Abstract

Objective: This study aims to examine the implementation of the Plavon program in population administration services in Singkalan Village. Method: Qualitative descriptive method with data collection techniques in the form of interviews, observations, and documentation studies. The informants in this study consist of village heads, Plavon operators, and villagers who are directly involved in the implementation of the program. Results: The results of this study show that the implementation of the PLAVON program in Singkalan Village is supported by adequate technological infrastructure and competent operators. However, there are still several obstacles, such as uneven socialization to all residents, limited understanding of the elderly community towards technology, and the support of the village head that has not been maximized. On the other hand, communication between implementers and coordination with the Dispendukcapil has gone well, the disposition of the implementers shows high commitment, and the bureaucracy has followed the applicable SOPs. Novelty: This research presents a novelty by applying Edward III's theory in the context of digital administrative services in Singkalan Village, which has never been researched before. Although such theories have been used in other studies, the focus on specific challenges such as limited public understanding and technical challenges in the implementation of the Plavon Program makes a new contribution. These findings enrich the study of e-Government at the local level and provide input for more inclusive digital service policies.

Abstract

Objective: This study aims to describe and analyze community empowerment in waste management through the waste bank program in Larangan Village. Method: The research employs a qualitative approach with data collected through interviews, observations, and field documentation, while data analysis follows the Miles and Huberman (1984) model, consisting of data collection, data reduction, data presentation, and conclusion drawing. Results: The findings indicate that community empowerment in Larangan Village has been achieved through three main aspects: (1) awareness empowerment, which has increased residents’ awareness and active participation in waste management through socialization and training; (2) capacity empowerment, where communities receive training and counseling to enhance knowledge and skills, supported by the establishment of waste management groups to strengthen organizational capacity; and (3) authority empowerment, which provides opportunities, authority, and competencies for communities to sustainably and independently manage waste. Novelty: This study contributes by offering an evaluative perspective on waste bank programs as a model of community-based empowerment that integrates awareness, capacity building, and authority, positioning waste management not only as an environmental initiative but also as a strategy for sustainable village development.

Abstract

Objective: This study aims to analyze the implementation of the Disaster Resilient Village (Destana) program in Bungurasih Village, Waru District, Sidoarjo Regency, focusing on efforts to build community capacity in disaster mitigation through a collaborative framework. Method: A descriptive qualitative approach was employed, utilizing triangulation techniques of interviews, observations, and documentation, with analysis guided by the Hexahelix collaboration model and Edward III’s policy implementation dimensions of communication, resources, disposition, and bureaucratic structure. Results: The findings indicate that although Bungurasih Village has not been formally integrated into the BPBD Destana system, disaster management activities have been implemented collaboratively and participatively. The village government actively fosters partnerships with MSMEs through Bumdes and leverages social media for information dissemination. Community participation is evident in evacuation and logistics, yet engagement from academics, the business sector, and formal mass media remains limited. Key obstacles include inadequate emergency communication systems, limited resources, and bureaucratic delays in logistics. Novelty: This study highlights the application of the Hexahelix approach as a practical and adaptive model for strengthening disaster resilience at the village level, offering new insights into the integration of local governance, community participation, and cross-sector collaboration in disaster risk reduction.

Abstract

Objective: This study aims to analyze the implementation of the Village Financial System Application (SISKEUDES) as a form of E-Government in improving financial management in Pagerwojo Village, Buduran District, Sidoarjo Regency. Method: The research employs a qualitative descriptive approach with data collected through interviews, observations, and documentation. Results: The findings show that the implementation of SISKEUDES has enhanced efficiency, accountability, and transparency in village financial management. Prior to its adoption, financial reporting was conducted manually, which often led to errors and delays, whereas with SISKEUDES, financial processes became more structured and aligned with regulatory standards. Nevertheless, challenges persist, including limited human resources, inadequate internet infrastructure, and suboptimal transparency toward the community. Moreover, based on Indrajit’s (2005) six components of E-Government, the aspect of Citizen Interaction remains weak, as the village lacks a dedicated digital platform such as a website or community service application. Novelty: This study contributes by providing an evaluative perspective on SISKEUDES not only as a financial management tool but also as a catalyst for strengthening governance, emphasizing the need for capacity building and digital infrastructure development to ensure sustainability and inclusivity in village-level E-Government practices.

Abstract

Objective: This study aims to measure the effectiveness of the Village Financial System (SISKEUDES) in financial management within Jungwangi Village, Krian District. Method: A qualitative research design was employed, with data collected through field observations, interviews with key informants, and documentation analysis. Results: The findings, analyzed using the theoretical perspectives of Amas et al. (2020) and Aeni M. et al. (2022), indicate that the implementation of SISKEUDES in Jungwangi Village has been effective, as all stages of financial management have been carried out according to established procedures. However, challenges persist, particularly at the final reporting stage, where the central server often encounters errors or becomes inaccessible. This problem is attributed to high levels of simultaneous access by multiple village operators across different regions, creating system overloads. Novelty: This study contributes to the literature by highlighting not only the effectiveness of SISKEUDES in improving village-level financial governance but also by addressing technical barriers related to server capacity and system accessibility, which remain underexplored in previous research on digital financial management systems at the village level.

