Abstract

Objective: This study aims to evaluate the implementation of the Village Financial System (Siskeudes) application policy in managing the Village Allocation Fund (DAD) in Sumorame Village, Candi Sub-district, Sidoarjo Regency. Method: A descriptive qualitative approach was employed, analyzed using the DeLone and McLean Information System Success Model (2003), which encompasses six key dimensions: system quality, information quality, service quality, system use, user satisfaction, and impact on individuals and organizations. Results: The findings indicate that the Siskeudes application has been effectively implemented, contributing significantly to improved transparency, accountability, and efficiency in village financial management. The system is actively utilized by village officials for daily operations and has proven capable of automatically generating various financial reports. However, challenges persist, particularly limited human resources and internet infrastructure, although these are mitigated by technical support from the district government and continuous system updates. Novelty: This study provides a comprehensive assessment of Siskeudes implementation at the village level by applying the DeLone and McLean model, highlighting the system’s role in promoting digital transformation in financial governance and emphasizing the critical need to strengthen human resource capacity and infrastructure for sustainable digitalization.

Abstract

Objective: This study aims to analyze the optimization of population administration services through the Electronic Identity Card (KTP-el) system in Jogosatru Village, Sukodono District, Sidoarjo Regency, focusing on improving efficiency and accuracy to support quality public services. Method: A qualitative approach was employed, utilizing in-depth interviews with villagers and village officials. The analysis was guided by the SERVQUAL theory, covering five dimensions of service quality: tangibles, reliability, responsiveness, assurance, and empathy. Result: The findings reveal that while efforts have been made to enhance KTP-el services, several obstacles persist, including limited facilities, low public understanding, and technical issues in recording and issuance processes. These challenges hinder the full optimization of population administration at the village level. Novelty: This study provides a localized analysis of KTP-el implementation at the village level using the SERVQUAL framework, offering targeted recommendations to improve facilities, strengthen public socialization, and address service quality gaps across all five SERVQUAL dimensions.

Abstract

Objective: This study aims to analyze the effectiveness of the e-HDW (Electronic Human Development Worker) application in accelerating the reduction of stunting rates in Indonesia. Method: A descriptive qualitative approach was employed, using literature studies from theses, scientific articles, and journals relevant to the research focus. The analysis was guided by Duncan’s (1985) organizational effectiveness theory, which emphasizes three indicators: goal achievement, adaptation, and integration. Results: The findings demonstrate that the e-HDW application has effectively supported stunting reduction efforts by improving data accuracy, accelerating nutrition interventions, and strengthening coordination among stakeholders. Nevertheless, challenges persist, including limited access to technology, low levels of user understanding, and technical constraints that hinder optimal implementation. Novelty: Unlike previous studies, this research applies Duncan’s organizational effectiveness framework to evaluate the e-HDW application, offering a comprehensive perspective on how digital tools contribute to public health initiatives, while underscoring the critical need for capacity building, infrastructure development, and continuous adaptation to ensure the sustainability of stunting reduction programs in Indonesia.

Abstract

Objective: Poverty is one of the biggest challenges faced by people around the world, including Indonesia. Although poverty rates have declined in recent years, millions of people still live below the poverty line. In this context, the implementation of the Sustainable Development Goals (SDGs) Program in Sugihwaras Village, Candi District, Sidoarjo Regency, is very relevant. This study aims to analyze how the Village Fund Direct Cash Assistance (BLT-DD) program can contribute to reducing poverty in villages. Method: The research method used is qualitative with a descriptive approach, which involves observation, interviews, and document collection. Results: The results of the study show that the BLT-DD program provides significant financial support for beneficiary families, especially in meeting their basic needs. In addition, this program also has the potential to encourage people to invest in small businesses, thereby improving overall welfare. However, the successful implementation of this program is influenced by several factors, including effective communication between the government and the community, adequate resource management, and a clear bureaucratic structure. A positive attitude from all parties involved is also key in achieving poverty alleviation goals. Novelty: The study adopts a theoretical approach put forward by George C. Edwards III, which details four important components in policy implementation, namely communication, resources, bureaucratic structure, and disposition. This approach is innovative because it not only focuses on financial impact analysis, but also explores the interactions and synergies between non-financial factors that significantly determine the success of the BLT-DD program.

Abstract

Objective: This study aims to analyze the empowerment of Micro, Small, and Medium Enterprises (MSMEs) leather bag craftsmen in Kludan Village through the implementation of Digital Marketing strategies. Method: A qualitative descriptive approach was employed, with data collected through interviews, observations, and documentation, and analyzed using the Miles and Huberman interactive model. Results: The findings reveal that the Kludan Village government has provided structured training and mentoring programs on Digital Marketing to enhance the online marketing capacity of MSMEs and broaden their market reach. Despite these efforts, MSMEs face challenges such as low digital literacy and limited access to technology, particularly among elderly entrepreneurs. To address these barriers, the government has offered continuous mentoring, equipment support, and facilitated the creation of Business Identification Numbers (NIB). Novelty: This study highlights Digital Marketing as a strategic and sustainable solution for strengthening local economies in rural areas, emphasizing the critical role of government-led interventions in bridging the digital divide and enabling MSMEs to adapt effectively to the demands of the digital era.

