Abstract

Objective: This study aims to analyze the critical dimensions of Digital Transformation in the public sector, focusing on its role in enhancing service delivery and aligning administrative functions with 21st-century technological advancements and citizen expectations. Method: Employing a qualitative research design, the study utilizes situational analysis tools including SWOT analysis, PEST analysis, and Porter’s Five Forces Model. It also incorporates comparative case studies from multiple countries to examine readiness, implementation strategies, and contextual factors influencing digital adoption. Results: The findings reveal that while Digital Transformation fosters operational efficiency, citizen-centric services, and strategic planning capabilities, it simultaneously introduces multidimensional risks such as cybersecurity threats, institutional resistance, and regulatory gaps. The analysis also highlights varying levels of preparedness across national contexts, suggesting the need for tailored integration strategies. Novelty: The study contributes to existing literature by synthesizing strategic frameworks and empirical cases into a unified roadmap for public sector digitalization, emphasizing not only technological adoption but also governance, risk mitigation, and stakeholder alignment as critical success factors for sustainable digital transformation.

Abstract

Objective: This study aims to analyze the role of digital placemaking and interactive narratives in strengthening Surabaya's historical identity as a heritage tourism destination in the digital era, while also identifying the challenges and opportunities involved in its development. Method: Employing a qualitative case study approach, the research focuses on the digitalization of Surabaya’s historical identity. Data were collected through in-depth interviews with relevant stakeholders, participant observation, and document analysis of heritage tourism policies. Thematic analysis was used to uncover patterns related to digital placemaking, stakeholder collaboration, and narrative effectiveness. Results: The findings reveal that Surabaya has initiated several technology-driven heritage tourism projects utilizing AR, VR, and interactive storytelling. However, challenges remain in the form of limited narrative authenticity, fragmented stakeholder coordination, and uneven technological adoption. Novelty: This study contributes by highlighting the strategic potential of digital placemaking and immersive narratives in enhancing urban historical identity and tourism engagement, offering a framework for collaborative and sustainable digital transformation in heritage tourism.

Abstract

Objective: This study examines the integration of advanced digital technologies—namely artificial intelligence (AI), cloud computing, and the Internet of Things (IoT)—into public service delivery to enhance operational efficiency, cost-effectiveness, and citizen engagement. Method: Employing a qualitative case study approach, the research analyzes multiple government initiatives, including Worcestershire District Chambers’ rapid application development and Germany’s digitalization of 575 public services, to identify benefits and challenges of digital transformation in the public sector. Results: Findings reveal significant advantages such as streamlined service delivery via online portals and e-signatures, increased transparency through open data platforms, and improved interagency collaboration enabled by cloud-based tools. However, barriers including constrained budgets, legacy systems, regulatory complexities, and resistance to change remain substantial challenges. Novelty: This report contributes a comprehensive framework emphasizing a strategic, incremental implementation supported by effective change management and stakeholder engagement to overcome obstacles. It highlights the importance of aligning digital initiatives with public value principles, ethical data practices, and cross-sector collaboration to realize sustainable transformation in public services. The insights advance understanding of how governments can leverage emerging technologies to create more inclusive and efficient public administration.

Abstract

Objective: This article aims to examine the development and implementation of cybersecurity measures in Thailand, focusing on the creation of cybersecurity frameworks, national policies, and strategic guidelines. Method: The study employs a qualitative descriptive approach using secondary data from government documents, legal frameworks, and cybersecurity policy analyses. Results: The findings reveal that Thailand has taken significant steps toward enhancing cybersecurity through legislative measures on personal data protection, public awareness campaigns on cyber threats, and the establishment of specialized cybersecurity agencies. Moreover, Thailand has collaborated with international partners to strengthen its cybersecurity infrastructure, thereby fostering public and institutional trust in digital services and enhancing national security. Novelty: This study contributes a comprehensive overview of Thailand’s cybersecurity evolution, emphasizing not only the importance of legal and institutional mechanisms but also the strategic role of public engagement and international cooperation. The article offers practical guidelines for further strengthening cybersecurity systems in Thailand to align with global standards and addresses key challenges in achieving robust digital security across sectors.

Abstract

Objective: This study investigates the role of advanced technologies in enhancing the quality of life and addressing demographic challenges through the development of Smart Cities, with a particular focus on elderly care. Method: Using a qualitative research design, the study employs field observations and case analysis of Saensuk Municipality, Thailand’s pioneering Smart City initiative that integrates technology to support aging populations. The implementation includes wearable alert devices, emergency response units, environmental hazard detection systems, and real-time incident management applications. Results: The findings reveal that the integration of these technologies significantly improves the safety, responsiveness, and overall well-being of elderly residents, transforming Saensuk into a safer and more adaptive urban environment. The study demonstrates how technology can be strategically aligned with social needs to foster inclusive urban development. Novelty: This research contributes to the global Smart City discourse by presenting a unique case of elderly-centered innovation, positioning Saensuk Municipality as a benchmark for future urban planning models that prioritize demographic inclusivity and sustainability.

