Abstract

Objective: This study aims to evaluate the effectiveness of the e-Sambat application in enhancing the quality of public complaint services in Pasuruan City and to identify supporting and inhibiting factors in its implementation. Method: A descriptive qualitative method with an inductive approach was employed, using Gibson’s (2011) effectiveness framework and Zeithaml et al.’s service quality dimensions (in Hiplunudin, 2017). Data were collected through observations, in-depth interviews, and documentation to capture both process and outcome dimensions. Results: The findings indicate that the e-Sambat application plays a significant role in streamlining the public complaint process and has contributed positively to service quality, particularly in terms of responsiveness and reliability. Nevertheless, the limited number of users remains a major obstacle, largely due to insufficient socialization and system optimization. Despite these challenges, the services provided through e-Sambat are perceived as satisfactory and capable of addressing various community complaints effectively. Novelty: This research provides new insights into the role of digital complaint systems at the municipal level, highlighting e-Sambat not only as an administrative innovation but also as a strategic instrument for improving citizen engagement and fostering sustainable public service transformation.

Abstract

Objective: This study aims to analyze the implementation of the Digital Population Identity (IKD) application as an innovation in population administration services in Larangan Village, Candi District, Sidoarjo Regency. Method: A qualitative research approach was employed, with data collected through interviews, observations, and documentation, and analyzed using George C. Edward III’s policy implementation theory, which emphasizes communication, resources, disposition, and bureaucratic structure. Results: The findings reveal that the implementation of IKD in Larangan Village is not yet optimal. Communication is hindered by uneven information dissemination, unclear messages, and inconsistent coordination across implementing levels. Resource constraints remain significant, including limited human resources, insufficient technical competence, inadequate infrastructure, and budgetary shortcomings. The disposition of implementers indicates acceptance but lacks proactive commitment, while the bureaucratic structure is weakened by the absence of specific standard operating procedures (SOPs) and regular monitoring mechanisms. Novelty: This study contributes to the literature by providing empirical insights into the early-stage challenges of digitizing population administration at the village level, highlighting the need for structured socialization, capacity building, and regulatory reinforcement to achieve effective and sustainable digital service innovation.

Abstract

Objective: This study aims to analyze the effectiveness of e-government implementation through the Sidoarjo People’s Service System (SIPRAJA) in managing population documents in Kludan Village. Method: A qualitative descriptive approach was employed, with data collected through interviews, observations, and documentation, and analyzed using Miles and Huberman’s interactive model to capture the dynamics of implementation. Results: The findings show that SIPRAJA has enhanced the efficiency of population administration services by reducing queues, accelerating service completion times, and strengthening transparency and accountability. Despite these improvements, several challenges persist, including uneven internet access, limited digital literacy among community members, and technical barriers in application operations. Nevertheless, socialization and training initiatives by the village government have helped improve public knowledge and participation in using SIPRAJA. Novelty: This study provides empirical insights into the role of SIPRAJA as a digital innovation at the village level, highlighting its potential as an inclusive and sustainable solution for improving population administration services, while also identifying key areas for further development in infrastructure, management responsiveness, and digital literacy.

Abstract

Objective: This study aims to describe and analyze the role of Village-Owned Enterprises (BUMDes) in the development of Integrated Waste Management Sites (TPST) in Kedungturi Village, Taman District, Sidoarjo Regency. Method: The use is qualitative descriptive research, with data collection through interviews, observations, and documentation, as well as data analysis using the Miles and Huberman model. Results: show that BUMDes have successfully carried out their role in waste management through four indicators from the role theory of Biddle & Thomas in Sarwono: First, the role of Hope, which reflects the expectations of the community. Second, the role of norms, which shape managers' behavior. Third, the form of behavior seen in real actions in management. And finally, Evaluation & Sanctions, which strengthens management accountability. Novelty: this research lies in the application of role theory in the context of environmental management at the village level, as well as providing insight into how BUMDes can function as agents of change in effective and efficient waste management.

Abstract

Objective: This study aims to evaluate the implementation of the e-retribution program in market services in Sidoarjo Regency, focusing specifically on Larangan Market. The objective is to assess the effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy of the digital-based retribution system in improving service delivery to traders. Method: A qualitative descriptive research method was employed. Data collection techniques included interviews, observations, field notes, and the use of both primary and secondary sources. The study used purposive sampling, selecting key informants such as Mr. Herlambang (Head of the UPTD for Regional Markets) and Mr. Joko (Trade Analyst Expert at the Sidoarjo Regency Department of Industry and Trade). Data analysis was conducted using the Miles and Huberman model: data collection, data reduction, data presentation, and conclusion drawing.  Results:  Findings show that the e-retribution application significantly facilitates market service processes. The system is effective in operation, efficient in saving time, adequate in meeting trader needs, equitable in reaching all traders, responsive to user feedback, and accurate due to digital record-keeping. Novelty: This study contributes to the growing body of literature on digital governance in local public services by providing empirical evidence on the successful implementation of e-retribution systems at the market level. It highlights the practical benefits of digital transformation for public service efficiency, especially in traditional market settings.

