Abstract

Objective: This study aims to describe and analyze various problems in depth through field observations regarding the Effectiveness of the Implementation of the Social Welfare Information System–Next Generation (SIKS-NG) in Singopadu Village, Tulangan District, Sidoarjo Regency. Method: This study uses a qualitative method with a descriptive approach. The technique carried out by the author uses the purposive sampling method which is carried out by collecting data through observation, interviews, and documentation. Data analysis uses the Miles and Huberman model with stages of data reduction, data presentation, and conclusion drawn. Result: The results of this study using the concept of Budiani's theory, namely: first, the accuracy of the target program can be concluded that it is still not in accordance with this because there are still shortcomings, there is a discrepancy between the data in the application and the manual data owned by the Singopadu Village government. Second, the Socialization Program can be said to be inappropriate because the socialization program was not carried out due to concerns that the community would apply for assistance independently. Third, the Program Objectives in this indicator are not appropriate because the distribution of social assistance is not on target and the program is running less effectively. Fourth, Program Monitoring, that there are still shortcomings, namely the lack of supervision of the performance of SIKS-NG Operators in carrying out data updates at the village level. Novelty: This research presents a novelty in the study of the effectiveness of the implementation of SIKS-NG with a focus on specific local contexts and related socialization strategies that are counter-productive, where the village deliberately does not conduct open socialization to the community.

Abstract

Objective: This study aims to describe and analyze the effectiveness of Electronic Human Development Worker (E-HDW) in managing stunting rates in Rangkah Kidul Village, Sidoarjo District through three main indicators, including E-leadership, Information Network Infrastructure, and Information Management. This e-HDW was developed to assist human development cadres (KPM) in recording, monitoring, and reporting stunting target data. Method: This study uses a qualitative method with a descriptive type. Data collection techniques are carried out through observation activities in the field, interviews with related parties, and collection of documents as information support materials. Result: As a result of the research on the E-leadership indicator, the village government has provided active support through training and provision of facilities for the use of E-HDW. The information network infrastructure is considered quite adequate, although there are still technical glitches such as server problems and system maintenance. In the information management indicators, the data in the E-HDW is stored and managed quite well, but information related to children's growth and development has not been presented completely and is not as accurate as data from the health center. Novelty: The novelty in this study focuses on the direct application at the village level as well as findings regarding the difference between child growth and development data displayed by E-HDW and manual health data from health centers, which can be used as evaluation material for future development, as well as providing a real picture of the challenges of applying digital technology in handling stunting in villages.

Abstract

Objective: This study aims to analyze the implementation of the E-Buddy electronic official script application in enhancing administrative efficiency within the Government of Sumorame Village, Sidoarjo Regency. Method: Employing a descriptive qualitative approach, data were collected through interviews, observations, and documentation, and analyzed using Mazmanian and Sabatier’s policy implementation theory, which emphasizes policy clarity, resources, implementer disposition, and bureaucratic structure. Results: The findings reveal that while the E-Buddy application represents a step toward digital governance, its implementation encounters significant obstacles, including limited human resources, inadequate internet infrastructure, insufficient training and socialization, and resistance from village officials toward digital transformation. These challenges hinder the consistency and effectiveness of the application in achieving its intended outcomes. Novelty: This study provides a unique contribution by applying Mazmanian and Sabatier’s framework to evaluate digital innovation at the village governance level, highlighting the practical barriers and policy determinants that influence implementation. The analysis underscores the need for strategic interventions such as capacity building, infrastructure reinforcement, and the establishment of a dedicated coordination team to ensure the sustainability and scalability of the E-Buddy application in supporting rural administrative reform

Abstract

Objective: This study aims to analyze and describe the planning of village funds for community empowerment, especially in Kebonsari Village, Indonesia.  Method: The method used is qualitative description with data collection techniques through interviews, observation, and documentation. The informants involved in this study consisted of the Village Secretary, Village Planning Clerk, Community Elements, and village officials involved in village fund planning. Results:  The results showed that the planning of the Village Fund in Kebonsari in Indicators [1] targets are determined from village deliberations by considering proposals from residents and priority scales to ensure that the programs run are in accordance with the needs. [2] Village fund planning policies are based on local government regulations and authorize villages to manage fund allocations independently to support community empowerment. [3] Planning procedures are carried out systematically through the stages of observation, deliberation, preparation of the RKP, and budgeting in the APBDes.  [4] Programs are focused on infrastructure development and community empowerment. [5] For the biata budget, it is designed based on real needs and takes into account the efficiency of the use of funds including bookmarking the remaining budget for programs in the following year. The whole process is transparent and participatory in line with George Robert Terry's theory.  Novelty: The novelty of this research lies in the analysis of Village Fund Planning for the 2025 fiscal year in Kebonsari Village comprehensively by linking George Robert Terry's theory and empirical data from interviews and highlighting the practice of transparency in the utilization of remaining funds for the following year's program which is rarely given in previous studies.

Abstract

Objective: This study aims to evaluate the effectiveness of the implementation of the Marriage Management Information System (SIMKAH) in improving the quality of marriage administrative services at the Office of Religious Affairs (KUA) in Candi District. Method: A descriptive qualitative approach was employed, utilizing data collection techniques such as in-depth interviews, direct observation, and document analysis, and data were analyzed using the interactive model of Miles and Huberman, with triangulation applied to ensure data validity. Result: The findings reveal that SIMKAH enhances service responsiveness by improving time efficiency and digital access, reinforces transparency through the disclosure of costs and procedures, and strengthens internal accountability via auditable digital records, however, the implementation still faces several challenges, including limited infrastructure, low digital literacy among the community, and suboptimal functionality of interactive features such as data revision and complaint tracking. Novelty: These findings suggest that SIMKAH holds significant potential as a form of digital transformation in public services, nevertheless, further development is needed to ensure greater inclusiveness and public participation, and this study contributes to the formulation of digital policy improvements in marriage service administration, particularly at the sub-district level.

