Abstract

Technological advances force every government to digitize its activities, especially in the aspect of public services. Public service is a matter that describes the government of a region. Population documents that must be owned by every community need to be properly provided by the local government. The Sidoarjo Regency Government strengthens population service by using a digital portal named Plavon. The Department of Population and Civil Registration of Sidoarjo Regency continues to innovate and develop the portal properly and is able to provide services. However, the adaptation process sometimes does not work properly due to a lack of understanding and outreach to the community about new service models. The research method used is descriptive qualitative, with data collection techniques carried out by observation, interviews, and documentation. Facilities and infrastructure can be used properly in providing services through the Plavon portal. Service timeliness can also work well. Ease of access runs satisfactorily and is easily understood by users.

Abstract

PT Wika Beton Tbk., as one of Indonesia’s State-Owned Enterprises, is committed to contributing to social development through its Corporate Social Responsibility programs. One of these initiatives is realized through the “WTON Building the Future” Scholarship Program. Policy evaluation is essential in community development programs to identify, assess, and measure the social impact generated by the program. The evaluation was conducted using the Social Return on Investment (SROI) analysis. This research uses a mixed methods approach with a sequential explanatory design. Quantitative data is collected to provide a general overview, followed by qualitative data to deepen understanding of the initial findings. Quantitative data was obtained through the distribution of questionnaires. Qualitative data was collected through in-depth interviews. Based on the research results, it is concluded that the WTON Building the Future Program has been running with clear conceptualization and design, has program implementation, accountability through proper reporting, and visible usefulness of the program related to impact and efficiency. This is based on the analysis result, which shows that the program has an outcome value greater than the value of the investment provided. Based on the indicators and dimensions mentioned, it can be conclude that the implementation of the WTON Building the Future Scholarship Program Policy Evaluation has been successful by fulfilling all the indicators in the policy evaluation theory according to Rossi dan Freeman and having an outcome value greater than the investment value based on the results of the Social Return on Investment (SROI) calculation.

Abstract

Penelitian ini bertujuan untuk memetakan secara sistematis struktur intelektual dan konseptual literatur kepemimpinan dan kinerja karyawan melalui analisis bibliometrik menggunakan RStudio, dengan fokus pada pendefinisian fitur-fitur bidang tersebut, identifikasi variabel intervening, dan penyusunan agenda penelitian berbasis data untuk studi-studi mendatang. Penelitian ini menganalisis 354 dokumen yang diterbitkan dari tahun 2020 hingga 2024 dari 195 sumber berbeda, memberikan wawasan berharga tentang tren penelitian, tema-tema utama, dan kontribusi global. Hasilnya menunjukkan tingkat kolaborasi yang kuat, dengan rata-rata 3,12 rekan penulis per dokumen dan tingkat kepenulisan bersama internasional sebesar 22,6%. Rata-rata sitasi per dokumen mencapai 9.859, menunjukkan dampak yang terukur dari publikasi-publikasi ini meskipun relatif baru. Analisis ini juga menunjukkan bahwa Indonesia merupakan kontributor yang sangat signifikan dalam hal sitasi, dengan jumlah 959 sitasi, jauh di atas negara-negara lain seperti Amerika Serikat dan Yordania. Secara keseluruhan, data ini menggarisbawahi relevansi dan sifat dinamis bidang ini, dengan kontribusi substansial dari berbagai negara, yang memperkaya pemahaman kita tentang bagaimana kepemimpinan memengaruhi kinerja di berbagai lingkungan.

Abstract

The Kepenuhan Hulu Village Government has successfully encouraged the community to participate actively in deliberation forums to convey information about accountability and receive feedback from the community. This indicates the existence of social accountability practices in financial management in Kepenuhan Hulu Village. This study examines how social accountability in village financial management is implemented using the Social Accountability theory of Grandvoinnet et al. The results show that social accountability in financial management in Kepenuhan Hulu Village is built through active community involvement and the village government's commitment to creating transparent and participatory governance. Social accountability is manifested in deliberation forums such as hamlet deliberations, village deliberations, and village development planning deliberations. These forums have become a space for the community to express aspirations and determine the direction of village development. The findings of this social accountability study have implications for strengthening accountability in village financial management by optimizing the deliberation mechanism regulated by the regulation to be more inclusive and based on real community needs. With a clear commitment from the village government to meeting community demands and needs, this social accountability approach can serve as a reference for strengthening more transparent village financial management.

