Abstract

Amidst the uncertainty and complexity of the world due to the Volatility, Uncertainty, Complexity, and Ambiguity (VUCA) era, curriculum development is one of the most important elements in the education system. The design of the right curriculum not only affects the quality of learning, but also the results achieved by students, especially in facing global challenges. Curriculum designers play an important role in adapting education to technological developments and changing industry needs. By using the right technology, they can create more efficient, inclusive, and relevant education and/or learning at various levels of education for future generations. This study uses a qualitative descriptive approach with a literature study to analyze the role of curriculum designers in developing foreign language learning for national defense in hybrid classes. The data collected were analyzed to empirically and theoretically describe the contribution of curriculum designers in creating a more effective learning environment. Theoretically, this study enriches the understanding of the role of curriculum designers, while practically, the results of the study can be a reference in developing foreign language curricula in educational institutions of ministries or institutions. The data obtained show that curriculum designers make a positive contribution to creating more effective learning, both offline and online, and play a role in creating a more efficient and adaptive educational environment. Innovation in curriculum design and teaching will create foreign language learning that is in accordance with the demands of the times.

Abstract

Veteran development has a strategic role in maintaining welfare and respecting the service that has been given to the country. Law Number 15 of 2012 concerning Veterans of the Republic of Indonesia is the main legal basis for managing the rights and development of veterans. However, its implementation still faces various obstacles, such as a lack of synergy between the Kodam as the implementer in the field and the Veterans Directorate of the Ministry of Defense as the supervisor. This research aims to evaluate institutional coordination mechanisms in veteran development and provide recommendations for strengthening effective coordination. Using a qualitative approach, this research analyzes primary data from in-depth interviews and secondary data in the form of related policy documents. The findings show that the main obstacles to implementation are suboptimal coordination, limited human resources, and the complexity of the administrative process. To overcome this, it is necessary to strengthen coordination mechanisms through additional regulations, increase institutional capacity, and digitize administrative processes. It is hoped that stronger synergy between the Regional Military Command and the Veterans Directorate can increase the effectiveness of development and ensure that veterans' rights are implemented well. This research makes an important contribution to the development of institutional governance in developing veterans that is more inclusive and efficient by building a Kemhan regional office in each Kodam as an extension in carrying out Veterans administration and development.

Abstract

The importance of forming an effective learning strategy in National Defense Analyst education and training is becoming increasingly relevant in the context of national integration. Education plays a role as a tool to strengthen the sense of nationality and unity in cultural, religious, and ethnic diversity. In facing these challenges, an effective learning strategy must be able to instill national values, introduce diversity as a national wealth, and facilitate intercultural dialogue. A learning approach that focuses on collaboration, intercultural understanding, and national character development is needed to form a society that is not only academically intelligent, but also tolerant and respectful of each other. Therefore, educators need to develop methods that integrate national integration values into every aspect of learning, both in the curriculum, extracurricular activities, and daily interactions in the educational environment. This study aims to explore the right learning strategy to face the challenges of national integration through national defense analysis training. The method used in this study is a qualitative approach with descriptive analysis. Data were collected through literature studies, questionnaires, and observations of the implementation of training in defense education institutions. The results of the study indicate that the use of problem-solving and collaborative learning strategies is an important factor in forming a more comprehensive understanding and attitude of training participants towards issues of national defense and national integration. Interactive learning based on simulations or real case studies can hone the analytical and strategic skills of participants, so that they can make a positive contribution to achieving harmonious national integration. Andi t will have an impact on changes to the National Defense Analyst training curriculum, monitoring and evaluating the implementation of attitude-based and collaboration learning strategies.

Abstract

This article discusses the importance of the transformation of artificial intelligence-based public services (AI) faced with the development of technology and the demands of the community for public services by the bureaucrats/fast employees, service automation without bureaucrats, faster decision-making, increasing transparency, and optimizing resource management for optimal defense. This research is qualitative research, triangulation data collection techniques, research instruments are researchers as instruments, qualitative descriptive data, informants are 3 public administration experts from Unpas and 17 students of the Pasundan University of Bandung's Doctoral Program. The results showed that the application of AI in public services greatly contributed as the main tool for employees/bureaucrats in the Ministry of Defense in improving public services in the defense sector. This research provides an original value by connecting the idea of ​​public administration digital transformation by increasing national defense, which is still rare discussed thoroughly in academic literature. Therefore, the use of AI increases the efficiency of public services and helps build a defense system that is more resistant to contemporary threats. Limitation of time, funds, and research objects that are not all sub-satker in the Ministry of Defense becomes the observation of researchers so that the results of this study may still be imperfect.

