Abstract

Distance learning through the e-learning method is a learning process that is carried out online or digitally. This needs to be applied/implemented at the Defense Functional Technical Education and Training Center of the Ministry of Defense's Badiklat because of the demands of technological and information developments since the onset of Covid 19. The aim of this research is to understand the extent of the effectiveness of long-distance training using the e-Learning method at the Defense Functional Technical Training Center of the Ministry of Defense's Badiklat . The method used is descriptive qualitative, namely a case study approach which is intended to describe the perceptions of organizers and participants regarding the application of e-Learning learning methods in Group III Transfer Technical Training and Kindergarten General Administration Technical Training. III which was held in 2020. From the results of the analysis it was concluded that the interactivity aspect between Widyaiswara and the participants, both synchronously and asynchronously, had not taken place effectively. As for the aspect of independence in learning, in general the participants were quite enthusiastic and able to carry out learning activities independently. Furthermore, the accessibility aspect of e-Learning applications in general, both Widyaiswara and participants can access them well. Likewise, from the enrichment aspect, in general enrichment learning materials are quite good, such as providing presentation slides for training materials and teaching materials. As for video streaming, video tutorials, simulations and animations, they cannot yet be implemented, because the features in the e-Learning application are still limited. The results of this research show that most of the recommendations and suggestions are the need for additional features in e-Learning applications such as video conferencing, video streaming or video tutorials and other features to support the quality of interaction. Apart from that, there is also a need to increase the capacity of Widyaiswara regarding the use and utilization of information technology in the field of online/digital learning. And it is necessary to accelerate in supporting digitalization transformation in the field of education and training.

Abstract

This transformation aims to produce learning programs that are more adaptive, responsive to the needs of international students, and able to create a comprehensive and in-depth learning experience. With this transformation, it is hoped that foreign speakers will not only learn Indonesian technically, but will also be able to understand and interact with Indonesian culture more broadly. There are many methods and strategies that each teacher can use to make BIPA learning or transformation more effective, both in the process of improving oral and written language skills as well as insight into Indonesian culture. This is the background for the author to conduct research. This is a response and the result of positive values ​​from the various ways language activists and institutions introduce Indonesian to the world. The research method uses a descriptive qualitative approach and literature study. In line with these steps, the Indonesian language learning process organized by the Language Education and Training Center through the Intensive Indonesian Language Course (KIBINA), which is a language transformation process, needs to be explored through comprehensive research, especially efforts to internationalize the Indonesian language in improving the quality of international students' educational outcomes. from time to time. Based on the comparison of the middle and final exam scores, the results can be seen that of the 5 materials that were transformed or taught, 3 of them experienced a decline, such as Listening, Speaking and Grammar skills. The most drastic decline was in listening skills, while the materials that experienced an increase were reading and writing, although the increase was not significant. Based on the findings of researchers in the field, the transformation of knowledge through the Kibina or BIPA program for transformation in the classroom includes 4 (four) skills taught to students, especially foreign students, namely; listening, reading, writing and speaking as well as grammar are required to improve and combine knowledge, affective and psychomotor aspects.

Abstract

Along with advances in technology, learning media is also developing rapidly. There are many technologies designed to aid learning. One of the technologies introduced in the teaching and learning process is virtual reality (VR). This research discusses the implementation or use of VR technology in teaching Indonesian as a Foreign Language (BIPA) using the Virtual Reality Language application in the Virtual Reality Laboratory of the Badiklat Kemhan Language Education and Training Center. Qualitative research takes the form of a case study with a narrative research design as the main design and observation as the data collection method. In the results and discussion, the author provides general information about virtual reality technology and its appearance. Furthermore, the author describes how VR technology helps and provides benefits for students and what problems may occur during the learning process through VR technology

Abstract

This research departs from the problem of the low willingness of the Pusdiklat Bela Negara to change to improve its quality. Their performance demands are to produce students who have an understanding of defending the country and can actualize it and socialize it with others.  The argument built in this study is that the quality of widyaiswara in the state defense education and training center has not improved because there is no change in work culture. Thus, the proposition built in this study is, "Change management is a supporting factor in improving the quality/competence of widyaiswara". The formulation of this research problem is the effort of the State Defense Education and Training Center in improving the quality of widyaiswara? The purpose of this research is to describe and analyze the efforts made by the State Defense Education and Training Center to improve the quality of widyaiswara. The theory used in this study is the theory of change from Kurt Lewin in Chaerudin (2019: 75). Lewin described the change as occurring in 3 (three) stages, namely: unfreezing, moving, and refreezing. The research method used is qualitative descriptive. The data collection method is carried out through in-depth interviews, observations, documentation studies, and literature studies to collect supporting literature. The findings in this study are that leadership encouragement and organizational support are supporting factors in making changes. The conclusion of this research is to improve the quality of widyaiswara, carried out through change management, starting from the stages of unfreezing, moving, and refreezing, and this is a necessity for the existence of an organization to keep up with changes in its environment and the demands of the external environment

Abstract

Accelerating bureaucratic reform to realize world-class government administration requires various efforts implemented conceptually, especially in developing the competence of the State Civil Apparatus. Education and training to develop national defense awareness in the scope of work is one of the efforts to strengthen the socio-cultural competence of the State Civil Apparatus, especially for employees of the Ministry of State Apparatus Empowerment/Bureaucratic Reform as the leading sector of bureaucratic reform. This research is a qualitative study which aims to determine the outcome of the process of developing attitudes and behavior as well as instilling the basic values of defending the country as a result of implementing the training, especially in the formation of initial non-physical national defense capabilities as soft competency which contributes to strengthening the participants' socio- cultural competencies. This research concludes that the participation of the State Civil Apparatus from other ministries/institutions in training needs to be considered so that the utilization of state apparatus with awareness of defending the state can contribute to the acceleration of bureaucratic reform. Abstract