Abstract

Objective: This study aims to analyse the effectiveness of the ELSIMIL digital application in reducing stunting in Sidoarjo Regency through the lens of Edward III’s policy implementation theory. Method: A qualitative descriptive approach was employed with purposive sampling to select informants, while data were collected through interviews, observations, and documentation, and analysed using Miles and Huberman’s interactive model. Results: The findings reveal that effective communication, achieved through hierarchical information transmission, clarity of socialisation materials, and routine monitoring, supports programme success despite challenges such as limited TPK understanding and server disruptions. Resource-related obstacles include limited cadres, uneven authority comprehension, and suboptimal technological infrastructure; however, strong commitment and enthusiasm among implementers facilitated programme sustainability. A well-structured bureaucratic framework with clear Standard Operating Procedures and division of tasks enabled the creation of a stunting prevention ecosystem integrating digital technology with community-based health services. Novelty: This study contributes an innovative model for addressing the digital divide in public health interventions by adapting communication and training strategies to the technological literacy of grassroots health cadres, thereby strengthening bottom-up approaches to stunting prevention.

Abstract

Objective: The use of information technology in public services represents a strategic initiative in bureaucratic reform, and the Sidoarjo Regency Government has introduced the SIPRAJA (Sidoarjo People’s Service System) application as an e-government innovation to enhance service quality. This study aims to examine the implementation of the SIPRAJA application in Sidokerto Village, Buduran District, Sidoarjo Regency, and to analyze the factors influencing its effectiveness. Method: A qualitative descriptive approach was employed with purposive sampling to determine research subjects, focusing on the Sidokerto Village Hall as the research locus. Data were collected through observation, interviews, and documentation, and analyzed using Edward III’s policy implementation indicators. Results: The findings reveal that SIPRAJA implementation in Sidokerto Village is relatively effective, with two-way communication established between the government and community, although challenges persist among elderly users. Human resources and infrastructure are generally adequate, yet limitations such as the absence of dedicated computers and recurring technical issues remain. The implementers demonstrate positive attitudes, and bureaucratic structures are functional but lack specific SOPs for SIPRAJA operations. Novelty: This research contributes by highlighting the practical challenges of e-government implementation at the village level and emphasizing the urgency of both technical and administrative improvements to optimize digital public services

Abstract

Objective: This study aims to evaluate the effectiveness of the implementation of e-government through the Mlaku Dewe (BMW) File application in Masangan Wetan Village, Sukodono District, as an effort to enhance the quality of public services in densely populated areas previously constrained by manual administrative systems. Method: A descriptive qualitative approach was employed, utilizing structured interviews and observations, with the analysis guided by Richard M. Steers’ theory of organizational effectiveness, which emphasizes goal achievement, integration, and adaptation. Results: Findings indicate that the BMW application significantly improves service efficiency by reducing processing time from 3–4 days to 1–2 hours, streamlining bureaucratic procedures, and enhancing public satisfaction. The system further facilitates multi-user access, online document tracking, and integration with local community structures such as RT/RW. Nevertheless, challenges persist, particularly regarding limited socialization efforts and the need to strengthen the technical capacity of village officials. Novelty: This research contributes by offering a unique analysis of e-government at the village level through the lens of organizational effectiveness theory, demonstrating that the BMW application serves as an innovative model for advancing digital governance in local contexts.

Abstract

Objective: This study aims to analyze the implementation of the Smart ASN application in enhancing the quality of civil service delivery at the Regional Civil Service Agency (BKD) of Sidoarjo Regency as part of the local government’s digital transformation strategy to achieve efficient, transparent, and accessible public services. Method: The research employs a descriptive qualitative approach with data collected through interviews, observations, and documentation. Data analysis is guided by George C. Edward III’s policy implementation theory, which emphasizes communication, resources, implementer disposition, and bureaucratic structure as key determinants of policy success. Results: The findings indicate that BKD Sidoarjo has effectively fulfilled Edward III’s criteria by establishing clear communication channels, optimizing available resources, fostering strong implementer commitment, and developing an adaptive bureaucratic structure. Despite these achievements, several challenges persist, including data integration issues, technical barriers, and the varying adaptability of civil servants to digital systems. Novelty: This study contributes to the literature by integrating Edward III’s policy implementation theory with the practical evaluation of digital application use in regional civil service agencies at the district level, offering new insights into how localized bureaucracies adopt and adapt digital innovations to improve governance.

Abstract

Objective: This study aims to analyze the implementation of the Tumbas application as a digital-based public service innovation initiated by the Mojokerto Regency Government to support the empowerment of local MSME actors, emphasizing not only the provision of technology but also the effectiveness of policy execution and community acceptance. Method: The research adopts a descriptive qualitative approach with data collected through in-depth interviews with policy implementers and MSME actors, field observations, and document analysis. Data were analyzed using the Miles and Huberman model, consisting of data reduction, data presentation, and conclusion drawing. Results: The findings show that the Tumbas application has successfully connected MSME actors with the digital market, enhancing accessibility and openness, though challenges persist in technological literacy, sustainability of assistance, and inter-agency coordination. Additionally, bureaucratic structures and human resources have been streamlined to better support this digital service system. Novelty: This research provides an evaluative perspective on the Tumbas application as a localized digital ecosystem, positioning it not only as a transaction platform but also as an instrument of regional economic development policy, integrated with George C. Edwards III’s public policy implementation framework.
