KAI application by using the liveness detection stage and socializing usage through social media to attract audiences and increase the number of users.

Abstract

The purpose of this research is to determine the performance of village officials in Gunungkidul Regency. Its significance lies in the crucial role of village officials as the implementing element of regional autonomy at the lowest level. Village governments influence the success of government programs in terms of governance. In this study, we used a qualitative descriptive research approach, sampling all sub-districts in Gunungkidul Regency, selecting 1-3 villages (desa or kalurahan) from each sub-district. In this research, we used indicators such as output quality, output quantity, working hours, attendance rate, and collaboration. The analysis used in this research is the fishbone analysis. The results of this study show that the performance of Village Apparatus still requires support for improving the quality of human resources because the average performance of Village Apparatus is still low.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi karakteristik smart environment dalam penggunaan Internet, Bertujuan mendukung E-Government yang menggunakan database Scopus dari tahun 2015 hingga 2023. Penelitian ini menggunakan teknik bibliometrik dimana publikasinya diambil dari database Scopus dan dianalisis dari tahun 2015 hingga 2023. menggunakan Citespace. Jumlah data yang diperoleh dan digunakan dalam penelitian ini sebanyak 3365, dengan penggunaan kata kunci pada dokumen ini adalah Smart Environment dan Internet Of Things. Temuan penelitian menunjukkan bahwa terdapat 10 cluster yang didominasi oleh penulis Darmstadt, DE, dengan topik Smart Environment; penelitian ini dapat menjadi bahan referensi untuk penelitian lebih lanjut mengenai subjek Smart Environment dan Internet of Things E-Government, Kesimpulan yang didapatkan bahwa jumlah analisis data berjumlah 3365 data yang diambil dari data Scopus tahun 2015. -2023 yang menunjukkan adanya 10 cluster.

Abstract

This study seeks to achieve two main objectives: first, analyzing the collaborative governance model as a strategy to develop “Banyu Biru” tourism in Gondongwetan Village, Nganjuk Regency, and second, knowing the opportunities and challenges of “Banyu Biru” tourism to be able to develop and compete with other tourism. This research is important to be carried out with the first consideration, Nganjuk Regency is weak in developing its tourism potential considering that its potential is sufficient to compete with other districts in East Java. Second, the local government still lacks collaboration in community empowerment, so it seems that the policy is not participatory. The research method we use is qualitative with a case study approach. The results of our analysis show that the starting conditions model has not run optimally due to the closed attitude of the community and local government to collaborate to empower Banyu Biru tourism, making it difficult to develop and accept new concept innovations. However, the natural and cultural tourism owned by Gondang Wetan Village has the potential to make it a tourist attraction, especially Banyu Biru plus the potential of MSMEs owned.
