Abstract

This study aims to analyze the performance of the Buton Regency Regional People's Representative Council (DPRD) in implementing the right of initiative in the formation of Regional Regulations (Perda), and to identify factors that hinder its implementation. This study uses an empirical legal approach with qualitative methods. Data were collected through observation, in-depth interviews, and documentation, with the main sources being the Chairman of the DPRD and the Chairman of the Regional Regulation Formation Agency (Bapemperda). The results of the study indicate that the implementation of the legislative function by the DPRD in using the right of initiative has not been running effectively. During the 2019–2024 period, not a single Regional Regulation originated from the DPRD's initiative, out of a total of 27 Perda that have been passed. The DPRD's performance is considered still weak when viewed from public organization performance indicators, namely productivity, service quality, responsiveness, responsibility, and accountability. In addition, there are several inhibiting factors in the implementation of the right of initiative, including limited human resources, internal differences of opinion among DPRD members, the characteristics of the legislative institution as a complex democratic institution, and the busy work schedules of council members. This study recommends improving the capacity of Regional People's Representative Council (DPRD) members to understand the substance of regulations and social dynamics, as well as fostering synergy and collective awareness in carrying out their legislative function. This way, the DPRD's right of initiative can be optimized to produce regulations that are more aspirational and responsive to the needs of local communities.

Abstract

The increase in village authority and budget through the Village Fund (DD) and Village Fund Allocation (ADD) has not been fully accompanied by the strengthening of integrity and adequate anti-corruption systems. This study aims to identify strategies to strengthen the integrity of village officials and prevent corruption by taking a case in Lapandewa Jaya Village, South Buton Regency. This research uses a descriptive qualitative approach with a case study method. Data were collected through observation, in-depth interviews, and focus group discussions (FGDs), then analysed thematically. The results showed that the weak integrity of the village apparatus was caused by the dominance of decision-making, lack of transparency, and low community participation. The strategies for strengthening integrity found include: integrity value education, increasing transparency through information digitisation, community-based participatory supervision, and sanctions and rewards based on local social values. This research concludes that an integrative approach-combining regulative, cultural, and participatory-is a strategic step in building village governance with integrity and free from corruption.

Abstract

The community and construction service providers in Baubau City face the problem of problematic work locations, relatively high land prices, a supply chain system that is considered less than ideal, fluctuating construction material price stability, mountainous, undulating and hilly land conditions, and limited availability of supporting work resources, which greatly affect the overall value of building assets. The purpose of this study is to analyze the value of land assets and residential buildings type 60/90 (specification of land area 90 M2 and house building area 60 M2 ) at present and in the coming years, using the market data approach and cost approach methods . Based on the results of the study , it is concluded that : 1) The current value of land assets and house buildings type 60/90 in 2025 is Rp. 325,306,515. 2) The value of house building assets type 60/90 in 2035 or 10 years from now is Rp. 585,551,640.

Abstract

This study examines the local wisdom of the Laporo ethnic group, namely the tradition of determining auspicious days, known as kocika in the Ciacia language. This study is then linked to an Islamic legal perspective. The research location is in Bugi Village, Sorawolio District, Baubau City. The focus of this study is (1) the process of calculating kocika for marriage and (2) the Islamic legal perspective on kocika for marriage. This thesis is a qualitative study with an empirical approach. Data collection techniques used were interviews and literature review. Data analysis was conducted using descriptive analysis. The results of this study indicate that, first, the process of calculating kocika (determining auspicious days) for marriage begins with a family meeting, the main benchmark of which is knowing the woman's menstrual period and estimated fertile period. Second, the Islamic legal perspective on kocika, or choosing an auspicious day for marriage, is permissible as long as it does not adhere to the belief that marriages conducted during months forbidden according to the Laporo calendar are bad, as according to Islam all days are good and none are bad. Kocika is an effort to find an auspicious day for marriage and Maslahah mursalah, or utilizing and avoiding harm for the sake of the objectives of sharia. This is intended as an effort to choose a pleasant day that provides benefits to society.