Technological developments in the industrial era 4.0 and 5.0 have brought humans to increasingly rapid needs, so humans are making artificial intelligence (AI) into various sectors, including in human resource management (HR) to streamline performance.  This research aims to analyze the application of artificial intelligence to the effectiveness of employee performance at the Education and Training Agency of the Ministry of Defense (Badiklat Kemhan). The research method used is the Mix Method with a Concurrent Embedded Strategy approach, which combines quantitative and qualitative data. The population was 389 and processed using a simple size calculator there were 161 respondents. The research results show that more than 70% of employees at the Ministry of Defense's Education and Training Center have felt an increase in performance effectiveness after implementing A.I. AI technology has helped speed up task completion, improve work quality, and support more informed decision making. The interview results show that the application of AI can support work in increasing insight and enriching teaching materials, thus helping in creating slides, articles and videos that are relevant to the teaching topic, as well as providing recommendations for teaching resources to decision makers. The majority of respondents showed a desire to be able to learn and improve skills in using AI, showing awareness of the importance of self-development in the era of digitalization. This research refers to the importance of ongoing training to maximize the potential use of A.I.highlighting the importance of self-development in the digital era. This study emphasizes the importance of continuous training to maximize the potential of AI usage.

Abstract

Bureaucracy is an important factor in government, and the Ministry of Defense has a program towards world-scale bureaucracy. One of the important factors in organizing training is Widyaiswara. The aim of this research is to describe the important role of Widyaiswara in developing the competency of ASN Ministry of Defense. The research method uses secondary data-based studies based on PKA and PKP activities in 2018-2022. The results of research related to PKA show that Widyaiswara as a material teacher and supervisor is satisfactory, as is the case regarding PKP activities. Participants experience increased leadership competency according to their level. Widyaiswara's empowerment of the PKA and PKP programs is very good, thus supporting the realization of Smart ASN. Widyaiswarwa students still need to improve their competencies, including building mindsets and optimizing digital-based learning technical competencies.

Abstract

Integrity and competence are two main pillars that complement each other in improving the professionalism of the Jemenhan Defense Education and Training Center Widyaiswara.  High integrity is reflected in honesty, steadfast principles, and high dedication to duty. This is the basis for Widyaiswara to provide quality education and training.  Meanwhile, adequate competency includes mastery of knowledge, skills and experience relevant to the field of defense management. By combining the two, Widyaiswara is able to become an inspiring role model, produce quality graduates, and contribute to improving the quality of human resources in the defense sector. In this research, researchers analyzed the extent to which integrity and competence jointly influence the level of professionalism of Widyaiswara at the Jemenhan Education and Training Center.  This research adopts quantitative methods with probability sampling techniques. A total of 68 Widyaiswara and students at the Jemenhan Education and Training Center were randomly selected as respondents to test the hypothesis regarding the influence of integrity and competence together on the professionalism of Widyaiswara.  Based on the results of the analysis, integrity and competence are proven to be key factors that synergistically increase the professionalism of the Jemenhan Defense Education and Training Center Widyaiswara. The results of the multiple linear regression test showed that the regression line equation Y = 22.857 + 0.259 X1 + 0.217 together with the professionalism of the Jemenhan Education and Training Center Widyaiswara was positive at 64.9%.

Abstract

Defense education is strategic in building national security awareness among the public. This study aims to analyze the contribution of defense education in increasing public understanding of the importance of national security, as well as how it affects the attitude and behavior of citizens in facing threats with a qualitative method approach. In the context of globalization and increasingly complex threat dynamics, defense education is expected to be a means to strengthen the love of the homeland, awareness of the importance of unity, and community readiness to face various security challenges. The research method used is literature review and surveys to the public to measure the effectiveness of defense education programs. The results of the study show that through defense education, it is able to increase the sense of love for the homeland, awareness of security threats, participation in the active role of the community through strengthening unity and unity as well as readiness in facing global threats. Improving defense education at various levels of society is very important to realize sustainable national security.

Abstract

The results of this study discuss the implementation of the Intensive Japanese Language Course held at the Language Education and Training Center of the Ministry of Defense in the 2023 Fiscal Year using the main language of instruction, namely Japanese. This course aims to provide participants with an in-depth understanding of Japanese, especially in a military context. The research method used is library research, which involves collecting data from various sources, including documents, e-journals, and previous research results. The data obtained is then analyzed and reconstructed to provide a clear picture of the learning process and outcomes in this course. In this study, several challenges in the teaching and learning process of the intensive course were identified, especially in the use of Japanese as the language of instruction. Some of the challenges faced include the difficulty of participants in understanding complex sentence structures, limitations in vocabulary, and the level of difficulty in memorizing kanji characters needed for basic Japanese. In addition, challenges in delivering conversational material are also a focus of attention, considering that speaking skills are very important in communicating effectively in Japanese. This study concludes that the Intensive Japanese Language Course for the 2023 Fiscal Year has succeeded in achieving its learning objectives, namely improving participants' competence in basic Japanese. However, there are some recommendations for future improvements, such as updating the curriculum to better suit the needs of participants, improving learning methods that support understanding everyday conversations, and providing more time to enrich vocabulary and deepen understanding of kanji characters. This is expected to help participants achieve higher competency in basic Japanese and support their tasks in work environments that require these language skills.