Abstract

Objective: This study aims to examine the effectiveness, challenges, and opportunities associated with the digital transformation of public services in Bangkok, particularly within the context of smart city initiatives. It emphasizes the role of digital tools in enhancing urban management, accessibility, and citizen participation. Method: Employing a mixed-methods approach, the research integrates quantitative surveys and qualitative interviews with citizens, public sector employees, and policymakers to investigate perceptions, technological readiness, and existing digital skill gaps. Results: The findings reveal that while digital initiatives—such as smart traffic systems and e-Government services—have shown promise in improving urban functionality and community engagement, their implementation is hindered by resistance to change, insufficient digital literacy, and limited infrastructure and funding. Novelty: This study contributes to the literature by focusing on the real-world application of smart city technologies in a rapidly developing digital metropolis. It uniquely evaluates how digital platforms facilitate civic collaboration and proposes strategic recommendations to overcome existing barriers. The research highlights Bangkok's potential to become a model smart city by promoting innovation, strengthening infrastructure, and enhancing digital competencies among stakeholders.

Abstract

Objective: This study aims to investigate the critical role of cybersecurity in fostering public trust toward digital government services. Method: A survey was conducted involving 30 citizens to analyze their perceptions and trust levels in e-governance systems amidst increasing cyber threats. Results: Findings reveal that 86% of respondents who have engaged with government digital services express a lack of trust, primarily due to concerns over cyber disruptions and fraud. These vulnerabilities undermine the perceived security and reliability of digital governance platforms. Novelty: This research highlights the direct correlation between cybersecurity challenges and public trust in digital government services, emphasizing the urgent need for robust cybersecurity frameworks to safeguard personal data. By focusing on citizen attitudes, this study contributes empirical evidence that informs policymakers and practitioners about the social implications of cybersecurity weaknesses in e-governance, thereby guiding the development of more secure and trustworthy digital public service infrastructures.

Abstract

Objective: This study investigates the transformative impact of e-government initiatives on transparency and public engagement, emphasizing their role in fostering inclusive governance in the digital era. Method: Employing a qualitative approach, the study synthesizes case examples and literature on ICT-enabled governance tools, including digital identity systems, participatory platforms, and AI analytics. Results: The findings reveal that e-government platforms significantly enhance transparency by providing real-time access to public data and facilitate inclusive participation through user-centered design and interactive forums. Successful implementations, such as Estonia’s digital identity, Rwanda’s Irembo, and South Korea’s participatory budgeting, demonstrate increased accountability and trust in public institutions. However, persistent challenges—such as digital inequality, institutional inertia, and cybersecurity risks—must be addressed. Novelty: This paper offers a comprehensive, comparative analysis of innovative e-government practices and argues for strategic, inclusive, and secure adoption pathways. By highlighting diverse global implementations and their outcomes, it contributes to a deeper understanding of how digital governance can reinforce democratic processes and inform future research focused on long-term effectiveness and scalability.

Abstract

Objective: Education is long life or all the time. Education in Indonesian is divided into several levels from elementary, secondary, to tertiary levels. In Indonesia, education is under the Ministry of Education, Culture, Research and Technology. College is a stage for someone who wants to earn a bachelor’s degree. However, some students who have entered the final semester still have not completed their studies. Of course, there are things behind the student. Procrastination is something that students experience. From this, procrastination becomes the focus of this research. Method: The research employs a quantitative method with an axial sampling technique. The population in this study is all students of private universities in Sidoarjo, and the analysis technique uses Pearson correlation. Results: The result of β = 0.473 variables of fear of missing out (X1) and β = 0.649 variables of quarter life crisis against procrastination were obtained, indicating a positive relationship between variables X1 and X2 to variable Y. Novelty: This research provides new insights by examining the influence of fear of missing out and quarter life crisis on procrastination among final semester students in private universities, a focus that has not been extensively explored in previous studies.

Abstract

Objective: This study aims to examine the relationship between self-control and conformity with academic procrastination among students at private universities in Sidoarjo. Method: Utilizing a quantitative approach, the research involved 279 students selected from a population of 1,413 through non-probability sampling. Data were collected using validated instruments measuring academic procrastination, self-control, and conformity. The data were analyzed using multiple linear regression analysis. Results: The findings reveal a significant influence of self-control and conformity on academic procrastination, with an R² value of 0.509. Self-control demonstrated a significant negative effect on academic procrastination (p = -0.024), indicating that higher self-control is associated with reduced procrastination. Conversely, conformity exhibited a significant positive effect (p = 0.000), suggesting that students with higher conformity levels tend to procrastinate more. Novelty: This study contributes to the limited literature by simultaneously analyzing the dual impact of internal (self-control) and external (conformity) psychological factors on academic procrastination in the context of Indonesian private university students, offering practical implications for developing effective behavioral interventions in higher education.     Ask ChatGPT