Abstract

This study investigates the effect of the murottal method on improving fifth-grade students’ understanding of madd rules in Surah Ar-Raḥman at SDN 3 Katobengke. Madd rules constitute an essential component of tajwid and require auditory sensitivity and consistent practice to distinguish correct elongation length in Qur’anic recitation. A quantitative approach with a quasi-experimental one-group pretest–posttest design was employed. The participants were 28 students from Grade 5 selected through total sampling. Data were collected using test and non-test techniques. Test instruments included a written pretest and posttest assessing students’ ability to identify madd locations, classify madd types, and determine appropriate elongation length, as well as an oral recitation performance test evaluated with an analytic rubric measuring accuracy of madd duration, fluency, and tempo consistency. Non-test data were gathered through classroom observation sheets documenting instructional implementation and student engagement, supported by recitation recordings as documentation. Data analysis involved descriptive statistics and inferential testing using a paired-samples t-test, preceded by assumption checks for normality. Learning improvement was also examined using N-gain to categorize individual progress. The results indicate a significant increase in students’ written test scores and oral recitation performance after the implementation of murottal-based instruction. Observational data further reveal improved student participation, greater awareness of madd segments, and increased self-correction behaviors during practice. The most substantial gains were found in identifying mad ṭabī‘ī and distinguishing madd forms associated with hamzah, while some difficulties persisted in waqf-dependent madd types (e.g., arid li-s-sukun). Overall, the study concludes that the murottal method effectively enhances students’ tajwīd competence in madd rules by providing accurate recitation models and structured repetitive practice, and it recommends targeted reinforcement for waqf-related rules and sustained practice beyond classroom sessions.

Abstract

This study investigates the enhancement of Islamic Religious Education (PAI) teachers’ competence in Artificial Intelligence (AI) ethics through a case-based training module grounded in contemporary fiqh at MTsN 1 Baubau. The research responds to the growing ethical challenges posed by generative AI in education, including academic integrity risks, misinformation and bias, and concerns about data privacy. Employing a Research and Development (R&D) approach using the ADDIE model (Analysis, Design, Development, Implementation, Evaluation), the study developed an operational training module integrating maqāṣid al-sharī‘ah, selected fiqh maxims (qawā‘id fiqhiyyah), and maṣlaḥah–mafsadah reasoning into case-based learning activities relevant to classroom practices. A qualitative case study orientation was embedded within the development process through needs assessment interviews, training observations, and document analysis, complemented by a one-group pretest–posttest design to examine effectiveness. Participants were PAI teachers at MTsN 1 Baubau who engaged in structured training sessions featuring guided case discussions, ethical decision-making simulations, and the production of practical outputs such as classroom AI-use policies and authentic assessment designs. Data analysis combined descriptive quantitative procedures (e.g., gain scores) with thematic analysis of participant reflections and observational notes to capture changes in knowledge, attitudes, and pedagogical skills. The findings indicate improvements in teachers’ operational understanding of AI ethics (attribution and disclosure, privacy precautions, bias verification, and integrity-focused assessment), a shift toward proactive ethical governance of AI use, and strengthened pedagogical capacity to translate ethical principles into classroom routines and assessment practices. Challenges included uneven digital literacy, limited time for follow-up implementation, and the need for madrasah-level policy alignment. Overall, the study suggests that integrating contemporary fiqh with case-based professional learning is a promising pathway for strengthening responsible AI use in PAI education.

Abstract

Parking capacity plays an essential role in ensuring the effectiveness of urban transportation systems, particularly in areas characterized by dense economic activity such as Karya Nugraha Market in Baubau City. This study aims to analyze the adequacy and performance of parking facilities by examining static parking capacity, parking accumulation, and utilization levels through the Parking Index (PI) method. Field observations and direct measurements were conducted to obtain data on vehicle volumes, usage duration, and turnover rates in the designated parking areas. The results reveal that the available parking capacity consists of 10 SRP for cars and 168 SRP for motorcycles. During peak activity periods, the maximum parking accumulation reaches the same value as the static capacity for both types of vehicles, resulting in a Parking Index of 100%. This indicates that the parking facilities operate at full saturation and are unable to accommodate additional vehicles entering the market area.The fully saturated parking condition has significant implications for transportation performance, including increased congestion, reduced accessibility, and delays in vehicle movement surrounding the market environment. These conditions negatively impact visitor comfort and disrupt commercial activities. The findings underline the urgent need for improved parking management strategies, such as restructuring vehicle circulation patterns, expanding parking capacity where land availability permits, implementing time-limited parking regulations, and enhancing operational efficiency through clear parking markings and trained personnel. Integrating parking management with broader urban mobility policies is also crucial to ensure long-term sustainability and improved accessibility in the Karya Nugraha Market area.

