Abstract

This research aims to discuss the effectiveness of implementing job training programs for prisoners at the Class IIA Banda Aceh Correctional Institution (Lapas), which aims to support the rehabilitation and social reintegration process. Convicts as convicts who are serving a prison sentence have the right to guidance, including job skills training which is important in reducing recidivism rates and increasing economic independence. This research uses an empirical juridical approach by collecting data through interviews and observations at the Banda Aceh Class IIA prison with research informants involving the head of the correctional institution, employees and inmates who are taking part in a job training program. The research results show that even though the job training program has been implemented, its implementation still faces various obstacles such as limited facilities, lack of professional trainers, and low motivation from prisoners. This research also highlights the importance of conforming job training programs to correctional principles regulated in Law Number 22 of 2022 concerning Corrections. The conclusion and suggestion from this research is that the current implementation of industry-based independence programs in prisons does not only focus on providing coaching programs, but also adapts to the resources and market integrity of each prison location. Abstrak: Penelitian ini bertujuan untuk membahas tentang efektivitas pelaksanaan program pelatihan kerja bagi narapidana di Lembaga Pemasyarakatan (Lapas) Kelas IIA Banda Aceh, yang bertujuan untuk mendukung proses rehabilitasi dan reintegrasi sosial. Narapidana sebagai terpidana yang sedang menjalani pidana penjara memiliki hak atas pembinaan, termasuk pelatihan keterampilan kerja yang penting dalam mengurangi angka residivisme dan meningkatkan kemandirian ekonomi. Penelitian ini menggunakan pendekatan yuridis empiris dengan pengumpulan data melalui wawancara dan observasi di Lapas Kelas IIA Banda Aceh dengan informan  penelitian melibatkan kepala lembaga pemasyarakatan, pegawai, serta warga binaan yang mengikuti program pelatihan kerja. Hasil penelitian menunjukkan bahwa meskipun program pelatihan kerja telah dilaksanakan, pelaksanaannya masih menghadapi berbagai hambatan seperti keterbatasan fasilitas, kurangnya tenaga pelatih profesional, serta motivasi yang rendah dari narapidana. Penelitian ini juga menyoroti pentingnya kesesuaian program pelatihan kerja dengan prinsip-prinsip pemasyarakatan yang diatur dalam Undang-Undang Nomor 22 Tahun 2022 tentang Pemasyarakatan. Kesimpulan dan saran dari penelitian ini adalah pelaksanaan program kemandirian berbasis industri pada Lapas saat ini tidak hanya berfokus pada pemberian program-program pembinaan saja, tetapi juga menyesuaikan dengan sumber daya serta keutuhan pasar pada masing-masing lokasi Lapas.

Abstract

The governance of information and communication technology (ICT) has become a strategic necessity for higher education institutions to ensure effective academic services and sustainable digital transformation. This study aims to analyze the ICT governance system at the Academic Service Unit for ICT (UPA TIK) of Gorontalo State University. A qualitative case study design was employed. Data were collected through in-depth interviews, document analysis, and direct observation, and analyzed using the Miles and Huberman interactive model. Triangulation was applied to ensure data credibility and validity. The results reveal five governance dimensions: (1) strategic alignment, (2) organizational structure, (3) managerial competence, (4) resource allocation, and (5) institutional culture. While ICT development has been integrated into the university’s strategic plan and supported by adequate infrastructure, weaknesses remain in managerial competence, fragmented decision-making, and limited funding. Institutional culture shows positive digital acceptance but is still constrained by resistance to change. This study concludes that effective ICT governance requires clear organizational structures, competent leadership, and stakeholder participation. The novelty of this research lies in proposing a contextualized governance model for Indonesian higher education, balancing global ICT frameworks with local organizational and cultural dynamics. These findings contribute theoretically to the discourse on digital governance and provide practical recommendations for policymakers in strengthening digital transformation in higher education.

Abstract

This study examines the implementation of accountability in the management of village funds in Tilango District, Gorontalo Regency, Indonesia. The research adopts a qualitative descriptive approach within the constructivist paradigm to understand how local actors interpret and apply accountability principles in daily administrative practice. Data were collected through interviews, observations, and document analysis from village officials, community representatives, and government facilitators. The findings reveal that accountability mechanisms have been implemented but remain procedural and fragmented across five dimensions: transparency, responsibility, control, answerability, and responsiveness. Transparency is limited to formal disclosure, while responsibility is constrained by low administrative capacity. Control mechanisms are reactive rather than preventive, and accountability reports are often treated as bureaucratic requirements rather than reflective evaluations. Responsiveness to community aspirations is inconsistent, with limited follow-up on participatory decisions. These findings confirm that accountability in Tilango District demonstrates administrative adequacy but low substantive quality, aligning more with compliance than with participatory and performance-based governance. Theoretically, the study expands Aman et al.’s (2013) accountability framework within the context of Good Governance and New Public Management (NPM). Practically, it recommends capacity building, stronger preventive monitoring, and greater community engagement to improve financial transparency and institutional trust.

Abstract

This study examines the implementation of the Village Fund Policy (Dana Desa) in Tilongkabila District, Bone Bolango Regency, within Indonesia’s decentralization framework. Although the Village Fund aims to promote participatory and equitable rural development, its implementation has often been constrained by administrative and structural barriers. The research employs a qualitative descriptive design using a case study approach across three villages Permata, Bongopini, and Iloheluma. Data were collected through in-depth interviews, observation, and document analysis involving 10–15 key informants, including village heads, members of the Village Consultative Body (BPD), and community representatives. Data were analyzed using Miles and Huberman’s (1994) interactive model consisting of data reduction, display, and conclusion drawing, and validated through triangulation and member checking. The findings reveal that planning processes are formally participatory but dominated by village elites, implementation tends to prioritize physical projects over empowerment programs, and supervision remains weak due to limited technical capacity and irregular district monitoring. Using Edward III’s implementation model, four key factors were identified: (1) communication, unclear dissemination of central directives; (2) resources, inadequate training and technical expertise; (3) disposition, uneven commitment among implementers; and (4) bureaucratic structure, rigid and overlapping reporting mechanisms. These findings demonstrate that the success of policy implementation depends not only on institutional frameworks but also on behavioral and contextual dimensions. The study contributes theoretically by validating Edward III’s model in a village governance context and practically by recommending strategies for administrative simplification, participatory planning, capacity-building, and community-based supervision. It concludes that effective decentralization requires not only fiscal transfer but also the transformation of local administrative behavior, communication, and institutional learning.
