Abstract

Objective: Many studies have proven entrepreneurship as a key factor for economic growth and also reducing unemployment. To become a successful entrepreneur, it is very important to understand all the concepts related to entrepreneurship. Method: This study employs a qualitative approach to explore digital entrepreneurship, focusing on its characteristics, opportunities, and challenges. A literature review was conducted to analyze existing research on digital business models, ICT-based entrepreneurship, and market trends. Secondary data sources, including scholarly articles and industry reports, were utilized to understand the evolution of digital entrepreneurship and its impact on employment and business growth. Results: To face the market competition and achieve business goals, every entrepreneur must keep up with the changes that occur in the tastes and preferences of customers and also in the market. Sometimes it is necessary to use some digital technologies and modern software to communicate with customers and also to increase the value of the product. Since today's world is largely dependent on national and multinational technology, it is important to incorporate these technologies into the business. Novelty: Digital entrepreneurship plays a vital role in empowering entrepreneurs to perform all the activities accurately and effectively. Since it is the process of using digital applications, it helps every entrepreneur to increase the market value of their products and grow the business both traditionally and technologically. Since information and communication technology (ICT) capabilities are an essential element for the success of digital companies, it is important to know how these technologies help people to improve their businesses. This can enable every individual involved in business to gain knowledge about digital entrepreneurship.

Abstract

Objective: This study discusses the implementation of the E-Buddy application in the administrative process in Permisan Village, Jabon District. E-Buddy is a digital innovation for managing correspondence as part of e-Government. Method: The research method uses a qualitative descriptive approach with interviews, observation, and documentation. The analysis is based on George C. Edward III's policy implementation theory which includes communication, resources, disposition, and bureaucratic structure. Result: The results show that communication and resources are adequate. However, disposition is still not optimal due to manual procedures, as village heads have not actively used the E-Buddy application. The bureaucratic structure is in accordance with standard operating procedures (SOPs), but further commitment is needed. Overall, E-Buddy has had a positive impact on the effectiveness of village administration, although implementation challenges remain. Novelty: The novelty of this research lies in its focus on the implementation of the E-Buddy application in Permisan Village which has never been studied before, as well as the in-depth use of George C. Edward III's policy implementation theory and the presentation of periodic data.

Abstract

Objective: This study aims to determine the implementation of the Digital Population Identity (IKD) Application in the service of making Child Identity Cards (KIA) in Sidoarjo Regency. The background of the research is based on efforts to digitize population administration to improve the efficiency and convenience of public services. Method: The method used is descriptive qualitative with observation, interview, and documentation techniques. The analysis refers to the implementation theory of George C. Edward III's implementation theory which includes communication, resources, disposition, and bureaucratic structure. Results: The results showed that although IKD facilitates the process of making KIA through digital features such as self-activation and printing on the ADM machine, the implementation is still not optimal. The main obstacles include low public understanding, limited human resources. Novelty: The novelty of this research lies in the focus of analysis on the implementation of IKD in KIA services and the importance of increasing digital literacy, training officers, and strengthening SOPs in supporting the digital transformation of population services.

Abstract

Objective: The e-Human Development Worker (e-HDW) application is an innovation from the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration designed to assist data collection and mapping of stunting targets at the village level. This study aims to evaluate the effectiveness of the e-HDW application in supporting efforts to accelerate stunting reduction in Ngampelsari Village. Method: The research method used is qualitative with a descriptive analysis approach. Data were collected through interviews, observation, and documentation, then analyzed using William N. Dunn's policy evaluation model, which includes indicators of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Result: The results showed that the e-HDW application has contributed to accelerating the process of data collection and monitoring of stunting, with a more structured recording system than the manual method. However, its implementation is still constrained such as slow application access during working hours and imperfections in the automatic data update feature. In addition, the distribution of application socialization is still not optimal, causing delays in data entry in some areas. Novelty: Therefore, it is necessary to improve system infrastructure, server optimization, and wider socialization so that this application can be maximally utilized in supporting the acceleration of stunting reduction programs.

Abstract

Objective: This study aims to examine the development strategy for Cimorame educational tourism in Sumorame Village, Candi Subdistrict, Sidoarjo Regency, and to formulate a sustainable development strategy oriented towards empowering the local community. Method: The method used is qualitative descriptive with a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis framework. Result: The results show that the development of Cimorame educational tourism is carried out in stages and in a structured manner, supported by an increase in village funds each year, which are used for infrastructure improvements, the addition of water rides, and the development of agribusiness-based grape picking tourism. This strategy successfully optimizes the potential of nature, local culture, and community participation in creating an inclusive and sustainable educational tourism destination. Novelty: The novelty of this study lies in the educational tourism management model that combines recreational, educational, and economic aspects through targeted fund management and the use of social media as a promotional strategy. The results of the SWOT analysis serve as the basis for developing a development strategy that accommodates internal strengths and external opportunities, while also responding to existing weaknesses and threats, in order to realize Cimorame as a competitive and competitive community-based educational tourism icon.