Abstract

Digital transformation creates a dual challenge for character education in elementary schools: harnessing the potential of technology while mitigating its risks. Digital literacy, initially instrumental, has now evolved into a socio-ethical competence (digital wisdom). However, its effectiveness in shaping character depends on the context of its implementation. This narrative review aims to analyze the role of school culture as a mediator in the relationship between digital literacy and students’ character formation. A review of 10 articles (2016–2025) reveals that school culture functions as an active mediating space, not merely a passive context. Four key mediating mechanisms are identified: (1) norms and habituation, (2) tripartite collaboration, (3) structured policies, and (4) socio-emotional learning (SEL) climate. School culture acts as a selective filter and amplifier, determining the direction of digital literacy’s dual impact. In conclusion, the success of integrating digital literacy for character is largely determined by the quality of school culture as a transformative medium that connects technical competence with the internalization of values.

Abstract

This research is motivated by the fact that Molona Village remains categorized as an underdeveloped village. This situation illustrates that development in Molona Village, South Buton Regency, still faces numerous challenges and obstacles. Therefore, this research can be formulated as follows: 1. What is the role of the village government in village development in Molona Village, from the perspective of Law Number 3 of 2024 concerning the Second Amendment to Law Number 6 of 2014 concerning Villages? 2. What are the factors hindering the role of the village government in village development in Molona Village, South Buton Regency? This study aims to determine the role of the Molona Village Government, South Buton Regency, in village development, and the factors that hinder the Molona Village Government, South Buton Regency, in carrying out village development. This study uses empirical legal research, with data collection consisting of observation, interviews, and documentation. The resource person for this study was Mr. La Ode Mustafa, the Head of Molona Village, South Buton Regency. Data analysis used qualitative analysis techniques, namely the interpretation of data by providing explanations and descriptions. The results of the study indicate that the Molona Village Government, South Buton Regency, plays a crucial role in supporting village development. The Molona Village Government's role in village development begins with its role as a development planner, its role as an implementer, and its role as a monitor and supervisor of every program or activity aimed at developing Molona Village. This study also found that the main inhibiting factors for the Molona Village Government in carrying out village development are the low level of education of the village community and the lack of participation of the village community in the village development process.

Abstract

The sea is the boundary of a country with another country with a boundary point determined through bilateral or multilateral extradition which means it is also the limit of a country's power, as far as the outer line of its territory. The purpose of this study was to determine how the role of supervision of the Port Authority in the safety of shipping security and to determine the constraints of the role of the Port Authority in law enforcement and supervision of shipping security safety in the Office of the Port Authority and Class II Baubau. Port supervision is very important because the security and safety of shipping is already his job. The actions taken are in order to increase security and safety supervision on matters related to shipping. The supervisory duties carried out by the Syahbandar in the framework of regulating the facilities and infrastructure for the implementation of sea transportation operations are very important.  Syahbandar in his duty must also ensure the awareness of the government of sea transportation services such as companies, ship owners, ship crews to obey the laws and regulations in force in the field of shipping safety which is generally still low. Kesyahbandaran office and Port Authority Class II Babubau is a state of fulfillment peryatan security and safety related to transport in the waters, ports and Maritime Environment (Law of the Republic of Indonesia No. 17 of 2008 on shipping Article (1) paragraph (32). Security and safety is the main thing in transportation, not only national scope, also including international. According to the law of the Republic of Indonesia No. 17 of 2008 on shipping Article (17), the safety and security of new water transportation can occur when the requirements of ship's seaworthiness and navigation are met.