Abstract

The VUCA era (Volatility, Uncertainty, Complexity, Ambiguity) presents significant challenges for the defense sector, requiring the development of human resources (HR) competencies that are capable of adapting to dynamic changes. Defense HR plays a vital role in ensuring national security through technical skills, leadership, and high flexibility. This study aims to identify strategies for developing relevant and adaptive defense HR competencies in response to the VUCA era, focusing on continuous education development, technology-based training, and the formation of responsive character. The results of the study indicate that the development of defense HR competencies should include the enhancement of soft skills such as leadership, communication, and critical thinking, as well as the adoption of advanced technologies such as Artificial Intelligence (AI) and Virtual Reality (VR) simulations. Furthermore, international cooperation is an important element in knowledge and technology transfer. In conclusion, an effective defense HR development strategy must integrate technology-based training, strengthening soft skills, and accelerating decision-making processes. It is recommended that policies focus on providing adequate budgets, improving bureaucratic efficiency, and establishing strategic cooperation with educational institutions and international partners. This approach is expected to create resilient, innovative defense HR that is ready to face the challenges of the VUCA era.

Abstract

Defense education plays a strategic role in shaping a strong national defense posture that is responsive to military and non-military threats. This article examines the vital role of defense education in strengthening Indonesia's national security system amidst the ever-evolving global and regional dynamics. Using a qualitative descriptive approach, this study highlights the contribution of defense education in increasing national defense awareness, strengthening national identity, and fostering synergy between civilian and military components within the framework of national resilience. In the era of information disruption and multidimensional threats, defense education is the main foundation for building collective community awareness against ideological infiltration, foreign propaganda, and increasingly complex cyber threats. The research findings show that defense education integrated into the national education system functions as a strategic instrument to instill national values, patriotism, and national preparedness from an early age. Therefore, optimizing the curriculum, improving the quality of training, and expanding the scope of defense education programs are the main keys to building an adaptive and sustainable national security ecosystem. In addition, the importance of innovation in teaching methods, utilization of digital technology, and active involvement of civil society are supporting factors in expanding the reach and effectiveness of defense education. This study concludes that defense education is not merely an institutional need, but rather a long-term strategic investment for Indonesia's stability, sovereignty, and national resilience in the future.

Abstract

The Russia-Ukraine War serves as one of the most recent examples of modern warfare where war no longer remains at a conventional level but has shifted to hybrid warfare. Ukraine, as a country that gained independence only in 1991, has quickly been able to counterbalance Russia despite overall still facing several issues, one of which is the hindrance of Ukraine's own military reform. However, Ukraine has gradually been able to make significant changes in its security and defense during the Russian invasion. These changes range from defense bureaucracy to soldiers on the battlefield. Ukraine's experience can serve as a lesson for Indonesia in terms of military reform, defense flexibility in facing the dynamics of modern warfare, and the ability to enhance cooperation in the regional area as a "Based Shield." This article uses qualitative research methods through a literature study approach. The research found that strategically, Indonesia can learn from Ukraine's Security-Defense policies without abandoning Indonesia's maritime defense characteristics.

Abstract

The world is currently facing major challenges in various aspects of life characterized by volatility, uncertainty, complexity and ambiguity, known as VUCA. This condition has a significant impact on various sectors, including the national defense sector. To answer these challenges, strengthening human resource (HR) management is very important, especially in preparing competent and adaptive human resources (HR) to disruption. One strategic area that requires special attention is the health sector, given the vital role of health workers in supporting national readiness and resilience. The purpose of this paper is to examine defense human resource development strategies in the health sector that are relevant and effective in facing the VUCA era. This study uses a literature study to find theories and practices related to HR development strategies in the VUCA era through online databases such as journals, books and articles. The results of the study show that there are four important dimensions that can be the foundation of HR development strategies, namely vision (clear vision), understanding (situational understanding), clarity (clarity of roles and goals), and agility (agility in adapting). Implementative strategies that can be carried out include education and training programs, the use of technology and innovation, improving the physical and mental hewell-being human resources for health, strengthening value-based leadership and ethics, and developing cross-sector collaboration and partnerships. These strategies can be concrete recommendations in supporting the development human resources for health as an integral part of a competent national defense system in the VUCA era.

Abstract

Education and training in the health sector are very necessary to improve the ability of health workers who can ultimately solve technical medical problems encountered in health services, this study aims to determine whether TPB is able to analyze what factors influence the interest of health workers in participating in health training at the Ministry of Defense Education and Training Agency, using the literature study method, the results of TPB research have illustrated that motivation can be formed including internal and external factors. With the right strategy, such as increasing awareness, providing adequate facilities, improving the quality of training, institutional support, and providing incentives, it is hoped that the participation and enthusiasm of health workers in participating in training can increase significantly.
