Abstract

The Russia-Ukraine War serves as one of the most recent examples of modern warfare where war no longer remains at a conventional level but has shifted to hybrid warfare. Ukraine, as a country that gained independence only in 1991, has quickly been able to counterbalance Russia despite overall still facing several issues, one of which is the hindrance of Ukraine's own military reform. However, Ukraine has gradually been able to make significant changes in its security and defense during the Russian invasion. These changes range from defense bureaucracy to soldiers on the battlefield. Ukraine's experience can serve as a lesson for Indonesia in terms of military reform, defense flexibility in facing the dynamics of modern warfare, and the ability to enhance cooperation in the regional area as a "Based Shield." This article uses qualitative research methods through a literature study approach. The research found that strategically, Indonesia can learn from Ukraine's Security-Defense policies without abandoning Indonesia's maritime defense characteristics.

Abstract

The world is currently facing major challenges in various aspects of life characterized by volatility, uncertainty, complexity and ambiguity, known as VUCA. This condition has a significant impact on various sectors, including the national defense sector. To answer these challenges, strengthening human resource (HR) management is very important, especially in preparing competent and adaptive human resources (HR) to disruption. One strategic area that requires special attention is the health sector, given the vital role of health workers in supporting national readiness and resilience. The purpose of this paper is to examine defense human resource development strategies in the health sector that are relevant and effective in facing the VUCA era. This study uses a literature study to find theories and practices related to HR development strategies in the VUCA era through online databases such as journals, books and articles. The results of the study show that there are four important dimensions that can be the foundation of HR development strategies, namely vision (clear vision), understanding (situational understanding), clarity (clarity of roles and goals), and agility (agility in adapting). Implementative strategies that can be carried out include education and training programs, the use of technology and innovation, improving the physical and mental hewell-being human resources for health, strengthening value-based leadership and ethics, and developing cross-sector collaboration and partnerships. These strategies can be concrete recommendations in supporting the development human resources for health as an integral part of a competent national defense system in the VUCA era.

Abstract

Education and training in the health sector are very necessary to improve the ability of health workers who can ultimately solve technical medical problems encountered in health services, this study aims to determine whether TPB is able to analyze what factors influence the interest of health workers in participating in health training at the Ministry of Defense Education and Training Agency, using the literature study method, the results of TPB research have illustrated that motivation can be formed including internal and external factors. With the right strategy, such as increasing awareness, providing adequate facilities, improving the quality of training, institutional support, and providing incentives, it is hoped that the participation and enthusiasm of health workers in participating in training can increase significantly. Abstract

In the age of information disruption, our national standards faced very significant challenges. The unregulated dissemination of information frequently undermines national identity and can damage unity; thus, fostering national defense perspectives should commence at an early stage. This research contends that the family, as the smallest social unit for individuals, plays an important and essential role in cultivating national security knowledge and values from an early age. This research utilizes an extensive literature review methodology with a qualitative approach to systematically examine diverse library resources, including scientific journals, books, and prior research findings, via Google Scholar, Scopus, and DOAJ, covering publications from 2011 to 2025. Through the selection procedure, 25 appropriate research articles were found and thematically examined to identify trends in the development of national defense views within families. The study results consistently indicate that daily home activities, including discipline, ensuring cleanliness, orderliness, and fostering mutual cooperation, substantially and successfully nurture the foundation of patriotism and national defense awareness in children. These constructive habits progressively cultivate a child's character into a responsible individual who values the environment and possesses a sense of national identity. Literacy studies enable youngsters to comprehend the notion of national security not merely as doctrine, but as a fundamental aspect of communal existence. In conclusion, fostering patriotism from an early age is most effective and lasting when initiated within the home context, complemented with appropriate reading enrichment aligned with the child's developmental stage. This research provides practical recommendations for development, including daily activity guidelines, inspirational narratives, and national literacy modules aimed at assisting parents in imparting the significance of national defense at home. Consequently, we can cultivate a young generation that is not only innovative but also inspired with a feeling of responsibility, patriotism, and readiness to contribute constructively to the advancement of the nation.

