Abstract

Indonesia, as the world's largest archipelagic country, possesses an extensive coastline of 99,093 kilometers, making it rich in marine biodiversity and fisheries potential. Coastal areas provide significant economic benefits, serving as both a livelihood source for local communities and a major attraction for marine tourism. However, these regions are increasingly threatened by environmental degradation due to rapid population growth, illegal settlements, excessive resource exploitation, and poor waste management. These issues necessitate strong regulatory frameworks to ensure sustainable coastal management. This study examines the enforcement of Buton Regency Regional Regulation No. 2 of 2020 concerning Orderly Coastal Areas, with a focus on the role of Satpol PP (Civil Service Police Unit) in maintaining public order and environmental conservation in Kambula-Bulana Village. Utilizing an empirical legal research approach, data was collected through field observations and interviews with key stakeholders. Findings indicate that regulatory enforcement remains suboptimal due to inadequate funding, low public awareness, and weak cross-sector coordination. Illegal construction and improper waste disposal persist as major challenges, emphasizing the need for stronger law enforcement, community engagement, and integrated policy implementation to achieve sustainable coastal governance.

Abstract

This study discusses the strategy for developing human resources (HR) in Muhammadiyah Charity (AUM) through information technology (IT) training organized by the Muhammadiyah Student Association (IMM) in Baubau City. In the increasingly developing digital era, mastery of technology is a mandatory competency for workers, including AUM employees. This study uses a qualitative descriptive method with data collection techniques through interviews, observations, and documentation studies. The results of the study indicate that the IT training provided by IMM has a positive impact on improving the competence of AUM employees, especially in managing digital-based administration, using office software. However, there are several challenges in implementing the training, such as the digital gap between generations, limited IT infrastructure, and lack of post-training assistance. Therefore, a sustainability strategy is needed, such as mentoring, improving digital infrastructure, and organizing more specific advanced training to ensure the effectiveness of this program in the long term. By implementing the right strategy, AUM can be better prepared to face the challenges of digitalization and increase competitiveness in providing more efficient and professional technology-based services.

Abstract

Lolei Tradition in the Perspective of Islamic Law in Watorumbe Village, Central Mawasangka District, Central Buton Regency. The main discussion is formulated into several research questions, namely: a) how is the implementation of the Lolei tradition, and b) what is the perspective of Islamic law on the implementation of the Lolei tradition and c) how is the Lolei tradition reviewed from the aspects of benefits and harms. This study uses a qualitative method, with data collection using observation, interview and documentation techniques. Data analysis by analyzing data reduction and data presentation and drawing conclusions. This study aims to determine the process of implementing the Lolei tradition, and the perspective of Islamic law on the implementation of the Lolei tradition and the Lolei tradition reviewed from the aspects of benefits and harms. The data sources obtained by the author are informants consisting of traditional figures, religious figures and community figures. The results of the study show that the Lolei tradition is in line with Islamic teachings because its implementation is intended to seek protection from Allah SWT. However, in the process of implementing the Lolei tradition there are still parts that conflict with Islamic teachings. Therefore, community leaders, religious leaders, and traditional leaders, as well as the entire community of Watorumbe Village, need to make changes or eliminate parts that conflict with Islamic teachings so that they are in accordance with Islamic law.

Abstract

This research aims to determine the role of the principal and all levels of teachers in the SD Negeri 2 Baubau school environment in preventing students from carrying out bullying behavior towards each other, whether intentional bullying, verbal or non-verbal. Bullying is the cause of decreased student learning achievement and results in low levels of student self-confidence. This research is field research with a qualitative approach with data collection methods, namely research field observations, interviews and documentation.  The subjects studied were students in grades V and VI at SDN 2 Lamangga. The results of the research show that the school implemented five strategic steps as an effort to prevent bullying in the school environment, including; 1) provide an explanation to students regarding the impact of bullying which will be experienced directly by the victim, 2) build the perception that all students are equal in social status, 3) Provide punishment for bullying behavior directly, 4) Give rewards to students for speaking politely, 5) instill a sense of caring for fellow students.

Abstract

This study aims to analyze the distribution patterns of zakat in Indonesia using an Islamic Statistics approach as the analytical framework. Islamic Statistics is understood as a quantitative method grounded in Sharia values, particularly emphasizing justice and public welfare. The data were obtained from the annual reports of national zakat management organizations (BAZNAS and Dompet Dhuafa) for the period 2020–2023 and analyzed using descriptive statistical methods. The results show that zakat distribution remains concentrated on two primary asnaf categories the destitute and the poor with most funds allocated to the Greater Jakarta area (Jabodetabek). In contrast, the eastern regions of Indonesia and other asnaf categories, such as riqab and ibnu sabil, receive minimal attention. This imbalance indicates the need for a more equitable, data-driven zakat distribution system. The Islamic Statistics approach presented in this study offers a new perspective for more just and effective zakat distribution decision-making. These findings serve as a foundation for the future development of digital zakat management systems based on maqashid shariah principles