Abstract

Objective: This study aims to analyze the implementation of the E-Samsat system for motor vehicle tax payments in Sidoarjo Regency, with a focus on its challenges and opportunities in enhancing efficiency and public compliance. Method: A mixed-methods approach was employed, combining qualitative and quantitative data through taxpayer surveys, interviews with government officials, and secondary sources such as governmental reports and prior studies on digital taxation. Qualitative data were analyzed thematically, while quantitative data were examined using descriptive statistics. Results: The findings indicate that the E-Samsat system has improved accessibility and convenience for taxpayers, yet significant challenges persist, including inadequate internet infrastructure in rural areas, low levels of digital literacy, and concerns regarding system security. Despite these barriers, the study highlights opportunities for strengthening public compliance and government revenue through infrastructure improvements, expanded socialization programs, and enhanced security measures. Novelty: This research contributes new insights into the digital transformation of taxation systems in Indonesia by addressing both the limitations and potential of E-Samsat. The study offers practical recommendations for optimizing system effectiveness and provides a framework for advancing efficient and sustainable public service innovations in local governance.

Abstract

Objective: This study aims to analyze community participation in the Development Planning Deliberation (Musrenbang) in Rangkah Kidul Village, Sidoarjo District, with a focus on its influence on the quality of village development. Method: Using qualitative methods, data was collected through in-depth interviews with informants such as the Village Head, members of the Village Consultative Body (BPD), and active community participants, as well as through observation and documentation. Novelty: This study provides new insights into the importance of effective communication between village governments and communities to increase participation, and recommends the need for improvements in the socialization and access to information regarding the Musrenbang process, so that development can be more responsive to local needs and community aspirations.

Abstract

Objective:  the purpose of this study is to analyze and describe the Innovation of the Online Single Submission (OSS) Program in improving business licensing services at the Investment and One-Stop Integrated Services Office (DPMPTSP) of Sidoarjo Regency using the innovation diffusion theory from Everett Rogers. The focus of the research is directed at five key indicators of innovation: relative profitability, suitability, complexity, triability, and ease of observability. Method: The method used is a descriptive qualitative approach with purposive sampling techniques on relevant informants. Data were collected through interviews, observations, and documentation, and analyzed with the Miles and Huberman model through the stages of reduction, data presentation, and conclusion drawn. Result: The results of the study show that the Relative Advantage indicatorprovides great benefits such as time efficiency, legal certainty, easy access, and supports the principle of good governance. OSS conformity supports bureaucratic reform and technology-based governance and supports local economic growth. Complexity regarding the difficulty of understanding the terms KBLI and NIB, especially the MSME community. Possible to try OSS allows for initial testing before full launch to help users and governments, OSS Ease of Observability is easy to observe such as improved time efficiency, transparency, and easier access. Novelty: The novelty of this study lies in the comprehensive theory-based evaluation approach of Rogers (1962) to the implementation of OSS in the context of local licensing, which has not been explored in depth. This study confirms that the successful adoption of digital innovations in public services is highly dependent on a combination of system readiness, people's digital literacy, and active support from the government.

Abstract

Objective: This study aims to analyse the effectiveness of the SIMMAMAH (Ready to Serve the Community at Night) Program which is an innovation in population administration services in Taman District, Sidoarjo Regency. The background of this programme is to provide services to people who do not have free time during regular working hours. This research uses descriptive qualitative methods with data collection techniques through interviews, direct observation, and documentation. Method: The analysis in this study refers to the theory of effectiveness according to Duncan which includes three main indicators, namely goal achievement, integration, and adaptation. Result: The results show that the SIMMAMAH Programme is effective in reaching out to the community, especially to those who work during the day, as shown by the increasing number of service users for documents such as Family Cards (KK) and Child Identity Cards (KIA) from 2022 to 2023. The programme has also been integrated with the village service system and continues to run despite leadership changes. In terms of adaptation, SIMMAMAH shows flexibility in operational time but still faces constraints on fixed scheduling and limited information dissemination. Novelty: The result of this research lies in the in-depth analysis of non-regular time (night-time) based public service innovations and the importance of schedule flexibility and more effective communication strategies to improve accessibility of civil registration services.

Abstract

Objective This study aims to determine the quality of administrative services through the E-Pak Ladi program in Cangkringmalang Village, Pasuruan Regency. The research focuses on evaluating five dimensions of public service quality: tangibles, reliability, responsiveness, assurance, and empathy, in the context of implementing digital administrative services at the village level.. Method: The method used in this study was descriptive with a qualitative approach. Data collection techniques included direct observation, in-depth interviews with the community and village officials, and documentation of the implementation of the E-Pak Ladi program. This study aims to comprehensively describe the actual conditions on the ground and explore various obstacles and successes in service implementation. Results The results of the study indicate that the quality of service through the E-Pak Ladi program varies across dimensions. The tangible dimension declined because the comfort indicator for the location had not been met, even though other physical aspects were available. The reliability dimension met community expectations and the service was considered reliable. Responsiveness was considered quite good, especially in responding to citizen complaints and grievances. In the assurance dimension, the community was satisfied because the service was provided with a clear time guarantee. Meanwhile, the empathy dimension performed well with intensive communication between village officials and the community.. Novelty: The novelty of this research lies in its specific focus on the implementation of digital population administration services at the village level, a practice rarely studied in depth. Furthermore, using the latest local data from 2022–2024, this study successfully identified practical challenges and applicable solutions that can be implemented by village governments. This research is expected to serve as a reference for developing digital public services in other rural areas in Indonesia..