Abstract

The phenomenon of globalization and increasing societal demands have caused State Civil Apparatus (ASN) to face increasingly complex workloads, including within the Sukabumi City Social Service. Unequal workload distribution has the potential to reduce ASN motivation and well-being and disrupt the effectiveness of public services. This study used a quantitative approach through a survey of 20 ASN with a questionnaire instrument containing 12 questions. Data were analyzed using simple linear regression via SPSS version 30 to determine the effect of workload on ASN performance. The results showed that workload had a positive and significant effect on performance (β = 0.572; p < 0.001). The majority of ASN assessed that workload was still within reasonable limits, although there were indications of imbalance in the distribution of tasks among employees. These findings confirm that fair and proportional workload management is an important factor in increasing productivity while maintaining ASN welfare.

Abstract

This study aims to analyze strategies for enhancing public service quality based on cultural values of the State Civil Apparatus (ASN) ‘BerAKHLAK’ at the Department of Population and Civil Registration (Disdukcapil) of Bandung City during the 2021–2023 period. The background of this study is anchored in the introduction of the ASN core values ‘BerAKHLAK’ by President Joko Widodo, which constitutes a key component of the national bureaucratic reform agenda and the broader transformation of public-sector work culture. This study employs a qualitative method with a case study approach. It assesses how the Ber-AKHLAK values—service-oriented, accountable, competent, harmonious, loyal, adaptive, and collaborative—affect service quality. The theoretical framework employed in this study draws on Luthans’ organizational culture theory and Zeithaml’s public service quality model, which comprises five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Findings demonstrate that the Ber-AKHLAK values positively influence physical infrastructure, staff reliability, responsiveness, professionalism, and emotional engagement. However, challenges remain in consistency, behavior, and institutional integration. This study offers theoretical and practical insights into organizational culture transformation and public sector performance.

Abstract

The Indonesian tourism industry is vital to the country's economy, yet it grapples with bureaucratic constraints hindering its growth. This study aims to analyze bureaucratic structures, processes, and improvement efforts within the Indonesian tourism sector. Employing qualitative research methods using secondary data, the study examines the understanding of bureaucratic structures, the impact of inefficiencies on businesses and investment, improvement efforts, and actionable recommendations for enhancing tourism development. Findings reveal complex bureaucratic processes governed by institutional norms and policy implementations. Inefficiencies, such as lengthy permitting procedures and regulatory inconsistencies, deter investment and disrupt business operations. Improvement efforts include policy diffusion, innovation diffusion, inter-agency coordination, regulatory reforms, and public-private partnerships. Actionable recommendations emphasize the importance of collaboration, regulatory reforms, capacity-building initiatives, and publicprivate partnerships to streamline bureaucracy and foster tourism development in Indonesia. This research contributes to a deeper understanding of bureaucratic dynamics in the Indonesian tourism industry and offers insights for policymakers, industry stakeholders, and researchers

Abstract

Tata kelola pelayanan publik di Indonesia menghadapi berbagai tantangan struktural maupun kultural. Birokrasi yang berbelit, lemahnya sistem pengawasan, serta perilaku aparatur yang belum sepenuhnya profesional masih menjadi sorotan dalam upaya reformasi birokrasi. Hasil riset M Toto Suryaningtyas yang dipublikasikan Litbang Kompas (30 Juni 2025) menunjukkan bahwa perbaikan kinerja birokrasi masih terganjal oleh perilaku ASN yang belum bebas dari praktik korupsi. Lebih dari 50 persen responden mengaitkan ASN dengan praktik suap, pungli (pungutan liar), rendahnya profesionalisme, serta lambannya pelayanan. Pungli bahkan menjadi masalah paling banyak disebut dalam pelayanan publik (44 persen).
