Abstract

The global era has brought the consequences and important change to the development especially in developing technology and the change of human behavior. Entering the early millennium, the manin challenge being faced to increase the competition power is how to intensify the creativity, innovation, and independent spirit which is the main focus in forming the competition power. In accordance with this case, it is necessary to create the Human Resources with a wide perspective, processing constructive vision and mission, full of creativity and innovation. To create the qualified Human Resouces, it requires the ability of mastering skills and knowledge and attitude to do the work in the office, consequently the work productivity is high and able to face the chance and challenge. In facing the competitive global life, hopefully the process of education can develope the ability to compete, to develop crative and innovative attitude and always try to incraese the quality.

Abstract

House is one of primary needs for every individual. The presence of house is a formally entry into variety of development policies, it is related without house or permanent residences, an individual existences would be formally hard recognized (for having Identity Card), and it is an agreement in development policies. Therefore, every individual has right to obtain a feasible occupied house. For realizing it into reality, thus District of Jombang's DinasPekerjaanUmum, CiptaKarya, Tata Ruang, Kebersihan, and Pertamanan provides for assistance in form of feasible occupied house rehabilitation program. Every program implementation must be evaluated in order such implementation is not biased from its predetermined purposes. The house rehabilitative program evaluation conducted by writer implement an evaluative motion spatial phases such as : preparation phase, planning phase, plan implementation phase, and post-development activity phase. This research made use a descriptive qualitative research. Meanwhile, its data collection was carried out by observation, in-depth interview, and documentary research. The credibility test was handled by sources and technic triangulation methods. Data processing was worked by reducing data, data presentation, and presented a concluding illustration on research. The research findings consisted of informant's opinion and interpretation as well as conclusions made by writer. From results obtained, evaluation outcomes show that implementation of feasible occupied house rehabilitation program at District of Jombang has not fully effective one. It is, among others, caused by preparation, planning, and activity implementation phases have not fully effective, too.

Abstract

Perkembangan teknologi informasi dan komunikasi (TIK) telah mengubah polainteraksi antara pemerintah dengan warganya. Pemanfaatan TIK dalam pemerintahantelah lama dilakukan yang dikenal dengan electronic government (e-government).Penerapannya terus berkembang sejalan dengan perkembangan TIK itu sendiri. Di dalam ranah e-government, muncul terminologi e-government 2.0, yaitu penggunaan teknologi web 2.0 oleh pemerintah untuk interaksi yang sudah bersifat dua arah dengan warga negara, dimana salah satu produk teknologi web 2.0 tersebut adalah media sosial, yang secara nyata telah banyak digunakan pemerintah dalam aktivitas kebijakan dan pelayanan publik. Dengan berkembangnya trend penggunaan media sosial tersebut, penulis mencoba mengupas tentang peran penggunaan media sosial dalam membentuk citra pemerintah di tengah era digital ini.

Abstract

Sejak pemerintahan Soeharto bergulir, yang dimulai dengan Pelita I yang memiliki program penyalahgunaan aparatur, sampai dengan munculnya reformasi saat ini, birokrasi pemerintah kita masih begitu-begitu saja. Bahkan penyakit birokrasi telah menyebar ke legislatif maupun polisi, hakim dan jaksa baik di Pusat maupun di Daerah. Birokratisme, korupsi, kolusi dan nepotisme menjadi-jadi, ibarat kanker yang sangat sulit diobati.

Abstract

Metode mengandung unsur prosedur yang disusun secara teratur dan logis serta dituangkan dalam suatu rencana kegiatan untuk mencapai tujuan. Dengan demikian bahwa unsur-unsur metode mencakup prosedur, sistematik, logis, terencana dna keinginan untuk mencapai tujuan. Dalam kegiatan ini terjadi interaksi edukatif antara dua pihak yaitu peserta didik dan peserta pelatihan yang melakuakan pembelajaran.

Abstract

The purpose of this study was to determine the effect of employee competence to quality financial statements, the effect of organizational commitment to quality financial reporting and jointly determine the effect of employee competency and organizational commitment to quality financial reporting unit (SKPD) in Bandung. The method used is the multiple correlations, analysis of a total of 39 units of work units on education entities. Respondents of this study are part of the staff at each entity and the financial inspectorate Bandung. Based on the analysis that had been done, that there is a positive effect between employee competencies against the quality of financial reporting by 41.8%. There is effect between organizational commitments to quality financial reporting by 37.6% and together the competence of employees and organizational commitment affect the quality of financial reporting unit (SKPD) in Bandung by 25.9% and its residual influenced by other factors.

Abstract

Keberdayaan dimana kualitas dan kapabilitas yang dimiliki masyarakat dapat mendorong partisipasi masyarakat dalam mewujudkan otonomi daerah. Tanpa dukungan keberdayaan masyarakat konsep otonomi hanya ada dalam kertas dan dokumen tidak dalam kenyataan dilapangan. Masyarakat Indonesia belum memiliki kualitas keberdayaan yang cukup memadai untuk itu dibutuhkan strategi pemberdayaan yang efektif dan efisien agar UU Nomor 22 Tahun 1999 dan UU Nomor 25 Tahun 1999 dapat secepatnya bisa direalisasikan.

Abstract

Kerjasama antar daerah merupakan satu sisi strategi yang ditekankan dalam implementasi otonomi daerah, guna meningkatkan kualitas pelayanan dan kesejahteraan masyarakat. Tetapi sayangnya, kerjasama antar daerah masihlah sebatas konsepsi kebijakan yang telah berumur lebih dari 4 dekade itu pula, sebagian besar daerah maupun pemerintah daerah tidak menanggapi secara serius. Bahkan Kerjasama Antar Daerah secara eksplisit telah dinyatakan didalam UU No. 32 Tahun 2004 sebagai bentuk kelembagaan kerjasama antardaerah, sementara peraturan pelaksanaannya belum tersedia. Melihat perkembangan lingkungan dewasa ini, sudah saatnya pemerintah daerah mengambil sikap (positioning) atas ketidakjelasan kebijakan teknis mengenai kelembagaan kerjasama antar daerah. Positioning melalui tindakan kreatif dan inovatif untuk mewujudkan Kerjasama Antar Daerah adalah sebuah tindakan yang patut dihargai.

Abstract

Kawasan Bodebek telah ditetapkan oleh PP Np 47/1997 tentang Tata Ruang Wilayah Nasional sebagai kawasan khusus, dan oleh Propinsi Jawa Barat melalui Perda No. 2 tahun 2003 tentang RTRW propinsi juga telah ditetapkan sebagai salah satu dari delapan kawasan andlan di Jawa Barat. Untuk mendukung pengembnagan kawasan Bodebek tersebut dibutuhkan satu bentuk kelembagaan yang memungkinkan kelembagaan tersebut memilki otoritas yang kuat khusunya dalam aspek perencanan dan pengenadlian alilh funsi lahan serta daya dukung lainnya.

Abstract

Public sector innovation (PSI) is important driving factor of economic development. Tax is one of the drivers of economic development as 70% of national expenditure are covered by tax revenue. However, the tax revenue ratio towards the Gross Domestic Product (GDP) in Indonesia is less than 13% and is the lowest among Southeast Asian economies. This study describes two case studies in local governments on increasing the awareness of the citizens to pay tax. This study focuses on innovation process, the knowledge flow, supporting conditions and challenges in implementing the innovations. By employing case study method, this study suggests acknowledgement, human resource training, multi-stakeholder partnership, and bottomp-up approach have stimulated innovativeness of public organizations.