Abstract

Objective: This study aims to analyze the implementation of the Village Information System (SID) in Kureksari Village in accordance with Sidoarjo Regent Regulation Number 98 of 2022, focusing on the factors that support and hinder the provision of transparent information services for the community. Method: A qualitative descriptive case study approach was employed, with data collected through observation, interviews, and documentation, and analyzed using Indrajit’s (2005) balanced e-government scorecard framework, which includes the dimensions of benefits, efficiency, participation, transparency, and change management. Results: The findings reveal that supporting factors include adequate budget allocation for facilities, infrastructure, and SID procurement, as well as strong participation from community organizations and NGOs that actively contribute to system utilization. However, inhibiting factors persist, including ineffective website implementation, limited technological skills among village staff due to insufficient training, and frequent system errors caused by overlapping electronic service platforms. Novelty: This research contributes by applying the balanced e-government scorecard to evaluate SID at the village level, offering new insights into how financial resources and community participation can strengthen implementation, while highlighting the urgent need for capacity building and system integration to ensure more effective and transparent village governance.

Abstract

Objective: This study aims to evaluate the effectiveness of the implementation of the Sidoarjo Financial Information System (SIKSDA) in improving the performance of regional financial management at the Regional Financial and Asset Management Agency (BPKAD) of Sidoarjo Regency. Method: The research employed a qualitative descriptive approach, with data collected through in-depth interviews, observations, and documentation studies, and the analysis was guided by Richard M. Steers' theory of organizational effectiveness, which emphasizes goal achievement, integration, and adaptation. Results: The findings indicate that SIKSDA has enhanced the financial reporting process by improving speed and accuracy, ensuring timely achievement of budget targets, facilitating integration with tax, procurement, and asset systems, and demonstrating strong adaptability to regulatory changes through regular training, system maintenance, and risk mitigation. Novelty: This study highlights the role of SIKSDA as a model for effective digital-based financial governance at the local government level, showing how integrated financial information systems not only increase efficiency and accountability but also provide strategic adaptability, offering insights and practical implications for other regions seeking to strengthen their financial management practices.

Abstract

Objective: This study aims to analyze the implementation of digital public service policies through the Si Superlaris application in managing inheritance statements in Grabagan Village, Tulangan District, Sidoarjo Regency. Method: A descriptive qualitative approach was employed, using George C. Edward III’s policy implementation model, which emphasizes communication, resources, implementer disposition, and bureaucratic structure. Data were obtained through interviews, observations, and documentation to ensure validity through triangulation. Results: The findings reveal that the implementation of Si Superlaris aligns with the four dimensions of policy implementation. Communication has been effectively established through socialization and inter-operator communication groups; human resources are considered sufficient; and implementer commitment remains positive. Nonetheless, technical challenges persist, particularly regarding the incompatibility of digital documents with external institutional requirements, limiting full integration. These results underscore the need for cross-sectoral collaboration and continuous system updates to strengthen digital service delivery. Novelty: The originality of this study lies in its examination of the digitization of inheritance administration services at the village level, a relatively unexplored area in public policy research, thereby offering new insights into the role of local governance in advancing digital transformation.

Abstract

Objective: This study aims to evaluate the implementation of the Village Information System (SID) as a form of digital governance in Sugihwaras Village, Candi Sub-district, Sidoarjo Regency. Method: Descriptive qualitative approach using semi-structured interviews with village officials (village head, village secretary, SID operator), direct observation of activities in the village office and SID website, and documentation study of village regulations, financial reports, and population data. Data analysis followed a cycle of reduction, presentation, and verification according to Miles & Huberman.   Results:  The results showed that the SID began operating in 2022 and has replaced manual processes with a website platform that provides modules on village profiles, news/announcements, self-service, documentation, and superior products. The implementation of SID improves administrative efficiency, budget transparency, and citizen participation, especially the younger generation, although community digital literacy and the quality of internet connections are still major obstacles. Support from the local government and village institutions plays an important role in the smooth implementation.   Novelty: The novelty of this study lies in the use of the New Public Management (NPM) framework to assess the integration of the principles of efficiency, transparency, accountability, and public orientation in the implementation of SID at the village level. In addition, this study maps the challenges of digital literacy and infrastructure in villages, and formulates applicable policy recommendations for sustainable information technology-based institutional capacity building.

Abstract

Objective: This study aims to analyze and describe the digitalization of Jetis Batik MSME marketing as a transformation of local cultural products. Method: A qualitative descriptive approach was employed with data collection techniques including observation, documentation, and interviews, using purposive sampling to select informants based on specific objectives. The analysis applied Talcott Parsons’ AGIL framework to assess adaptation, goal achievement, and integration in the digitalization process. Results: The findings show that adaptation remains limited, as Jetis Batik MSME owners still rely on conventional systems and lack a dedicated online sales platform, though partial adjustments are made through reseller networks. Goal achievement is hindered by concerns over price disparities with resellers, preventing optimal realization of marketing targets. Meanwhile, integration has been relatively successful, as evidenced by coordination between owners and resellers and the implementation of training programs that support sustainability in digital marketing. Novelty: The study contributes originality by combining economic perspectives with cultural preservation, framing digitalization not merely as a marketing strategy but also as an effort to safeguard and promote Jetis Batik as a valuable element of local cultural heritage.