Abstract

Green Management is a strategic concept emphasizing efficiency, effectiveness, and environmental sustainability through eco-friendly principles. In the context of national defense resource development, applying Green Management is a fundamental urgency. This is because the defense sector involves massive consumption of energy, logistics, and human resources (HR), potentially creating a significant environmental footprint and carbon output. Therefore, Green Management and its core instrument, Green Human Resource Management (GHRM), are essential to establish a new paradigm that balances national security capability with the global mandate for sustainability. The primary objective of this research is to analyze the implementation model of Green Management specifically through GHRM practices in the development of defense HR within institutions like BPSDM Kemhan, identifying challenges and formulating its strategic contributions for the present and the future. This study employs the Systematic Literature Review (SLR) method. The SLR protocol was structured by searching the primary databases Scopus and Web of Science (WoS), targeting  publications  between 2015–2025. Inclusion  criteria  focused  on  empirical  and case  studies relevant to the public/military sector. Following the PRISMA selection process, 24 final studies were included and synthesized using thematic  content  analysis  to measure GM implementation effectiveness. The results indicate that Green Management   can be effectively implemented through three pillars: GHRM (showing the highest implementation rate at 70.8%), green organizational   strategy,   and   continuous   education.   The   key   benefits  of  this  application  are  the  creation  of environmentally conscious defense personnel, significant improvement in operational cost efficiency, reduction of the carbon footprint, and enhancement of institutional image. Implementation alternatives like Green Performance Management and environmental curriculum integration are proposed to address the main constraint found in infrastructure and facilities. Thus, GM and GHRM are crucial not only for internal efficiency but also as a key strategy for developing defense HR that is resilient, professional, and an active contributor to the Sustainable Development Goals (SDGs).

Abstract

Globalization has transformed the way individuals and communities interact, access information, and construct social and cultural identities. The increasingly rapid and massive flow of information provides benefits but also opens opportunities for non-traditional threats that may erode national values. This condition demands an educational response to strengthen citizens’ capacity in safeguarding ideological and socio-cultural sovereignty. National defense education plays a strategic role amid the dynamics of globalization, which is marked by the influence of foreign cultures, the spread of disinformation, radicalism, and cyber threats that could weaken national identity. This study aims to examine the relevance and urgency of national defense education in equipping young generations with the values, attitudes, and skills required to preserve national unity and respond to global influences. The research method used is a comprehensive literature review, analyzing books, scientific journals, and previous studies. The findings show that national defense education is essential in fostering patriotism, strengthening national character, and preparing young people to face ideological, social, and digital threats. It also enhances the understanding of Pancasila values, national history, and civic responsibilities, while increasing resilience against modern challenges such as disinformation and digital radicalism. Thus, national defense education becomes a fundamental foundation for maintaining Indonesia’s sovereignty and continuity in a complex global era, while contributing to enrich the concept of national defense to be more relevant to contemporary dynamics and digital transformation.

Abstract

Since the adoption of UN Security Council Resolution 1325 on Women, Peace, and Security, women’s participation in peacekeeping missions has become a strategic issue. In Indonesia, female military personnel represent only 5% to 10% of the force, which is far below the UN target of 15% by 2028. This gap reflects the difference between policy commitments and practical realities, as women’s roles often remain symbolic rather than strategic. This study analyzes the participation of female personnel of the Indonesian National Armed Forces (TNI) in the UNAMID mission and examines the strategies of the Ministry of Defense, Ministry of Foreign Affairs, TNI Headquarters, and the TNI Peacekeeping Mission Center. It identifies supporting and limiting factors and evaluates their relevance to Indonesia’s defense diplomacy and the Sustainable Development Goals (SDGs).Using qualitative methods, the study involves interviews and document analysis, with triangulation to ensure validity. Findings show that female TNI personnel contribute significantly in health services, psychosocial support, and community engagement. Their participation goes beyond quotas and represents a strategic factor in the effectiveness of peace operations and Indonesia’s defense diplomacy.  Academically, this research enriches the study of international relations and defense by incorporating gender perspectives as a critical dimension of global security. It highlights the need to internalize gender equality values within military culture through education, public awareness, and policy advocacy, while expanding gender-based peace diplomacy in international forums to enhance global legitimacy.