Abstract

Objective: This study aims to analyze the strategy of the Mutiara Welirang Village-Owned Enterprise (BUMDes) in developing the Sumber Gempong Rice Field Tourism as an effort to improve the economy and empower the community in Ketapanrame Village, Mojokerto. Method: This study uses descriptive qualitative with data collection techniques through in-depth interviews, observation and documentation. Research informants include the BUMDes director, the Village Head, as well as visitors and tourism business actors who are directly involved in destination management. Results: The results of the Mutiara Welirang BUMDes strategy in developing the Sumber Gempong Rice Field Tourism show that the institutional strategy has succeeded in strengthening the organizational structure and collaboration with the community to increase active citizen participation. In the program strategy indicator, the implementation of a structured plan involving synergy between BUMDes, the village government, and the community has succeeded in increasing Village Original Income through empowering the community as MSME actors, workers, and investors. However, there are still obstacles such as visitor fluctuations and facility optimization that need to be addressed so that this tourist destination develops more sustainably and provides wider economic benefits. Novelty: The novelty of this study lies in the comprehensive application of Jack Kooten's strategy theory in the context of village tourism management and the disclosure of real obstacles in the field. This research provides an important contribution to the development of a village tourism-based economic empowerment model and the formulation of policies to optimize the role of BUMDes in local development.

Abstract

Objective: This study aims to evaluate the effectiveness of the E-Pak Ladi Kiosk as an innovation in civil administration services in Karang Ploso Village, Pasuruan Regency. The main focus of the study is to assess the extent to which this service is able to meet the needs of the community in processing civil documents quickly, easily, and efficiently.  Method: This study uses a qualitative method with data collection techniques through interviews, observations, and documentation. Data analysis was carried out using Miles and Huberman's interactive model with four stages: data collection, data reduction, data presentation, and drawing conclusions. Results:  The results showed that the E-Pak Ladi Kiosk in Karang Ploso Village was quite effective in improving access to population administration services, especially for people who live far from service centers and vulnerable groups such as the elderly. This program can reduce residents' dependence on broker services. However, several obstacles were found, such as a lack of socialization, limited facilities and infrastructure, and technical glitches that still need to be addressed.  Novelty: The novelty of this research lies in the evaluation focus on the implementation of digital service innovation at the village level using the effectiveness indicators of Budiani (2007), as well as in providing community-based and digital literacy approach-based recommendations as solutions to strengthen the implementation of technology-based public services in rural areas.

Abstract

Objective: This study aims to analyze and describe the effectiveness of the Village Information System (SID) in supporting governance and public services in the Larangan Village Government. Method: A qualitative approach was employed, with data collected through in-depth interviews and direct observations to capture the performance of SID in practice. Results: Findings reveal that the effectiveness of SID can be explained through three main approaches: the source approach, where the quality of human resource management significantly influences system performance, though challenges remain for elderly users with limited digital literacy; the process approach, which highlights community satisfaction as a measure of service quality and alignment with public needs; and the goal approach, which emphasizes the achievement of organizational objectives through transparency, adaptability, and community participation in village development. Novelty: This study provides a comprehensive evaluation of SID effectiveness by integrating three theoretical approaches to organizational effectiveness, offering practical insights into digital governance at the village level and highlighting the importance of inclusivity and adaptability in the era of technological transformation.

Abstract

Objective: This study aims to evaluate the effectiveness of the Village Financial System application (SISKEUDES) in supporting financial management within Dukuh Tengah Village, Buduran District, focusing on system quality, information quality, service quality, and user satisfaction. Method: A qualitative descriptive approach was employed, with data collected through interviews, observations, and documentation to capture the practical implementation of SISKEUDES. Results: The findings reveal that SISKEUDES has improved the efficiency of financial reporting, enhanced accessibility to financial information, and strengthened transparency in budget management. Despite these advantages, challenges remain in the form of limited training for operators, technical constraints, and low public understanding of the financial information produced by the system. Novelty: This study contributes to the discourse on village governance by providing an in-depth evaluation of SISKEUDES through multiple quality dimensions, offering insights into both its benefits and limitations, and highlighting the importance of capacity building and infrastructure development to maximize the system’s role in ensuring accountable and transparent village financial management.

Abstract

Objective: This study aims to evaluate the effectiveness of the SIPRAJA (Sidoarjo Public Service System) application in supporting the implementation of e-government in Bluru Kidul Village, Sidoarjo Regency. Method: A qualitative descriptive approach was employed, with data collected through interviews, observations, and documentation involving service officers and community members as informants. Results: The findings reveal that SIPRAJA has improved accessibility and efficiency in public services, with a significant shift from manual to online submissions. Public satisfaction levels are relatively high, indicating success in providing fast and transparent services. Nonetheless, challenges persist, including limited public understanding of the application’s features and technical disruptions during periods of high demand. Novelty: This study contributes by offering an empirical evaluation of SIPRAJA’s role in advancing village-level e-government, highlighting not only its success in enhancing service delivery but also the critical need for continuous public socialization and infrastructure improvements to ensure sustainable and inclusive digital governance.