Abstract

Objective: This study aims to analyze and describe the innovation of the application-based Independent Village Information System (Si Eman) in supporting the development of e-government in Ketimang Village. The research focuses on evaluating the system's effectiveness in improving administrative processes and public service delivery at the village level. Method: The research uses a descriptive qualitative approach. Data were collected through in-depth interviews with village officials, direct observations of system usage, and documentation review. Both primary and secondary data sources were utilized to ensure comprehensive insights.  Results:  The findings reveal that the Si Eman application has several innovative attributes. First, it offers a relative advantage by simplifying data management and reducing the risk of data loss. Second, its compatibility with existing village needs and work processes facilitates easier adoption. Third, complexity is still a challenge due to limited digital literacy among staff and occasional technical issues. Fourth, observability is enhanced through regular training programs that improve user understanding and encourage system utilization.  Novelty: The study contributes to the literature on rural e-government by showcasing how a locally developed application like Si Eman can effectively bridge digital gaps in village administration. It highlights the importance of context-specific innovations that are aligned with local capacities and emphasizes the role of digital training in ensuring successful implementation.

Abstract

Objective: The research aims to evaluate how effectively the program functions as a digital public service innovation. Method: A qualitative descriptive approach was employed, with data collected through observation, interviews, and documentation using purposive sampling. The analysis was conducted based on four indicators of effectiveness by Budiani (2007), namely target accuracy, program socialization, goal achievement, and program monitoring. Results: Findings reveal that the program has achieved target accuracy as the services align with community needs, although participation remains low due to a preference for face-to-face services. Socialization was limited to the initial launch in 2022, resulting in restricted public awareness. Program goals have been realized through improved efficiency, reduced queues, and more precise services. However, program monitoring has not been optimal due to the absence of formal strategies or policies for evaluation and sustainability. Novelty: This research contributes by applying Budiani’s effectiveness framework comprehensively to assess website-based public service innovation, highlighting the crucial role of continuous socialization and policy support in ensuring the long-term sustainability of digital services at the sub-district level.

Abstract

Objective: The research aims to evaluate how the KNG, an innovation developed by the Surabaya City Population and Civil Registration Office, simplifies online civil registration services for the community. Method: A descriptive qualitative approach was applied, with data collected through observation, interviews, documentation, and literature review. The analysis was guided by Sutrisno’s (2010) five indicators of effectiveness: program understanding, target accuracy, timeliness, achievement of objectives, and tangible changes. Results: Findings reveal that while KNG has streamlined civil registration processes, public understanding remains limited, particularly among those with low digital literacy, which constrains independent utilization of the system. Ineffectiveness in user comprehension directly impacts the timeliness and accessibility of services. Novelty: This study contributes by applying Sutrisno’s multidimensional framework to assess an IT-based public service innovation at the village level, emphasizing the critical role of public awareness campaigns, continuous training, and digital literacy empowerment in ensuring the sustainable effectiveness of e-government services.

Abstract

Objective: This study aims to analyze the implementation of the Village Financial System (Siskeudes) application in Kajeksan Village, Tulangan District, Sidoarjo Regency, using George C. Edward III’s public policy implementation theory, which includes the indicators of communication, resources, disposition, and bureaucratic structure. Method: This research employed a descriptive qualitative approach, with data collection techniques consisting of interviews, observations, and documentation. Informants were selected using purposive sampling, focusing on the Siskeudes operator in Kajeksan Village as the main source of information. Results: The findings indicate that communication between the local government and the village is conducted through training and socialization sessions whenever system updates occur. In terms of resources, village officials have received technical training, enabling knowledge transfer, and financial management is handled by more than one person. Budget allocations cover device maintenance and the procurement of digital administrative needs, although challenges remain with the stability of the internet connection. Regarding disposition, the operator records each financial activity, addresses technical issues, and verifies data before submitting reports. The bureaucratic structure supports implementation through a clear division of tasks and the availability of SOPs, although internal evaluations have not yet been conducted regularly. Novelty: The novelty of this study lies in its specific focus on the implementation of Siskeudes in Kajeksan Village, which has not been previously examined.

Abstract

Objective: This study analyzes the implementation of the School of Great Parents (SOTH) Program, which aims to reduce stunting in Bebekan Village, Taman District, Sidoarjo Regency, and improve parents' knowledge and skills in caring for toddlers, particularly regarding stunting and pre-stunting. Method: The methodology used in this study is descriptive qualitative, referring to George C. Edward III's implementation theory, which focuses on four indicators: communication, resources, implementer attitudes, and bureaucratic structure, with data collected through interviews, observations, and documentation involving health cadres, Working Group 4, and mothers with toddlers. Result: The results show that program communication is running relatively well through socialization, human resources and existing facilities are adequate despite limited funds, implementers show high commitment even without incentives, and the bureaucratic structure follows established procedures. Novelty: The conclusion of this study emphasizes that SOTH plays a significant role in increasing parental awareness, but community participation and financial support need to be increased, highlighting the unique contribution of evaluating stunting prevention programs through the lens of internal implementation mechanisms at the village level.