Abstract

This study explores the transformation of Islamic Religious Education (PAI) learning through the integration of technology at Madrasah Aliyah Negeri 1 Buton Tengah. In response to the growing demand for digital adaptation in education, this research aims to investigate the processes, challenges, and strategies implemented by educators in incorporating technology into PAI instruction. Utilizing a qualitative approach with data collected through interviews and documentation, the findings reveal that technological integration significantly enhances student engagement and comprehension of religious values. However, educators face various obstacles, including limited digital infrastructure, low digital literacy, and the scarcity of contextually appropriate Islamic digital content. Despite these challenges, teachers have adopted adaptive strategies such as utilizing simple but effective platforms like WhatsApp, Google Classroom, and Islamic-themed multimedia content. The study concludes that while technology acts as a catalyst for educational innovation, its effectiveness in religious education depends on the preparedness of teachers and institutional support. This research contributes to the growing body of literature on digital transformation in Islamic education by highlighting context-specific practices and offering insights for policy development and teacher training. It underscores the importance of aligning technological tools with religious pedagogical goals to ensure meaningful and transformative learning experiences for students in the digital era.

Abstract

This study explores the effectiveness of utilizing YouTube as an instructional medium in Islamic Religious Education (PAI) for fourth-grade students at SDN 1 Nganganaumala, Baubau City. In the context of digital learning, YouTube offers visual and contextual representations that support students' comprehension of abstract religious concepts. Using a qualitative descriptive approach, data were collected through interviews and documentation with PAI teachers. The findings reveal that YouTube significantly enhances student engagement, promotes better understanding of religious values, and encourages both independent and collaborative learning among students. Moreover, the study identifies several challenges, including limited access to digital infrastructure, dependency on stable internet connections, and the need for content curation to align with Islamic educational values. Despite these obstacles, YouTube presents meaningful opportunities for teachers to innovate and adapt their instructional strategies in accordance with 21st-century learning demands. The study contributes to the growing body of literature on digital media integration in religious education and underscores the importance of media literacy training and supportive policy frameworks to maximize its educational benefits. Future research is recommended to explore long-term impacts and develop best practice models for digital learning in Islamic education.

Abstract

The subject of Islamic Cultural History (Sejarah Kebudayaan Islam/SKI) holds a strategic position in madrasah education, as it not only conveys historical knowledge but also instills values, shapes character, and strengthens Islamic identity. However, SKI learning at the Madrasah Aliyah level still faces challenges, particularly in the use of conventional media that lack contextual relevance to the needs of 21st-century learners. This study aims to identify the types of instructional media that have been used in SKI teaching and evaluate their relevance to the pedagogical needs of madrasah students. The method employed is a systematic literature review (library research) with a qualitative approach using thematic analysis of scholarly sources published over the past ten years. The study identified three key media types that are both relevant and effective: audiovisual media (films), question cards, and the Canva application. These media have been found to enhance student engagement, strengthen historical understanding, and integrate Islamic values into learning in a contextual and engaging manner. This study recommends the development of SKI instructional media that is adaptive to digital literacy, value-based, and aligned with the characteristics of madrasah students, thereby promoting more transformative and meaningful learning.

Abstract

Juvenile delinquency is a growing social issue that has become a serious concern across various sectors of society. Deviant behaviors such as gang fights, drug abuse, promiscuity, and even criminal acts are often committed by adolescents experiencing an identity crisis and a lack of moral control. In this context, Islamic Religious Education plays a strategic role in shaping the character and behavior of youth in accordance with religious teachings. This study aims to examine the extent of the influence and contribution of Islamic Religious Education on juvenile delinquent behavior. The research adopts a qualitative approach, with data collection techniques including observation, interviews, and document analysis conducted in secondary school environments. The findings indicate that effectively implemented Islamic Religious Education delivered through contextual approaches and supported by exemplary teacher conduct can instill strong moral and spiritual values in adolescents. A deeper understanding of Islamic teachings, such as the importance of noble character, responsibility, and avoiding prohibited acts, has proven to reduce the tendency toward deviant behavior. Furthermore, support from family and the surrounding community also plays a crucial role in reinforcing the impact of religious education. In conclusion, Islamic Religious Education holds a vital role in preventing and reducing juvenile delinquency, as well as in shaping morally upright and responsible youth.

Abstract

This study aims to determine the application of criminal provisions for children in traffic accidents that result in loss of life and to find out the responsibility of children in traffic accidents that result in the loss of life of others. The result of the research shows that: (1) The application of the law of children who cause traffic accidents that result in the death of others must be subject to criminal charges expressly in Law Number 3 of 1997 concerning Juvenile Courts, then the provisions of the Criminal Procedure Code apply as a general rule in this case. Based on Article 7 of Law Number 3 of 1997 concerning Juvenile Courts and Law Number 11 of 2012 concerning the Juvenile Criminal Justice System, there is special treatment for children, in the sense that there is a separation between children and adults in the legal system. These two laws were passed in 1997 and 2012 respectively. (2) The form of liability that can be imposed on a child who causes a traffic accident that results in the death of another person is vicarious liability. Because this case was resolved through the concept of restorative justice that uses a diversion pattern. Every child in conflict with the law should follow the juvenile justice process until the final stage.