Abstract

Defense is a primary ideal of Indonesia, as articulated in the Preamble to the 1945 Constitution. The Constitution also affirms that Indonesia is a state founded on popular sovereignty. From the relation of national defense and popular sovereignty emerged the notion of a Total Defense System (Sishanta). To implement this system, the National Defense Council (DPN) was established. As an institution responsible for formulating and establishing strategic policies, the DPN requires personnel with expertise in national defense analysis. Meanwhile, a functional position of National Defense Analyst (APN) exists with the mandate to analyze national defense issues in order to support the national defense system. However, as of 2024, no APN functional position has been included in the CPNS formations of either the Ministry of Defense of the Republic of Indonesia (Kemhan RI) or the DPN. Starts from the gap, this study aims to analyze form of the relationship between the empowerment of APN functional positions and the existence of the DPN. It employs an associative qualitative approach, using data from direct observation and literature study, then analyzed through the Miles and Huberman method. The study results mainly that a harmonious relationship exists because both the APN functional positions and the DPN share closely related job responsibilities. Therefore, it recommends that the Indonesian Ministry of Defense open positions for First Expert and Junior Expert APN functional roles in the upcoming CPNS recruitment to enable the DPN to fulfill its duties and functions effectively.

Abstract

The National State Defence Development Training (PKBN) plays a strategic role in shaping the National Defence character of employees in the workplace. Monitoring and evaluation is a systematic process that identifies the effectiveness and strengths of the PKBN program that has been implemented. The government, in its efforts to realize an advanced, prosperous, sovereign, and globally competitive Unitary State of the Republic of Indonesia, is committed to the vision of "Golden Indonesia 2045" as the nation’s grand ideal. One crucial aspect of realizing this vision is the need for quality Human Resources (HR) who possess a strong national defence character, as outlined in Presidential Decree No. 115/2022 regarding the 2020-2044 PKBN Master Plan. This effort aims to develop professional HR who not only excel in their respective fields but also have a deep sense of patriotism and awareness of the importance of defending the nation from various threats that may jeopardize its sovereignty, territorial integrity, and national security. The implementation of PKBN for the Ministry of Environment and Forestry (KLHK) is highly relevant to its mandate and strategic role in preserving the environment and ensuring the sustainability of Indonesia’s natural resources. This establishes a distinct urgency, as KLHK is considered the frontline institution in environmental management. Its personnel face multidimensional challenges that are not only technical and ecological in nature but also ideological and national in scope. Threats to national sovereignty today no longer come solely from military aspects, but also from environmental degradation, unsustainable exploitation of natural resources, and the impacts of global climate change, all of which can weaken national resilience. The method in this research is a qualitative method with a data analysis process of the implementation of the National Defense Awareness Development Training (PKBN) held at the National Defense Training Center of the Ministry of Defense's Human Resources Development Agency (BPSDM). Data collection techniques include in-depth interviews, participatory observation, and document analysis of the Evaluation of the Implementation of the PKBN Training Scope of Work for ASN of the Ministry of Environment in 2025 at the National Defense Training Center of the Ministry of Defense's Human Resources Development Agency (BPSDM).The findings of this study conclude that PKBN education is not merely an institutional necessity but a long-term strategic investment in Indonesia’s stability, sovereignty, and national resilience. Therefore, continuous improvement of the PKBN program with an adaptive and relevant approach to evolving global challenges is essential to cultivate a society that is productive, responsible, and nationally conscious. hreats that may jeopardize its sovereignty, territorial integrity, and national security. Abstract

The shifting landscape of global security has expanded national threats beyond traditional military concerns to include complex non-military issues such as disinformation, radicalism, cybercrime, environmental crises, and the moral degradation of younger generations. Indonesia’s status as an archipelagic state with a strategic geopolitical position heightens its vulnerability to these threats, necessitating a multidimensional, participatory national defense approach. Generation Z, Indonesia’s largest productive age group and early digital technology adopters, possesses significant potential for national resilience. However, limited digital literacy exposes them to digital threats. Enhancing digital literacy enables recognition of disinformation, hoaxes, and propaganda, and supports the identification of reliable information. Verifying information before sharing is an essential aspect of national defense in the digital era. Digital literacy also develops Generation Z’s creative and critical thinking regarding information received. This study analyzes Generation Z’s resilience against non-military threats from a national perspective and proposes defense-strengthening strategies. The research employs a qualitative descriptive method, drawing on academic literature, national policies, and survey data. Findings indicate that Generation Z adapts well to technology, but only moderately in digital literacy, increasing susceptibility to weakened nationalism. Reinforcing national values and integrating digital literacy into education emerge as key measures to enhance their resilience. The study concludes that transforming national defense should prioritize strengthening non-military capabilities through digital literacy, national identity, and cross-sector collaboration. These efforts are vital to empower Generation Z in safeguarding Indonesia’s unity in the digital globalization era.
