Abstract

Pembangunan kota memerlukan banyak pemikiran dan sumberdana pembiayaan. Sementara itu wilayah kota yang terbatas, menuntut pemikiran-pemikiran inovatif dalam mengembangkan dan menggali sumber-sumber pendapatan. Terlebih dengan tuntutan pemberlakuan Undang-Undang Nomor 22 dan Nomor 25 Tahun 1999. Salah satu alternatif pengembangan keuangan kota adalah memberdayakan fungsi tatruang dalam menggali sumber PAD.

Abstract

"This research is aimed to know the influences of management control system implementation towards performance of inpatient installations ath RSUD Bandung. The method used in this research is survey method, so that the information was collected from respondents by using questionnaires/survey which are distributed to finance and programs unit and inpatient units of RSUD Bandung. Sampling technique that used for this research is non probability sampling with the satisfied sampling technique. Obtaining this sampling technique based on the sample source from the entire population numbering 25 people, so this research is also a population research.Based on the hypothesis testing, it is known that there are positive and strong correlation for about 0.708pts between management control system implementation and the performance of inpatient installation in RSUD Bandung, and with the determination of 50.25%. this indicated that the management control system implementation has an influence on performance of inpatient installation in 50.25% and 49.75% for the rest influenced by another factors which not elaborated in this research."

Abstract

This article elucidates some ideas for Regional Governments to act changes in providing public service in order to recover their public trust. First, the governments public servants must understand and be commited to the vision and missions of their organisation. Second, the government must concentrate on its functions of regulating and delegate its functions of servicing, empowering, and regional developing to its community and etrepeneurs. Therefore, the governments must identify and take over which services cannot be provided by private organisations and fot that they must improve their public service management.

Dalam beberapa esainya, Benedict Anderson menyebut politik Indonesia terbentuk oleh cara berpikir Jawa. Hal ini ditandai bagaimana politik Indonesia yang sangat jawa-sentris dalam pelaku politik, cara bermain, bahkan penggunaan bahasa panggung politik. Dan wayang mendapatkan peran penting dalam menentukan peta politik jawa yang kemudian berimplikasi pada gimik politik negeri ini.. Wayang adalah jagad kompleks untuk mendedah sekian idealitas dan realitas hidup manusia. Politik menjadi bab primer dalam wayang dengan pelbagai tafsir dan realisasi. Wayang itu politik. Pembacaan dan penafsiran atas wayang dalam ranah politik memang kerap mengejutkan tapi itu kelumrahan dalam biografi politik Indonesia.

Abstract

Local government effort to improve the welfare of civil servants in local government has been continued to be made. However, this practice allegedly bankrupted precisely Budget Reveneus and expenditures (APBD). As a result of capital expenditures for development cannot run optimally because the budget must be spent for personnel expenditure reached 70 percent. Some things are considered to be causing it is the large number of employees, the absence of clear parameters in determining the nominal standard allowances, and political factors. To that end, the government should immediately find an alternative solution in the short term that is applicable while running a program of bureaucratic reform

Abstract

The result of public satisfaction index of cooperation and public relations services in the CSC-BG LIPI area shows that the service quality is still in poor condition and there is a gap between performance and importance of science service. This study aimed to determine the correct strategy to improve service performance and researcher’s trust in CSC-BG LIPI’s area service. This study used descriptive qualitative approach, with triangulation data from participatory observation, in-depth interviews, and Focus Group Discussion methods. The data were analyzed with the SWOT instrument to determine alternative performance improvement strategies, and QSPM to determine the priority of performance improvement strategies. The results of the IE analysis was an internal value of 2.515 and an external value of 2.420. These result showed that the position was in the growth strategy that suitable to keep current good service performance and to vary on specific service product which had poor performance. The results of the SWOT and QSPM analysis showed that the influence of external strategic factors was greater than internal strategic factors. This influence affected service performance improvement strategies that focus on managing opportunities against threats. The priority of this strategy lied in service, infrastructure, competency, function and authority of CSC-BG LIPI area.

Abstract

Upaya pemberantasan korupsi di Indonesia belum bersinergi dengan baik karena tidak didukung oleh kemauan politik yang tinggi, rendahnya kemauan untuk berubah dari dalam pemerintahan dan belum kuat serta kurang berpengaruhnya tekanan eksternal untuk mendorong perubahan diantara berbagai kelembagaan yang memiliki kewenangan untuk melakukan pemberantasan korupsi. Hal ini menyebabkan kinerja pemberantasan korupsi di Indonesia oleh beberapa pemberantasan korupsi masih rendah. Reformasi birokrasi dalam upaya pemberantasan dimasa mendatang harus diarahkan pada 3 aspek penting yaitu kelembagaan birokrasi pusat dan daerah, sistem kerja dan mindset, sikap serta perilaku birokratnya. Abstract

Tanah merupakan unsur yang sangat penting dalam kehidupan manusia, lebih lagimasyarakat suatu negara yang bercorak agraris seperti Indonesia, dimana hampir sebagian besar penduduknya menggantungkan sumber penghidupannya pada sektor pertanian. Abstract

The co-production concept is becoming a new trend in the UK to make improvements in public services with innovative way. Loeffler pointed out that co-production in public services means professionals and citizens making better use of each other’s assets, resources and contributions to achieve better outcomes and improved efficiency (it takes two—professionals and communities). There are four types of co-production; co-commissioning, co-assessment, codesigning, and co-delivery. By using these types of co-production, public services can be developed and it involves public participation in the process. Bandung is one of the cities that have various types of programs, with these programs government tries to involve communities to work together with the government to improve public services. However, thereare some weaknesses in some programs thus making the programs’ implementation inefficient. (Needham, 2007) By using the coproduction concept, these programs can be developed to achieve maximum results. In the end, all cities in Indonesia can use the co-production concept to improve public services in their cities. All that is needed is for each city’s mayor to implement the co-production concept.
