Abstract

The Government of Timor-Leste’s decision to suspend doctoral programs has elicited varied responses from academics concerning their perception, participation, and acceptance of the policy. This study aims to analyze the influence of academics’ perception and participation on their acceptance of the doctoral program closure policy. Employing a quantitative approach, the research involved 257 academics from UNPAZ, selected through purposive and convenience sampling. Data were analyzed using PLS-SEM to test direct and mediating effects among variables, complemented by non-parametric analyses (Kruskal-Wallis, Mann-Whitney, and logistic regression) to examine differences across demographic groups. The findings reveal that academics’ perception and participation simultaneously exert a significant effect on policy acceptability. Academics with higher education and greater academic engagement, such as lecturers and postgraduate students, demonstrated lower levels of acceptability compared to undergraduate students and administrative staff. Non-parametric results further confirmed significant differences based on age, educational level, and academic status. Overall, academics’ acceptability of the doctoral program closure policy is relatively low and influenced by both perception and active participation, with higher educational attainment associated with more critical attitudes toward the policy. Therefore, it is recommended that the Government of Timor-Leste improve transparent communication and participatory mechanisms to foster positive perceptions and stronger policy support, while encouraging academics to take a more active role in the policy-making process.

Abstract

This study aims to analyze the influence of human resource management (HR) strategies on the quality of teachers through the learning process in schools. This study examines how various HR management strategies, such as recruitment, training, development, performance appraisal, and compensation, affect teacher quality. The quality of teachers is measured through pedagogic, professional, social, and personality competencies. The learning process is evaluated based on the interaction of teachers and students, the use of innovative learning methods, and the achievement of student learning outcomes. The study also considers contextual factors such as the work environment, the principal's support, and school resources that can moderate the relationship between HR management strategies and teacher quality. This study uses a quantitative approach with a survey method. Data was collected through questionnaires. Data analysis was carried out using statistical techniques such as regression and analysis. The results of the study are expected to provide insight for school managers and policymakers on the importance of HR management strategies, as well as provide practical recommendations for schools and education stakeholders to optimize HR management strategies in improving teacher quality and creating an effective learning environment. Thus, this research contributes to the development of better education through improving the quality of teacher human resources.

Abstract

This study aims to analyze the influence of work ethic on employee performance, either directly or through work motivation as a mediating variable at SMA YPK Merauke. Employee performance is an important factor in achieving quality education, so it needs to be improved through strengthening work ethic and motivation. Work ethic is understood as a positive attitude and responsibility towards work, while work motivation refers to internal and external drives that affect an individual's work ethic. This study uses a quantitative approach with a population of 105 employees, and the sampling technique is carried out in saturated samples. The data analysis technique used is Partial Least Square (PLS) with the help of SmartPLS 3.0 software. The results of the study show that work ethic has a positive and significant effect on employee performance, both directly and indirectly through work motivation. Work motivation has been proven to be a mediating variable that strengthens the relationship between work ethic and employee performance. These findings provide practical implications for school management to improve employee performance through the development of a work ethic and effective work motivation.

Abstract

The era of digital transformation and the complexity of modern organizational performance demands encourage the application of coaching and mentoring as a human resource development strategy. This study analyzes the influence of coaching and mentoring on the work motivation of employees in Sijunjung Regency, with self-efficacy as a mediator. The phenomenon in the field shows a disparity in work motivation between employees who participate in coaching and mentoring programs and those who do not, where the first group has higher self-efficacy and work motivation. A quantitative approach with an explanatory causality method was used on 125 employees through purposive sampling. Data was collected with a 5-point Likert scale questionnaire and analyzed using PLS-based SEM via SmartPLS. The results showed that coaching had a significant effect on work motivation (β = 0.711) and self-efficacy (β = 0.820), while mentoring had a significant effect on work motivation (β = 0.904) and self-efficacy (β = 0.856). Self-efficacy also mediates the influence of coaching and mentoring on work motivation. The research model showed R² 0.754 for self-efficacy and 0.044 for work motivation with a Q² of 0.996, indicating excellent predictive relevance. The findings affirm the important role of self-efficacy as a mediator and make theoretical and practical contributions to human resource development in local governments.

Abstract

This study aims to analyze the influence of leadership and communication on employee performance with job satisfaction as a mediating variable at SD Luqman Al Hakim Surabaya. In particular, this study examines: (1) the influence of leadership on employee performance, (2) the influence of communication on employee performance, (3) the influence of leadership on employee performance through job satisfaction, and (4) the influence of communication on employee performance through job satisfaction. The research population is all employees of SD Luqman Al Hakim Surabaya, with a sample of 100 respondents determined through simple random sampling techniques. Data analysis was carried out using the Partial Least Square (PLS) approach with the help of SmartPLS 4.0 software. The results of the study show that leadership has a positive and significant effect on employee performance, as well as communication has a positive and significant influence on employee performance. In addition, job satisfaction has been shown to significantly mediate the relationship between leadership and employee performance, as well as communication with employee performance. Thus, job satisfaction has an important role in strengthening the influence of leadership and communication on improving employee performance at SD Luqman Al Hakim Surabaya.

Abstract

This study aims to analyze the influence of motivation on the performance of women Micro, Small, and Medium Enterprises (MSMEs) in Purbalingga Regency with family support as a moderation variable. A quantitative approach was used by distributing questionnaires to 150 respondents who were members of the Purbalingga Entrepreneur Muslim community. Data analysis was carried out using the Partial Least Square (PLS-SEM) method. The results of the study show that motivation has a positive and significant effect on the performance of women MSME actors. Family support has also been shown to have a positive and significant effect on performance, especially through emotional and practical aspects. However, family support is not significant in moderating the relationship between motivation and performance, which means internal motivation is a major factor driving performance improvement. These findings confirm that women's empowerment programs for MSME actors are more effective when they focus on strengthening individual motivation, while the role of the family functions as additional indirect support.

Abstract

This study aims to analyze the influence of Work Experience and Competence on Employee Performance, either directly or through the mediation variables of Job Satisfaction in PDAM Surya Sembada Kota Surabaya. The research method uses a quantitative approach with census techniques or saturated sampling of the entire employee population, as many as 93 people. Data analysis was carried out using Structural Equation Modeling (SEM) based on Partial Least Square (PLS) through SmartPLS 3.0 software. The results of the study show that Work Experience and Competence have a positive and significant effect on Employee Performance, both directly and indirectly through Job Satisfaction. These findings indicate that improving employee work experience and competencies not only increases job satisfaction but also impacts overall performance improvement. Therefore, the development of competencies and work experience is an important strategy in efforts to improve organizational performance.
